Abstract

Purpose

This study aims to examine how embeddedness influences consultants' information seeking when making decisions within a social network of relationships, and how these social networks evolve throughout the project delivery stages. The study is grounded in social network theory and examines embeddedness from three perspectives: structural (network cohesion), relational (tie strength in terms of friendship and knowledge awareness) and actor prominence.

Design/methodology/approach

A social network analysis (SNA) questionnaire was administered to a team of consultants working on a management consultancy project in Shanghai, China. The SNA measures of density, degree centrality and betweenness centrality were used to analyse relationship patterns among project team members, permitting comparison between the networks. Networks were also compared across the three project delivery stages of collect, consider and create.

Findings

Structural embeddedness was observed in the active information seeking behaviour among consultancy team members. The moderate network density of the self-organising information seeking networks across the project delivery stages ensures that the team remains connected but avoids information redundancy and overload. Relational embeddedness was evident through the multiplexity of ties among team members with overlapping friendship and information seeking relationships. The knowledge awareness network's sparseness indicates a team of autonomous knowledge workers with distributed expertise. Project managers were the most prominent actors across the three project delivery stages, underlining these actors' relational leadership role.

Practical implications

The study provides a deeper understanding of collaborative decision-making behaviours in dynamic-project environments. Limited attempts have been made to visualise and analyse the relationships involved in small consulting teams. The novelty of the network approach adopted stems from its ability to offer a structural view of the relationship among consultants, thus offering a distinctive and arguably more complete picture of consultancy team dynamics.

Originality/value

The study validates the social network theory of embeddedness in a real-world collaborative decision-making setting and provides a deeper understanding of information seeking behaviours for decision-making in dynamic-project environments. From a project management process viewpoint, the evolving nature of the information seeking network as it changes across the project stages with associated actors' roles was also visualised graphically, offering a distinctive and arguably more complete picture of consultancy team dynamics.

Abstract

Purpose

Various approaches have emerged to assist practitioners in making more informed decisions in highway construction projects. However, industry practitioners are still using subjective ways to make decisions. Also, researchers have developed tools and techniques with similar objectives. Lack of information on what has been developed might lead to those issues. Therefore, this paper aims to review trends of evolution, pinpoint strengths and gaps in the literature and identifies potential future directions for decision-making research in highway construction projects.

Design/methodology/approach

A systematic review was conducted on published articles on decision-making in highway construction projects using the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) technique.

Findings

The analysis of 101 articles revealed that existing decision-making research in highway construction projects targets improvements in four areas: feasibility, conceptual, detailed scope and detailed design. The four areas consist of sixteen subthemes that are detailed in this study. In addition, most research involved developing decision support tools and systems as well as decision-making models, techniques and frameworks. Lastly, several research areas have emerged, such as adding more decision criteria including those with uncertainties, expanding existing decision-making models into decision support systems, benchmarking decision criteria between different sample populations and exploring inter-and intra-relationships between decision criteria.

Originality/value

This paper provides an overview of existing research on decision-making in highway construction projects. Also, it reveals research gaps in the body of knowledge to point out directions for future research. Finally, industry practitioners can use the findings to develop strategies for effective decision-making processes.

Abstract

Purpose

The purpose of this paper is to clarify the relevant determinants of IT project decision making and their relevance in corporate practice.

Design/methodology/approach

The empiric analysis used in-depth expert interviews (n=18) as method for data collection and qualitative content analysis using evaluative categories for analysis.

Findings

Corporate practice is strongly influenced by descriptive decision making. There is only little use of normative decision models in decision making. In corporate practice little use is made of evaluations to analyze achieved project outputs and impacts to improve decision-making practice. This is the result of several evaluation barriers in organizations.

Research limitations/implications

The sample is restricted to IT projects as the experts are responsible for IT project portfolio management. Also, an industry comparison is not included in the study.

Practical implications

The analysis shows that IT project decision making in corporate practice should include results from descriptive decision theory into project decision processes in corporate practice. More effort should be made in challenging project input data which is relevant for project decision making. By systematically including evaluations for relevant projects, the deviations between planned and achieved project impacts offer valuable feedback for estimators and decision makers.

Originality/value

The paper presents detailed analysis on decision variables and their relevance for IT project decision making in corporate practice. Critical aspects of decision making become clear, such as the aspects of evaluation barriers and the need to incorporate descriptive decision-making aspects into corporate decision processes.

