Abstract

According to the UNWTO (2020), tourism is considered one of the world's major economic sectors and accounted for 7% of global trade in 2019. For countries like Jamaica, the tourism sector is a significant provider of jobs and services. The literature chronicles the transformation of the tourism landscape – moving beyond resorts, cruises, and tours to a more culture-centric landscape, embracing authentic and natural environments. Consequently, community-based tourism (CBT) has garnered considerable attention as a fast-growing industry that embraces the special interests of the “new tourists.” Furthermore, CBT has become a significant socioeconomic benefit for inner-city communities. However, the COVID-19 pandemic negatively impacted the sector, impacting the national economy and the livelihoods of informal and formal tourism workers. Additionally, CBT experienced a loss of its primary stakeholders – tourists. Preliminary engagements revealed that the loss of CBT during the pandemic had adverse effects on communities and highlighted the fragility of the current CBT framework to withstand future unknown shocks. Therefore, the sustainability of CBT requires a different approach. This study sought to explore the socioeconomic impact of COVID-19 on CBT in rural and urban communities to propose a “fit for purpose” model that can withstand adverse effects of shocks and be replicated across the Caribbean.

Abstract

Purpose

The purpose of this paper is to highlight the different realities blended together in community-based tourism, and how storytelling can help us understand the resulting entanglement of actors and power. This paper combines a discussion of power and empowerment in community-based tourism with storytelling.

Design/methodology/approach

The fictional narrative of Pandora’s box is used as a metaphor for power and empowerment in community-based tourism, which can leave communities worse off than before the introduction of tourism.

Findings

However, the last thing remaining in Pandora’s box after all hardships had flown out, was hope. This paper also presents a hopeful perspective for community-based tourism in the form of another metaphor: the rhizome, which puts power and empowerment in a more dynamic and holistic frame. Just like in the original story of Pandora’s “jar” which gave voice to Pandora herself, within a rhizome, other players are regarded as valuable sources of tacit contextual knowledge.

Originality/value

Storytelling and dialogue are recommended methods to obtain this knowledge. Using a storytelling perspective can encourage untold and unheard stories within a dialogue to be heard.

Abstract

Purpose

This study examines a phygital approach to rural cultural heritage tourism, adopted by a rural community in Sapphaya, Chai Nat Province, Thailand, in response to the Covid-19 crisis. Specifically, it investigates a community’s initiatives to amalgamate its physical and digital marketing communications in order to engage with consumers as a strategy for destination recovery and resilience.

Design/methodology/approach

This is a qualitative exploratory study involving three stages of action, applying two research approaches: (1) participatory action research (PAR) with Sapphaya’s tourism stakeholders, and (2) social media research utilising netnographic analysis of Sapphaya’s tourism social enterprise social media pages.

Findings

The findings indicate that a phygital rural cultural heritage strategy can facilitate the interconnectivity between a destination’s physical and digital dimensions of its cultural heritage tourism product, thereby enhancing its intrinsic value, meaning and experiential perceptions. Specifically, it recommends that a successful community-based phygitalisation strategy requires grassroot engagement across all stages of planning, development, implementation and management of the rural cultural heritage tourism product.

Practical Implications

The paper focusses on the cultural heritage tourism strategy adopted by a rural community across the physical-digital-phygital spectrum to augment its sustainable tourism development during a time of crisis. A framework for phygital rural cultural heritage as a strategy for destination resilience and recovery is also proposed.

Originality/value

This study adopts a local engagement approach to develop a cooperative community heritage management strategy, based upon local rural capacity building towards digitalisation and empowering innovative partnerships amongst its stakeholders.

Abstract

Purpose

This paper aims to help understand how community-based social entrepreneurs experience world-class “performance excellence” models and to explore the core values that enable social enterprises to become high-performance organizations.

Design/methodology/approach

Underpinned by Mindsponge processes, the proposed conceptual framework critiques the Baldrige criteria for performance excellence (BCPE) model in a global south context. The mixed-methods study fosters an in-depth analysis. First, it validates the BCPE mechanism in community-based social enterprises (CBSEs) before identifying the significant core values and concepts of BCPE that influence CBSEs to achieve high performance.

Findings

The BCPE, adapted from global north corporate principles and applied at a community level, can significantly develop global south organization performance excellence. Five core values and concepts from the 11 fundamental beliefs in driving performance excellence were found to support performance excellence in CBSE management. These values and concepts are “customer-focused excellence,” “social responsibility,” “systems perspective,” “visionary leadership” and “focus on success.”

