Abstract

Purpose

The purpose of this paper is to review the challenges for disaster risk reduction (DRR) by local governments and local implementation of the Hyogo Framework for Action (HFA) as the global DRR guideline.

Design/methodology/approach

Based on a survey on 20 tasks identified in “A guide for implementing HFA by local stakeholders”, HFA implementation by local government is analyzed to identify priorities and the gaps. The target group for the detail analysis was the Makati city DRR coordinating council (MCDRRCC).

Findings

The survey reviewed how multi‐stakeholders involved in local DRR perceive these HFA 20 tasks, which revealed trends and gaps within their work. The result showed that Makati currently places more emphasis on HFA 1, but revealed some gaps in the area of HFA 4. While suggesting a set of recommended actions for Makati, the analysis also revealed how these gaps were addressed in its recent action plan. MDRRCC demonstrated a case for local platform for DRR in terms implementing the actions and addressing the challenges through proper coordination among stakeholders.

Research limitations/implications

Since local HFA implementation is relevantly new area, its applicability needs to be examined further considering linkages between national and local governments.

Originality/value

This paper is unique since the original data were collected from the survey. Makati city case proposes a model of local platform for comprehensive DRR actions along with HFA, which provides value added approach contributing to the ISDR Campaign. The case of Makati provides an on‐going model process of a local platform for DRR which can be leant by other local government for possible replication.

Abstract

Purpose

The purpose of this paper is to provide an update of the United Nations International Strategy for Disaster Reduction (UNISDR) campaign on Making Cities Resilient.

Design/methodology/approach

An opinion piece written by the Director a.i. of UNISDR and the Editors of the International Journal of Disaster Resilience in the Built Environment.

Findings

The campaign will continue and the focus will shift to more implementation support, city‐to‐city learning and cooperation, local action planning and monitoring of progress in cities.

Originality/value

Continued advocacy will seek to commit more cities and increase the support by national governments to support city resilience and local capacities.

Abstract

Purpose

As a result of awareness of the increasing school accidents in recent years and severe damage to school infrastructure by Typhoon Morakot, this paper seeks to discuss the current natural disaster prevention education strategy in Taiwan and investigates the seriously damaged schools from Typhoon Morakot.

Design/methodology/approach

Methods of analysis used in this paper include aerial photo interpretation of landslides and debris flows with the aid of field investigation and spatial rainfall distribution by GIS analysis. Additionally, the reasons attributed to the schools’ damages and disaster prevention education strategies in schools after Morakot are discussed.

Findings

After an overall review of the current disaster prevention education programs, the following items are to be stressed in disaster prevention education as a result of studying the effects of Typhoon Morakot: integration of disaster prevention education into formal school curricula; teacher training for campus disaster prevention education; development of a coalition of campus and community‐based disaster management; and study of the impact of climate change and school vulnerability. School infrastructure safety evaluation and risk assessment, education materials and design activities for psychological recovery after disasters, and the connection of school safety management and community‐based disaster prevention are deemed urgent after Typhoon Morakot in Taiwan.

Originality/value

The current achievements of disaster prevention education in Taiwan include the development of operation and support mechanisms, curricula development and experimental schools selection, development of teacher training program, the popularization of disaster prevention education, the development and use of learning materials, and the determination of an effective assessment mechanism. It is expected that disaster prevention education will become part of the formal school curricula. School safety and vulnerability assessments as a result of climate change and student psychological recovery following disasters are urgent lessons to be implemented after learning from the results of Typhoon Morakot in Taiwan.

Abstract

Purpose

In the event of a disaster, educational institutions like schools serve as lifeline buildings. Hence, it is crucial to safeguard these buildings for the communities that may depend on the school as a disaster shelter and aid center. Thus, this paper aims to conduct a multihazard risk assessment survey at 50 schools (with 246 building blocks) in Dehradun.

Design methodology approach

The past few decades have witnessed the impact of multihazard frequency in Uttarakhand, India, due to the geographical features of the Himalayas and its neo-tectonic mountain-building process. Dehradun is the capital of Uttarakhand state and comes under seismic zone IV, which is highly prone to earthquakes.

Findings

The hazard assessment is divided into two types of surveys: first, building-level surveys that include rapid visual screening, nonstructural risk assessment and fire safety audit, and second, campus-level surveys that include vulnerability analysis for earthquake, flood, industrial hazard, landslide and wind.

Social implications

This paper will list several gaps and unrecognized practices in the region that increase the schools’ multihazard risk. The study’s outcome will help prioritize the planning of disaster awareness, retrofitting execution, future construction practices and decision-making to minimize the risk and prepare the school for the upcoming disasters.

Originality value

Physical data were collected by the author to determine the multihazard risk analysis in 50 schools in the Dehradun District of Uttarakhand, India. The building- and campus-level surveys have been used to generate a database for the retrofit and renovation process for each individual school to use their budget fruitfully and in a planned way. The survey conducted is more effort and a more detailed risk evaluation which necessitates effectively mitigating and ensuring the potential safety of the region’s schools.