Abstract

Purpose

Emphasizing the importance of product cost deviation; the purpose of this paper is to contribute to the new product development (NPD) literature and research on decision making by discussing: How are decisions related to product cost deviations made during a product development project?

Design/methodology/approach

An in-depth single case study approach studying the decision-making process of Volvo Cars Cooperation during a car development project is applied.

Findings

The paper suggests that factors influencing how decisions related to cost deviations are made during a NPD are not limited to the classic trade-offs among time, cost and scope, but include managers’ complex cause-and-effect analysis under the influence of values, behaviors and norms. Furthermore, the context is not limited to NPD projects; rather the frame for the decisions and its influencers is at least as wide as the corporate context.

Research limitations/implications

The common limitations of a single case study apply.

Practical implications

The study emphasizes the importance of clearly defined targets during a NPD project that need to well communicated, acknowledged and understood by all involved to serve as true business levers. A poor target is likely better than no target. Furthermore, lack of overview or responsibility for the success of the projects, increase the risk for sub-optimization and silo thinking.

Originality/value

The study is pioneering by highlighting the importance of and explaining the implications of decision making related to cost deviations during a NPD project.

Abstract

Purpose

Megaprojects are seen as vehicles for delivering significant social value. However, megaproject decision-making, which is deeply embedded in networks comprising formal and informal practices involving the exercise of power, can facilitate or hinder social value delivery. Moreover, these decision-making practices are often intentionally designed and executed to remain hidden and so are not easily identifiable but have implications for maximising social value. This paper aims to identify the hidden barriers to social value delivery on megaprojects resulting from the decision-making environment.

Design/methodology/approach

Governmentality theory was used to deconstruct the megaproject decision-making environment. The critical realism philosophy was merged with a narrative inquiry approach to analyse the everyday, taken-for-granted practices that resulted in the decision-making outcomes. Data were collected through 22 in-depth semi-structured interviews to uncover stories highlighting the nature of power relations underpinning the decision-making environment of one megaproject in the Asia Pacific region.

Findings

Governmentality theory as a lens showed that emergent, informal governing practices blend with formal governance mechanisms, creating a complex mix of overt and covert power dynamics. The findings suggest that the exercise of covert power by project team members through deviant tactics hinders social value delivery. Therefore, understanding the power dynamics that influence the decision-making of project team members is key for maximising social value delivery.

Originality/value

Originality stems from the use of governmentality theory and critical realism to deconstruct and explain the megaproject decision-making environment, enabling observation of otherwise challenging-to-understand, complex and hidden barriers to the delivery of social value. This paper offers a novel way of explaining social value delivery through megaproject decision-making.

Abstract

Purpose

This article introduces the best-worst scaling object case, a quantitative method of producing individual level models of heterogeneous perceptions, for use in behavioural decision making research in projects. Heterogeneous individual perceptions refer to observed or unobserved differences between individual perceptions that impact the outcome being studied. Individual level models of perceptions are important to account for the impact of heterogeneous perceptions on measurement tasks, so they do not become an unobserved source of variance that potentially biases research inferences.

Design/methodology/approach

An overview of individual heterogeneity is provided highlighting the requirement for individual level models in quantitative perception measurements. A literature review is then conducted of the quantitative methods and tasks used to measure perceptions in behavioural decision making research in projects and their potential to produce individual level models.

Findings

The existing quantitative methods cannot produce the necessary individual level models primarily due to the inability to address individual level scale effects, responses styles and biases. Therefore, individual heterogeneity in perceptions can become an unobserved source of variance that potentially biases research inferences.

Practical implications

A method new to project management research, the best-worst scaling object case, is proposed to produce individual level models of heterogeneous perceptions. Guidance on how to implement this method at the individual level is provided along with a discussion of possible future behavioural decision making research in projects.

Originality/value

This article identifies a largely unacknowledged measurement limitation of quantitative behavioural decision making research in projects and provides a practical solution: implementing the best-worst scaling object case at the individual level.

Abstract

Purpose

Managing a project involves taking a number of critical decisions that can have a crucial impact on the success or failure of the initiative. The analytical definition and visualization of the main components of a project can support project managers engaged to address the right issues at the right time. This article aims to identify crucial crossroads in the management of a project and to provide a visual representation of knowledge involved into a system of project components and decisions.

