Abstract

Purpose

The purpose of this paper is to open the black box of prescriptive requirements by analysing their role in shaping interests and decisions on accessibility, and discuss the consequences hereof for a future move to a performance-based accessibility model based on Universal Design principles.

Design/Methodology/Approach

A single case study based on 15 qualitative interviews with clients about their approach to accessibility and Universal Design is analysed by using actor-network theory (ANT) as the theoretical framework.

Findings

It is shown that the prescriptive requirements in the Danish building regulations constitute a black box, which is decisive in defining the clients’ perception of the users and their level of ambition for accessibility by inscribing specific expectations, actions and ways of knowing about accessibility.

Research Limitations/Implications

The study is based on a qualitative single case study. We argue that analytical generalisations nevertheless can be drawn.

Practical Implications

Performance-based regulations can be a source of innovation but also entail negative consequences for the quality of the built environment if treated in an isolated manner alone.

Originality/Value

The paper contributes to the discussions on Universal Design and the implementation of performance-based accessibility regulation by illustrating how current prescriptive requirements are not mere “matters of fact” but play an active role in mobilising and shaping a network of users, technologies, norms and practices, which the introduction of performance-based requirements will radically alter.

Abstract

Purpose

This study aims to explore how an accessibility database (AD) has been developed and implemented as a tool for facility managers to evaluate and increase the accessibility of public facilities.

Design/methodology/approach

Eight participants were strategically sampled for semi-structured interviews, and documents on the AD were gathered. The Consolidated Framework for Implementation Research (CFIR) was used for a directed content analysis of the data. The CFIR domains used for the analysis were: intervention characteristics, outer setting, inner setting, characteristics of individuals and process.

Findings

The development and implementation of the AD demonstrated the complexity in assessing and planning for increased accessibility. The communication and iterative processes within the inner as well as with the outer setting was an important part of the development and implementation, as well as anchoring each step locally, regionally and nationally, within public authorities and disability organizations.

Practical implications

The assessments of environmental barriers and the results reported in the AD can serve as a guide for identification of accessibility issues. However, singular identified barriers were reported as a fragmentation of the building regulations, and thereby when retrofitting is carried out, experts who have the competence to suggest solutions based on the entirety need to be involved to reach the goals of increased accessibility and countering of exclusion and discrimination.

Originality/value

By structuring the implementation process by means of the CFIR, facilitators and barriers of using an AD as a basis for retrofitting were revealed. The practical challenges outlined in assessing and increasing accessibility can guide facility managers when considering actions to increase accessibility.

Abstract

Purpose

There is widespread agreement that the tourism sector should address the issue of sustainability. The purpose of this study is to analyze the digital accessibility of the cities awarded as European Capitals of Smart Tourism for their innovative, accessible and sustainable practices by the European Commission.

Design/methodology/approach

An analysis of the digital level of accessibility of 50 uniform resource locator (URL) of European cities was undertaken. The analysis followed the international evaluation requirements of the World Wide Web (W3C).

Findings

The results show that none of the official Web pages analyzed obtained 100% in relation to the digital accessibility requirements. The main factors that pose barriers to communication and interaction were identified.

Practical implications

The paper encourages smart tourism destinations to overcome the challenge of matching both dimensions of accessibility to obtain barrier-free information to ensure cities are inclusive and sustainable in line with Agenda 2030 (sustainable development goal [SDG] 11).

Originality/value

The concept of tourism for all receives special attention in the sector, and this notion is reflected in the UN SDGs. However, accessibility has not been extensively analyzed in relation to the cohesion between the digital and the physical dimension. Tourism research tends to focus on accessible experiences within destinations. This paper introduces a new insight into the key issue of digital accessibility, which can promote destination choice and influence the tourism experience.

Objetivo

Existe un acuerdo generalizado en el sector turístico para abordar la cuestión de la sostenibilidad. Este estudio pretende analizar la accesibilidad digital de las ciudades premiadas como Capitales Europeas del Turismo Inteligente por sus prácticas innovadoras, accesibles y sostenibles por la Comisión Europea.

Diseño/metodología/enfoque

Se realizó un análisis del nivel de accesibilidad digital de cincuenta (50) URL de ciudades europeas. El análisis siguió las normas internacionales de evaluación de la World Wide Web (W3C).

