Abstract

Purpose

The purpose of this paper is to present evidence to the heated debate “whether Public-Private Partnership (PPP) model should be introduced into the hospitals” and, if so, how to promote the social sustainability of such PPP projects.

Design/methodology/approach

This paper has established an analytical framework to analyse the social sustainability of PPP projects. Using content analysis method, a single case study was carried out on the Northern Beaches Hospital in Sydney, Australia.

Findings

The results show that there are many problems related to social sustainability in the project, due to which employees and patients were exposed to most of them. Some recommendations are provided, including to strengthen the supervision of the project, provide sufficient information, establish communication channels and stakeholder participation, improve hospital policies and procedures, and strengthen government support.

Practical implications

This paper can provide guidance for the stakeholders in a partnership, including the public and private sectors, to analyse the social sustainability implications, and then plan and implement hospital PPP projects to achieve social sustainability goals. Meanwhile, it can also provide important reference for the employees, patients, local community and society to assess social sustainability issues, and provide relevant inputs to inform decision-makers in the development, delivery and management of hospital projects.

Originality/value

The research will contribute to knowledge of social sustainability of hospital PPP projects. The proposed analytical framework can be used to analyse and assess the social sustainability of such projects from the perspective of stakeholders.

Abstract

Purpose

To test a social-psychological model of public acceptance of highway infrastructure projects in the Chinese architecture/engineering/construction industry.

Design/methodology/approach

Through a comprehensive literature review, we established a social-psychological model of public acceptance related to benefit perception, risk perception and public trust. We empirically validated our model by using structural equation model analysis based on a questionnaire survey in the S35 Yongjin Highway Infrastructure Project in Yunnan Province, China.

Findings

Benefit, trust and risk perception had a significant influence on local residents' public acceptance of highway infrastructure projects; benefit perception and trust perception had a greater influence than risk perception. Public acceptance among local male residents over the age of 35 or those with higher education levels was more likely to be determined by the relative dominance of risk and benefit perceived.

Research limitations/implications

This study contributes empirical evidence to the theoretical literature related to locally unwanted land use (LULU) siting and stakeholders in the field of project management from the public perspective. This study also suggests valuable practical implications to authorities, project managers and the public in decision-making and risk communication.

Originality/value

Although previous studies addressed factors affecting public acceptance towards potentially hazardous facilities, understanding of the implications of these social-psychological factors and their effects are still far from sufficient. This study bridges this gap by exploring the determinants of public acceptance towards highway infrastructure projects based on a selected case in China.

Abstract

Purpose

The propose of this study is to focus on the mediating role of compliance with procurement regulatory frameworks in implementing public road construction projects.

Design/methodology/approach

A cross-sectional research design was adopted. Structured questionnaires were developed in a three-step process including generating items, purifying measurement items and validating measurement items. Variables were anchored on a five-point Likert scale because it is an efficient unidimensional scale that ensures all items measure the same thing and widely applicable in construction research.

Findings

The findings show that compliance with a public procurement regulatory framework significantly mediates the relationship between familiarity with a public procurement regulatory framework, monitoring activities, sanction on staff and contractors’ resistance to non-compliance and public road construction project success. However, compliance with a public procurement regulatory framework does not mediate the relationship between the professionalism of staff and perceived inefficiency with public road construction projects’ success.

Research limitations/implications

Limited mediation studies and examples in the public road construction subsector affected this study to comprehensively investigate and compare study findings. Furthermore, the study adopted a cross-sectional research design that limits responses to one point in time. Finally, the study missed out other participants in different organizations and departments that could have had relevant information.

Social implications

The study contributes to public procurement and construction management research fields by uncovering this strong mediating role of compliance with a public procurement regulatory framework that collectively would help the government to implement public road construction projects successfully. Because no single factor can reliably attain objectives, blending these factors through a hybrid governance system would enable the government to achieve value for money, increase the quality and quantity of paved roads and save funds that can be channeled to other priority sectors for economic development.

Originality/value

Despite scholarly efforts to establish project success factors, studies have been limited to factors directly impacting the project success without considering a mediating effect among the factors that affect the success of these projects.

