Abstract
Purpose
The purpose of this paper is to systematically review and analyse the critical challenges and barriers of e‐government adoption. Such review aims to suggest the salient facts about the issues of successful implementation or adoption of the e‐government services under different circumstances to the researchers.
Design/methodology/approach
A total of 78 relevant research papers reviewing and analysing the challenges, barriers, and critical success factors were selected from a set of overall 448 articles on e‐government adoption research. These studies were comprehensively reviewed to examine some of the most significant supply and demand‐side challenges, barriers, and critical success factors explored by different studies in this context.
Findings
The findings indicated that technological barriers, lack of security and privacy, lack of trust, lack of resources, digital divide, poor management and infrastructure, lack of awareness, legal barriers, lack of IT infrastructure, and resilience were among some of the most commonly experienced challenges and barriers across the relevant studies. Moreover, it was also found that challenges and barriers associated with supply‐side (i.e. implementation) (C=53) were almost three times to the one applied to the demand‐side (i.e. adoption) (C=18). Furthermore, it was also found that citizen's satisfaction, information accuracy, security, and privacy were some of the critical factors for the success of e‐government initiatives.
Research limitations/implications
This research only reviews the challenges, barriers and critical success factors and leaving apart many other research themes such as impact, digital divide, security, privacy, trust, and risk of e‐government adoption. Moreover, the theoretical and methodological paradigm of this research have not been explored.
Originality/value
This paper presents a comprehensive review of the challenges, barriers, and critical success factors of the e‐government adoption research both with regard to supply as well as demand side. Such review allows us to provide not only a brief account of the issues experienced in the e‐government research, but also prescribes the guidelines for the governments to consider certain facts before successfully implement their e‐government initiatives. Such a comprehensive review of e‐government adoption literature has not been performed earlier.

Abstract
Purpose
Circular economy denotes future sustainability that allows optimum utilization of resources. In the present era of technology, plenty of innovations are happening across the world, and digital manufacturing is one of such innovations. However, there are several barriers which are impeding adoption of digital manufacturing in circular economy environment. The study explores the barriers of digital manufacturing initiatives in a circular economy and develops a methodological model to prioritize the identified challenges for automotive parts manufacturing industry.
Design/methodology/approach
Seven categories of challenges namely process, human resources, financial, collaboration, technological, security and leadership challenges were identified from literature and further validated with subsequent discussions with experts from the industry. The study is conducted in two phases, where in the first phase, the Decision-Making Trial and Evaluation Laboratory (DEMATEL) technique is used to define the priority and importance of seven categories of challenges. In second phase, the barriers are ranked using a Fuzzy Performance Important Index (FPII), taking into account contextual factors associated with the challenges and linked barriers, to determine the extent to which they impede the adoption of digital manufacturing in the sample automotive parts manufacturing company.
Findings
The “risk of data security and information privacy in connection with use of external data and protecting customer data” appeared as the most significant barrier to digital manufacturing in circular economy. Furthermore, technological challenges emerged as the most significant category of challenges followed by financial challenges in adoption of digital manufacturing in circular economy.
Practical implications
Identification of the identified barriers and understanding the interrelationships will lead to easier adoption of digital manufacturing in circular economy.
Originality/value
Despite all the potential benefits of implementing Industry 4.0 technologies in manufacturing industries, the adoption thereof is still in nascent phase with significant challenges yet to be overcome to accelerate the pace of adoption. Hence, this study explores the barriers preventing companies from adopting and benefiting from digital manufacturing initiatives and further develops a methodological model.

Abstract
Purpose
The global food industry is faced with the dilemma of finding a balance between food wastage and food shortage. Approximately one-third of food produced globally goes to waste, while about 800 million people suffer from undernourishment. Given this context, the purpose of this study is to investigate the unresolved challenges related to enhancing transparency associated with products of high perishability and low shelf life.
Design/methodology/approach
The authors conducted 25 interviews with global agri-food supply chains (AFSCs) experts to ask what impedes the progress of the current technologies, such as blockchain, to enable transparency and traceability (T&T) in AFSCs.
Findings
The findings indicate barriers at the individual, firm and supply chain levels. Based on these barriers, the authors propose an interconnected framework to explain technologically-driven T&T and guide on barrier removal from AFSCs. The authors conclude that by applying technology (i.e. blockchain) the authors can resolve the tension of supporting T&T in AFSCs. This can enable the efficient and transparent tracking of goods, reduction of food waste and loss, as well as promotion of the use of recyclable packaging and further sustainable practices and materials, all of which are aligned with a range of UN Sustainable Development Goals (2, 8, 10 and 12). Moreover, the authors see that some factors are interrelated. Based on these factors, the authors build an interconnected framework to guide on barrier removal from AFSCs. Managers in AFSC would find the findings especially relevant.
Originality/value
Drawing on industrial network theory and signalling theory, the authors propose an interconnected framework for explaining barriers (challenges) and potential solutions (opportunities) to T&T in AFSCs. This framework is developed by examining the interconnections of barriers at micro, meso and macro levels and applying signalling theory to explain how solutions address these barriers. The specific contributions of this study are: the list of barriers that impede the implementation of technological solutions for T&T in AFSCs; and a three-stage framework that explains how to remove the barriers for T&T. The study is limited by the focus on blockchain, which calls for future research once the next decentralised technology becomes available.

