Abstract
Purpose
The main purpose of this paper is to explore telepresence robots are being used in libraries to facilitate library services and also to explain the future trend in the application of robots in libraries.
Design/methodology/approach
Through a review of the literature, this paper analyzes various library websites and consults literature relating to the use of telepresence robots in libraries; the current application of robots in libraries has been highlighted along with case studies of libraries currently adopting telepresence robots.
Findings
The uses of telepresence technology in libraries help to enhance library services, reach new users and provide a more inclusive and accessible library experience. Telepresence robots enhance the quality and accessibility of library services, expand library outreach and provide new opportunities for virtual engagement and programming. The application of telepresence robots in libraries can offer many benefits, but there are also several challenges that libraries must address to ensure successful implementation.
Originality/value
This paper highlights how the application of telepresence robots in libraries improves service productivity in libraries and creates a more engaging environment for the user group. The benefits and challenges of using robots in the library and the future trend in the application of telepresence robots in libraries are also discussed.

Abstract
Purpose
The purpose of this paper is to report on performance measurement and impact assessment progress made in 14 countries as part of the Global Libraries initiative, starting with the early country grants in Mexico and Chile. For the mature grants in Bulgaria, Botswana, Poland, Romania, Ukraine and Viet Nam which were recently completed or are approaching completion, the nature of the country program is outlined, before the impact assessment work is described and some recent results and conclusions are reported. A similar approach is adopted with pilot and new grants in Colombia, Indonesia, South Africa, Turkey and Lithuania.
Design/methodology/approach
The country reports are presented as a series of case studies, in some cases supplementing those in an earlier special issue of this journal.
Findings
Where appropriate, recent country-specific survey findings are reported.
Practical implications
This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local level or who are interested in performance measurement and impact evaluation.
Originality/value
These cases studies reflect concentrated impact assessment and performance measurement work at country level across a range of countries over more than 12 years.

Abstract
Purpose
The purpose of this paper is to describe the evolution of a common approach to impact assessment across the Global Libraries (GL) portfolio of grants. It presents an overview of two systems, the Performance Metrics (PMs) and the Common Impact Measurement System (CIMS). By providing a standard set of definitions and methods for use across countries, these systems enable grantees to collect data that can be compared and aggregated for the purpose of collective learning, improvement, accountability, and advocacy.
Design/methodology/approach
The PMs offer a standard methodology to collect library project performance management data, whereas the CIMS is a standard survey of public library users. The paper describes how the PM and CIMS data are being visualized and used, with examples of findings and lessons learned.
Findings
The paper cites examples of the type of PM and CIMS data available, with a focus on employment, gender, and case studies from Botswana and Indonesia. These highlights illustrate how libraries’ user demographics differ from other types of public internet access venues and how libraries can contribute to strong employment and growth.
Research limitations/implications
The measurement systems rely on different partners collecting data for the same metrics across different countries; while each grantee adheres to a standard methodology, small procedural, and methodological differences are inevitable. Future research could focus on conducting similar studies elsewhere, outside the cohort of countries in the GL portfolio of grants.
Practical implications
The paper offers insights and lessons for library agencies or institutions interested in implementing a common measurement system. Recognizing that few library projects have the resources to track a comprehensive set of indicators, a case study is presented about how smaller initiatives can adapt these systems to their needs.
Social implications
The indicators described in this paper enable public libraries to shift their focus from services provided to the outcomes they help individuals and communities realize, potentially increasing the potency of their programming and advocacy.
Originality/value
Common measurement systems are not new, but their application in the public library field is novel, as is the Data Atlas, a platform grantees use to compare results across metrics, track progress, and conduct advocacy.

