Abstract

Purpose

This study aims to investigate the effects of climate change on harvestability for sugarcane-growing regions situated between mountain ranges and the narrow east Australian coastline.

Design/methodology/approach

Daily rainfall simulations from 11 general circulation models (GCMs) were downscaled for seven Australian sugarcane regions (1961:2000). Unharvestable days were calculated from these 11 GCMs and compared to interpolated observed data. The historical downscaled GCM simulations were then compared to simulations under low (B1) and high (A2) emissions scenarios for the period of 2046-2065. The 25th, 50th and 75th percentiles of paired model differences were assessed using 95 per cent bootstrapped confidence intervals.

Findings

A decrease in the number of unharvestable days for the Burdekin (winter/spring) and Bundaberg (winter) regions and an increase for the Herbert region (spring) were plausible under the A2 scenario. Spatial plots identified variability within regions. Northern and southern regions were more variable than central regions.

Practical implications

Changes to the frequency of unharvestable days may require a range of management adaptations such as modifying the harvest period and upgrading harvesting technologies.

Originality/value

The application of a targeted industry rainfall parameter (unharvestable days) obtained from downscaled climate models provided a novel approach to investigate the impacts of climate change. This research forms a baseline for industry discussion and adaptation planning towards an environmentally and economically sustainable future. The methodology outlined can easily be extended to other primary industries impacted by wet weather.

Abstract

Purpose

The purpose of this paper is to develop a geographic information system (GIS)‐based risk assessment tool for visualising climate change impacts in agricultural industries and evaluating eventual adaptation strategies.

Design/methodology/approach

A climate change adaptation strategy tool (CCAST) with built‐in GIS capability has been developed for agricultural industries. Development of the GIS functionality within CCAST includes the implementation of map projection, boundary allocation, interpolation and a graphical display of spatial data. In total, 20 climatic and crop indices are computed alongside basic climate variables (rainfall and temperature) from downscaled global climate models at 1,062 sites across the state of New South Wales (NSW) located in eastern Australia.

Findings

A case study in Australia is used to demonstrate use of this tool. This shows selecting suitable genotypes of wheat is a key adaptation strategy to mitigate the impacts of climate change on wheat cropping. It shows that spring wheat genotypes will become predominate, while the winter genotypes will only be viable in clearly defined areas where sufficient days of cool temperature exist for completion of vernalisation in a future warmer climate.

Originality/value

CCAST integrates knowledge relevant to climate impact management in a stand‐alone environment. It benefits from statistical analysis and GIS functionalities and provides many user‐friendly GIS features to make it suitable for practitioners on the ground.

Abstract

Purpose

Climate data, including historical climate observations and climate model outputs, are often used in climate impact assessments, to explore potential climate futures. However, characteristics often associated with “islandness”, such as smallness, land boundedness and isolation, may mean that climate impact assessment methods applied at broader scales cannot simply be downscaled to island settings. This paper aims to discuss information needs and the limitations of climate models and datasets in the context of small islands and explores how such challenges might be addressed.

Design/methodology/approach

Reviewing existing literature, this paper explores challenges of islandness in top-down, model-led climate impact assessment and bottom-up, vulnerability-led approaches. It examines how alternative forms of knowledge production can play a role in validating models and in guiding adaptation actions at the local level and highlights decision-making techniques that can support adaptation even when data is uncertain.

Findings

Small island topography is often too detailed for global or even regional climate models to resolve, but equally, local meteorological station data may be absent or uncertain, particularly in island peripheries. However, rather than viewing the issue as decision-making with big data at the regional/global scale versus with little or no data at the small island scale, a more productive discourse can emerge by conceptualising strategies of decision-making with unconventional types of data.

Originality/value

This paper provides a critical overview and synthesis of issues relating to climate models, data sets and impact assessment methods as they pertain to islands, which can benefit decision makers and other end-users of climate data in island communities.

Abstract

Purpose

This paper aims to investigate vulnerability factors that influence thermal comfort in residential buildings in the context of climate change and variability, as well as adaptive strategies that can be adopted. There is a need for research that systematically addresses factors influencing thermal comfort in the context of climate change.