Abstract
Purpose
The study proposes to determine the impending challenges to lean integration with Industry 4.0 (I4.0) in manufacturing that aims at achieving desired operational performance. Integrating lean and Industry 4.0 as the two industrial approaches is synergetic in providing operational benefits such as increasing flexibility, improving productivity, reducing cost, reducing delivery time, improving quality and value stream mapping (VSM). There is an urgent need to understand the integrated potential of OPEX strategies like lean manufacturing and also to determine the challenges for manufacturing SMEs and further suggest a strategic roadmap for the future.
Design/methodology/approach
The current work has used a combined approach on interpretative structural modeling (ISM) and fuzzy Matrice d'impacts croisés multiplication appliquée á un classment (MICMAC) approach to structure the multiple level analysis for the implementation challenges to integrate OPEX strategies with Industry 4.0.
Findings
The research has found that the indulgence of various implementation issues like lack of standardization, lack of vision and lack of trained support, all are the major challenges that inhibit the integration of OPEX strategies with I4.0 technologies in manufacturing.
Research limitations/implications
The research has investigated the internal factors acting as a roadblock to lean and Industry 4.0 adoption. Further studies may consider external factors to lean and Industry 4.0 implementation. Also, further research may consider other operational excellence approaches and extend further to relevant sectors.
Practical implications
This study provides the analysis of barriers that is useful for the managers to take strategic actions for implementing OPEX strategies with I4.0 in smart manufacturing.
Originality/value
The research determines the adoption challenges towards the integrated framework. This is the first study to explore challenges in integrating OPEX strategies with I4.0 technologies in manufacturing SMEs.

Purpose
This study aims to analyze the challenges startups face in implementing business models for sustainability. In particular, the research question of this study is: How do the challenges faced by startups affect business models for sustainability in the context of an emerging country?
Design/methodology/approach
Startups are increasingly incorporating ways to thrive in a competitive environment with innovative sustainable business models, a key factor for competitive advantage and corporate sustainability. This paper analyses startups’ challenges in adopting business models for sustainability through a case study in two startups, using the sustainable value exchange matrix (SVEM) tool through workshops, to carry out the diagnosis of these challenges.
Findings
The barriers and challenges of business models for sustainability in startups were found in different categories, where the main barriers are linked to the institutional category, the organizational and the market and sales culture. Thus, the authors concluded that there is a need to reformulate public policies and to have greater participation of the actors involved.
Research limitations/implications
The main limitation of the research is the number of case studies (only two), which makes it difficult to generalize the results.
Practical implications
The research presents two major contributions. First, through the case studies, it is possible to verify that the barriers and challenges in business models for sustainability have relevance for startups. The second contribution is the adaptation of SVEM in conducting the debate by incorporating the barriers and challenges in value creation and delivery system.
Social implications
This study contributes to the business models for sustainability literature to better understand the challenges startups face in practice and can serve as insights to help overcome them. As this is an empirical study, the information gathered can help create metrics and public policies to achieve the United Nations sustainable development goals.
Originality/value
The present research has as originality the analysis of the challenges in startups in implementing business models for sustainability and their relationships with the value proposition, capture and creation, as well as and delivery (adapted to the challenges found in the literature) applying the SVEM tool proposed by Morioka et al. (2018).

Purpose
The purpose of this paper is to identify the obstacles and challenges of talent management as well as its success factors in Iranian automotive industries.
Design/methodology/approach
This research is a kind of discoverer research done by qualitative approach. The methodology to data collection was interview and research sample was 15 manager in automotive industries. Data analysis was carried out by the coding method, and concepts, minor and major contexts were extracted and lastly the conceptual framework was formed.
Findings
Based on the findings of the research, framework of obstacles and challenges in talent management was classified into four categories that are structural challenges and barriers, environmental challenges and barriers, behavioral challenges and barriers and lastly managerial challenges and barriers. In addition, the framework of talent management success factors were categorized into three main sections that are structural success factors, environmental success factors and finally managerial success factors.
Originality/value
Problem finding of talent management in automotive industry and identifying obstacles, challenges and success factors in talent management with qualitative approach through interviews with experts from the Iranian industries is the research value.

