Abstract

Surging global natural disasters provide incentive for risk-reducing policies and strategies. In this light, the African Union (AU) engaged a multi-stakeholder policy formulation process between 2002 and 2006, to develop a continent-wide disaster risk reduction (DRR) strategy. Drawing from secondary data, this chapter assesses the process and applies qualitative analysis instruments to critically assess the AU’s disaster policy. Linkages to the 2005 international Hyogo Framework for Action (HFA) are also highlighted. The analysis reveals that Africa’s policy formulation process was belated for over a decade, with respect to international expectations. The formulation process was however largely African owned and led, culminating in a strategy document that reflected African contextual reality at the time, and aligned well with HFA fundamental goals. The applied multi-stakeholder approach enhanced a spirit of participation across levels and was central to the largely successful policy formulation process. However, targeted policy outcomes were not explicit, and poorly formulated indicators marred short- and long-term policy evaluation. Based on these results, we conclude that the African-wide DRR policy formulation processes were belated but participatory, systematic and very successful. Belated policy formulation reflects an initial inertia on the African continent, justified by past negative policy experiences and the desire to succeed. A replication of this policy formulation approach in Africa is recommended, albeit exercising more caution on policy timing, the elaboration of better monitoring and evaluation instruments and criteria. Participation should further embrace modern, risk-free (anti-COVID-19-friendly) information and communication technologies.

Abstract

Surging natural disasters globally has precipitated renewed interests in disaster risk management. Though several global and regional disaster risk management policy frameworks have been put in place, it is necessary to evaluate their successes and capacities to deliver. This chapter reviews key disaster management frameworks, particularly the Yokohama Strategy, the Hyogo Framework for Action and the Sendai Framework for Disaster Risk Reduction. It examines the extent to which these policies shaped Africa’s regional disaster risk management processes, with an emphasis on sub-Saharan Africa (SSA). Through documentary analysis and scientific literature review, this chapter identifies key parameters that shaped SSA’s disaster risk reduction (DRR) processes and their implications for DRR policy instruments and impact studies. The analysis reveals a number of findings. First, the roll-out process of global disaster reduction and management policy processes and instruments is yet to optimally impact SSA, in terms of effective disaster management. Second, a more comprehensive understanding of the magnitude and severity of natural disasters could contribute to stem the damages linked to their occurrence. This is yet to be achieved. Third, paradigm shifts towards fully appreciating underlying disaster risk factors and manifestations could potentially support the practical drift from disaster coping and management towards risk identification, reduction and resilience building in SSA. Finally, instruments that prioritise capacity building (such as extension services training, research and development, information and communication), organisational governance, sustainable financing and technology, still relatively weak in SSA, should be stepped up to promote DRR capacities and strategies.

Globalisation is under significant threat due to the climate of uncertainty and conflicting trends caused by the new challenges of climate change impact further multiplied by the COVID-19 pandemic. Disaster risk reduction (DRR) effort is directly affected by finding new ways and strategies. World’s international cooperation, technology and knowledge transfer between countries are seriously affected and are directly impacting sustainability and even human survival. Global DRR strategy is struggling to face the unprecedented challenges brought by climate change and now COVID-19 pandemic has multiplied the uncertain climate. In this environment, some new emerging challenges are in the world healthcare systems, nutrition for millions of marginalised populations, working style, sustainable supply chain, even reducing anarchy governance, fear of being unsafe and changing beliefs and confidence of people in the system. In this environment, the pressing question is how DRR strategy can reposition and find better methods to deliver, globally, nationally and locally. The chapter focusses on the new emerging issues in the DRR strategy that the scientific community ought to address.

Abstract

Conceptually, reducing the risk of disasters is closely associated with adaptation processes. A fairly conventional approach to disaster risk reduction (DRR) characterizes preparation as part of a continuous cycle of activities that move from disaster events through recovery (damage limitation) and risk reduction (preparation) phases until the next event occurs (Moench, 2007). Moench argues that climate change is increasingly recognized as among the greatest challenges human society will face over the coming century. While it will affect everything from basic ecosystem processes to the spread of disease, some of the greatest impacts are anticipated to occur due to increase in the frequency and intensity of extreme climate events, such as storm, floods, and droughts. Therefore, many of the elements identified in the cycle – strengthening of resilience, land-use planning, insurance, and the development of early warning information – should reduce vulnerability to the next event and thus, assist regions in “adapting” to the types of events that can cause disaster. However, the frequent occurrence as well as the increase in the intensity of the hydrometeorological hazards does not imply on enhanced perception and awareness of the people for preparedness, as experience is not the prime factor to it (Shaw, Shiwaku, & Kobayashi, 2004). In this sense, climate change related disaster management and risk reduction plans should be prepared targeting the concerned target population. A combination of clear and accurate warning messages with high level of preparation with an effort of self-reliance during the crisis time needs to be looked into (SEEDS, 2008).

