Abstract

The chapter presents an analysis of the decision-making process of leaders on issues of nuclear armament and nuclear disarmament, through four case studies. The first, pertaining armament, is South Africa, with a focus on Pieter Willem Botha, former prime minister and president of South Africa. The second deals with former Libyan President Muammar Gaddafi’s nuclear armament decision. The third case study investigates the decision of former president of South Africa, F. W. De Klerk, on nuclear disarmament. The fourth and final case study uncovers Colonel Muammar Gaddafi’s nuclear disarmament decision.

Using the Applied Decision Analysis (ADA) method historical decisions have been analyzed in this chapter for the purpose of identifying each leader’s ‘decision code’. Specifically, were these decisions based on rational calculations or were they influenced more by cognitive decision processes?

By revealing a ‘decision code’ using a reverse engineering of the decision processes, I conclude that the three leaders placed high importance on security and geopolitics. By analyzing different dimensions and processes that impacted their decision processes, it is evident that while armament decision utilizes the poliheuristic decision rule, disarmament decisions abide by rational calculations.

Abstract

In order to ensure that registered accountants and auditors (RAAs) discharge their functions in the public interest, the RAA profession, through its governing bodies, should establish, maintain and ensure compliance with among other things an identified set of educational requirements. The research objective is twofold: Firstly, to provide a normative description of pre‐qualification professional education and, secondly, to evaluate the extent to which the current pre‐qualification education process applicable to RAAs in South Africa is normatively justifiable. A study of the literature on general professional education and on education in the field of accountancy facilitated the achievement of the first objective, while the second objective was addressed by means of a comparative analysis of the basic prequalification educational requirements applicable to prospective RAAs and the normative description of professional education presented. The current educational process permits latitude for factors and practices that are not wholly justifiable within a normative definition of professional education. The lack of normative justification for several aspects of the system will impede the achievement of sound educational objectives.

Abstract

Biodiversity conservation tax incentives were inserted into the Income Tax Act 58 of 1962 in terms of the Revenue Laws Amendment Act 60 of 2008 and are now contained in section 37C. The objectives of this study were to quantify the maximum potential revenue loss, to National Treasury, as a result of these tax incentives granted to landowners in the Western Cape; to identify and discuss alternative policy instruments to encourage conservation; and to investigate the perceptions of landowners in the Western Cape on the tax and alternative incentives available for conservation. The study found that the maximum tax revenue foregone should amount to a tiny percentage of total estimated revenue income for the 2008/2009 fiscal year, while projected future losses could also be insignificant. Landowners prefer direct financial incentives and exemption from property taxes, and contend that direct assistance with conservation activities would also be beneficial. The use of municipal value in the valuation of land would promote objectiveness and consistency. Finally, only a third of the landowners indicated that tax incentives would encourage them to commit more land for conservation.

Case overview

MTN was launched in 1994 as a leading provider of communication services, offering cellular network access and business solutions. After building up a successful operation in South Africa, achieving a market share of some 38 per cent (second only to Vodacom, the dominant mobile telecommunications provider), the group began its expansion into the rest of Africa in 1998. It was the first South African cell phone network operator to do so. The objective of this expansion was, despite the uncertain political and regulatory environment, to take advantage of the market opportunities in Africa, given its underdeveloped telecommunications infrastructure and the transferability of MTN's skills into other African countries. At the time of the case (June 2005), MTN had established itself in eight different African countries, with a subscriber base of 14.3 million in South Africa and 2.9 million in the rest of Africa, with plans for further growth in the territory and elsewhere. As a result of this international expansion, a major challenge was to ensure consistent branding in the different countries.

Expected learning outcomes

The expected learning outcomes are: to explore the challenges of international expansion into new markets; to understand global brand building strategies, how to create a consistent identity and how to build a services brand; to understand the challenges of implementing a marketing change strategy across different countries with different cultures and with employees with different agendas and to highlight the importance of people in providing a service and in delivering the brand promise.

It is in much the same class as the Bristol Beaufort, although, as it is lower‐powered, the performance is probably less. As may be seen from the illustrations it is a high‐wing monoplane of somewhat angular appearance. It is very distinctive in the air; the forward placed fin and rudder, underslung fuselage and highly tapered outer planes being easily seen.

Abstract

Mentoring is a concept that originated between 800 and 700 BC and which is still in existence in organisations irrespective of size, nature of ownership, type of industry or geographic location. In its most primal form it is regarded as a method according to which a less experienced employee (protégé or mentee) is guided and advised by a more experienced and skilled employee (mentor) in terms of life as well as professional skills. However, this definition has developed over time as organisations applied mentoring in a more structured manner and institutionalised it within formal organisational processes. Mentoring was, therefore, regarded as a method to “systematically develop the skills and leadership abilities of less experienced members of the organization” (SPA Consultants, 1995, p. 14). Mentoring has been in use within the library and information science profession from the mid-1980s and various publications have discussed the use of mentoring from an American, Australian and British perspective. However, relatively few publications are available regarding the use of mentoring within the South African contexts, and therefore an extensive discussion on the implementation of a structured mentoring scheme at the National Library of South Africa (NLSA) is included in the article. This study draws particularly on recent literature on the knowledge economy and more specifically knowledge management to suggest ways in which the concept of mentoring should be revised. Mentoring should henceforth be seen as a knowledge management technique to support the creation and sharing of tacit knowledge rather than merely a technique to develop less experienced individuals. This revised view of mentoring is of particular importance to ensure the sustainability of library and information service organisations in the knowledge economy.

