Abstract

Poland has traditionally been perceived as a net emigration country. The scale of the recent inflow of foreigners to the country, however, places Poland among those states of growing attractiveness to migrants. Therefore, the main aim of this chapter is to present the Polish model of integration policy and describe the development of Poland's migration and integration policy at the national level. As the local perspective on migration and integration has become increasingly important, local policies are also presented through the example of several of the largest Polish cities. Additionally, the role of public discourse in shaping Polish society's attitude towards migrants is discussed. Finally, some aspects of economic migrants' integration are described.

Poland still lacks a long-term and comprehensive migration and integration policy that covers all areas of integration, and all categories of immigrants and so far only once, for a short period, has adopted migration policy at a national level. There is also little coordination among the different governmental bodies that deal with this issue. Therefore, only some of the crucial elements of integration policy at a national level, like the liberalization of the labour market, have occurred successfully. It seems that local policies, especially in large cities, have addressed more precisely various issues faced by immigrants, not only related to employment, and could foster the process of integration.

Abstract

The aim of the chapter is to identify the pattern of city–region relations in Polish spatial and economic development. Based on the regression analysis of GDP per capita growth in chosen cities and their regions, conclusions are drawn on: differences in urban development (measured by GDP per capita growth) between cities and their surrounding regions and the direction of the core-periphery mechanism (backwash vs. spread). Findings of the research enabled us to answer the questions of whether urban Poland follows the core-periphery model of development, and to identify the stage of this theoretical approach at which Polish cities might be. For the majority of studies, cities and regions follow the backwash mechanism in their relations with the surrounding regions; however, the trend of this impact differs. Warsaw is a city where the dependence on its region’s resources is decreasing; nevertheless, other findings presented in the chapter allow the statement that Polish cities reach for their region’s resources and the core-periphery mechanism is characterised by the backwash effect. The following chapter fills in the gap in urban competitiveness studies, as they usually concentrate on specific case studies and rarely use larger panels for analysis. Such approach enables us to draw conclusions for the overall urban development patterns in Poland. Also, the issue of growth spread and city–region relations is rarely found in the Polish urban research.

Abstract

Purpose

The purpose of this paper is the evaluation of the degree of sustainable urban development in Poland in terms of spatial management and laws applying to the process.

Design/methodology/approach

The study provides an analysis of the key legal bases fundamental to sustainable development. Instruments that can be used to implement development guidelines (strategy, budget, “the study”, local zoning plan), revitalisation processes and to identify barriers to sustainable urban development.

Findings

The paper finds a recognition of the main spatial and legal barriers to urban development. The lack of zoning plans in many cities delays new investments. Revitalisation programmes are essential for maintaining a sustainable and stable polycentric structure of cities and towns within regions and across the country as a whole.

Practical implications

Results of analysis describe the main barriers to urban development, while the lack of zoning plans and practical strategies mainly contribute to unsustainable development of cities. Long‐term planning requires more rigorous and coordinated measures on different levels of administration.

Originality/value

The paper provides specialists and students with a new look at sustainable urban development; the latter is assumed to not only be connected with economic, social and environmental spheres, but also with spatial spheres.

Abstract

Purpose

The paper aims to analyze actual issues of the corporate social responsibility (CSR) practices in monofunctional towns in Russia, Slovakia and Poland. The process of social investment restructuring is obviously under way in these countries. However, there can be identified a few examples where the dominant employer with the long tradition (from the soviet period, even longer) has initiated and directly influenced by the social policy the local and regional development. The paper analyzes their development during the past decades, with the special emphasis on social issues. It identifies its strengths and weaknesses and defines future research areas.

Design/methodology/approach

The first part of the paper defines the CSR with focus on the social sphere and relationships between local dominant employer, local government and community. Refer to the theory, the paper adopts a case study methodology to explore the specifics of CSR with a focus on monotowns, especially the role of local dominant employer and its relationship with local government and community in three selected post-communist nations – Russia, Slovakia and Poland. The research uses also the secondary data (the strategic documents, statistical data) and own observation during the study visits to the selected cities. The authors analyze the town’s development during the past decades, with the special emphasis on the social issues.

Findings

It is shown that maintenance and development of essential living conditions in many monofunctional towns depends upon the direct participation of large dominating companies. The paper argues that there is a principal difference between the current social policy conducted by these dominant local employers and the policy that was conducted in the past. What is more, most of the engagement of large in the social affairs in monotowns refers to the CSR concept. The paper summarizes the common features and differences in functioning monotowns in selected states, from the perspective of social responsible behaviors of dominant companies, suggests the practical implications and identifies future research areas.

Originality/value

The paper maps the specific kind of social responsibility interconnected with the issue of local and regional development – monotowns in Russia, Poland and Slovakia – in the countries with common political and social history. It brings in the form of case studies the detailed overview of the selected examples from Russia, Ukraine and Poland dealing with the CSR. Based on the collected data, it summarizes the advantages and disadvantage of these towns and opens the new research areas.