Design/methodology/approach

Using a vulnerability framework, this paper reviews existing literature to identify factors driving impacts to comfort, as well as strategies to increase adaptive capacity in buildings. Data were collected from several sources including international organizations, scientific journals and government authorities, following an initial Web-based subject search using Boolean operators.

Findings

Significant impacts can be expected in terms of thermal comfort inside buildings depending on four vulnerability factors: location; age and form; construction fabric and occupancy and behaviour. Despite the fact that the majority of the existing studies are technically driven and spatially restricted, there is strong evidence of interdependencies of scales in managing vulnerability and adaptive capacity.

Practical implications

Results from this review emphasise the importance of balance mitigation with adaptation regarding new building design and when retrofitting old buildings. The factors identified here can also be used to assist in construction of simplified tools such as a vulnerability index that helps in identifying the most vulnerable buildings and dwellings and assist in retrofit decisions.

Originality/value

The paper offers critical insight regarding implications in building design and policy in a vulnerability framework.

Abstract

Purpose

This paper aims to present the “Vulnerability Sourcebook” methodology, a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning. The Vulnerability Sourcebook has been developed for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and has been applied in more than twenty countries worldwide.

Design/methodology/approach

It is based on a participative development of so-called climate impact chains, which are an analytical concept to better understand, systemise and prioritise the climate factors as well as environmental and socio-economic factors that drive climate related threats, vulnerabilities and risks in a specific system. Impact chains serve as the backbone for an operational climate vulnerability assessment with indicators based on quantitative approaches (data, models) combined with expert assessments. In this paper, the authors present the concept and applications of the original Vulnerability Sourcebook, published in 2015, which was based on the IPCC AR4 concept of climate vulnerability. In Section 6 of this paper, the authors report how this concept has been adapted to the current IPCC AR5 concept of climate risks.

Findings

The application of the Sourcebook is demonstrated in three case studies in Bolivia, Pakistan and Burundi. The results indicate that particularly the participative development of impact chains helped with generating a common picture on climate vulnerabilities and commitment for adaptation planning within a region. The mixed methods approach (considering quantitative and qualitative information) allows for a flexible application in different contexts. Challenges are mainly the availability of climate (change) and socio-economic data, as well as the transparency of value-based decisions in the process.

Originality/value

The Vulnerability Sourcebook offers a standardised framework for the assessment of climate vulnerability and risk in the context of adaptation planning.

Abstract

Purpose

The purpose of this study is to examine the biophysical and socioeconomic impacts of climate change on maize production and food security in sub-Saharan Africa (SSA) using adapted improved maize varieties and well-calibrated and validated bioeconomic models.

Design/methodology/approach

Using the past climate (1950-2000) as a baseline, the study estimated the biophysical impacts of climate change in 2050 (2040-2069) and 2080 (2070-2099) under the A1B emission scenario and three nitrogen levels, and the socioeconomic impacts in 2050.

Findings

Climate change will affect maize yields across SSA in 2050 and 2080, and the extent of the impact at a given period will vary considerably between input levels, regions and maize mega environments (MMEs). Greater relative yield reductions may occur under medium and high-input intensification than under low intensification, in Western and Southern Africa than in Eastern and Central Africa and in lowland and dry mid-altitude than in highland and wet mid-altitude MMEs. Climate change may worsen food insecurity in SSA in 2050 through its negative impact on maize consumption and reduction in daily calorie intake. However, international trade has the potential to offset some of the negative impacts.

Originality/value

The study calibrated and applied bioeconomic models to estimate the biophysical and socioeconomic impact of climate change on maize production at fine resolution. The results could be used as a baseline to evaluate measures that will be applied to adapt maize to the future climate in SSA.

Abstract

Purpose

This paper aims to investigate how organizational learning (OL) affects the development of anticipatory adaptation to climate change in companies. Because the need to learn increases in circumstances of greater uncertainty such as the case of climate change, one of the processes that can explain different levels of anticipatory adaptation to climate change (AACC) by companies is OL.