Research limitations/implications

First, factors influencing performance excellence are not limited to the core values elements discussed. Future research may clarify factors extracted from the “Process” category of BCPE to explore further how CBSEs can enhance their performance in a different formation path. Second, this study only considered the Thai-Phuan community in Pho Tak village, Nong Khai, Thailand, to represent as a single case study. However, different, clustered or contrasting CBSEs in other regions remain open for further exploration to enrich the knowledge of “performance excellence” in a community organization. Finally, a longitudinal study would be a welcome addition.

Practical implications

The following must be considered. First is setting a clear direction: the organization’s vision and mission, by purposeful design, should ensure that CBSE managers are leading by example and demonstrating the importance of social and environmental value creation. Second is developing institutional culture: fundamental core values focused predominantly on “customer-focused excellence” and “social responsibility” encourage collaboration by “working together to drive success”. Third is developing integrated management system: CBSEs need to ensure that the management systems can collaborate and complement each component to create performance excellence. Fourth is creating a learning organization: CBSEs need to create a culture of continuous learning through data collection, measurement, analysis and modification.

Social implications

This study clarifies that the implementation of BCPE is crucial to the establishment of performance excellence at both macro- and micro-level organizations. According to the Malcolm Baldrige National Quality Award, the fundamental drivers of BCPE are the same for all types of organizations and in all sectors, whether in the private sector, education, health care or government (Blazey and Grizzell, 2021). By applying the Baldrige excellence model at the community level, this study found that CBSE can similarly strive for excellence and improved performance. This can lead to strengthened services, increased productivity and enhanced quality of life for the community.

Originality/value

This study provides a novel viewpoint on the Baldrige paradigm. Expressly, BCPE is compatible with global south community-based organizations to enhance performance excellence. Its essential contribution demonstrates that Baldrige model concepts are more widespread within smaller and underdeveloped territories than imagined. The recent (post-study) inclusion of “Community” as an independent sector in the Malcolm Baldrige National Quality Awards validates the research findings and recommendations proposed by this study.

Abstract

Purpose

The impact of COVID-19 on tourism destinations has been severe, but a future crisis is never far away. How communities can better prepare for disasters to come in the near future continues to be researched. This research aims to understand the tourism community’s responses to the COVID-19 pandemic and present the Tourism Community Resilience Model as a useful instrument to help communities better respond to disasters in the future.

Design/methodology/approach

This research uses a qualitative research approach which seeks to understand phenomena, events, social activities, attitudes, beliefs, perceptions and individual and group opinions that are dynamic in character in accordance with the situation in the field. Research primary data is in the form of Kuta Traditional Village local community responses in enduring the COVID-19 pandemic conducted between January and May 2022. These data were obtained through in-depth observations and interviews involving informants based on purposive sampling, including traditional community leaders, village officials, tourism actors (i.e. street vendors, tourist local guides, taxi drivers and art workers) and tourism community members. We selected the informants who are not only directly impacted by the pandemic, but also some of them have to survive during the pandemic because they do not have other job options. The results of previous research and government data concerning the pandemic and community resilience were needed as secondary data, which were obtained through a study of the literature. The data which had been obtained were further analysed based on the Interpretative Phenomenological Analysis (IPA) technique, which seeks to make meaning of something from the participants’ perspective and the researchers’ perspective as a result there occurs a cognition of a central position.

Findings

Based on findings from Bali, Indonesia, this resilience model for the tourism community was created in response to the difficulties and fortitude shown by the community during the COVID-19 pandemic. It comprises four key elements, namely the Local Wisdom Foundation, Resource Management, Government Contributions and External Community Support. These elements are all rooted in the concepts of niskala (spirituality) and sekala (real response); it is these elements that give the tourism community in the Kuta Traditional Village a unique approach, which can inspire other tourism destinations in other countries around the world.

Research limitations/implications

A tourism community resilience model based on local community responses has implications for the process of enriching academic research and community management practices in facing future crisis, particularly by involving local wisdom foundation.

Social implications

The existence of the resilience model strengthens local community social cohesion, which has been made stronger by the bonds of culture and shared faith in facing disaster. This social cohesion then stimulates the strength of sustainable and long-term community collaboration in the post-pandemic period. For tourism businesses, having strong connections with the local communities is an important condition to thrive.

Originality/value

The value of this research is the Tourism Resilience Community Model, which is a helpful tool to optimise and improve future strategies for dealing with disasters. Illustrated by this Balinese example, this paper emphasises the importance of adding social factors such as niskala and sekala to existing community resilience models. Addressing these local characteristics is the innovative aspect of this paper and will help inspire communities around the world to prepare for future disasters better and build more sustainable and resilient tourism destinations elsewhere.

