Abstract
This chapter compares the historical development and current state of comparative pedagogy (CP) in four Slavonic South East European Countries – Bulgaria, Croatia, Serbia, and Slovenia. The authors also aim to put the historical background and contemporary developments of CP as a science and academic discipline in their countries on the worldwide comparative education (CE) map.
The chapter starts with a short definition of the two streams of CP development: the practical problem-solving nature of comparative studies; and the development of academic CP as a separate branch of the science of pedagogy. The history of CP in the four countries is divided into four historical periods: (1) 19th century until World War I (1918); (2) interwar years (1919–1941); (3) from 1945 until 1989; (4) from 1989 to the present. The development of CP during each period is examined in both national and comparative aspects and is analyzed within the appropriate political, social, and economic context. Some scientific-pedagogical factors are also discussed, with the goal of providing a better understanding of the specific features of CP in the individual countries and in the region as a whole. On the one hand, the analysis shows common characteristics in CP development, mostly influenced by the fact that the historical development of the science of pedagogy (accompanied by the teacher training tradition and the education system structure) was strongly influenced by German theoretical and practical pedagogy in all SSEE countries. On the other hand, the comparison reveals some differences, especially between Bulgaria and the former Yugoslavia.

Abstract
This chapter evaluates the readiness of the higher education system to contribute to the competitiveness of African countries in the knowledge economy. Using institutions of higher learning in Kenya and Uganda as case studies, the study demonstrates that the higher education system in Africa is ill-equipped to fulfill the role of knowledge production for the advancement of African economies. The chapter proposed promising ways through which higher education in the region can play a more fulfilling role to the global knowledge economy through the formation of relevant skills for the growth of African economies. In an era where knowledge assets are accorded more importance than capital and labor assets, and where the economy relies on knowledge as the key engine of economic growth, this chapter argues that higher education institutions in Africa can assist in tackling the continent’s challenges through research in knowledge creation, dissemination, and utilization for improved productivity. These institutions need to engage in design-driven innovation in the emerging knowledge economy. To enhance their contributions toward human capital development and knowledge-intensive economies in the region, it is imperative to employ public-private initiatives to bridge and address various challenges and gaps facing universities and research institutions in Africa.

Abstract
Purpose
The goal of this article is to conduct macro‐level analysis of human capital (HC) development strategies, pursued by four countries commonly referred to as BRICs (Brazil, Russia, India, and China).
Design/methodology/approach
This analysis is based on comparisons of macro indices of human capital and innovativeness of the economy and a review of related academic literature and government publications.
Findings
The study results suggest that in terms of present human capital capacity Russia and Brazil are ahead of China and India. However, during the last decade the governments of the latter two countries have initiated impressive national programs of HC development, which include significant investment and targeted government regulation in such areas as primary and secondary education, vocational education and training, and higher education, especially in science and technology fields. Russia and Brazil have targeted programs in some of the above areas, but lack comprehensive long‐term strategies, covering all the above areas and coordinating effort of various agencies and constituencies.
Research limitations/implications
It is recommended to expand the scope of analysis to include other fast growing developing economies (e.g. Mexico, Indonesia, and Turkey).
Originality/value
The article provides, for the first time, a comparison of human capital development indices and strategies of the four largest developing economies. The original feature of the article is a combination of the analysis of macro‐level indices with an in‐depth analysis of policy documents and academic literature.

Abstract
Purpose
This paper aims to review technical vocational education and training (TVET) literature, identify different components of the TVET system and develop a conceptual framework that integrates human resource development (HRD) and national human resource development (NHRD) outcomes. The renewed focus on technical vocational education and training (TVET) is important for human resource development (HRD), as it expands current understanding of its role in economic development through workforce training. National human resource development (NHRD) perspectives recognize the role of TVET in linking regional and national economic development strategies. Furthermore, TVET’s focus on literacy education, poverty alleviation and inclusion of marginalized and vulnerable populations emphasizes social development outcomes that are critical for NHRD. Using this background, the integration of HRD and NHRD outcomes into one conceptual TVET framework for addressing workforce, economic and social development outcomes has been proposed.
Design/methodology/approach
A targeted literature review approach was used for exploring relevant research on TVET systems, identifying the components which support and/or inhibit its effectiveness and an integrative framework that connects education, workforce development, social development and economic development was developed.
Findings
Three major themes were identified. The first theme identifies nine sub-themes that make an effective TVET system. These are as follows: national TVET policy, regional TVET policy, training, participation, curriculum, coordination of stakeholder institutions, individual and institutional attitudes toward skill development, managing supply-demand mismatches and economic and social development outcomes. The second major theme underlines the increasing overlap and connection between workforce development, social development and economic development strategies. In the third and final finding, effective TVET systems are positioned as the linking pin connecting the four TVET components (skills, education, innovation and knowledge) to the strategic goals of workforce development, economic development and social development.
Originality/value
Integrating national and organizational-based HRD strategies is a unique focus and reflects the broader examination of the differences in the relationship between corporate HRD and more traditional TVET systems. It is argued that the role of TVET in social and workforce development at the regional and societal level cannot be ignored. HRD and NHRD outcomes were integrated by utilizing TVET as a framework for linking economic, social and workforce development strategies.