Design/methodology/approach

The research uses a case study design. Following the procedures of qualitative sampling, an exemplary case of organizational adaptation to climate change in a sector that is extremely affected by the impacts of weather events was chosen. Empirical data collection includes semi-structured interviews and the collection of private and public documents. Such data were analyzed through thematic analysis.

Findings

The process of OL for anticipatory adaptation to climate change presents substantial differences from the traditional OL process presented by the specialized literature. In particular, the concepts of single- and double-loop learning were challenging to fit into the learning processes required for AACC.

Originality/value

Organizations have historically been working towards the adaption to external unforeseen events, but anticipatory adaptation to climate change presents new challenges and requires new forms of learning. Previous research has examined the interplay between learning and climate change adaptation, especially at the inter-organizational level. By developing research at the organizational level, this paper addresses a gap in the literature and shows that the required learning to adapt to climate change differs from the traditional learning, described in the management literature.

Abstract

Purpose

The purpose of this article is to attempt to synthesise the lessons from at least four different ways of looking at the South Africa wine industry: economics, climatology, viticulture, and the sociology of work.

Design/methodology/approach

The economic performance of South Africa's wine industry since democratisation in the early 1990s is reviewed, as is the effect of climate change on the industry. This is followed by an assessment of possible strategies for building international competitiveness whilst simultaneously coping with the effects of climate change.

Findings

While industry systems should allow the marketing of speciality wines (e.g. from a single vineyard, from a single estate), this is not a viable strategy for most wine producers. Furthermore, climate change will lead to volatility in the characteristics that identify different terroirs.

Practical implications

Industry strategies should rather focus on the benefits of diversity, but with a range of adaptations that will also result in better quality wines. These encompass quality; geographic location; viticultural practices; the style of wines and the renewal of skills. In synthesising this argument, the authors then consider whether such a strategy could enhance or hinder greater international competitiveness for the industry.

Originality/value

The results can be taken into consideration by policy makers and industry stakeholders in designing future strategies.

Purpose

This paper aims to explore how the implementation of community-driven approaches to improve the living conditions of the urban poor can also have positive co-benefits for resilience to climate change, by addressing the underlying drivers of physical, social and economic vulnerability.

Design/methodology/approach

The paper applies a case study approach, drawing from the documented experiences of organised urban poor groups in Asian countries already actively participating in collective settlement upgrading, building networks and financial resources for further action.

Findings

The findings show that while certain actions might not be taken with climate change adaptation specifically in mind, these development activities also contribute to broader resilience to climate change, by reducing exposure to risk and addressing other drivers of vulnerability. The findings also show that partnerships between low income communities and other urban stakeholders, including local government, and innovative financial mechanisms managed by communities, can lead to scaled-up action to address development and adaptation deficits. This can lead the way for transformation in socio-political systems.

Practical implications

The approaches applied by organised urban poor groups in Asia show that community-level actions can make a positive contribution to building their resilience to climate change, and with local government support and partnership, it could lead to scaled-up actions, through a bottom-up approach to multi-level governance.

Originality/value

This paper considers how community-driven actions can build resilience to climate change, and it argues that adaptation and development should be considered together.

Abstract

Purpose

This study aimed to determine factors that increase resilience and cause smallholder farmers to adapt better to climate change and vulnerability.

Design/methodology/approach

In this study, the authors used the vulnerability to resilience model and binary logit model to analyse the factors influencing household decisions to adapt.

Findings

Households with increased access to climate information through extension services were likely to have better adaptation abilities. It was also shown that younger farmers were likely to adapt to climate change given their flexibility to adopt new techniques and their access and use of modern information and technology. Larger households were found to have higher probability of adapting as most adaptation strategies are labour intensive. Household’s possession of livestock and access to credit significantly enhanced adaptation. However, households with higher farm income have lesser incentives to adapt to because their current farming practices might already be optimum.

Research limitations/implications

Given that most of the smallholder farmers are vulnerable, such as women-headed households and the elderly, who are labour constrained, there is need for research and development of labour saving technologies to increase resilience to climate change and vulnerability.

Originality/value

These findings underscore the importance of enabling farmer access to information and better technologies which enable them to increase adaptive capacity and resilience.
