Abstract

Purpose

This paper aims to investigate the relationships amongst career patterns, neutrality of the state civil apparatus, and organizational performance of the local government in South Konawe District, Southeast Sulawesi Province in Indonesia.

Design/methodology/approach

Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to investigate the relationships between variables through direct and indirect influence testing.

Findings

The findings reveal that career patterns influence neutrality and organizational performance. Neutrality of the state civil apparatus in politics mediates career patterns and local government organizational performance. The findings indicate that, first, promotions most significantly influence the organization’s neutrality and performance. Second, demotions have the least influence on the organization’s robustness and performance.

Originality/value

This paper is among the first to examine the relationships amongst career patterns, neutrality, and organizational performance. Recommendations are provided to improve neutrality and organizational performance, that is, the need to increase promotions and reduce demotions.

Abstract

Purpose

The World Bank-sponsored public financial management reforms attempt to instil fiscal discipline through techno-managerial packages. Taking Ghana's integrated financial management information system (IFMIS) as a case, this paper explores how and why local actors engaged in counter-conduct against these reforms.

Design/methodology/approach

Interviews, observations and documentary analyses on the operationalisation of IFMIS constitute this paper's empirical basis. Theoretically, the paper draws on Foucauldian notions of governmentality and counter-conduct.

Findings

Empirics demonstrate how and why politicians and bureaucrats enacted ways of escaping, evading and subverting IFMIS's disciplinary regime. Politicians found the new accounting regime too constraining to their electoral and patronage politics and, therefore, enacted counter-conduct around the notion of political exigencies, creating expansionary fiscal conditions which the World Bank tried to mitigate through IFMIS. Perceiving the new regime as subverting their bureaucratic identity and influence, bureaucrats counter-conducted reforms through questioning, critiquing and rhetorical venting. Notably, the patronage politics of appropriating wealth and power underpins both these political and bureaucratic counter-conducts.

Originality/value

This study contributes to the critical accounting understanding of global public financial management reform failures by offering new empirical and theoretical insights as to how and why politicians and bureaucrats who are supposed to own and implement them nullify the global governmentality intentions of fiscal disciplining through subdued forms of resistance.

Abstract

Purpose

This research aims to explore the influence of leadership skills (technical, human and conceptual) on organisational citizenship behaviour (OCB) with the mediating role of organisational culture in Vietnamese libraries.

Design/methodology/approach

A quantitative methodology was selected to achieve the objective of this research. Data were gathered through paper/pencil surveys from 201 participants working in various Vietnamese libraries. The convergent validity, consistency reliability and discriminant validity of measures were validated challenged via Stata 15.1 software. The findings of the proposed hypotheses were examined via regression analysis.

Findings

The results partially supported the hypothesis that leadership skills significantly predict OCB. Regarding the relationship between leadership skills and organisational culture, only human skill significantly affected bureaucracy culture. In turn, only bureaucracy culture significantly affected the OCB of individuals (OCBI) and OCB of organisations (OCBO). Finally, bureaucracy culture significantly mediated the relationship between human skill, OCBI and OCBO.

Originality/value

This study opens the scope of research on leadership skills in Vietnamese libraries by exploring three main gaps in the extant studies of leadership approach, namely, the influence of three leadership skills on OCB, the role of leadership in promoting organisational culture and the underlying mechanism through which leadership skills contribute to OCB with the mediation of organisational culture. The implications of the research are discussed.

Abstract

Purpose

This research addresses the professional logics of street-level managers (SLMs) and bureaucrats (SLBs) working in the Brazilian National Social Security Agency (INSS) through their perceptions of distributive justice and discretion. Since SLMs have the authority to influence SLBs' actions, we investigate whether these two groups hold similar viewpoints.

Design/methodology/approach

We integrate the administrative data and survey responses (n = 678) with earlier thematic content analysis (n = 350) in three stages: mean-testing, regression analyses and complementary qualitative analysis, integrated through a mixed-methods matrix.

Findings

Whilst no significant differences emerge in distributive justice ideas between groups, SLMs demand wider benefit-granting discretion, praising professionalism whilst adopting managerial posture and jargon.

Research limitations/implications

The study adds to the theoretical discussions concerning SLM’s influence on SLB’s decision-making, suggesting that other factors outweigh it. The finding concerning the managers’ demand for wider discretion asks for further in-depth approaches.

Practical implications

Findings supply valuable insights for policymakers and managers steering administrative reforms, by questioning whether some roles SLMs play are limited to symbolic levels. Further, SLBs’ heterogenous formations might be more relevant to policy divergence than managerial influence and perhaps an underutilised source of innovation.

Originality/value

By approaching street-level management professional logics within a Global South welfare state through a mixed-methods approach, this study offers a holistic understanding of complex dynamics, providing novel insights for public sector management.

Abstract

Purpose

This study aims to investigate the relationship between political instability and the performance of Islamic banks in emerging countries.

Design/methodology/approach

For a data sample of 93 Islamic banks in 20 emerging countries during the period from 2011 to 2016, the authors identify indicators that matter most for the activities of Islamic banks.

Findings

The study finds that a stable government and law and order are positively correlated with the health of Islamic financial institutions. On the other hand, corruption and military involvement in politics can create an unstable environment for businesses, leading to uncertainty and risk. The study also reveals that Islamic banks operating in regions or communities with lower risk of socio-economic conditions tend to exhibit higher levels of profitability.

Originality/value

Overall, the study provides valuable insights into the impact of political instability on Islamic banks in emerging countries.

