Abstract
Purpose
This paper aims to propose a new format to present the cost of building conservation works which will better reflect the actual cost components and have a higher relevance to building conservation works.
Design/methodology/approach
To achieve the study's aim of presenting a new format suitable for building conservation works, a total of 16 conservation projects were selected and work items of the highest frequency were identified and aggregated into the relevant elemental component to formulate a new elemental cost format.
Findings
Work items of the highest frequency identified are partitions, doors and ironmongeries, followed by roof finishes and rainwater goods, floor finishes, external walls and windows. In addition to the usual building works, new work items such as scientific analysis, archaeology excavation and temporary roof are also found to be important.
Research limitations/implications
The proposed format has yet to be tested in the local industry, which is necessary to ensure compatibility with industry needs.
Practical implications
This new cost analysis format includes a list of work items that are specific to building conservation works, which may guide the quantity surveyor in preparing a budget/cost estimate with higher accuracy by reducing the risk of omitted work items that are pertinent in building conservation works.
Originality/value
Owing to the lack of cost data information for building conservation works, estimating and controlling the cost in this area of work is very challenging. The proposed new format of elemental cost analysis designed for building conservation works seeks to fill this void by providing a guide in estimating costs for building conservation.

Abstract
Purpose
This study applied the Heritage Place Lab (HPL) research-practice teams methodology to identify missing cultural values and/or oversubscribed natural values and assess impacts on sustainable conservation of the Okavango Delta World Heritage Site. The authors found that cultural elements are often overlooked owing to limited inputs from trans-disciplinary and cross-stakeholder perspectives to conservation. This may explain why the majority of African sites on the List of World Heritage in Danger are of “natural” designations, as an absence of cultural values is linked to the exclusion of people and, therefore, gives rise to conflicts of access and use.
Design/methodology/approach
World Heritage Site statistics, published and non-published documents/literature, site maps, site registers, consultancy reports and archival materials were used to assess whether existing as well as potential natural and cultural site values were considered for the contemporary management of the Okavango Delta site in a way that leads to a sustainable conservation approach. The composition of the research-practice team as suggested by the HPL methodology constituted a ready-made diverse team of academics, policy makers and community members that could apply its diverse expertise to fully assess whether all values necessary for a sustainable conservation approach are accounted for.
Findings
Using expertise of trans-disciplinary team populated during the HPL, the authors found that cultural values of the OD-WHS are not highlighted in the OUVs dossier but are significantly expressed on site by locals, leading to potential conflicts of conservation. The research alerts conservationists to embrace an approach that includes all values on the site in order move towards sustainable conservation.
Research limitations/implications
More research that require funding is needed to cover a wider area of the site, as well as enable work in adjoining countries to compare experiences per country - The Okavango waterbody starts in Angola and go through Namibia, and finally to Botswana.
Practical implications
Conservation indicators of African nature world heritage sites constitute of, and border on, diverse stakeholders. An all-encompassing approach such as the Heritage Place Lab (HPL) methodology approach always needs to be factored in.
Social implications
Including cultural aspects of world heritage sites designated as ‘natural' is important to allow for socio-cultural inclusion in conservation management. This allows for local communities to become visible and active participants in the management of the site as they contribute their socio-cultural qualities to landscape conservation and management, a process that has potential to enhance sustainable conservation of the Okavango Delta site landscape, as well as other wetlands across the world.
Originality/value
The adopted approach to values assessment has somehow not conformed to the OUVs emphasis or other dichotomies of the World Heritage criteria but instead assessed on-the-ground management practice against key sustainable conservation indicators. Using the ICCROM HPL trans-disciplinary research-practice team approach, the focus was on a holistic values assessment of the site. The authors found that cultural values are currently under recognised, under-acknowledged and less expressed; creating potential conflicts that may hinder achievement of sustainable conservation and management of the site towards 2030 SDG agenda.

