Abstract

English language teacher preparation has a relatively short history in Scotland's universities. This chapter outlines some of the contributions made by Scottish institutions and academics to English language teaching globally, including during the very early stages of English becoming a global language. Commercial influences on English language teacher education are outlined as an explanation for why programmes diverged from Initial Teacher Education (ITE) provision from the 1960s, including pressure from short-course teacher education and rising precarity of English language teachers. This chapter concludes with some encouraging work from foreign language teaching and Gaelic-Medium instruction, showing how English language teacher education may be able to rebuild connections to ITE to engage with the contemporary linguistic diversity in Scotland's classrooms.

Abstract

Purpose – This chapter discusses an education law recently enacted in India – The Right of Children to Free and Compulsary Education – its implementation plan and potential implications, focusing on the teacher labor force composition and the teacher education system. The Right to Education Act specifies acceptable pupil–teacher ratios, levels of teacher vacancy in the school, qualifications required for teacher appointments, and terms and conditions for teacher hiring, among other things.Methodology – This study draws on government documents and reports to conduct a systematic analysis of existing data and historical trends. It generates an understanding of how this policy shapes the demand for teachers, the quality of the existing system, and its ability to respond to these increased demands.Findings – These policy changes intended to increase equity in teacher distribution may in the near future exacerbate inequities in access to quality teachers and teaching across India. The policy creates important and urgent changes in the Indian teacher labor force, and by extension, it demands changes in the Indian teacher education system. But that system may be unprepared to meet these goals. Therefore, the chapter underscores the need for reform in India's teacher education system, if this policy's mandate to provide equal access to quality education to all Indian children is to be fulfilled.Value – This chapter explains and analyzes a recent, large-scale teacher policy reform in a regionally diverse, developing nation with an urgent need to improve the quality of education received by its children.

Abstract

Purpose

This paper seeks to provide a systematic understanding of the controversy surrounding commerce in US schools.

Design/methodology/approach

The paper surveys the history, research and policies related to commerce in schooling (1890‐2005) within the USA. The literature is organized according to four emergent US perspectives – protectionist, celebrant, cultural critic, and educated consumer.

Findings

The review finds that dominant US assumptions of commercial media subscribe to a stimulus‐response model of learning, rather than an active model of young people as constructing their own experiences with commercial media. Much of the research and many of the policies about commercial media in schools reflect adult assumptions about how young people learn, rather than provide empirical research about how young people actually interact with commercial texts while in school. The paper questions an excessive emphasis on the texts and technologies of instruction and calls for more empirical research that is grounded in theories of social constructivism, symbolic interactionism, and media education.

Research limitations/implications

The four dominant media perspectives generated through this review of literature are limited to the USA.

Practical implications

A useful review of literature and schema to inform the understanding of educators, policy makers, and researchers as to the dominant US perspectives about commercial media and the education of young people. The schema can be used as a springboard for research and inquiry into the perspectives and policies of commercial practices and education in other countries.

Originality/value

This paper contextualizes nearly a century of research on commercial media and the education of youth in the USA, and provides a historical and theoretical context for researching education, technology and commerce in the USA and other countries.

Abstract

Purpose

Social entrepreneurship aims at creating social value for the public good rather than personal wealth or private gain as in the case of commercial entrepreneurship. The purpose of this study was to explore the entrepreneurial activities of self-starter teachers and analyze the factors that facilitate or inhibit the appearance of these activities using the concept of organizational citizenship behavior (OCB) that are neither part of the formal reward system nor a part of an employee's mandatory job description.

Design/methodology/approach

Semi-structured interviews with 30 teachers and ten principals from the Israeli elementary and secondary educational system.

Findings

It was found that self-starter teachers engage in simple forms of innovative work behaviors (e.g. developing new curricula and teaching methods, initiating and implementing new projects, including school events). Additionally, the teacher's decision to go the extra-mile and initiate new projects or devise new curricula is related, though, to four major determinants, two of them external (e.g. the principal, the local education authority) and two internal (personal experiences, educational calling and emotional commitment).

Originality/value

The paper sheds light on educational entrepreneurship through the concept of OCB.