Abstract

Purpose

The purpose of this review is to explore and identify gaps within the trends that have occurred in research relating to the bullying of higher education employees.

Design/methodology/approach

A systematized review procedure following preferred reporting items for systematic reviews and meta-analyses (PRISMA) guidelines was used to search for and review literature for inclusion in the study. Studies were evaluated against predefined inclusion and exclusion criteria. Included studies were then put through a critical appraisal process before being inductively coded using the NVivo software. Codes were then grouped into classifications, which were further grouped into themes.

Findings

The review identified three major themes among the included studies: (a) cause and effect, (b) demographic examinations and (c) institutional approaches to bullying. On their own, each theme stands as a pillar of the research trends explored in the decade of publication included in this review, highlighting several of the many approaches that could be taken when conducting bullying research. Within each theme, findings converge to provide insight to the actual landscape of bullying occurrences among higher education faculty.

Originality/value

Although there are a number of studies exploring bullying among employees in the field of higher education, to the best of the author’s knowledge, this is one of the first papers to identify the themes of that research, ultimately summing up our current understanding of the phenomena and where the gaps in our knowledge lie.

Abstract

Purpose

The purpose of this paper is to address the possible future evolution of innovation from a human-only initiative, to human–machine co-innovation, to autonomous machine innovation and to arrive at a conceptual mind model that outlines the role of innovation regimes and innovation agents.

Design/methodology/approach

This is a concept paper where a theoretical “thought experiment” is done, using future thinking principles and data that originate from the literature.

Findings

A conceptual mind model is developed to facilitate a better understanding of complexity at the edge of innovation where intelligent machines will emerge as innovators of the cyber world. It was found that innovation will gradually evolve from a human-only activity, to human–machine co-innovation, to incidences of autonomous machine innovation, based on the growth of machine intelligence and the adoption of human–machine partnership management models in future.

Research limitations/implications

Very little information is available in the literature on intelligent machines doing innovation. The work is based on a theoretical approach that presents new concepts to be debated, but have not been tested in engineering and technology management practice, except for a conference presentation and academic discussion.

Practical implications

The current world view is that future “smartness” is only possible through the creative abilities that humans have, but as machines are entering the workplace and our daily lives, not only as static robots on a manufacturing line, but as intelligent systems with the potential to replace lawyers and accountants, doctors and teachers, companions and partners, their role in innovation in complex environments needs to be explored.

Social implications

Human–machine interaction is often an emotional social issue of concern in terms of the replacement of human intelligence with machine intelligence. It should be asked whether humans will or should remain in control of innovation? Artificial intelligence (AI) may complement and even substitute human intelligence, but huge value is embedded in the new goods, services and innovations AI will enable, especially in manufacturing, where value embedded in the project becomes complex and dynamic.

Originality/value

The thinking presented in this paper is original and should lead to debate to question the way innovation systems will work in future and inspires thinking about AI and innovation.

Purpose

Prior research mostly focuses on the effect of over-education on happiness, whereas the effect of under-education on happiness has received minimal attention. In addition, no research to date has examined the effect of both over- and under-education on happiness by using a full spectrum of workers. Thus, the purpose of this paper is to fill this research gap.

Design/methodology/approach

The ordered probit model is estimated to examine the effect of the education–occupation mismatch on happiness based on 2012 survey data from Taiwan.

Findings

The results generally indicate that over-education positively affects happiness, whereas under-education has a minimal effect. The effect of the education–occupation mismatch on happiness also varies with different age groups. Specifically, over-education positively affects happiness except for workers aged 42 and above, whereas negative effects of under-education are found only among workers aged between 32 and 42 when their social network is insufficiently extensive. Moreover, a worker’s social network as a non-pecuniary factor, rather than income as a pecuniary factor, is a major channel through which education enhances happiness.

Originality/value

Given the limited and mixed evidence on the relationship between over-education and happiness, this study contributes to the existing literature by examining whether and how the education–occupation mismatch (over- and under-education) affects the happiness of workers both directly and indirectly via pecuniary and non-pecuniary factors. The research issue remains unexplored to date. Addressing such a question should help explain the persistent trend in pursuing higher education in Taiwan, although highly educated people may suffer from unemployment and an education–occupation mismatch.

Abstract

This chapter traces the evolution of political–administrative relationships in the South African public service. It traces how segregation and apartheid laid down the foundation of the country’s governmental system. The public service was effectively set up for Whites and poorly resourced self-governing territories were set up for Blacks. The National Party (NP) was in office from 1948 to 1994 and this long period in office led to the politicisation of the bureaucracy, with public servants gradually starting to adopt the government’s way of thinking instead of being impartial. In the 1980s, under President P.W. Botha, the government embarked on public sector reform, which included politicisation of the top levels of the public sector.

The role of the PSC/CoA is discussed – it had omnipotent human resources powers over the public service, particularly during the dying days of apartheid. The chapter then examines constitutional change in the 1990s, looking at both the Interim and Final Constitutions, which laid down the foundation of a democratic society. There is particular emphasis on political–administrative relationships and the declining influence of the PSC.