The international agenda on disaster risk reduction (DRR) advanced significantly in the last two decades. In the late 1980s, increasing losses in development gains from disasters prompted a global movement toward DRR. The United Nations declared the 1990s as the International Decade for Natural Disaster Reduction (IDNDR) to contribute to technical and scientific buy-in and to make DRR agenda imperative. The “Yokohama Strategy and Plan of Action” adopted at the first United Nations World Conference on Disaster Reduction (WCDR) in 1994 through the mid-review of IDNDR provided the first blueprint for disaster reduction policy guidance focusing on social and community orientation. At the end of the IDNDR in 1999, the United Nations General Assembly established International Strategy for Disaster Reduction (ISDR) as the successor mechanism of IDNDR within the United Nations to promote increased commitment to DRR and strong linkages to sustainable development.

Abstract

Kenya is vulnerable to multiple natural hazards that lead to disasters resulting in human, economic, environmental and other losses. The promulgation and ratification of several disaster management (DM) policies, acts, conventions and the establishment of the National Disaster Management Policy Framework has placed Kenya at the international forefront. We critically analyse various Kenyan policy institutions and processes for disaster risk management (DRM), applying a mixed-methods approach. Content analysis was applied to qualitatively analyse Kenya’s DM policy and legislation documents, using Nvivo 11 Pro. Descriptive and econometric analyses were performed on empirical data from DRM key informants in Kenya using SPSS version 25.0. Only 11% of interviewees were aware of the National Disaster Policy Framework; 50% had read up to two national DM-related documents. National institutions exert highest influence in the policy formulation (78%), compared to local and international institutions (67% and 56%, respectively). Participation of local and national institutions in national DRM policy formulation was high (mean scores of 2.44/4 and 1.67/4, respectively). A weak correlation was observed between years of experience (r = 0.115, p = 0.768), and a positive but insignificant one between experience and participation in DRM policy formulation. Based on the aforementioned, we suggest that Kenya’s disaster risk reduction (DRR) implementation benefits from the high human capacity and high level of participation. However, the performance of frontline staff needs to be improved, especially regarding their knowledge of existing national DRM frameworks.

Stories of disasters in Africa conjure up images of the helpless hordes, in peril and in need of outside assistance. Most of the major disasters in Africa since the 1970s have a significant food crisis and famine component. These could be linked to failed states and complex emergencies such as inter-, intra-state conflict, and civil unrest. However, the domain of disaster risk reduction (DRR) in Africa has progressed significantly in the last decade. Moreover, we find that African states are celebrating democracy through third and fourth rounds of democratic elections. With the exception of a few, the “old men” of Africa are stepping down after years of Presidency and allowing the democratic wheel to turn. DRR in Africa has not been immune to these changes. Moreover, one finds exceptional examples of political will toward DRR and multi-sectoral approaches toward solving DRR problematic. One such approach that has enjoyed heightened attention is community-based actions and involvement.

During the period of 2000–2009, a record 402 climate-related disasters occurred in the Southeast Asia region, and the number of geophysical disasters was 61 according to the International Disaster Database by Center for Research on the Epidemiology (CRED). The number of climate-related disasters is much higher than that of geophysical disasters, but due to small or medium scale of the events, attention and assistance to most of them have been limited. Although many people are affected by these disasters every year, in many cases, they do not have sufficient idea and knowledge on preparedness and disaster risk reduction (DRR).

The community-based disaster risk reduction (CBDRR) approach has been taken by nongovernmental organizations (NGOs) as a common approach to build resilient communities in their disaster risk reduction (DRR) efforts. The approach has been initially implemented in the developing world by NGOs, followed by international organizations like the International Federations of Red Cross and Red Crescent (Benson, Twigg, & Myers, 2001; Maceda, Gaillard, Stasiak, Le Masson, & Le Berre, 2009). The approach is now increasingly promoted among local governments in order to strengthen the links between the official disaster management system and community-based organizations (Kafle & Murshed, 2006). There are many case studies of DRR projects with community-based approaches by NGOs and local governments, and there are many variations as well (Heijmans, 2009).