Resultados

Los resultados muestran que ninguna de las páginas Web oficiales analizadas obtuvo el 100% en relación con los requisitos de accesibilidad digital. Se identificaron los principales factores que suponen barreras para la comunicación y la interacción.

Originalidad

El concepto de turismo para todos recibe especial atención en el sector y esta noción se refleja en los Objetivos de Desarrollo Sostenible (ODS) de la ONU. Sin embargo, la accesibilidad no se ha analizado ampliamente en relación con la cohesión entre la dimensión digital y la física. La investigación turística tiende a centrarse en las experiencias accesibles dentro de los destinos. Este artículo introduce una nueva perspectiva sobre la cuestión clave de la accesibilidad digital, que puede promover la elección del destino e influir en la experiencia turística.

Implicaciones prácticas

El documento anima a los destinos turísticos inteligentes a superar el reto de hacer coincidir ambas dimensiones de la accesibilidad para obtener información sin barreras que garantice que las ciudades sean inclusivas y sostenibles en línea con la Agenda 2030 (ODS 11).

Abstract

Purpose

Archaeological sites and monuments, by their nature, do not allow major interventions to their structure, in order to abolish the obstacles that make them inaccessible. Any interventions should be made sensitively and carefully, so as not to alter the monument’s character or damage it, either visually or structurally. The project “PROSPELASIS” focused on creating a methodology for facing monuments’ accessibility and perceptibility problems for people with disabilities and testing its application at Byzantine monuments of Thessaloniki. The paper aims to discuss these issues.

Design/methodology/approach

The creation of the proposed methodology was based on both research in relevant bibliography and the application of a form of “Delphi method” among involved actors. In this process persons specialized in accessibility and disability issues, persons with disability themselves, as well as employees of the 9th Ephorate of Byzantine Antiquities, archaeologists and experts in monuments’ restoration, participated.

Findings

The possible sites of interest for visitors with disabilities examined amount to 20 monuments which document the evolution of Byzantine architecture and are included in UNESCO’s World Heritage List. In six major monuments (Acheiropoietos, Saint Demetrios, Saint Nicholaos Orphanos, Hagia Sofia, Rotunda, Heptapyrgion Fortress) significant accessibility improvements were realized in order to verify the methodology proposed.

Practical implications

A practical tool for improving monuments’ accessibility has been developed, open for use by any interested body.

Social implications

The application of the methodology developed is beneficial for the promotion of the equality and non-discrimination principles.

Originality/value

The successful implementation of the proposed methodology and the importance that accessibility improvement of monumental sites has in the attraction of visitors with restricted mobility and perceptibility and the development of accessible tourism, constitute the results of this project not only pertinent to Thessaloniki or Greece, but worthy of a wider application.

Abstract

Purpose

The purpose of this paper is to develop accessible tourism in two areas of Greece and Turkey. The areas of Drama in Greece and Mersin in Turkey have cooperated in the frame of MEDRA project to assess their potential and set up a plan for developing accessible tourism.

Design/methodology/approach

The choice of the two areas was not random. Mersin currently enjoys continuous development, as one of Turkey’s biggest ports and a free trade zone. Drama is a developing area in agricultural manufacturing and high-tech sectors with a rich physical environment which aspires to develop a healthy alternative tourism industry.

Findings

The findings include, amongst others, the identification of needs of tourists with disabilities, and the relevant historical evolution, legislative framework, international good practices, policy-improvement proposals, accessibility assessment in Mersin and Drama, and suggestions for developing accessible infrastructure together with the training of stakeholders.

Practical/implications

Greece although made a lot of progress regarding the issues of disability and accessibility still is not on the same level as many European countries, while Turkey has a lot to learn in order to deal with accessibility from a holistic point of view.

Social/implications

Both countries owe a large percentage of their national income, to the tourist industry and seek ways to gain advantages in this highly competitive sector.

Originality/value

The successful implementation of the MEDRA project constitutes an example worthy of a wider application in the development of accessible tourism, not only in the two countries but also to countries with similar characteristics.

