Abstract

Purpose

By discussing the spatial spillover effect and regional heterogeneity of digital economy and green agricultural development level, this paper aims to provide countermeasures and suggestions for the better development of green agriculture in the contemporary era when digital economy is universally developed and at the same time provide development suggestions suitable for green agriculture's development characteristics and initial conditions for different regions.

Design/methodology/approach

This paper discusses the theoretical foundation of the digital economy and green agriculture development and utilizes panel data from 30 provinces in China from 2011 to 2018. By employing the Super-Efficiency Slack-based Measure and Malmquist-Luenberger (SBM-ML) model based on unexpected output to measure the total factor productivity of green agriculture and employing the spatial panel Durbin model to empirically test the spatiotemporal effects of the digital economy on green agriculture development from both temporal and spatial dimensions. Finally, the model is tested for robustness as well as heterogeneity.

Findings

The research findings are as follows: First, from the perspective of time effect, digital economy has a continuous driving effect on the development of green agriculture and with the passage of time, this effect becomes more and more prominent; second, from the perspective of spatial effect, digital economy has a significant positive impact on the development of local green agriculture, while digital economy has a significant negative impact on the development of surrounding green agriculture. Finally, the impact of digital economy on the development of green agriculture shows significant differences in different dimensions and regions.

Originality/value

As an important driver of economic growth, the digital economy has injected new impetus into agricultural and rural development. Along with the intensifying environmental pollution problems, how to influence the green development of agriculture through the digital economy is a proposition worthy of attention nowadays. This paper analyzes the relationship between the digital economy and agricultural green development in multiple dimensions by exploring the temporal and spatial spillover effects of the digital economy on agricultural green development, as well as the heterogeneity in different dimensions and in different regions and derives policy insights accordingly in order to improve relevant policies.

Abstract

Purpose

The study aims to identify the dynamic complexities and development points of the entrepreneurial ecosystem (EE) in the agricultural sector of Iran to improve production factors' productivity, including arable land, water resources and human capital.

Design/methodology/approach

First, the EE of the agricultural sector in Iran was designed following Isenberg's framework. Then, the main variables and interrelationships of the variables in each context of the ecosystem, called subsystems, were formulated using the system dynamics (SD) approach. Next, the model was simulated and validated. Afterward, different policy options were identified, embedded into the model structure and simulated. Finally, the best policy group was selected.

Findings

According to Isenberg's EE model, three groups of policies were identified and evaluated, including “entrepreneurship development financing and investment policy,” “agricultural ecosystem's supportive services development policy” and “production factors productivity development policy.” According to the simulation results, the best combination of the solution strategies was recognized. The presented SD-EE model has a generic nature in the agricultural sector and could be modified to be applied in different regions for policy-making purposes.

Originality/value

The main contribution of the study is twofold. First, Isenberg's EE framework is applied to structure the main subsystems and interrelationships of the subsystems in the agricultural sector that has previously received limited attention. Second, the research is the first to operationalize the basic theory of Isenberg's EE in practice applying a robust systemic modeling methodology like SD.

Abstract

Purpose

Agricultural development still constitutes an integral part of Ghana's drive towards job creation, industrial development and economic growth with various growth policies placing the agricultural sector at the core. While there are likely environmental effects of agricultural activities, evidence in Ghana remains scanty. The study focused on examining, empirically, the effects of the development of the agricultural sector on carbon dioxide (CO2) emission in Ghana.

Design/methodology/approach

The paper employed the Stochastic impacts by regression on population, affluence and technology (STIRPAT) framework to test for the environmental Kuznets curve (EKC) hypothesis for agriculture and carbon dioxide emission as well as the effect that the changing structure of Ghana's agricultural development has on carbon dioxide emission for the 1971–2018 period. Regression analysis, variance decomposition and causality analysis were performed.

Findings

The regression results revealed a U-shaped relationship between agricultural development and carbon emission, implying a rejection of the EKC hypothesis between the two variables. In addition, the Structural Adjustment Programme was found to positively moderate the effect agriculture has on carbon emission.

Practical implications

The study recommends the need for policy-makers to facilitate the large-scale adoption and use of modern technology and environmentally friendly agricultural methods.

Originality/value

The study is among the few works to assess the EKC hypothesis between agriculture and carbon dioxide emission in Africa. The direct and indirect effect of structural adjustment programme on carbon emission is estimated.

Abstract

Purpose

With the development of social productive forces and the advancement of agricultural practices since the founding of New China, the connotation of agricultural modernization with Chinese characteristics has undergone a process from formation to continuous expansion and deepening.

Design/methodology/approach

Its evolution can be roughly divided into four stages: the exploration stage, the formation stage, the establishment stage and the deepening stage. The historical evolution of the connotation of agricultural modernization with Chinese characteristics demonstrates four typical characteristics, namely increasingly scientific logical premise, continuously diversified orientations, increasingly improved core contents and progressively maturing strategies of development.

