Abstract

Purpose

This chapter introduces Building Back Better Libraries (BBBL) as a critical concept for improved library planning both prior to and following a disaster or other emergency. Building Back Better, an idea widely discussed in the disaster recovery literature, seeks to use the difficulty of a disaster as an opportunity to go beyond the status quo and to promote changes that result in stronger, more resilient communities. The authors will define BBB elements and frameworks, building upon those to create a model for library disaster planning and recovery, and applying it to cases involving space and facilities, collections, services, and people.

Methodology/approach

Literature on the Building Back Better concept and frameworks, as well as library emergency response, was reviewed. This source material was used to develop a modified framework for improved library disaster planning and recovery. The Building Back Better Libraries framework is discussed and applied to cases involving library facilities and spaces, collections, and services, and its implementation through a disaster planning team is reviewed.

Findings

Though all libraries hope to avoid disaster, few succeed. One survey found that as many as 75% of academic library respondents had experienced a disaster or emergency. Evidence also suggests that few libraries are prepared, with as many as 66–80% of libraries reporting that they have no emergency plan with staff trained to carry it out. Even when plans are in place, the rush to respond to immediate needs following a disaster can overwhelm the ability to pursue effective long-term planning. Building Back Better, when framed for libraries, provides a planning tool to balance short-term response with long-term recovery and resilience. The Building Back Better Libraries framework focuses on the areas of risk assessment for library collections and spaces; recovery and rejuvenation for facilities, collections, and services; and implementation and monitoring, with particular discussion of the human element and the role of a library disaster planning team.

Practical implications

The proposed framework, Building Back Better Libraries (BBBL), can be used to strengthen disaster planning in a manner that balances meeting immediate needs with implementing longer term plans to create stronger and more resilient libraries.

Originality/value

Although aspects of BBB ideas are present in existing library literature, the concept is not formally defined for the library context.

Abstract

Purpose

Natural disasters often destroy hundreds of homes that leave victims homeless and leads to community displacement. In the USA, such disasters happen over 60 times per year. This leads to logistical and contractual nightmare for the planning agencies and political/community leaders required to provide shelter for displaced citizens. One of the most important challenges for the policy makers and aid providers is to make homes available to the homeless victims in as short a period as possible. Temporary shelter is costly and often excessively delayed. Also quality and long stay (more than four years for the Katrina victims) in temporary shelter affected victims both mentally and physically. The aim of this paper is to propose a strategic framework that assists responsible entities to provide housing to the disaster victims in a short period of time, for example to construct 200 homes in 30 days after disaster (representing a subdivision).

Design/methodology/approach

The main objective of this research is to perform feasibility study of implementing such a strategy that would enable agencies to provide better solutions for post disaster housing assistance. This paper mainly explains four phases that constitute the development of the strategic framework. The first two phases of the framework carry out pre‐disaster planning and establish relationships among the participating entities. Whereas, the third phase includes simulating post disaster processes identified in the previous phases to evaluate response trade‐offs. The last phase is about the real implementation of this strategy after disaster that also incorporates its outcomes and experiences into previously planned strategy.

Findings

It was found through second part of research, simulation studies, that such a strategy can be prepared before the disaster and activated when needed. This would drastically reduce the housing response time.

Originality/value

This would help in improving the strategy for future disasters. Successful execution would facilitate opportunities to reduce stress for the victims and encourage faster recovery.

Abstract

Purpose

The purpose of this paper is to identify the challenges affecting disaster training in federal and state university libraries in Southwest Nigeria with a view to finding ways of overcoming them.

Design/methodology/approach

Having adopted the descriptive research design, 14 university libraries (seven each of federal and state) were selected from the Southwest geo-political zone of Nigeria. The total enumeration sampling technique was employed. Questionnaire and interview methods were used for data collection. The three research questions that guided the study were analyzed using descriptive statistics such as mean, standard deviation and ranking. Judgments were drawn using real limit of numbers and 2.50 as criterion mean.

Findings

Results emanated from the study showed that university libraries in the studied region are more equipped to fight fire disaster than any other emergency which is why fire drills and exercises are the prevailing disaster training received by library staff. It was also found that inadequate disaster facilities and equipment as well as poor funding were the greatest challenges confronting disaster training. The provision of adequate disaster facilities and equipment with the constitution of disaster prevention and response team was found as the most potent strategy for addressing the identified challenges.

Originality/value

The study lends strong empirical evidence for the underlining factors affecting disaster training in federal and state university libraries as well as academic libraries in general. The strategies for addressing the identified challenges are of more significance.