BUSINESS SCHOOL GRAFFITI is a highly personal and revealing account of the first ten years (1965–1975) at Britain’s University Business Schools. The progress achieved is documented in a whimsical fashion that makes it highly readable. Gordon Wills has been on the inside throughout the decade and has played a leading role in two of the major Schools. Rather than presuming to present anything as pompous as a complete history of what has happened, he recalls his reactions to problems, issues and events as they confronted him and his colleagues. Lord Franks lit a fuse which set a score of Universities and even more Polytechnics alight. There was to be a bold attempt to produce the management talent that the pundits of the mid‐sixties so clearly felt was needed. Buildings, books, teachers who could teach it all, and students to listen and learn were all required for the boom to happen. The decade saw great progress, but also a rapid decline in the relevancy ethic. It saw a rapid withering of interest by many businessmen more accustomed to and certainly desirous of quick results. University Vice Chancellors, theologians and engineers all had to learn to live with the new and often wealthier if less scholarly faculty members who arrived on campus. The Research Councils had to decide how much cake to allow the Business Schools to eat. Most importantly, the author describes the process of search he went through as an individual in evolving a definition of his own subject and how it can best be forwarded in a University environment. It was a process that carried him from Technical College student in Slough to a position as one of the authorities on his subject today.

Abstract

Purpose

This paper traces the incorporation of western educational histories in the development of normal-school curricula during the late Qing Dynasty and the Republic of China (1901–1944). It uses publication networks to show how the study of comparative educational history facilitated the international circulation of knowledge in the teaching profession, and how the “uses” of educational history were shaped by larger geopolitical forces.

Design/methodology/approach

This paper analyzes the international exchange of texts between normal schools in China and Japan and, subsequently, between normal schools in China and the United States. A database of 107 publications in the field of western educational history that were adopted in China reveals specific patterns of textual citation, cross-reference, and canon-formation in the field of educational historiography.

Findings

With conclusions derived from a combination of social network analysis and clustering analysis, this paper identifies three broad stages in China's development of normal-school curricula in comparative educational history: “Japan as Teacher,” “transitional period” and “America as Teacher.”

Research limitations/implications

Statistical analysis can reveal citation and reference patterns but not readers' understanding of the deeper meaning of texts – in this case, textbooks on the subject of western educational history. In addition, the types of publications analyzed in this study are relatively limited, the articles on the history of education in journals have not become the main objects of this study.

Originality/value

This paper uses both quantitative and qualitative methods to uncover the transnational circulation of knowledge in the field of comparative educational history during its formative period in China.

Abstract

The objective of this chapter is to argue a case for the need to include teachers and professional educators in the policy making and implementation processes of the World Bank's Education Sector Strategy 2020. By drawing on evidence from the Consultation Plan, the chapter investigates how communicative practices about teachers are embedded in the discourse of the plan and how these influence the rationalisation of the policy. In doing so, the chapter will examine the relationships between social actions, systems rationalisation and life world rationalisation. Much like commercial and entrepreneurial organisations focus on the voice of the customer (VOC), that is on satisfying the stakeholders and end users in their processes, in this chapter, the voice of the teacher (VOT) is highlighted. The skills and knowledge of key stakeholders need to be leveraged and engaged in order to ensure that the policy achieves its desired aims. In order to frame this argument, notions of Habermas’ communicative action theory is used to show how policy engages in systems steering. Rather than understanding education strategy and reform as a process of engaging only government and policy makers, this chapter suggests that by engaging the practitioners and listening to the practical discourse around reform, teachers can be leaders of reforms rather than obfuscated agents.

The United Arab Emirates (UAE) has embraced many facets of globalization, striving to become a regional power and a new financial and commercial hub in the Middle East and a high-tech center in a globally oriented society. Along with other Arab nations, the UAE has recognized the strategic role played by education in national development and modernization.

The workplace of the twenty‐first century will be, in many respects, significantly different from that of today; therefore, vocational educational graduates need to be prepared for the changes expected in the workplace. Calls for vocational teacher education programmes that incorporate critical skills for high school vocational teachers. Reports the findings of a study conducted to identify professional vocational education competences needed by Swaziland teachers of practical studies (agricultural, commercial, home economics, and technical). Employs a procedure to develop professional competences. Identifies eleven competence areas developed by a professional panel of experts at a two‐day focus group interview workshop.