Findings

The achievements of agricultural modernization have laid a solid foundation for China's industrial modernization and the rapid development of the national economy. Meanwhile, the authors have identified through practical exploration a path of agricultural modernization with Chinese characteristics. In recent years, academic research on the connotation of agricultural modernization with Chinese characteristics has gradually heated up, and relevant achievements have emerged constantly.

Originality/value

The Communist Party of China (hereinafter “CPC”) has placed considerable emphasis on agricultural issues and has been committed to promoting agricultural modernization since the founding of New China. Through long-term persistence and unremitting efforts, China has made remarkable achievements in agricultural development: significantly improved agricultural production conditions and agricultural output capacity, constantly optimized agricultural structure and steadily increased the income of farmers.

Abstract

Purpose

Agriculture is the major source of livelihood for the majority of population in Sub-Saharan Africa but its productivity is not only low it has started showing signs of decline since 2012. The purpose of this paper is to find out whether official development assistance for agriculture is effective.

Design/methodology/approach

The data for development assistance for agriculture are broken down into the major agricultural sectors in receiving countries. The empirical evidence is based on the two-step system, i.e. generalized method of moments, to assess the degree of responsiveness of agricultural productivity to development assistance.

Findings

There is a positive relationship between development assistance and agricultural productivity in general. However, when broken down into the major agricultural recipient sectors, there is a substitution effect between food crop production and industrial crop production. Better institutions and economic freedom are found to enable agricultural productivity growth, and to increase the effectiveness of development assistance. The structural economic transformation associated with agricultural development assistance is also found to be weak.

Practical implications

Allocation of development assistance for agriculture is primarily determined by need, although expected effectiveness also increases the assistance receipts. Agricultural assistance policies could focus more on building productive capacity to reduce the need while boosting effectiveness.

Originality/value

Breaking down data into agricultural recipient sectors and controlling for the potential spurious correlation under the assumption that more development assistance could be allocated, where agricultural productivity is already increasing due to some other factors.

Abstract

Purpose

The centrality of agricultural sector to the economy, particularly in developing countries, has drawn the attention of researchers to critically examine different factors determining the performance of the sector. Given that massive investment is required to ensure maximum productivity in the sector, one of the factors identified is the issue of financing. However, financing agricultural sector in a poor institutional environment can be depressing. In the light of this, the purpose of this paper is to examine the nexus between financial development and agricultural performance in Nigeria with a view to investigating the role of institutions.

Design/methodology/approach

The study employed annual data spanning the period from 1981 to 2016. Three indicators of financial development and five institutional variables were used. Besides, for robust analysis, the study also computed an aggregate measure of financial development and institutions using principal component method. Autoregressive distributed lag method of estimation was used to examine the short-run and long-run effects of financial development on agricultural performance in Nigeria.

Findings

The findings showed that financial development has a positive impact on agricultural performance in Nigeria. However, this positive impact is being undermined by institutional variables.

Originality/value

To the best of the authors’ knowledge, this is the only study that examines the mediating role of institutional factors such as the rule of law, control of corruption, etc., in the financial developmentagricultural performance nexus in Nigeria.

Abstract

Purpose

As the saying goes, “food is heaven of people” the development of agriculture is not only related to the quality of human life but also profoundly affects the efficiency of economic operation. However, under the background of rapid economic and technological development, China’s agricultural modernization process is very slow and incompatible with the development trend of economic modernization. Therefore, it is particularly necessary to innovate the traditional agricultural development model to break through the bottlenecks encountered in the transformation process of agricultural modernization. The proposal of the agricultural logistics ecosphere is to solve the problems of poor industrial linkage, low technical level and backward operation mode in the development process of traditional agriculture, and it is an important starting point for agricultural supply-side structural reform. This study aims to answer three questions in three aspects, namely, what is the agricultural logistics ecosphere, analyzes the general composition of the agricultural logistics ecosphere and how the subjects of the agricultural logistics ecosphere cooperate. It also puts forward suggestions for the coordinated development of the agricultural logistics ecosphere under the leadership of Taoxin. Also, it inspires the transformation of the agricultural development model in other regions and countries.

Design/methodology/approach

This study adopts a case study and a qualitative analysis method to collate the first-hand and secondary data obtained from the interview and form a tertiary coding. It explores the mechanism of coordinated development of the agricultural logistics ecosphere from four levels: goal synergy, resource synergy, ability synergy and benefit synergy.

Findings

First, the formation of the agricultural logistics ecosphere will not be achieved overnight, as operational management matures and ecosphere experiences the germination-development-mature evolution process. Second, target synergy is the foundation and premise for the formation of agricultural logistics ecosphere: to attract external resources with Taoxin characteristic core resources, to attract external resources to achieve synergy, to provide a guarantee for the realization of the maximum value of the agricultural logistics ecosphere and then to realize the interest synergy of internal and external subjects. Third, driving agricultural products upward in the “10 + 1” model: it is the core resource of the agricultural logistics ecosphere led by Taoxin and attracts external subjects to gather with core resources to further improve the value of the ecosphere. The improvement of the value of the ecosphere can broaden the ecosphere network. This is both an important construction of the ecosphere, and it is also the path choice of the coordinated development of the agricultural logistics ecosphere.