Abstract

Purpose

Governments in developing countries seeking to meet their infrastructure backlog are increasingly turning to public–private partnerships (PPP) due to a lack of public funds. However, while there are factors which drive the current uptake of projects, there are challenges with attracting private finance, and it is not clear what incentives can be used to attract more private participation, especially in sub-Saharan Africa (SSA). Therefore, this study aims to examine challenges, drivers and incentives that affect private participation in PPP projects in Zambia.

Design/methodology/approach

The study used a qualitative approach with semi-structured interviews with participants who had first-hand experience working on the administration of PPP projects. The participants were predominantly from the public sector, and so the results are largely a public sector perspective on the matter.

Findings

The findings show that bureaucracy and a poor business environment emanating from poor policies, long procedures and a poor economic environment are the main challenges affecting PPP projects. The current demand for the projects is being driven by a stable business and economic environment while incentives include enhancing the business environment by improving procedures and policies.

Originality/value

The study contributes to extant literature by proposing an overarching theory about the challenges affecting the implementation of PPP projects in Zambia, in particular, and in SSA, in general. The results show areas where governments and government agencies responsible for PPP projects can focus attention to promote private participation.

Abstract

Purpose

This study aims to focus on assessing the status of agribusiness enterprises in Nigeria. The specific goals were to ascertain the level of performance of different categories of agribusiness enterprises, and determine the institutional and firm-level characteristics that influence agribusiness performance.

Design/methodology/approach

The study is based on secondary data. These data were sourced from the World Bank business enterprise survey. The World Bank Enterprise survey employed a purposive sampling technique to select major staple agribusiness categories in Nigeria. The categories selected were those included in the World Bank's categorization of agribusiness enterprises. These categories include tobacco, food, textiles, leather, garments, paper industries and wood. The individual firms included in the survey were randomly selected from the selected agribusiness categories. In total, 721 agribusiness firms were selected. Data were analyzed with multiple linear regression at a 5% probability level.

Findings

The result of the analysis showed that small-scale agribusiness enterprises have the best performance based on an average of the five performance indicators considered in this study. The determinants of agribusiness performance showed that the credit constraint, size of enterprise, bureaucracy and corruption negatively and significantly affected the performance of agribusiness enterprises in the country, while the gender and educational status of the top manager were positively significant.

Research limitations/implications

The findings imply that small agribusinesses are instrumental in the development of the agribusiness sector and by extension the economy of the nation.

Originality/value

This study enhances the understanding of how best to deliver improved system-level performance policy and wealth creation, especially within the agribusiness subsector.

Abstract

Purpose

The paper aims to identify the critical constraints that impede heritage building (HB) facility managers from discharging their duties effectively and develop an index model to guide HB maintenance management (HBMM) practitioners to the critical constraints.

Design/methodology/approach

A literature review was conducted to identify HBMM constraints. Facilty management practitioners assessed the constraints' significance through an online survey. The factor analysis was used to shortlist and group the constraints, and the constraint clusters were analyzed by the fuzzy synthetic evaluation technique. A significant index cluster to determine HBMM constraints criticality was generated using the linear additive model.

Findings

Embracing a total of 16 HBMM constraints, the three clusters identified are: (1) managerial and inadequacy constraints, (2) pressure and bureaucracy constraints and (3) HB peculiarities constraints. Based on the generated significant index, the HB peculiarities cluster was identified as the most significant.

Research limitations/implications

The study was conducted in a particular jurisdiction, limiting the generalizability of the result. Future research should address this limitation by covering more jurisdictions.

Practical implications

The significant index model (SIM) developed enables HBMM practitioners to objectively assess the criticality of HB constraints and facilitates them to effectively strategize and allocate resources for HBMM.

Originality/value

The SIM, which transforms subjective judgment into the objective assessment of the HBMM constraints' criticality, can assist practitioners, policymakers and other HBMM stakeholders in implementing strategies for the sustainability of HBs.

Abstract

Purpose

This paper explores how adaptive organizations, companies capable of continuously adapting their organizational model, dynamically solve the universal problems of organizing.

Design/methodology/approach

The authors applied grounded theory to data acquired from six interpretative case studies, collected in two rounds of interviews (15 in total), then completing and validating the study’s evidence through triangulation with several secondary data sources.

Findings

In adaptive organizations, polyarchies and intrapreneurial employees are essential to shape the division of labour, leading to high levels of autonomy and empowering individuals and teams, while reducing bureaucracy and hierarchy. In terms of the integration of effort, digital solutions are preferred to social proof in the provision of information, while the authors note that incentives are always geared towards developing strong higher-order dynamic capabilities.

Research limitations/implications

This paper has some limitations that could be addressed in future research, including longitudinal studies to analyse the link between the universal problems of organizing and a company's dynamic capabilities.

Practical implications

Adaptive organizations go beyond tech firms in responding to the universal problems of organizing work by making specific use of digital technologies.

Originality/value

The paper studies how companies should organize themselves so that they continuously adapt to an ever-changing competitive environment.

Purpose

This paper embarks on revealing the main factors behind the intentions of youth in Lithuania to get involved in bribery.

Design/methodology/approach

A questionnaire survey of 432 respondents served as a source of primary data. The structural equation modelling – partial least squares techniques was employed as a main research tool.

Findings

It was revealed that youth in Lithuania display a high value congruity with their counterparts in Western Europe and a relatively reluctant to offer bribes. It can be stated that youths’ positive attitude towards some shadow economy activities is a forced response to government failures, rather than an intrinsic motivation created by cultural legacy or psychological issues.

Originality/value

It is one of the first scientific attempt to investigate reasons behind the formation of the positive attitude towards bribery and intentions to get involved in bribery among the youth.