Much attention has of late been paid to the issue of tourist sustainable ­mobility at the destination. This issue takes on particular significance in big cities, which, prior to the outbreak of the pandemic, saw considerable increases in visitor numbers. The aim of this chapter, which draws on the case study method, is to explore the question of how foreign tourists move around in a Polish conurbation, known as Tri-city. Made up of three cities – Gdansk, Sopot, and Gdynia – it is one of Poland’s most popular tourist destinations. Crucially, in Tri-city all major tourist attractions and facilities are dispersed over a wide area, which makes it particularly well suited to researching visitor mobility patterns. The case study that forms the core of this chapter relies mainly on a paper-and-pencil questionnaire survey conducted among foreign tourists visiting Tri-city in January 2020 as well as on direct observation of reality. It turned out that walking was a preferred way of moving around Tri-city for most foreigners. The findings indicate, too, that young female visitors used public transport more often than older women and all men regardless of age. Furthermore, tourists with a university education more often opted for public transport than those without a degree, and visitors who lived in urban areas used public transport more often than those living in the countryside. The chapter concludes by ­summarizing the argument and drawing practical lessons for municipal authorities interested in facilitating tourist sustainability in their cities.

Abstract

Explores the local impact of market reform in a former communist country. Uses the Bialystok voivodship in Poland to discuss the local impact of monetary reform and the banking system, local business development, the impact of Western influences, and finally the problem of unemployment and policies intended to combat it. The voivodship is geographically remote from areas currently favoured by foreign investment which contributes to a growing sense of East‐West inequality. Despite showing ingenuity and entrepreneurialism to work the system many businesses are still struggling to adapt and realize that the market economy has significant individual costs. Highlights the local impact of national policy and re‐emphasizes the potential for local economic opportunities not only between countries but also between different regions within those countries.

Abstract

This article discusses issues related to the use of new technologies in local communication on the example of selected Polish cities. It will discuss the tools used by local authorities in the process of local communication with residents and entrepreneurs, aimed at increasing their participation in the local decision-making process. The study will focus on tools for empowering residents and increasing civic participation in cities. Based on an analysis of documents, interviews with representatives of city authorities (officials, councilors) and residents, using the IDI method, an attempt will be made to analyze the effectiveness of particular tools used by officials. On this basis, the authors formulate conclusions and recommendations for the future on the selection of the most effective tools used in local communication with residents. The aim of this paper is not only to diagnose the current use of the smart city concept in Poland, but also to create a forecast of its use in the coming years.

Abstract

Purpose

The purpose of this paper is to assessment of actions for sustainable transport based on analysis of projects in selected major Polish cities carried out in cooperation with the motor industry and power sector enterprises.

Design/methodology/approach

Analysis of projects in selected major Polish cities.

Findings

All initiatives aimed at making municipal transport more environmentally friendly have been launched by the local governments, in accordance with strategic government documents, acts and other legal regulations. The steps that have been taken are not just intended to improve the quality of the urban environment, but also to streamline transport systems and ensure greater mobility for city dwellers. Enterprises can engage in similar projects mostly by placing their bids in municipalities of transport companies’ public tenders.

Research limitations/implications

Continuing research in the issue of creating jobs in cooperation between local authorities and companies in implementation of green transport in cities. And as well it is introduction to the further study on ways to achieve the partnership, not only by green public procurement but also sustainable public procurement, and their results.

Practical implications

In practical issue authors emphasize the potential of innovation domestic producers of environmentally friendly facilities for transport and limited possibilities to cooperation with local authorities, limited only to public procurement and consultations. Taking into account social implications authors emphasize the potential of cooperation between companies and local authorities in creating jobs.

Originality/value

The new element are information about transformation in public transport in Polish cities based on vehicles, produced by polish company and new project connected with greening up transport. As well important is referring to recent considerations undertaken in the literature and practical examples.

Abstract

Purpose

The purpose of this paper is to assess the demand and to estimate the willingness to pay for sustainable (certified) office space in Poland.

Design/methodology/approach

Due to limited data on sustainable property performance in Poland, the research is based on stated-preference data. The main research tool is conjoint experiment, run on a sample of office tenants in Krakow.

Findings

Highest utility for office tenants in Poland is linked to BREEAM certificate (highest willingness to pay for having BREEAM certified office space. Slightly lower propensity to pay was observed for LEED certificate. The lowest willingness to pay was estimated for DGNB certificate. One of possible explanations is connected to tenants awareness (BREEAM is the most common certificate in Poland).

Research limitations/implications

The research results suggest increasing demand for sustainable office space in Poland, reflected by willingness to pay for sustainable office space. The main limitations of the research are twofold: geographical limitation (only one city) and hypothetical nature of choices made by tenants in the quasi-experiment.

Practical implications

The results of the research can justify the engagement of investors in sustainable property development in Poland and foster the development of this respective sector.