Originality/value

This study has a very important practical value and theoretical significance. In practical terms, the integration of “primary, secondary and tertiary industries” is helpful to foster new momentum for the development of agriculture and rural areas and promote the general framework of the agricultural logistics economy, the analysis of the general mechanism and extension of the transition of the new economy.

Abstract

There seems to be no controversy about Nigeria being an agricultural country with food sufficiency up till the late 1970s. However, in recent times the country is finding it very difficult to provide sufficient food for the teeming population which has resulted in the majority of the country’s citizens slipping into poverty. The ability of the country to provide sufficiently for the citizens was a result of a lack of reliable and effective developmental and transformational strategies in the agricultural sector of the country which is a major employer of labour in the rural community. To this end, this chapter mainly focuses on factors inhibiting the development of agricultural companies in Nigeria and how to overcome the developmental barriers in the agricultural sector in Nigeria. The findings from the review show that the bane of the agricultural sector in Nigeria is due to the lack of an agricultural regulatory framework and policy transmission mechanism and over-dependence on oil revenue amongst other things (Adams, 2016). It is therefore imperative for the country to embark on the development of a reliable agricultural framework and model that will aid food sufficiency in the country.

Abstract

Purpose

China's economy has transformed from a high-speed growth phase to a high-quality development phase. The agriculture sector has grown substantially since the economic reform in 1978. Considering the five-year plan (FYP) as a collection of policies, this study explores the relationship between the FYP and agricultural total factor productivity (TFP).

Design/methodology/approach

This study uses 31 provincial-level panel data of the five FYPs from 1996 to 2020. The data envelopment analysis (DEA) is used to compute Malmquist productivity indexes. The authors analyze the temporal and spatial changes and convergences of China's agricultural TFP, and investigate the impact of economic planning on China's agricultural TFP and its regional difference.

Findings

There is a slow but upward growth trend in China's agricultural TFP. The technical change has played a leading role in the growth of China's agricultural TFP. The agricultural TFP of all provinces has shown a “catch-up” effect and is developing toward their respective steady-state levels. The regional difference in productivity growth among the eastern, central and western regions exists. Test results show that the FYP has a positive effect on the agricultural TFP, and the effect has obvious regional heterogeneity. The FYP also plays a positive role in the gross value of agricultural output, and the impact effect is greater than that on the improvement of agricultural productivity.

Originality/value

There are many forms of industrial policy in China, among which the FYP is the guiding document of industrial policy, which makes a systematic plan for industrial development in the subsequent five years. The development objectives, guidelines and overall deployment for agriculture in the FYP not only describe the general context of China's agricultural development but also show the key ideas of agricultural development. Therefore, this study explores its impact on agricultural quality development from the perspective of FYP. The results provide evidence for examining the governance performance of the government and the objective evaluation and restraint of the FYP. As agriculture moves toward the stage of high-quality development, the Chinese government should strengthen the critical guiding role of the FYP and pay attention to quality indicators such as technical progress, efficiency improvement and regional coordination in the formulation of the FYP.

Abstract

Purpose

The purpose of this paper is to cluster and analyse the level of agricultural science and technology in China’s provinces by using grey clustering model, to have an overall understanding of the current situation of agricultural science and technology development in these provinces, and to offer a reference for decision-making departments to draw up agricultural science and technology development plans.

Design/methodology/approach

First of all, the grey clustering assessment is used to evaluate the clustering of agricultural science and technology level in China’s provinces in 2011, 2013 and 2015. Also a comparative static analysis is made. Then, based on the prediction data of GM (1,1) model, the provincial agricultural science and technology levels in 2017 and 2019 are analysed by grey clustering. Finally, some suggestions are put forward, such as adjusting the allocation of agricultural science and technology resources and providing policy preferences to backward areas, so as to promote the coordinated development of agricultural science and technology in China.

Findings

The development of agricultural science and technology in various provinces and regions of the authors’ country is unbalanced, with a big gap of agricultural and technology level between different provinces. What’s more, the level of agricultural science and technology in remote areas has been developing slowly, but it has been lagging behind. Through the grey clustering analysis of the provincial agricultural science and technology level in 2017 and 2019, it is concluded that the level of agricultural science and technology will be promoted as a whole, but the gap of agricultural science and technology level between different provinces and cities will be enlarged.

Research limitations/implications

This paper comprehensively studies the current situation and future development trends of agricultural science and technology in China’s provinces in recent years, and preliminarily analyses the reasons for the transformation of agricultural science and technology level, however, with no further inspection. Related research should be made for further study.

Practical implications

This paper will provide overall understanding of the current situation of agricultural science and technology development in China’s provinces and cities, and put forward relevant suggestions for the future development of agricultural science and technology in China’s provinces and cities, and provide references for decision-making departments to draw up agricultural science and technology development plans.

Originality/value

For the first time, the grey clustering method is used to the research of agricultural science and technology level in the province. It analyses and evaluates the past and present situation and predicts the future development trend of provincial agricultural science and technology level by the grey clustering analysis method, which is a complete research.