Purpose
Under the dual pressure of resources and environment, many countries have focused on the role of railways in promoting low-carbon development of integrated transportation and of even the whole society. This paper aims to provide a comprehensive study on methods to improve railway energy efficiency in other national railways and achievements made by China’s railways in the past practice, and then to propose ways in which in the future China’s railways could rationally select the path of improving energy efficiency regarding the needs of the nation's ever-shifting development and carry out the re-engineering for mechanism innovation in energy conservation and emission reduction process.
Design/methodology/approach
This paper first studies other national railways that have tried to promote the improvement of railway energy efficiency by the ways of technology, management and structural reconstruction to reduce energy consumption and carbon emissions. Among them, the effect of structural energy conservation and emission reduction has become more prominent. It has become the main energy conservation and emission reduction measure adopted by foreign railway sectors. The practice of energy conservation and emission reduction of railways in various countries has tended to shift from a technical level to a structural one.
Findings
Key aspects in improving energy efficiency include re-optimization of energy structure, re-innovation of energy-saving technologies and optimization of transportation organization. Path selection includes continuing to promote electrified railway construction, increasing the use of new and renewable energy sources, and promoting the reform of railway transportation organizations.
Originality/value
This paper provides further challenges and research directions in the proposed area and has referential value for the methodologies, approaches for practice in a Chinese context. To achieve the expected goals, relevant supporting policies and measures need to be formulated, including actively guiding integrated transportation toward railway-oriented development, promoting innovation in energy-saving and emission reduction mechanisms and strengthening policy incentives, focusing on improving the energy efficiency of railways through market behavior. At the same time, it is necessary to pay attention to new phenomena in the railway industry for track and analysis.

Abstract
Purpose
The purpose of this study is to analyze the determinants of intention for energy and water conservation behavior in Prishtina, Kosovo by using the theory of planned behavior (TPB) conceptual framework and then examine the influence of intention and demographic factors on the conservation behavior itself. In addition, the present study examines the differences between urban and rural consumers in Prishtina in terms of their intention for energy and water conservation behaviors and their actual conservation behavior.
Design/methodology/approach
This study uses a qualitative approach by conducting ten in-depth interviews followed by one focus group with urban consumers and ten in-depth interviews followed by one focus group with rural consumers in Prishtina to analyze the influence of determinants on the conservation intention. In addition, the present study uses the quantitative research method to empirically examine the influence of intention and demographic variables on the actual conservation behavior.
Findings
The findings show that there is a difference between the urban and rural sample populations in Prishtina in terms of determinants that influence their intention to conserve energy and water. While attitude is the strongest determinant among the urban population, the social norms seem to be the strongest antecedent of the behavioral intention among the rural population. In addition, the study finds that the intention, income, family size and place of residence as a whole influence the actual behavior; however, the manifestation of the influence of separate variables on the actual conservation varies between urban and rural population. While intention is very strong among urban respondents and the actual conservation behavior is less dependent on the income level and family size, in the case of rural respondents, intention alone is not sufficient to predict the actual behavior and varies also on the income level.
Originality/value
The study brings unique and new knowledge about the application of the TPB in the context of small and developing economies bridging the research gaps arising from few scholarly research studying the differences between urban and rural populations.

Purpose
The quest for alternative approaches to tourism has introduced ecotourism. However, in many instances, ecotourism becomes “green washing” process where revenue generation becomes prominent and protection of environmental assets is kept aside. The present article attempts to examine the impact of ecotourism policy on conservation in Bhitarkanika Wildlife Sanctuary (BKWS), Odisha, India.
Design/methodology/approach
Using social exchange theory (SET), the article examines whether ecotourism reduces the dependency of the local communities on natural resources and also the impact of ecotourism on conservation of biodiversity in BKWS.
Findings
The study using a mixed method approach finds that ecotourism in BKWS is able to provide economic benefits to the villagers. The economic benefits from diversified employment opportunities are able to motivate locals to conserve biodiversity. However, the socio-cultural impact is hardly experienced by the villagers.
Research limitations/implications
By examining the linkage of conservation with community development in a diverse society like India, the paper finds the linkage of conservation with development. The paper has also widened the existing ecotourism literature of India and Odisha. The study adopted SET so as to get a comprehensive understanding at the ground level, forming the basis for future research and further conceptual development.
Practical implications
The results of the study will help policy makers to develop an effective conservation strategy by integrating tourism, conservation and sustainable development of the locals so as to make ecotourism a successful approach in BKWS.
Originality/value
For a growing ecotourism site like BKWS, the current study is the first to assess impact of ecotourism on conservation and local people.

