Abstract

In Hungary, soon after the democratic transition in 1989/1990, the institution of the general ombudsman was established, based on the Swedish model, possessing broad oversight. Since 2012, with the Fundamental Law (new constitution) and a new ombudsman act entering into force, the defense of children’s rights has become one of the legal obligations of the general ombudsman. In this chapter, the author examines the historical background of this “hybrid” institution1 and the performance of the last three commissioners based on the child rights approach of the UN Convention on the Rights of the Child (UN CRC).

The UN CRC represents the “whole child” approach, a holistic view of a child which also informs the work of independent children’s rights institutions (ICRIs). Hence, the four guiding principles of the UN CRC2 (the right to non-discrimination; the best interests of the child; the right to life, survival and development; and the right to participation) can be seen as analyzable elements of an ICRI’s performance. There are also “informal” factors that can influence the performance of an ICRI – even a stand-alone – for example, social and political recognition of the institution, the societal and legal regard of children (are their rights widely recognized or not, etc.), the personal motivation and drive of the ombudsman, the ombudsman’s own interests and background, the financial constraints of the office and the overall political atmosphere and various political influences around. These factors can play a vital role, but their existence can only be assumed in cases where the institution’s more exact outputs based on the UN CRC guiding principles can be seen: the appearance of children in its work, attention to vulnerable groups and cases related to non-discrimination, the number of complaints submitted to the commissioner (including those by children) and the appearance of best interests of children in cases. The author has found differences between the last three commissioners’ performances based on the guiding principles, which are also not independent from informal factors too.

Abstract

Using data from a qualitative longitudinal sample of 31 non-traditional fathers-to-be interviewed in 2011 and then again in 2013, when the child was about 18 months old, we examine the relationship between prenatal anticipation and the development of ‘positive paternal involvement’ (i.e. an engaged, accessible and responsible type of fatherhood). We expect differences with regard to the antenatal development of a non-normative father identity to explain variations in subsequent paternal involvement. While there might be – and there often is – a discrepancy between fathers’ prenatal intentions and actual practices after childbirth, anticipating concrete needs and actively foreseeing particular paid work adaptations favour the development of a positive paternal involvement. Our analysis reveals the importance of anticipation during pregnancy – that is, the development of an identity as a father and of explicit plans for employment adaptations – in facilitating men’s greater implication in care. The empirical findings also show that non-traditional gender attitudes and favourable working conditions facilitate fathers’ involvement, yet are not enough in themselves to guarantee the development of a positive type of fatherhood covering the three noted dimensions of care. Achieving the latter in Spain will likely require the encouragement of shared parenting responsibilities through normative changes in workplaces, the revision of parental leave policies and the integration of fathers-to-be in prenatal education classes. Our research contributes to shedding new light on the elements that favour a positive paternal involvement, which has the potential to enhance both children’s well-being and gender equality.

The child is humanity's future; childhood experiences shape future social life and culture. Happier children, and thus happier societies, are the result of a proper definition and comprehension of the child and his/her childhood period and the elimination of harmful behaviours and attitudes towards children during their formative years. Childhood is a distinct period in various communities and historical periods.

When dealing with childhood and the history of childhood around the world, all types of information, documents and items that are assumed to be directly or indirectly related to the child will contribute to understanding the place of childhood in the historical process. The importance of the child's role in history was recognised, and childhood was encouraged in historical research. Understanding the historical changes in the concept of childhood will influence children's positive development and perceptions of childhood. As a result, we wanted to examine childhood through the lens of history.

Abstract

Purpose

Family participation in community events and festivals is framed by certain conditions related to their ability to enhance their quality of life (QOL) and family flourishing. For communities to flourish, families must feel safe, secure, accepted and included. The research has the following aims: (1) to consider whether location is a determinant in family QOL and event participation, and (2) to identify how cultural identity and family issues may affect families' QOL and the role events play in their ability to flourish as a family.

Design/methodology/approach

An integrated mixed-methods design was used derived from quantitative and qualitative traditions, including surveys, interviews and secondary data. The survey component combined Jepson and Stadler's St Albans 2015 QOL study survey with research instruments used by the Rotorua Lakes Council (RLC). The Rotorua sample included 521 valid anonymous online surveys and 11 semi-structured interviews. The RLC's Arts and Culture team provided expert advice, strategic plans and reports; secondary data were gathered from media reports.

Findings

When comparing key Rotorua and St Albans data, the participants' responses were very similar. What appear significant are socio-economic and cultural differences and family-flourishing factors specific to Rotorua's location and population. The findings show that the biggest obstacles for families attending events are money, work commitments and family obligations. The events reflect the region's unique cultural profile and provide a distinctive identifier of place and people that create a unique small-city event portfolio.

Research limitations/implications

This study's findings have reinforced that for small-city events to succeed and attract high levels of patronage, council and community must work cooperatively towards common goals. Our findings indicate the importance, to our participants, of emotional attachment to Rotorua's natural landscape, built environment and unique cultural heritage. Additionally, arts and culture research focusing on new-migrant and multi-generational event participation is worth further consideration for preserving Rotorua's cultural history. Perceptions within the Rotorua community of their family experience at local events are central to our ongoing research and the further successful delivery of the RLC's event portfolio.

Originality/value

This research offers a case study that serves to build further areas of inquiry into the role events play in QOL, family flourishing and maintaining indigenous cultures. Study findings have reinforced that organisations, practitioners, festivals and events succeed in attracting high levels of patronage for a small city. This study provides insights for designing culturally inclusive event portfolios that include events and festivals that target family audiences.

Abstract

Family life can be seriously disrupted when a mother is imprisoned. The separation changes and often reduces the type, frequency and quality of contact that can be achieved between family members, and especially for children when their mothers were their primary carers and living with them before her imprisonment. In England and Wales, prisoners are permitted contact with children and families through prison visits, telephone contact and letter-writing through the post, and in some prisons via email. Despite the recent policy interest in supporting prisoners' family ties, research has highlighted the challenges that families and prisoners face using these communicative mechanisms. Building on this, the chapter contributes new knowledge by shifting the lens to explore how family members construct and adjust their practices to promote mother–child contact during maternal imprisonment.

The empirical study draws on semistructured interviews with mothers in prison and family members (caregivers) to children of female prisoners. Guided by a ‘family practices’ theoretical framework (Morgan, 2011), the findings show innovative adjustments, a willingness to make sacrifices and alternative routes to improve contact utilised by mothers and caregivers to prioritise mother–child contact. We see the strength, resilience and autonomy shown by family members to promote their relationships in spite of communicative barriers. There are important lessons to be learned from the families' lived experience for policy and practice, which, without due and genuine consideration, might further hinder opportunities for mother–child contact during maternal imprisonment.

Abstract

In this chapter, the authors examine the turnover of employees in Latin America, with a particular focus on Mexico. Employee turnover is important in Latin America and in Mexico, as it is in many other places, because the cost of labor typically accounts for 70% of a firm’s operating cost. When employees leave, it requires that the employer replaces the workers through human resource management processes that include recruiting, selection, orientation, and training. These costs are a significant expense to firms that they could avoid if turnover was lower. The authors identify cultural, economic, legal, and other factors that could influence employee turnover. The authors also summarize many managerial practices that can help employers to effectively manage employee turnover. Finally, the authors provide insights for future research on employee turnover in this important region of the world.