Abstract
Purpose
Historic buildings can make a significant contribution to the history and culture of a country. Today, land scarcity has led to the demolishing of existing buildings to meet the demand for new constructions. Adaptive reuse of buildings (ARB) while preserving the hidden prestige of historic buildings plays a pivotal role in regenerating the built environment to cater to the demand that exists for new buildings. Sri Lanka has so far not embraced ARB, which can help to preserve the historical and cultural values of the existing building stock in the country. Hence, the study aims to analyze the remedial actions that can overcome the barriers to and challenges of ARB in Sri Lanka.
Design/methodology/approach
This study adopted a qualitative research approach by using three expert interviews and five case studies. The data collected from the case studies were analyzed using content analysis. As a part of the case studies, semi-structured interviews with 15 professionals who are already practicing ARB were conducted.
Findings
When making the ARB decision, key drivers and parameters of ARB have to be considered. ARB has socio-cultural, environmental and economic benefits. Sri Lanka as a developing country will definitely face barriers and challenges when adopting ARB. These barriers/challenges could be categorized as social; environmental; economic; legal-regulatory; and physical-technical-other barriers/challenges. The economic barrier, “Higher opportunity costs,” and the legal barrier, “Health and safety requirements,” stipulated by the authorities were common to all five case studies.
Originality/value
The study identifies the actions that can overcome ARB barriers and challenges present in Sri Lanka to reap maximum socio-cultural, environmental and economic benefits.

Abstract
Purpose
The objectives of this study are twofold. Firstly, this study aims to examine the challenges of green public procurement (GPP) involvement among small- and medium-sized enterprises (SMEs) government suppliers. Secondly, it investigates the differences in the perceived challenges between the small- and medium-sized groups of companies.
Design/methodology/approach
The study draws on the quantitative method. The questionnaire was distributed to SMEs that supply green goods or services to the government and which are listed in the MyHijau directory. Using convenience sampling, a total of 394 questionnaires were distributed and 126 usable questionnaires were received, representing a response rate of 31.98%. A descriptive analysis of the mean score, standard deviation and mean score ranking was used to analyse the overall results. The t-test analysis was carried out to examine the differences between the small- and medium-sized groups of companies.
Findings
All five categories of the barriers, i.e. financial, legal, people, knowledge and organizational challenges, are perceived as the important challenges for SMEs’ involvement in GPP. Of the five categories, “having lack of knowledgeable staff on GPP” under the category of “people” challenge is ranked as the most major barrier. In relation to the differences between the two groups of enterprises (small- and medium-sized), medium enterprises are more affected by two items under the “organization” challenge, i.e. “The company has not targeted suppliers that promote environmentally-friendly products/services” and “The company has not established a clear objective on purchase of green products and services”, as compared to the small-sized enterprises through their GPP involvement.
Social implications
By understanding the difficulties faced by SMEs in engaging with GPP, various practical measures can be formulated to support the SME businesses in mitigating the challenges faced for their involvement with GPP, which subsequently will lead to the country’s target to reach the sustainable development goals.
Originality/value
This study extends empirical evidence on barriers or challenges that may hinder the involvement in government green procurement, with a specific focus on SME government suppliers.

Malaysia is still very much lacking behind in green building developments as compared to other countries such as Australia, Japan, and Singapore. Nevertheless, in order to strengthen the development of green building in Malaysia, government has provided and offers several initiatives to the construction key players in implementing green building such as investment tax allowance for the purchase of green technology equipment and income tax exemption on the use of green technology services and system, etc. Despite of all the incentives introduce, the implementation of green building construction still does not boast as expected and still relatively low. Therefore, this study will identify barriers, issues, and challenges faced by construction key players in implementing green building concepts especially related to green building incentives in their project. The opinions and views of related parties in building industry were obtained from structured interviews and questionnaires to key personnel in construction industry to give a clearer picture of the current situation. This study is succeeded in identifying the barriers and challenges, which mainly categorised into financial incentives, fiscal incentives, and structural incentives. The main issues identified are excessive cost of construction, tax exemption is limited and only for qualified person and legislative challenges. Nonetheless, this study also suggests various ways to overcome the barriers in promoting green building concept in Malaysia towards greener environment.