Purpose
Zoos are important urban tourism attractions. The challenge for zoos is finding a balance between attracting visitors and enhancing education and conservation management. This research contributes to a greater understanding of the conservation intentions of zoo visitors and how zoos can emphasise conservation management principles sustainably. This study aims to identify the variables that encourage conservation intentions among visitors to a South African zoo.
Design/methodology/approach
A destination-based survey was conducted in 2019 at the Johannesburg Zoo, and 445 questionnaires were administered through convenience sampling.
Findings
Exploratory factor analyses identified visitors’ conservation awareness because of zoos (pre-conscious, conscious and unconscious), behavioural intentions (advocating and supporting), motives (engagement, edutainment and escapism) and satisfaction (interaction and facility quality, and service and interpretation quality). The behavioural intentions were the dependent variables. Advocating conservation intentions (ACI) is an active role where zoo visitors feel a strong responsibility towards conservation and encourage others to the conservation cause. Supporting conservation intentions (SCI) relates more to loyalty towards visiting the zoo and subsequently supporting conservation. Stepwise linear regression analyses revealed that enhancing ACI relies on SCI, edutainment, conscious awareness, service and interpretation quality and total spending. However, enhancing SCI relies on ACI, interaction and facility quality and the motive, escapism, while engagement revealed a negative relationship.
Originality/value
The results show that zoos can encourage SCI to ACI by using interactive and entertaining interpretations to teach visitors about the zoo’s mandate and the importance of conservation while balancing their need to escape.

Purpose
This paper aims to evaluate the awareness level of university students on energy conservation by focusing on their knowledge, attitude and practice. Energy awareness is a feasible energy conservation measure, but an inappropriate approach can cause the wastage of resources. The current number of reported awareness studies especially among the university student is quite limited, and focus is more given to the awareness on renewable energy, instead of energy conservation.
Design/methodology/approach
A paper-based survey using a set of questionnaires that involved 2,857 respondents. There are four sections in this questionnaire, which are basic background information of respondents, knowledge (yes/true or no/false choice of responses), attitude (a scale of 1–10, where 10 indicates “strongly agree” and 1 chooses “strongly disagree”) and practices (a scale of 1–10, where 10 indicates “Always” and 1 selects “Never”). The evaluation includes the correlation analysis of all awareness variables with an educational background to disclose the most critical aspects that should be highly considered in the forthcoming awareness campaign.
Findings
This research revealed that university students have a high level of awareness of energy conservation. They hold a high knowledge level and show a positive attitude with very good energy conservation practices. However, some issues require serious attention in preparing energy management plans. Effective approaches should be taken by considering the field of study, gender and family economic status to enhance the awareness level of the university students on energy conservation.
Originality/value
The absence of appropriate references complicates the preparation of energy management plans including the establishment of energy policy and strategies. The findings of this research can contribute some contextual information in the local perspective to ensure the effectiveness of the energy management program and strengthen academic leadership by emphasising the element of sustainability. This is crucial for developing an energy saving culture among the young generation that will be our future scholars and leaders.