Abstract
Purpose
Progress toward health equity is necessary to reduce health disparities, and health literacy is key to achieving this goal. Because libraries provide access to knowledge and insights about their communities, they are effective partners in advancing health equity and implementing programs to reduce health disparities. A literature review on library programs and activities that focus on promoting health equity was conducted.
Design/methodology/approach
A literature review on library programs and activities concerning health equity and social determinants of health was conducted. Relevant literature was identified from searches of databases, library publications and grey literature.
Findings
The authors found 224 eligible sources and many types of libraries advancing health equity. Libraries frame their role in advancing health equity through external programs in three ways: (1) providing access to high-quality health information, (2) delivering health literacy training and resources and (3) connecting their communities with community health services. Libraries also advance health equity by focusing on internal library operations and providing research services focused on cultural humility and competence as they apply to health care.
Originality/value
This literature review will help the National Library of Medicine (NLM) develop a strategy to support libraries advancing health equity through information made available by programs and activities of NLM and the Network of the National Library of Medicine.

Abstract
Purpose
This article explores how public librarians understand and perform the democratic mission of public libraries in times of political and social turbulence and critically discusses the idea of public libraries as meeting places.
Design/methodology/approach
Five group interviews conducted with public librarians in southern Sweden are analyzed using a typology of four perspectives on democracy.
Findings
Two perspectives on democracy are commonly represented: social-liberal democracy, focusing on libraries as promoters of equality and deliberative democracy, focusing on the library as a place for rational deliberation. Two professional dilemmas in particular present challenges to librarians: how to handle undemocratic voices and how to be a library for all.
Originality/value
The analysis points to a need for rethinking the idea of the meeting place and offers a rare example of an empirically based argument for the benefits of plural agonistics for analyzing and strengthening the democratic role of public libraries.

Abstract
Purpose
This paper aimed to determine the extent to which academic libraries and information services were extended due to the emergence of COVID-19 in the Gauteng Province, South Africa.
Design/methodology/approach
Founded on a pragmatism paradigm, the sequential explanatory research design was adopted to engage with participants and respondents on their experience of library services extensions to support users during the COVID-19 pandemic. Data were collected using online questionnaires and interviews. Cluster and purposive sampling were used and data for the quantitative part were analyzed using the Statistical Package for the Social Sciences (SPSS), whilst qualitative data were analyzed manually.
Findings
Findings revealed that academic libraries operating in a higher education environment provided extensive support to remote users during the COVID-19 pandemic. This was done through the utilization of a variety of technology utilization, ranging from traditional e-mail support to the use of technology related to Artificial Intelligence such as the BOTsa, which is a Chatbot aimed to assist users in receiving speedy responses to library-related inquiries.
Originality/value
This study is unique in that it focuses on academic libraries that operate in higher education environments where support for achieving academic endeavors becomes imperative to ensure the smooth execution of teaching and learning activities within the restrictions put in place due to the COVID-19 pandemic. Adaptions and improvements to academic library services during and post-COVID-19 era were successful in ensuring that remote users could obtain similar services and access to information as was the case before the outbreak of the COVID-19 pandemic.

Abstract
Purpose
The purpose of this paper is to review current knowledge, research and thinking about the difficulties facing public libraries offering internet access to their users in ensuring legally compliant and non-offensive use of this facility whilst still adhering to the professional value of freedom of access to information.
Design/methodology/approach
A range of recently published sources (1997-2013) relating to the technical and organisational measures used to manage public internet access primarily in public libraries in the UK with some limited international examples were reviewed and analysed. This work was undertaken as the underpinning research for an AHRC-funded project, MAIPLE (Managing Access to the internet in Public Libraries).
Findings
The provision of public internet access is a well-established component of the role of public libraries, but is seen as a potential problem due to the possibility of misuse, and it appears that simplistic technical solutions have disappointed. Legislation increases the need for more effective solutions that can provide a balance between the need for legal compliance, a welcoming environment for users, and the protection of key freedoms. A range of measures are being adopted worldwide in response to this dilemma.
Originality/value
Research exploring internet access in public libraries and its management in the UK is numerically small and much of it dates back to the start of the twenty-first century. This review presents a comprehensive analysis of the available literature and is of relevance to practitioners and academics in the fields of public librarianship.