Abstract

Purpose

This study aims to provide an overview of the usage of stored collections in museums located worldwide. To achieve this purpose, some results gathered across five continents through a survey conducted between December 2020 and January 2021 are set out.

Design/methodology/approach

Museums hold collections so that people can benefit from them. Items need to be preserved as well. To achieve this purpose, a considerable portion of museum collections is kept in storage. Consequently, museums that can show a significant part of their whole collections are few and far between. This scenario implies collections, the “very heart” of museums, are not accessible to the general public. In addition, the lack of space and the poor documentation exacerbate the scenario in terms of accessibility. This study aims to provide an overview of the usage of stored collections in museums located worldwide. In order to achieve this purpose, some results gathered across five continents through a survey conducted between December 2020 and January 2021 are set out. The research figures show that only 5% of museum stored collections are accessible to the general public. To enhance the accessibility of stored collections, museums have been adopting some strategies. Amongst them, some museums have opened up visible storage, lent or exchanged their items. Despite their contribution to overcoming the burning issue related to the accessibility of stored collections, these strategies imply a physical presence of visitors so as to enjoy collections. Digitization of collections is one alternative strategy adopted by a plethora of museums to increase the accessibility of collections. This solution boasts many advantages inasmuch as it overcomes many of the typical disadvantages of the other strategies, such as geographical constraints. Moreover, people can enjoy collections, and museums can ensure the adequate preservation of them. Thus, the digitization of items is the epitome of accessibility since, potentially, all collections can be made accessible, and museums can take care of them simultaneously. The study highlights the benefits of digital access and compares it with physical access. In addition, the research sheds light on how documentation supports collection management and increases accessibility.

Findings

Research limitations/implications

The findings of this study are based on quantitative analysis. Therefore, this study might be integrated with interviews' with visitors. It would be interesting to shed light on people's opinions concerning what museums are doing in the digital realm, such as the digital content in terms of the number of items, quality of images and ease of searching.

Practical implications

This study might provide practical implications for museums and people. One important contribution is the awareness of how the appropriateness of collections management plays a crucial role in preserving collections and making them accessible to the public. Another possible implication is that museums can enlarge their visibility through digital content, both because they have not digitized and due to the dimension of their digital content. This goal might be achieved by sharing the staff with specific expertise with other institutions or recruiting volunteers and involving local communities in common tasks (so that professionals could dedicate themselves to more skilled undertakings). An alternative might be to network with local universities so as to benefit from practitioners in the digital field. Last but not least, these findings could raise the awareness that museums are facing the problem of making stored collections accessible, thereby increasing the trust in museums from the general public.

Social implications

Digitization of collections is one alternative strategy adopted by a plethora of museums so to increase the accessibility of collections. This solution boasts many advantages inasmuch as it overcomes many of the typical disadvantages of the other strategies, such as geographical constraints. Moreover, people can enjoy collections and museums can ensure the adequate preservation of them. Abstract

Purpose

The purpose of this paper is to investigate how the characteristic of mobile devices, particularly high accessibility, influences a consumer's intention to post an online review depending on the valence of consumption experiences.

Design/methodology/approach

This paper employs a between-subject design of experimental study based on different scenarios with 378 participants. A pretest is conducted to confirm that participants perceive the experimental scenarios as intended prior to proceeding with the main experimental study.

Findings

The authors’ experimental analysis shows that the intention to post a review of extreme positive and negative experiences is significantly higher when the level of accessibility for review-posting is high. By contrast, the intention to post a review of neutral consumption experiences is neither higher nor lower regardless of the level of accessibility.

Originality/value

The findings of this paper contribute to a better understanding of online reviews by demonstrating how high accessibility for review-posting have differential influences on the intentions to post online reviews depending on the valence of consumer experiences. The findings provide important theoretical and managerial implications.

Abstract

Purpose

The purpose of this paper is to report on the research carried out in Québec as part of a master’s degree for the IÉSEG School of Management on behalf of Kéroul, an organization whose mission is to make tourism and culture accessible to people with disabilities. Established over 30 years ago and active largely in Québec, Kéroul has observed a lingering reluctance on the part of tourism industry operators to meeting the needs of disabled visitors. In the research, we set out to answer the following question: how can Kéroul encourage tourism establishments to develop accessibility? In light of the hotel industry’s key role in tourism, exploratory research was conducted with 30 Québec hotel managers through extensive individual interviews.