Background: Artificial intelligence (AI) is a booming sector that has profoundly influenced every walk of life, and the education sector is no exception. In education, AI has helped to develop novel teaching and learning solutions that are currently being tested in various contexts. Businesses and governments across the globe have been pouring money into a wide array of implementations, and dozens of EdTech start-ups are being funded to capitalise on this technological force. The penetration of AI in classroom teaching is also a profound matter of discussion. These have garnered massive amounts of student big data and have a significant impact on the life of both students and educators alike.
Purpose: The prime focus of this chapter is to extensively review and analyse the vast literature available on the utilities of AI in health care, learning, and development. The specific objective of thematic exploration of the literature is to explicate the principal facets and recent advances in the development and employment of AI in the latter. This chapter also aims to explore how the EdTech and healthcare–education sectors would witness a paradigm shift with the advent and incorporation of AI.
Design/Methodology/Approach: To provide context and evidence, relevant publications were identified on ScienceDirect, PubMed, and Google Scholar using keywords like AI, education, learning, health care, and development. In addition, the latest articles were also thoroughly reviewed to underscore recent advances in the same field.
Results: The implementation of AI in the learning, development, and healthcare sector is rising steeply, with a projected expansion of about 50% by 2022. These algorithms and user interfaces economically facilitate efficient delivery of the latter.
Conclusions: The EdTech and healthcare sector has great potential for a spectrum of AI-based interventions, providing access to learning opportunities and personalised experiences. These interventions are often economic in the long run compared to conventional modalities. However, several ethical and regulatory concerns should be addressed before the complete adoption of AI in these sectors.
Originality/Value: The value in exploring this topic is to present a view on the potential of employing AI in health care, medical education, and learning and development. It also intends to open a discussion of its potential benefits and a remedy to its shortcomings.

Abstract
The current state and development of education system in Belarus are considered. It includes preschool, general secondary, vocational, secondary special and higher education, as well as supplementary education for children and further education for adults, including nonformal education. The gross enrollment rate in secondary education (ISCED Level 2 and 3) as a share to the population at the corresponding age was 102.9% in 2015, and the enrollment rate in tertiary education (ISCED Levels 5–8) showed 93.8%. The role of universities in creating the Belarus National Innovation System is shown. The main direction of improving the activities of higher education institutions based on the “University 3.0” model is considered. The Belarussian universities actively develop their innovation infrastructure (they form their own training and research centers, research and production laboratories, centers of cooperation with enterprises, career development centers for students and startup schools). During last years 14 sectoral laboratories and 6 science technological parks were established on the basis of Belarusian universities. Belarusian universities, while determining their own development trajectory, are guided by their main mission – to promote innovation and human capital formation – for the sustainable social and economic development of the country.

Abstract
The use of cutting-edge technology in education has the potential to transform the learning experience and greatly contribute to the achievement of the Sustainable Development Goals (SDGs) in emerging economies. With the increased accessibility of technology and online resources, digital literacy has become an essential skill in today's world. Smart e-learning platforms have emerged as a new tool for offering education and training in emerging economies, while also boosting digital literacy.
This chapter will attempt to investigate the impact of new-age technologies on the educational system and how they can help emerging economies achieve the SDGs. This study looks at case studies from various emerging economies, analyzing how innovative technologies like digital learning, smart teaching and learning, mobile learning, online learning, artificial intelligence (AI), virtual reality, and gamification are used to improve education quality and promote SDGs. This chapter emphasizes the impact of technological integration on access to education, reducing inequality, and improving educational quality and relevance. This study also looks into how education may help promote environmental sustainability and economic growth. According to the findings, integrating new-age technologies into the education system can be a game changer in achieving SDGs in emerging nations.

Education reform has increasingly become a top political priority in most countries, as education is thought to be the solution to social and economic challenges. While some of these reforms were successful, others had no impact at all and ended in failure. In the past two decades, Kuwait has continuously attempted to reform its education system, aiming to shift its economy toward a knowledge-based economy by improving the skill sets of its human capital. However, these attempts ended with failure. The aim of this chapter is to provide an explanation of the causes behind the failures by documenting and analyzing the recent reform project, which was launched in 2010 in collaboration with the World Bank. Due to the Ministry of Education’s (MOE’s) lack of official documentation related to the reform process the ethnography approach was used to develop critical documentation of reform process. The ability of educational institutions, including the MOE, to lead and manage educational reform is a crucial factor that affected the sustainability and success of the reform. Consequently, the success of any reform requires the government to prioritize top policies, implements certain social changes, and ensures skilled human capital is incorporated into the educational institutions.

Abstract
This chapter offers a survey of education transformations in the East Slavic countries, Belarus, Russia and Ukraine, in the context of globalization and Europeanization. It gives first an overview of the common USSR background, followed by a description of education developments in these countries after gaining independence in 1991. It states that the present development of the national education systems is under the influence of powerful globalization and Europeanization trends. The national features of education systems in these countries are described. Global and European benchmarks for the development of education influencing educational reforms in these countries have also been identified. The author concludes that the development of education in Belarus, Russia and Ukraine combines national priorities and the countries’ need for integration into the European and global spaces. The research would be of interest worldwide in the aspect of the East Slavic region’s education transformations under common challenges.