Abstract

Purpose

The paper aims to respond to three questions: Are Canadian organizations committed to sustainability? Are there any links between sustainability and records management and archives programs? And, to what extent are records managers, archivists and technologists engaged in climate action? The paper also provides background on climate change in the Canadian and global contexts, defines relevant terminology, and presents a literature review that positions sustainability, adaptation and mitigation in relation to records management and archives.

Design/methodology/approach

The paper is based on qualitative participatory research involving expert interviews in 24 government agencies, universities and businesses located in 10 Canadian cities.

Findings

The organizations in the study are committed to sustainability and have developed significant programs and activities in support of this aim. Although the records managers, archivists and technologists interviewed are involved in related activities, there is a gap between what they are doing as a matter of course and the wider sustainability efforts of their parent organizations. As resources are tight, sustainability measurement entails more work and there are no real incentives to add sustainability components to programs, the participants are focused on delivering the programs they are hired to do. As a result, there is a sense of serendipity around outcomes that do occur – “sometimes, green is the outcome”.

Research limitations/implications

This paper presents the results of research conducted at 24 organizations in 10 Canadian cities, a small but meaningful sample that provides a springboard for considering climate action in records and archives. Based on the discussion, there is a need for a records and archives agenda that directly responds the United Nation's climate action targets: strengthening resilience and adaptive capacity to climate-related hazards and natural disasters; integrating climate change measures into policies, strategies and planning; and improving education, awareness-raising and human institutional capacity on climate change mitigation, adaptation, impact reduction and early warning. In support of this aim, the paper charts possible material topics from the literature and compares these with research findings.

Practical implications

From a top-down perspective, organizations need to expand sustainability programs to address all business areas, including records and archives. From a bottom-up perspective, records managers and archivists should include adaptation in disaster planning and consider the program benefits of developing economic, environmental and social sustainability initiatives to mitigate climate change.

Originality/value

The paper defines resilience, sustainability, adaption and mitigation and positions these terms in records management and archives. The paper examines how records managers, archivists and technologists think about sustainability; where sustainability intersects with records and archives work; and how records managers and archivists can engage in climate action.

The purpose of this introduction is to review some of the major issues that arose after 9/11 and set the stage for the articles that follow.

Design/methodology/approach

A literature review was undertaken using both academic and mass media sources.

Findings

The events of 9/11 have produced potentially positive as well as negative consequences, some anticipated and others unforeseen.

Research limitations/implications

Relatively little research has been conducted on the events following 9/11, making it difficult to arrive at solid conclusions at this time.

Practical implications

This special issue links the events of 9/11 with the management of organizations, a topic that has received little attention, and hopefully will encourage more scholarship in this area.

Originality/value

It is important to more fully understand why 9/11 happened and what measures need to be taken to reduce the likelihood of future terrorist attacks, as well as improve the resiliency of both citizens and their organizational employers in dealing with the aftermath of such attacks should they occur again.

Abstract

Purpose

The emergence of “black swans” represents (according to Taleb) “[…] our misunderstanding of the likelihood of surprises”. The purpose of this paper is to study accidents and disasters and the inherent misunderstanding and absence of awareness associated with the existence of black swans and their complex aetiology. Red teaming and scenario planning provide a methodology to explore the uncertainties and challenge of the mental models associated with accident and disaster aetiology.

Design/methodology/approach

The argument draws upon the successful application of red teaming and scenario planning in various domains noted in the literature and lessons learned from the failure to recognize black swans. An analysis of the literature illustrates how the salient characteristics of red teaming and scenario planning can be applied to the illumination of black swans to support risk, crisis and disaster management.

Findings

Recognizing the uncertainty resident within the safety and security problem space opens up the notion that more than one future is potentially open. It is argued that the inherent properties of red teaming, within the context of scenario planning, facilitates an effective approach to bring risk, crisis and disaster planners/managers together to discuss their concerns and explore the factors creating uncertainty and the emergence of black swans.

Originality/value

The value of red teaming (scenario planning) to challenge linear thinking and recognize the inherent uncertainty in the space of possibilities is well supported. Applied to the risk, crisis and disaster management domain, red teaming and scenario planning can provide insights into the emergence of black swans and thereby shape mitigation strategies.

Abstract

In the continuing endeavour to work towards ever better management, experience plays a crucial role. We learn from success, but we can learn much more from failure. Further, it is far better and cheaper when we learn from other people′s failures rather than our own. This monograph assesses the requirements of project management in relation to industrial projects, illustrating the factors that can result in failure by means of a series of case studies of completed and abandoned projects worldwide that have failed in one way or another. The key roles played by project planning and project cost control in meeting and overcoming the practical problems in the management of industrial projects are examined in detail. In conclusion the lessons that can be learned are evaluated and presented, so that we may listen and learn – if only we will.