Abstract
Purpose
This paper aims to identify and conceptualize a set of relational capabilities that school libraries in the Alentejo region of Portugal develop for acquiring new knowledge that exists externally in the wider community.
Design/methodology/approach
A qualitative research design operationalized via case studies was followed for the empirical analysis. Empirical findings are based on the analysis of the 84 narrative reports submitted by school libraries as part of a national performance evaluation exercise that took place between 2010 and 2012. Data analysis followed the techniques of inductive data categorization, within case-analysis, and cross-case analysis.
Findings
The exploration of the relational capabilities that school libraries in the Alentejo region of Portugal develop for acquiring new knowledge that exists externally in the community resulted in the identification of relationships that school libraries in the region have established to acquire new knowledge: connecting with and supporting organizations committed to civic engagement; facilitating discussions about challenging issues through strategic partnerships; convening community conversations to identify shared concerns and solutions; and embracing local culture to foster endogenous development.
Originality/value
The ability to seek and recognize the value of new and external knowledge, assimilate it and apply it to organizational ends has been traditionally linked to the concept of absorptive capacity. While absorptive capacity literature in business settings is prolific, literature that focuses on school libraries’ ability to identify and explore external knowledge and applying it to improve their performance is scarce. Focusing on the specific context of the Alentejo region of Portugal as an archetypical rural area, this paper identifies how knowledge existing externally in the community is absorbed by rural school libraries through specific relational capabilities that reflect school libraries’ community orientation and engagement in participatory processes that develop social resilience.

Purpose
The purpose of this paper is to describe a range of innovative (for public library performance measurement and impact assessment) methods and tools developed by country teams as part of the Global Libraries (GL) initiative. Short reports are provided on: a return on investment study, a simplified data processing system for library managers and an online reporting system for public libraries in Ukraine; a study of the public image of Polish libraries in print mass media, two approaches to sustainability of performance measurement and impact assessment in Romania, through tools to conduct pop-up surveys and use of agricultural subsidies support data, assessments of changes in public library managers’ planning efforts in Poland and of their perceptions of libraries and their own role, using Modified Delphi forecasting, in Lithuania, two ways of focussing on the world of public library users by engaging non-profit organizations in library research in Poland and conducting impact studies in virtual environments in Chile.

A range of methods and tools and their uses are described.

All of these tools and methods have been (or are being) trialed in national public library contexts; some have been developed over several years.

Sorting is a very important algorithm to solve problems in computer science. The most well-known divide and conquer sorting algorithm is quicksort. It starts with dividing the data into subarrays and finally sorting them.
Design/methodology/approach
In this paper, the algorithm named Dual Parallel Partition Sorting (DPPSort) is analyzed and optimized. It consists of a partitioning algorithm named Dual Parallel Partition (DPPartition). The DPPartition is analyzed and optimized in this paper and sorted with standard sorting functions named qsort and STLSort which are quicksort, and introsort algorithms, respectively. This algorithm is run on any shared memory/multicore systems. OpenMP library which supports multiprocessing programming is developed to be compatible with C/C++ standard library function. The authors’ algorithm recursively divides an unsorted array into two halves equally in parallel with Lomuto's partitioning and merge without compare-and-swap instructions. Then, qsort/STLSort is executed in parallel while the subarray is smaller than the sorting cutoff.
Findings
In the authors’ experiments, the 4-core Intel i7-6770 with Ubuntu Linux system is implemented. DPPSort is faster than qsort and STLSort up to 6.82× and 5.88× on Uint64 random distributions, respectively.
Originality/value
The authors can improve the performance of the parallel sorting algorithm by reducing the compare-and-swap instructions in the algorithm. This concept can be used to develop related problems to increase speedup of algorithms.
