Abstract

Purpose

This paper aims to report on a study that aimed at analyzing the relationships between information security and records management (RM), both as programs/functions established in organizations. Similar studies were not found in relevant literature.

Design/methodology/approach

The study used the classic grounded theory methodology. Pursuing the general curiosity about the information security-RM relationship in organizations, the study selected the United States (US) Federal Government as its field of entrance and followed the process of the classic grounded theory methodology that starts from the letting of the emergence of the research question to the formulation of a substantive theory that answered the question.

Findings

On the emergent question that why, despite the legislative establishment of agency RM programs and the use of the term records in their work, the US Federal Government information security community considered RM a candidate for deletion (CFD), the study coded the truncated application of the encompassing definition of records as the underlying reason. By this code, along with its three properties, i.e. limitations by the seemingly more encompassing coverage of information, insufficient legislative/regulatory support and the use of the terms of evidence and preservation in the records definition, the CFD consideration and the associated phenomena of unsound legislative/regulatory conceptualization, information shadow, information ignorance and archival shadow were explained.

Research limitations/implications

The study results suggested the data for subsequent theoretical sampling to be the operational situations of individual agency RM programs.

Practical implications

The rationale presented in the study regarding the encompassing nature of records and the comprehensive scope of RM program can be used for building strong RM business cases.

Originality/value

The study appears to be the first of its kind, which examined the RM–information security relationship in a very detailed setting.

Abstract

Purpose

Maintaining infrastructures such as roads, bridges, railways and other civil constructions requires long term documentation that ideally should comprise a reliable reflection of the physical structures. However, the Swedish Transport Administration (TRA) states that its documentation is currently inadequate and that new working method are needed. The purpose of this paper is to study how the agency is working to improve their recordkeeping, by taking a closer look at two new positions that now coordinate the delivery of documentation from the building process teams to the agency. What is their role and what challenges do they face with regard to creating, sharing and preserving records with other areas across the TRA? The study’s purpose is also to discuss the concept of the archive in the current environment and how existing archival theory can be applied to long term documentation.

Design/methodology/approach

The study used a case study method, as the aim was to explore and understand recordkeeping practices and theoretical implications, without seeking to generalize the findings outside the Swedish Government. Two positions – the delivering coordinator and the receiving coordinator – were chosen as relevant focuses, due to their function as links between departments in which it was previously indicated that creating and maintaining reliable recordkeeping was difficult and where organizational structure might challenge the traditional archival theory. Documents and reports from the agency were used as research material through documentary analysis and a questionnaire consisting of 10 questions was used to conduct semi-structured interviews with 10 coordinators at the agency.

Findings

Obtaining the correct documentation at the right time and of appropriate quality from contractors and entrepreneurs was difficult, despite detailed contractual rules and regulations identifying what should be delivered. The work of the coordinators was formally connected to the important tasks of creating, sharing and preserving records with other areas within the TRA, but in reality, the coordinators faced several difficulties due to expectations of their professional role, practices in information management between different departments and archives creation at the entire agency. The interviewees therefore had differing perceptions of what was meant by TRA’s “archive”: it was variously perceived as only including the registry; comprising only the records preserved by the archives department or encompassing only those records in the registry or in the agency’s business system/s. Findings indicate that the concepts of multiple provenances and the recordkeeping “single mind” might provide insights to better inform the recordkeeping principles needed to improve the current environment.

Research limitations/implications

The study was limited to the 10 interviewees in 2 roles, although there are more positions involved in handling records. Future studies may solidify or contest the different themes identified in the present paper, through interviews of those additional roles at the agency. This paper uses the Swedish concept of the archive as a point of departure in its analysis.

Originality/value

By increasing the knowledge about positions that are responsible for handling records at an agency, this paper can get a better understanding of how they affect the ultimate creation of archives. This will give Swedish public agencies and other organizations, better results when they are creating strategies to preserve reliable records for the future.

Abstract

Purpose

The purpose of this paper is to discuss the implications of an outsourcing policy for public recordkeeping. The research question addressed is as follows: What are the current impediments to create, capture, organize and pluralize records produced by contractors to whom work has been outsourced?

Design/methodology/approach

The paper uses four dimensions of the records continuum model (RCM) as a structure for understanding what important aspects of recordkeeping that can be affected by an outsourcing policy and discuss the consequences for the creation of public archives. An investment project at a Swedish public agency with a far-reaching outsourcing policy in the form of a client–contractor model is used as a case to exemplify the problem.

Findings

The findings indicate that the legal framework for recordkeeping needs further development, or clarification as to how it should be interpreted in the outsourcing context. More case studies are needed to provide richer data about recordkeeping challenges arising from outsourcing and further opportunities for theoretical analysis using the RCM.

Originality/value

The RCM has been used in a first attempt to understand various aspects of records management practices and what principles need to be taken into account when making such significant organizational structural and cultural changes.

State government archivists confront special problems in selecting and making available machine‐readable records with enduring research value. Today no more than half a dozen state archives have addressed the issue of electronic records and only two or three states have even rudimentary programs for selecting and preserving electronic records. The National Archives of the United States and Canada provide models for some aspects of program development, but archival programs in states and smaller government entities also face unique problems.