Design/methodology/approach

The exploratory research took the form of in-depth interviews with hotel managers. The sample was selected after conferring with Kéroul and a Québec hotel association. As a first step, a jointly written letter was sent to managers who were association members, inviting them to be interviewed.

Findings

Some respondents showed an interest in accessibility, seen as a means of attracting group bookings; others confirmed that accessible rooms rented well to guests from all categories. Nonetheless, most were skeptical about the economic value of the disabled market. They were also poorly informed about this type of clientele, the concept of accessibility and the facilities “barrier-free” tourism requires.

Originality/value

Until now, the literature on accessible tourism has generally accentuated the needs of disabled consumers and analyzed their behavior with regard to tourism. Arguments to demonstrate the market potential of tourists with disabilities have ensued. The need to meet this demand was expressed while highlighting the low degree of consideration given to the disabled market by tourism professionals at present. However, few publications treat accessibility as a viable business opportunity. The study reveals the concerns and views of tourism industry professionals vis-à-vis accessibility and is all the more relevant, given the current context in Québec.

Abstract

Purpose

The city of Quito is a World Heritage Site (WHS) in Ecuador and the city owns one of the best-preserved and extensive historic centers in Latin America for cultural tourism. This study aims to identify the factors that constitute perceived value construct at the WHS of Quito.

Design/methodology/approach

This research collects data from tourists who have visited the city of Quito, Ecuador. A total of 381 on-site questionnaires are used. Data have been analyzed using exploratory factorial analysis.

Findings

Results regarding the dimensional structural framework of perceived value indicate that perceived value at the WHS of Quito has five factors: (1) monetary and non-monetary costs (MNC), (2) staff service quality (SSQ), (3) tourist offer accessibility (TOA), (4) destination attractiveness (DA) and (5) information accessibility (IA).

Originality/value

Two new factors of accessibility have been proposed in this study for measuring consumer value at a WHS. Perceived value and accessibility have been treated as two separate subjects in academic literature before. However, this article contributes to the understanding of perceived value at WHS, including factors linked to accessibility. Both managerial and theoretical implications for WHS are discussed.

Abstract

Purpose

The purpose of this paper is to put forward the argument that New Zealand’s tourism industry generally fails to acknowledge the importance of the access market. Despite anecdotal evidence of the market’s value and strong legislation, New Zealand’s access market arguably remains underserviced and misunderstood. The current research sought to explore social and business rationales to support a future for accessible tourism in New Zealand, from the perspectives of its key stakeholders. It sought to uncover contemporary issues in the tourism industry, to examine the capacity and context for which issues can be addressed and overcome, to achieve a future for accessible tourism in New Zealand.

Design/methodology/approach

Under the interpretive paradigm, original, exploratory research was conducted. Semi-structured interviews were carried out with ten key New Zealand tourism industry stakeholders who agreed to participate in the research. Qualitative data were thematically analysed. The following five key themes inductively emerged from the data: “Accessibility as a human right: Developing a culture of accessibility”; “Accessible tourism: Good for business?”; “Bottom-up, market-led approach”; “Leadership from the top: Moving from apathy to action”; and “Meeting somewhere in the middle”. The five themes correspond to themes evidenced in the wider literature and present propositions for the future development of accessible tourism in New Zealand.

Findings

Findings revealed stakeholder opinions of an industry exemplifying minimal awareness and consideration for accessibility. Accessibility was perceived to be an issue of social change, requiring the achievement of a cultural shift where accessibility is envisioned as a cultural norm necessary for the future. Whilst top-down leadership and support were deemed pertinent, ownership and accountability were seen to be crucial at the lower, operational levels of the industry. A “meeting in the middle” was reported necessary to see the leveraging of a greater push towards accessibility and emphasising more prominently, what has been and can be done, moving forward into the future.

Originality/value

This paper provides original insights into the current and future scope of accessible tourism in New Zealand from the perspectives of its stakeholders. The key themes derived from the research assist knowledge for aligning the industry on a pathway towards achieving the necessary awareness and collaboration required in order to offer accessible tourism experiences to all.