Purpose
Forests support human livelihoods and mitigate against climate change, yet they are at a risk of irreversible loss due to high degradation rates. The success of forest conservation mechanisms depends on involvement and support by forest dependent communities. In this paper, the authors assess forest dependent household's willingness to pay (WTP) labour or cash for a conservation programme seeking to restore degraded forestland in Mount Elgon Forest, Kenya.
Design/methodology/approach
Data were collected from 919 households in Mt Elgon forest reserve, Kenya. A double bounded contingent valuation approach was used to examine households' WTP and an ordered probit model to estimate the determinants of WTP.
Findings
The findings of the study show a higher WTP for conservation through labour days (12 days/month, equivalent to 1800 KES/month) compared to cash (KES 450/month). Forest dependence has a significant influence on households' willingness to support conservation activities. A higher WTP was observed amongst households with higher vulnerability (high shocks value, low asset value and those in the poorest wealth categories) implying that they are more willing to contribute for forest conservation.
Originality/value
While emerging literature on WTP for forest conservation is growing, few studies have paid attention on the influence of forest dependence on WTP for forest conservation. There are limited studies on use of in-kind contribution as a payment vehicle for WTP. The study's findings show a high WTP in form of labour suggesting the importance of embracing in-kind contribution as a mechanism of supporting forest conservation in contexts of developing countries.

Abstract
Purpose
The National Library of Greece (NLG) was founded in 1832 and since 1903 it had been housed at the Vallianeio building, a landmark in the center of Athens. With a history of nearly two centuries and significant collections, the library moved its headquarters to its new building at the Stavros Niarchos Foundation Cultural Center in 2018. This transfer marks its transition to a new era, a restart for the library and an opportunity for upgrades, improvements and expansion of its services, redefinition of its role and connection to society. In this context, the conservation department contributed greatly to this program, to the successful transfer of collections and paved the way for its upgraded role at its new facilities.
Design/methodology/approach
This paper reflects on the transition program and part of the projects executed, in terms of expectations and the new reality, under the scope of conservation of collections'. With a critical view, the authors present the Conservation Department's contribution during relocation and the transition's aftermath on the reality of their everyday professional routine.
Findings
Conservators' role emerged during this transition. Lessons learned, new challenges, opportunities and growth in conservation actions, improved communication with departmental liaisons; and targeted communication with the public and end users.
Practical implications
The NLG designed and undertook a broad and complicated transition program under a collaborative scheme between the public and private sectors. Time, budget and human resource limitations did not allow for in-depth documentation and research on the collection status prior to transfer.
Originality/value
The transition of the NLG was a multidimensional program with short and long-term outcomes. The project design and on time and budget execution provided a new set of standards and services for the library and re-established its connections with the public. As such, this case study can contribute to a better understanding and management of actions and expectations in related large-scale projects.

Abstract
Purpose
This paper describes a system of collaboration between cultural institutions, conservation scientists and companies focussed on achieving global sustainability in museum and heritage sites through proactive conservation. The purpose of this paper is to propose the Proactive Collaborative Conservation (ProCoCo) as a viable tool to accomplish this objective.
Design/methodology/approach
The lack of degradation studies on contemporary materials, such as composites, was identified as an issue for the future of cultural heritage. Developing new approaches to heritage and conservation becomes vital and it is in this landscape that ProCoCo is inserted. A concise review of the literature is reported and the process that led to the development of ProCoCo is explained. Backcasting and forecasting were used to develop different parts of the approach.
Findings
ProCoCo consists in studying parameters of the new materials, manufactured by the commercial partner, then simulating the ageing and, finally, re-studying the same parameters in order to predict lifetime changes. During the case study, it was confirmed that such an approach helps in identifying weaknesses in the material, which can then become useful for conservators and manufacturers.
Practical implications
The approach allows conservation scientists and conservators to measure the conservation state of materials and to detect degradation at an early stage.
Originality/value
ProCoCo offers a different vision of the long-term issue of funding accessibility faced by museums and suggests a way of improving heritage global sustainability. It proposes a pragmatic and lasting solution to the insufficient public economic support in the arts which runs parallel to government aid.