Abstract

Computer matching is a mass surveillance technique involving the comparison of data about many people, which have been acquired from multiple sources. Its use offers potential benefits, particularly financial savings. It is also error‐prone, and its power results in threats to established patterns and values. The imperatives of efficiency and equity demand that computer matching be used, and the information privacy interest demands that it be used only where justified, and be subjected to effective controls. Provides background to this important technique, including its development and application in the USA and in Australia, and a detailed technical description. Contends that the technique, its use, and controls over its use are very important issues which demand research. Computing, telecommunications and robotics artefacts which have the capacity to change society radically need to be subjected to early and careful analysis, not only by sociologists, lawyers and philosophers, but also by information technologists themselves.

Abstract

Using as its basis the Australian Records Management Standard (AS 4390 – now superseded by the International Records Management Standard, ISO 15489), the National Archives of Australia (NAA) has developed an extensive range of detailed and practical standards, guidelines, policies and manuals to assist Australian public sector organisations to implement strategies to make and keep full and accurate records. The NAA committed to this course of action in response to evidence of widespread poor record keeping in the Australian Government, the result of changes to work practices in the public sector including the spread of electronic business systems and the devolution of managerial responsibility. This article describes the major components of the “e‐permanence”’ suite of best practice record keeping guidance and discusses implementation strategies pursued by the Archives in support of these products.

Abstract

Purpose

The purpose of the paper is to study the development and implementation of metadata schemes in Swedish governmental agencies, in order to gain a better understanding of recordkeeping practices in contemporary organisations and of the use of metadata and practical implementation of metadata schemes.

Design/methodology/approach

The study is based on two case studies. The data have been collected through qualitative interviews, e‐mail correspondence and analysis of documentary sources, and analysed with help of the records continuum model and the conceptual framework presented in the international standard for metadata, ISO/TS 23081.

Findings

The results from this study show that the agencies had similar reasons to develop metadata schemes, namely to established a unitary and consistent description of records, to enhance retrieval and exchange of information, and to provide external users access to records in compliance with the 24/7‐agency vision. The agencies have, however, chosen different approaches to metadata and based their schemes on different models. This has affected the possibility of capturing contextual relations and transactionality, and thus of guaranteeing the evidential properties of records. The agencies are to various extents covering the different aspects of recordkeeping. None of the agencies are, however, acting in all dimensions of the records continuum model.

Originality/value

The paper shows how the records continuum model can be used as an analytical tool in the study of recordkeeping practices. It further contributes with empirical findings to a field where still little research is done. The paper can also be of value to practitioners seeking to develop and implement metadata schemes for records.

Abstract

Purpose

This paper aims to present a high-level summary of the US archivist’s digital mandate for 2019, embodied in the publication “Managing Government Records”, issued on August 24, 2012, and a summary of US policy. The authors then consider the implications of the US e-recordkeeping initiative for lower-resource countries.

Design/methodology/approach

After setting out key elements of the US Archivist’s digital mandate, the paper proceeds to evaluate its policy implications for lower-resource countries based on the authors’ field experience and knowledge of case studies.

Findings

The USA is embarking on a state of the art approach for managing public sector archives in a digital form, with deadlines approaching for all federal agencies to manage e-mail and other e-records. Although a similar need exists in lesser-resourced countries, there are enormous barriers to successful implementation of a similar approach.

Research limitations/implications

The archivist’s 2019 digital mandate assumes that the technology sector will embrace the needs of public sector agencies in working on applicable electronic archiving solutions.

Practical implications

The Archivist’s Directive has the potential to be an enormous driver of change in the records management profession with respect to future management of increasingly digital archive collections. Vast collections of public sector e-mail and other forms of e-records potentially will be preserved under the directive, raising the stakes that archivists and records managers work on solutions in the area of long-term preservation and future access.

Social implications

The importance of capturing the activities of public-sector institutions in all countries for the purpose of openness, transparency and access cannot be overstated. In an increasingly digital age, new methods are needed to ensure that the historical record of governmental institutions is preserved and made accessible.

Originality/value

The US Archivist’s mandate represents a cutting-edge approach to long-term digital archiving with potential future applicability to the management of public sector records worldwide.

Abstract

Purpose

The purpose of this paper is to investigate the efficiency and satisfaction of electronic records management systems (ERMS), which has been of interest to archivists and records managers, in electronic government (e‐government) agencies in Taiwan.

Design/methodology/approach

Using the measures from information systems (ISs) success model, this study applies data envelopment analysis to measure the relative efficiency and satisfaction in different types of e‐government agencies. After conducting a large‐scale survey of e‐government agencies in Taiwan, a matrix of efficiency and satisfaction is developed.

Findings

Research results show that the efficiency of ERMS in central agencies exceeds that in local agencies, and the efficiency in upper level agencies exceeds that in lower level agencies. The efficiency in business agencies exceeds that in administration agencies and public schools. Additionally, ERMS user's satisfaction in e‐government agencies is linearly related to ERMS efficiency.

Research limitations/implications

Owing to the budget limits, only a one‐shot survey is conducted, thus the comparison between ex‐ante and ex‐post measurement could not be performed.

Practical implications

The business‐related reasons are more critical in implementing ERMS than the compliance‐related ones.

Originality/value

This paper proposes a mathematical modeling tool for assessing ISs in e‐government.