Originality/value

The paper is unique as it explores the potential for sustainable property development in emerging economies, which is not a common area of scientific interest mainly due to data availability. Traditionally most research focusses on mature markets in North America, and Western Europe, and empirical evidence from less developed markets is scarce. Few papers (if any) use quasi-experimental setting to elicit implicit price of ecological certificates.

Abstract

Purpose

There is an ongoing discussion on tools that can lead to sustainable tourism, as well as attempts to implement them. In the selection of tools, the attitudes of residents – local stakeholders and their degree of acceptance of such tools should be analysed and taken into account. Some cause conflicts, and hence, the purpose of this study is the comparative analysis of three cities (Prague, Krakow and Braga).

Design/methodology/approach

Analysis of the basic types of conflicts was conducted using the division proposed by Moore. The research was conducted among residents – experts representing the tourism sector. Based on the literature review, three hypotheses were formulated. Statistical tests were used to analyse the results.

Findings

The results showed a strong impact of the conflict of information and the interests of those dependent on the degree of development of the city’s tourist function. It was established that in the process of achieving sustainable tourism, to minimize conflicts, the following are necessary: paying attention to communication and the involvement of local communities, creating attractions that benefit both residents and visitors, measuring and monitoring tourist traffic, supporting initiatives for new tourist offers and initiating discussions on development problems, and setting common goals for all residents.

Research limitations/implications

The research was conducted during the pandemic and is based on the opinions of experts indicated by the city authorities. While the attitudes of the inhabitants towards the development of tourism were recognized in earlier studies, the awareness of tourists and their readiness to accept limitations related to respecting the needs of the inhabitants were not examined. This aspect may be an interesting direction for further research. A limitation of this research is the small scope of the study, caused both by the restrictions in force during the research period (related to the COVID-19 pandemic) and also by the inability to conduct in-depth interviews with experts. It should also be noted that among the experts participating in the research were tourist entrepreneurs directly interested in rebuilding tourism after the pandemic. Due to this, their opinions may have been biased, but there is no way to prove or disprove this. However, the answers gathered were considered collectively; therefore, the opinions obtained were considered to be objective. Attempts to balance tourism so far have focused mainly on limiting the access of tourists to attractions and tourist areas and introducing (or increasing) admission fees. It is still too early to assess the effectiveness of such tools, hence the lack of scientific analyses of implemented tourism policies.

Practical implications

The role and tasks of institutions managing tourism in cities will probably also change, in particular, so-called destination management organizations. The current declarations indicate the need to respect inhabitants and take measures to limit conflicts arising in the context of the development of the tourist function. However, there is no empirical evidence of the positive results achieved.

Social implications

The results will allow the implementation of tourism balancing tools that are accepted by the local community.

Originality/value

The selection of the historical cities and the posing of a research problem based on the same tool allowed for comparative inference. The results can help shape tourism management in cities and the choice of tools for their sustainable development.

结果表明, 信息冲突和利益冲突的强烈影响取决于城市旅游功能的发展程度。在实现可持续旅游的过程中, 为了尽量减少冲突, 有必要采取以下措施:注重当地社区的参与和沟通, 创造有利于居民和游客双方的景点, 测量和监测旅游流量, 支持旅游产品创新并发起针对发展问题的讨论, 同时为所有居民设定共同目标。

原创性/价值

本文选择历史名城作为案例地, 加之基于同一工具提出的研究问题, 使得本研究具备用于比较推断的条件。 研究结果有助于塑造城市的旅游管理以及引导可持续发展工具的选择。

Objetivo

Hay un debate en curso sobre las herramientas que pueden conducir al turismo sostenible, así como los intentos de implementarlas. En la selección de herramientas, se deben analizar y tener en cuenta las actitudes de los residentes – agentes interesados locales y su grado de aceptación de dichas herramientas. Algunas provocan conflictos, de ahí que el objetivo de este artículo sea el análisis comparativo de tres ciudades (Praga, Cracovia, Braga).

Diseño/metodología/enfoque

El análisis de los tipos básicos de conflictos se realizó utilizando la división propuesta por Moore. La investigación se llevó a cabo entre residentes, expertos que representan el sector turístico. A partir de la revisión de la literatura se formularon tres hipótesis. Se utilizaron pruebas estadísticas para analizar los resultados.

Conclusiones

Los resultados mostraron un fuerte impacto del conflicto de información y los intereses de quienes dependen del grado de desarrollo de la función turística de la ciudad. Se estableció que en el proceso de lograr un turismo sostenible, para minimizar los conflictos es necesario: prestar atención a la comunicación y a la implicación de las comunidades locales, crear atractivos que beneficien tanto a los residentes como a los visitantes, medir y monitorear el tráfico turístico, apoyar iniciativas de nuevas ofertas turísticas e iniciar debates sobre los problemas de desarrollo, y establecer objetivos comunes para todos los residentes.

Originalidad/valor

La selección de las ciudades históricas y el planteamiento de un problema de investigación basado en la misma herramienta permitieron realizar una inferencia comparativa. Los resultados pueden ayudar a configurar la gestión del turismo en las ciudades y la elección de herramientas para su desarrollo sostenible.
