Abstract
Purpose
Digital technologies (DTs) are key and essential in firms and communities. Countries in low-income areas, such as Bottom of the Pyramid (BOP) contexts, struggle with digital development. To understand how firms in BOP countries access DTs, a qualitative study was conducted to provide insight into how firms in these contexts access DTs and the challenges they face while accessing these technologies.
Design/methodology/approach
An in-depth qualitative study was done, which included semi-structured interviews with digital enterprises. In total, 12 chief executive officers (CEOs) and owners of small and medium-sized businesses (SMEs) from Ghana and Nigeria were interviewed. NVivo 12 Pro was used for thematic analysis.
Findings
Four main findings were identified as follows: (1) how firms in BOP contexts access DTs, (2) the challenges in accessing DTs, (3) factors considered when selecting a technological provider in BOP contexts and (4) solutions and recommendations to the challenges identified. From the results, cost, low technological infrastructure, high transaction costs, regulatory issues, lack of trust, poor digital skills and lack of support were among the barriers to accessing DTs in BOP contexts.
Research limitations/implications
Governments and stakeholders of firms in BOP contexts need to be intentional with their digitalization development to ensure digital inclusion.
Originality/value
The study developed a synopsis of the factors involved in accessing DTs in BOP contexts and is the first to conceptualize firm digital access in BOP contexts.

Abstract
Purpose
This paper according to the logic of the “digital access divide--digital capability divide--digital outcome divide” aims to systematically discuss the impact of the digital divide on individual happiness in China, accounting for the variations that exist across different groups, as well as the corresponding mechanisms.
Design/methodology/approach
This paper presents cross-sectional analyses of the relationship between the digital divide and individual happiness in China. The analyses are based on data from the Chinese General Social Survey 2017, which academic institutions run on the Chinese Mainland. This database contains information on respondents' Internet access, skills and consequences of use, which can measure the digital divide of Chinese individuals at three levels.
Findings
First, individual happiness declined when they experienced the digital access divide in China. For the digital capability divide, the lower the usage skills, the more individual happiness declined. When analyzing the digital outcome divide, the greater the negative consequences, the more individual happiness declined. Second, the impacts of digital access, capability and outcome divide vary according to age, gender, education degrees, hukou, region and sub-dimensions. Third, the digital access and capability divide reduce individuals' happiness by lowering their self-rated social and economic status, whereas the digital outcome divide reduce individual happiness by lowering their fairness perception and social trust.
Originality/value
The authors believe that this is the first study to examine the impact and its variations among different groups of the three-level digital divide on individual happiness, as well as its mechanisms.

Abstract
Purpose
Conventional approaches to digital preservation posit that archives should define a Designated Community, or future user group, for whom they preserve digital information. Archivists can then use their knowledge of these users as a reference to help them deliver digital information that is intelligible and usable. However, this approach is challenging for archives with mandates to serve wide and diverse audiences; these archives risk undermining their efforts by focusing on the interests of a narrow user group.
Design/methodology/approach
A unique approach to this challenge was developed in the context of a project to build a digital preservation program at the Ontario Jewish Archives (OJA). It draws from previous research on this topic and is based on a combination of practical and theoretical considerations.
Findings
The approach described here replaces the reference of a Designated Community with three core components: a re-articulation of the Open Archival Information System (OAIS) mandatory responsibilities; the identification of three distinct tiers of access for digital records; and the implementation of an access portal that allows digital records to be accessed and rendered online. Together with supplemental shifts in reference points, they provide an alternative to the concept of a Designated Community in the determination of preservation requirements, the identification of significant properties, the creation of Representation Information and in the evaluation of success.
Originality/value
This article contributes a novel approach to the ongoing conversation about the Designated Community in digital preservation, its application and its limitations in an archival context.

Abstract
Purpose
This paper presents a framework to measure the digital divide by considering a more comprehensive index of information and communication technology (ICT) predictors. The authors also address the conceptual and methodological problems in the digital divide field, given that its focus has been shifted from technological access to higher-order divides over the years. The proposed framework is hypothesized and tested in the context of unemployed and underemployed residents in Singapore.
Design/methodology/approach
Through a quantitative survey, 302 unemployed and underemployed workers were asked what ICT “access”, “usage” and “appropriation” meant to them. Factor analyses were deployed to identify the underlying, granular dimensions of ICT access, usage and appropriation.
Findings
The factor analyses revealed an interesting breakdown of the main factors of ICT access, usage and appropriation. The authors found that one's purpose for which technology is accessed, used and appropriated determines how each of the levels of ICT assets is defined. Thus, the authors propose new operational definitions for ICT access, usage and appropriation based on the analyses.
Originality/value
This study aims to provide a more robust measure of the digital divide from access, capabilities to outcomes. The authors hope that this framework, besides complementing current digital divide models, can be applied to different types of participants.