Design/methodology/approach

A design science process is adopted to define the initial goals and requirements and to develop the knowledge visualization framework. Expert feedback is also gathered to obtain a preliminary validation of the framework.

Findings

Moving from a system view of project dimensions, we identify eight types of strategic decisions, i.e. growth, problem shifting, goals balancing, escalation, rewarding, resource allocation, problem fixing and cooperation. We then present a visualization map of project decision making addressing six categories of knowledge (i.e. “what-knowledge”, “how-knowledge”, “who-knowledge”, “why-knowledge”, “what for-knowledge”, “when-knowledge”).

Research limitations/implications

The framework needs further theoretical refinement in terms of more fine-grained decision types, other determinants and the reciprocal influence in the management of project activities.

Practical implications

The article can support project managers attempting to build a comprehensive view of project decisions, and it can be a basis to develop novel types of knowledge management systems for project-related applications.

Originality/value

The article proposes a new approach to sustain strategic decision making in project management by adopting a knowledge visualization view. Moreover, it provides an operational tool for managers and analysts at different levels engaged into the management of a project.

Abstract

Purpose

This study aims to explore the critical influencing factors that lead to the site selection failure of waste-to-energy (WtE) projects in China under the influence of the “Not In My Back Yard” (NIMBY) effect, which can provide references to improve the decision-making process of similar projects in the future.

Design/methodology/approach

The fuzzy decision-making trial and evaluation laboratory (DEMATEL) method was used to propose an analytical framework for exploring the critical influencing factors affecting the site selection failure of WtE projects. The causal relationship between different influencing factors is finally determined on the basis of the opinions of 12 experts from universities, government departments, consulting units, planning and design units, construction units and WtE enterprises.

Findings

Results showed that six crucial factors resulted in the site selection failure of WtE projects from the NIMBY effect perspective: “Insufficient public participation,” “Near the place of residence,” “Nonstandard government decision-making processes,” “Low information disclosure,” “Destroys the surrounding environment,” and “Imperfect compensation scheme.”

Originality/value

Results can determine the priorities and causal relationships among the various influencing factors. The decision-making optimization suggestions can provide reference for decision- makers, thereby possibly promoting the scientific and standardization of site selection decision process.

Abstract

Purpose

The present study aims to describe the micro-dynamics of decision-making that refer to knowledge translation pursued by organizational actors to see how they affect the travel of new ideas within the managerial practice of Project Portfolio Management (PPM). The study focuses on how the alignment of actors' meanings is reached at the organizational level and how they move towards a common direction by synthesizing information and negotiating meanings across the activities that constitute PPM. The study also investigates the intermediation function of information support systems in knowledge translation, which brokers information among those involved in the PPM practice.

Design/methodology/approach

This piece of research uses an inductive, qualitative research approach and a methodological combination of case study research and grounded theory to investigate and explore the processes of knowledge transfer and translation enacted by the organizational actors (both human and non-human) involved in innovation portfolio decision-making.

Findings

The findings of this research reveal the sequence of portfolio decision-making process that confirms that PPM occurs not only in a single hierarchical level or meeting, but that decisions are made across different organizational levels in a complex network of relationships where many actors are involved. We also show that the technological artefacts have an intermediate role in knowledge translation.

Research limitations/implications

Despite referring to a single case study, the results discussed in this piece of research provides insightful evidence for academics and practitioners alike. In fact, the paper discusses organizational pre-alignment and alignment as a crucial enabler of knowledge transfer. Moreover, the intermediate role of an information support system is discussed.

Practical implications

Our study highlights the positive effect on actors' meaningful participation in PPM associated with the adoption of information support systems in PPM. Moreover, our results highlight the importance of considering a horizontal perspective in the decision-making process, so that knowledge translation occurs by leveraging on all the actors' breadth of experience and expertise.

Originality/value

This research emphasizes two organizational routines termed as decision- making preparation processes that were identified as key enablers of portfolio decision-making: cross-functional pre-alignment and an information support system.

An ongoing debate in the field of organizational decision-making concerns the use of intuition versus analytical rationality in decision-making. For the purpose of contributing to this debate we use a rich empirical dataset built from a longitudinal study of information technology project prioritization in a large financial institution to investigate how managers make space for the use of intuition in decision-making. Our findings show that during project prioritization meetings, senior decision makers apply three different techniques: bringing-in project intangibles, co-promoting intuitive judgments, and associating intuitive judgments with shared group context, when they make space for intuition in decision processes.
