This article examines staff participation and involvement in Swiss public organisations that are undergoing major administrative change. Officially, the new public management reforms have the following objectives: more organisational autonomy; increased organisational flexibility and adaptability; more responsiveness; and greater productive capacity. All these objectives are intended to be attained, in part, by increasing staff participation and involvement. After evaluating some of the new public management projects the paper identifies a number of obstacles which are preventing the achievement of government objectives. The paper concludes that the reforms are producing contradictory expectations that may be undermining the achievement of the government reforms.

Many researchers have addressed students as consumers and considered their online searches to choose a university as typical buying behaviour. The myriad features of digital information enable universities to conveniently and quickly reach educational markets at a relatively low cost. Consumers’ market choices can usefully be interpreted in terms of their cultural perceptions. To encourage Web viewers to make repeat visits to, and remain longer on, their websites, it is critical for international universities to understand local and regional viewers’ perceptions and preferences regarding non-text Web messages through the lens of culture. The purpose of the current study is to address the need for, and the challenge presented by, glocalising the text and non-text aspects of university websites by investigating Arab consumers’ perceptions of these websites.
The sampling frame comprised 200 residents from the Emirate of Abu Dhabi, including 100 high school students and 100 stakeholders, with equal proportions of Arabs and non-Arabs. Illustrations and images were used in the questionnaire to collect respondents’ perceptions about university websites from a cultural perspective.
This study identifies a need to glocalise the non-text and website messages of international universities that are aiming to penetrate educational markets in the Emirates.
This study clearly identifies the segment that is most receptive to a “glocalised” website communication strategy of international universities: Arab students, aged 16 or above, and educated stakeholders, expect to view academic information on websites, as do viewers everywhere, but prefer this information to reflect the values and traditions of Arab culture.
The increasing inflow of students from the Gulf region to the United Arab Emirates, instead of their usual choice of European or Western educational destinations, has motivated international universities to envisage the Emirates as a location for their campus expansions. An understanding of the approaches of Arab viewers to the websites of international universities through the lens of culture is essential for bridging the literature gaps that currently persist in the area of digital promotion and social marketing.

THE first number of a new volume of THE LIBRARY WORLD offers an occasion for brief retrospect and reflection. For seventeen years the magazine has appeared regularly, untrammelled by official connexion and presenting a catholic view of libraries and the library profession. It began its career at a time when discussions of methods such as open‐access, classified cataloguing, and even library bulletins, created an excitement which they rarely create now; and in these and all subsequent discussions THE LIBRARY WORLD has endeavoured to keep level with, or even in advance of, the best opinion of the day. The leading men in the profession—both living and dead—have contributed to these pages; and altogether the magazine has stood consistently for progress, for advanced methods, and for the importance and dignity of the librarian's office.

The purpose of this paper is to inform the business management literature that focuses on the perceptions of business professionals towards the multidimensional and highly complex concept of corporate social responsibility (CSR).
This study is based on a sample of 118 Greek business executives/middle managers having different functional positions. A questionnaire based on the works of Quazi and O’Brien (2000) and Welford et al. (2007) was designed and used for data collection.
Key findings denote occupational health and safety, benign environmental management as well as responsible production methods as the top CSR priorities. Two different CSR viewpoints emerged from the factor analysis reflecting a pragmatic and a more socially responsive interpretation of corporate responsibility. Cluster analysis confirmed such contrasting perspectives allowing the partition of data in distinctive groups according to the relative inclination on either of the identified viewpoints. Similarity measures obtained from cluster analysis also verified the different CSR positions.
The paper explores CSR perceptions, as predictor factors of CSR performance, in three different groups of Greek business professionals. It contributes to the literature of CSR perspectives from South-East European countries where there is a distinct lack of empirical studies on managerial attitudes.