Abstract
Purpose
The objective of this study is to present evidence regarding how young people, who are not in education, employment or training (NEET) in South Africa, lack literacy skills and access to enabling resources to actively search and navigate information services systems that are primarily web-based. Information Poverty Theory is adopted to better understand the technological and social strata challenges experienced by young NEET people.
Design/methodology/approach
The study used semi-structured interviews for collecting data over two months in 2018, employing snowball sampling with 24 key participants, representing a diversity of educational backgrounds and previous experience of economic participation.
Findings
The findings of this study suggest that most interviewed young people, who are NEET, lack advanced information literacy and digital skills to access information services. The results also indicate that access to information services that are primed for online information is a challenge for most of these NEET young people residing in underserviced communities. The high cost of an Internet connection means that the Internet is out of reach for most low-income households. In communities that are underserviced with no adequate information and communication technology (ICT) infrastructure, people residing in such areas are subjected to living in circumstances where there is poverty and thus a lack of access to online information.
Research limitations/implications
This paper reports on data collected in 2018 using intense interviews, while acknowledging limitations in terms of the sample size. Hence, it is not fully representative of the whole population of young people, who are NEET, residing in the Gauteng Province of South Africa.
Practical implications
The findings illustrate the need for further collaboration among relevant stakeholders to strengthen existing programmes and for stronger partnerships. The arguments presented herein enhance knowledge and understanding concerning the digital literacy skills divide that exists among young people who are NEET. It includes a discussion to contribute to policy development.
Originality/value
This study focuses on challenges young people who are NEET experience when looking for work and developmental opportunities. This qualitative study adopts Information Poverty Theory and uses prior studies to link the undertaken survey and research. It is expected that this study may serve as a pilot for future studies and may also contribute to the ongoing discussions around the use of ICTs on their use and access, especially the effect on young people when searching for information related to jobs and other developmental opportunities using online services.

Purpose
Over the past few years, technology-mediated learning has established itself as a valuable pathway towards learners’ academic and social development. However, within the adoption stages of information and communications technology-enabled education, further questions have been raised in terms of equity of information literacy and learning outcomes. For the past three years, the authors have been working with one of the earliest secondary schools in New Zealand to introduce a Bring Your Own Device (BYOD) policy. In this paper, the authors present the findings of a longitudinal investigation into the BYOD project, which offers new insights into the digital divide issues in the context of evolving teaching and learning practices across three levels, namely, digital access, digital capability and digital outcome.
Design/methodology/approach
This study is an empirically grounded longitudinal case research conducted over a three-year period in one secondary school in New Zealand. This research has included a number of methods, including surveys, interviews and classroom observations, to gather qualitative data from various stakeholders (teachers, students and parents).
Findings
The findings from the study of the BYOD project inform of digital divide issues in the context of evolving teaching and learning practices across formal and informal spaces. The authors explored how the BYOD policy has influenced existing divides in the learning process across three levels, namely, digital access, digital capability and digital outcome. The result sheds light on key issues affecting the learning process to contextualise factors in the three-level digital divide for the BYOD technology adoption process in classroom settings.
Research limitations/implications
The study presents findings from an ongoing investigation of one secondary school, an early adopter of the BYOD policy. While the authors have followed the school for three years, more in-depth studies on how teaching and learning practices are evolving across formal and informal spaces will be further qualified in the next stages of data collection.
Originality/value
The study contributes to new knowledge on how digital inclusion can be supported beyond mere access to meaningful use of technology to reinforce student learning and their overall skill development.

Abstract
Purpose
The purpose of this paper is to improve understanding of the societal problem of the deepening digital divide by establishing and testing an integrated conceptual framework for digital divide research.
Design/methodology/approach
The authors established the integrated conceptual framework after synthesizing the literature, and then tested the framework by conducting a secondary analysis of a 2014-2015 data set comprised of 398 survey responses and nine interviews with Chinese migrant workers.
Findings
The results showed that Chinese migrant workers were partially e-included in the digital society. However, they encountered material, cognitive, motivational, and social access limitations due to the lack of financial, material, educational, psychological, interpersonal, and cognitive resources, which caused them to experience a digital divide. Findings support the use of the integrative model as a potential analytical framework to understand and address digital inequalities.
Originality/value
This study first proposed an integrative framework to understand the measurements and causes of the digital divide and then empirically tested its feasibility.

Stresses that the multimedia nature of the next generation of digital libraries requires the digital librarians (DL) to be essentially a type of specialist librarian who has to manage and organize the digital library, handle the specialized tasks of massive digitization, storage, access, digital knowledge mining, digital reference services, electronic information services, search co‐ordination, and manage the archive and its access. The digital librarian acts as guardian of the information superhighway/the universal digital library or the global digital library and acts as a symbiotic human‐machine guru. This article also highlights the roles and functions of a DL in information retrieval, content delivery, navigation, and browsing. It envisages the professional education and training for digital librarians in the management of digital information systems. It denotes the DL’s interface functions, roles, skills and competencies for the management of digital information systems in the important areas of imaging technologies, optical character recognition, markup languages, cataloguing, metadata, multimedia indexing and database technology, user interface design, programming, and Web technology. This paper finally advocates and targets the task of creating a new job title – digital librarian – to take care of digital libraries and to manage the digital information system.

Abstract
Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.
The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.
In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.
The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.
This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Purpose
As the deployment of ICT and the Internet especially increases all around the world, the urgency of providing access to the “have-nots” appears at least diminished, with new issues and urgencies at the forefront. However, studies show that even when the best conditions for access are established, not everyone uses their digital devices for the same purposes, even when sharing the same goals, or when participating in the same experiences.
Methodology/approach
To explore potential explanations of these phenomena, this study examines survey data from students from a private university in Peru regarding their backgrounds and expertise with ICT. We use the twin concepts of social and cultural capital to establish a connection between their larger lifeworld experiences and their use of digital media. For this purpose, we analyze the data using polychoric correlations to explore patterns resulting from self-perception of access and skills, as well as processes related to social capital such as differentiated media use.
Findings
Findings indicate that there are differentiated processes of capital accrual using ICTs, but, at the same time, the productive and leisure dimensions of ICT use must be considered.