In critical tourism studies, tourism has often been accused as a detrimental activity for local communities. The objective of this chapter is to highlight that there is another way of understanding tourism, one that responds to a more emancipating approach. The authors argue that from a post-structuralist perspective certain types of ‘responsible tourism’ can exhibit characteristics that promote local economic sustainability and greater gender equality as well as contribute to disaster risk reduction and recovery. Through a review of the literature and empirical fieldwork in the Fiji Islands, the authors examine the capacity of community-based tourism (CBT) to serve as a tool for locally led development and effective disaster risk reduction and recovery. The authors also explore whether CBT can open new spaces for women’s perspectives to be included in governance of local development and disaster risk management, challenging the gendered power structures within the community.

Abstract

Purpose

Drawing on the social exchange theory, stakeholder theory and extended theory of reasoned action, this study aims to investigate how consumers view the economic and sociocultural impacts (benefits/costs) of peer-to-peer (P2P) accommodations on the local community’s resilience and how consumers form behavioral intentions toward P2P accommodation as a part of sustainable tourism behavior.

Design/methodology/approach

With data from a survey of 300 consumers who have previously used P2P accommodation, the authors performed partial least squares-structural equation modeling to test the proposed model and hypotheses.

Findings

The current study reveals the significant impact of the sociocultural benefits of P2P accommodations on consumers’ perceived community resilience, while economic benefits have a non-significant impact on perceived community resilience. Moreover, neither the sociocultural nor economic costs of P2P accommodation significantly reduce consumers’ perceived community resilience. Furthermore, the authors found significant positive relationships among perceived community resilience, attitude, subjective norm, personal norm and behavioral intentions.

Practical implications

P2P accommodation platforms can leverage these research findings and contribute to the community resilience and help community residents by establishing strategic collaboration with various stakeholders (e.g. governments, destination marketing organizations and non-profit organizations) for the community’s sustainable development.

Originality/value

This study systematically investigates the role of P2P accommodation in achieving community resilience by categorizing the impacts of P2P accommodation into economic and sociocultural benefits/costs.

Abstract

Purpose

This chapter evaluates the impacts of and response measures to COVID-19 pandemic on the practice of tourism in the wildlife conservancy model in Kenya thus proposing response interventions to possible tourism crises in the future.

Methodological Design

The study uses the qualitative exploratory experience design and collects data from purposely selected conservancies' leaders and other documented materials from two main wildlife conservancies association in Kenya.

Findings

The chapter presents findings on the impacts of the COVID-19 pandemic on wildlife conservancy-based tourism, how conservancies responded to the pandemic and conservancy leadership perspectives on how to model future tourism and related activities in the conservancies based on the lessons they have learnt from the COVID-19 experience.

Research limitation/Implications

With the wildlife conservancy-based tourism model in Kenya being a relatively new phenomenon, the study provides important lessons for comparison with other such initiatives in other places in the event of tourism crises in the future.

Originality/Value

This chapter argues that better preparedness to crises and uncertainties by various tourism types and models can help mitigate against adverse effects of similar uncertainties in the future. Consequently, the findings offer a glimpse of proposals and solutions to the wildlife conservancy-based tourism models that continue to be established in Kenya and in the region.

Abstract

Purpose

The purpose of this paper is to investigate whether community‐based wildlife conservation can potentially be added in rural farmers’ investment portfolio to diversify and consequently reduce agricultural risk.

Design/methodology/approach

The correlation coefficient is computed from national data on the rates of return on agricultural production and wildlife conservation, to find out whether wildlife conservation is a feasible hedge asset.

Findings

The correlation coefficient between the returns to agricultural production and wildlife conservation for the period 1989‐1999, for which data exist for both activities, is inferior to unity indicating that rural farmers could use wildlife conservation to reduce the risk they face by engaging in agricultural production only.

Research limitations/implications

Data on communal agricultural production and community‐based wildlife conservation potentially suffer from at least three limitations. First, wildlife is a unique resource that does not require the usual cash investment to acquire and as such the rates of return on wildlife conservation will likely be overstated. Second, some benefits from wildlife are public and non‐monetised; this results in depressed rates of return on wildlife conservation. Lastly, both the data on agricultural production and wildlife conservation are likely to understate physical and human capital investments; this potentially results in abnormally high rates of return.

Practical implications

Even though the paper makes a case for community‐based wildlife conservation at a national level, the benefits of diversification into wildlife conservation are likely to be high only in those rural areas that can sustain wildlife populations sufficient to generate adequate returns from wildlife activities such as tourism, trophy hunting, live animal sales and meat cropping.

Originality/value

This paper empirically investigates whether the risk that rural farmers face could potentially be managed through diversification into community‐based wildlife conservation and provides paramount evidence that wildlife conservation is a hedge asset in rural Zimbabwe. More investment in community‐based wildlife conservation would also help efforts to conserve wildlife.