Purpose

One of the solutions to manage large public projects that are complex and difficult to manage is through relationship management. Although formal and relational approaches have been adopted in managing relationships, it is widely recognized that participants from developed and developing economies have different mindsets toward these two approaches. The purpose of this paper is hence to elucidate the more effective practices for managers to manage relationships in large public projects that are in countries of different sizes and stages of development.

Design/methodology/approach

A structured questionnaire survey was conducted. Multiple stakeholders involved in public construction projects in Singapore and China that include public sector clients and consultants, private sector contractors and conszultants, were approached for data collection to provide information on one of their completed large public project.

Findings

Both Singapore and China primarily adopt contractual governance by making rational decisions, pursuing profit and using the contract to guard against trouble. Participants in Singapore are more deeply committed and work more collaboratively than their counterparts in China. Project partners in China build stronger relationships, which may be due to the importance of “guanxi” to conduct business activities there.

Originality/value

The comparative study provides managers with different sets of governance practices to adopt to improve the relationships with public clients in large public projects under different environments. In large public projects in developed countries, participants should rely more on relational practices that show commitment and teamwork, while those in developing countries participate in activities that build up their social networks.

Abstract

Purpose

As an innovation model for infrastructure and public service delivery, public–private partnership (PPP) has been widely adopted around the world. The knowledge spillover effect and policy diffusion mechanism have played an important role in promoting the development of PPP in the context of globalization. A comparative evaluation of the policy and management of PPP in different countries will help to understand the development of PPP, provide decision-making reference for PPP policy embedded with specific national conditions of each country, and also contribute to the global PPP knowledge body.

Design/methodology/approach

Based on the principle of comparability and representativeness, this study selected three countries, namely, China, India, and the United Kingdom for comparative analysis. This study first introduced the policy process and key institutions of PPP in three countries. Secondly, a comparative analysis of the development characteristics and application of PPP was conducted based on the official database of three countries. Finally, the differences, influencing factors and development trends of international PPP development were analyzed based on the comparative research results, and suggestions for PPP policy and management were put forward.

Findings

The research results indicate the development fluctuation and unbalanced spatial distribution of PPPs are a common phenomenon in the three countries. The UK has a significant impact on the policy and development of PPP in other countries. However, under the combined influence of factors such as economic, urbanization, political regime and social culture, there are significant differences in the PPP institution, application, and project characteristics in various countries. Due to international exchanges and knowledge spillovers, as well as the promotion of intermediaries, the development of PPP worldwide tends to converge.

Practical implications

Through conducting an international comparison of PPPs based on project data, this study provides a detailed and visualized overview of PPPs and a better understanding of PPP policy and management in different countries. The findings will be of interest to PPP investors, officers, practitioners, policymakers, researchers, and analysts. It enriches the portrait of global PPP market research, helps governments to improve the design of PPP institutions and policies, and provides references for decision-making of international investors when stepping into a new market.

Originality/value

This study is the first attempt to systematically compare and analyze the global PPP difference and development trend based on PPP project databases of different countries. Different from previous PPP comparative research based on perception data, the project data-based comparative analysis in this study is helpful to understand the characteristics, interrelations, and trends of global PPP development and enrich the existing PPP knowledge body. This study also proposes that it is possible to establish a global PPP knowledge community in the context of globalization and global production network.

Abstract

Purpose

Effective performance management (PM) in public–private partnership (PPP) projects is critical to realizing value for money (VFM). This study aims to provide an in-depth understanding of problems existing in PPP PM and possible avenues for improvement, presenting an experimental system to verify that building information modeling (BIM) and other information communication technologies can improve PPP PM.

Design/methodology/approach

The mixed research method adopted in this study combined empirical research with experimental research. Semistructured interviews were used to ascertain the current situation of PPP PM with the help of Nvivo software. A BIM-based performance management system (BPMS), which combines BIM with Web and Cloud technology, was then constructed to achieve performance monitoring, performance measurement, and performance-based payment. Finally, a case study was introduced to explain the function application of the proposed system.

Findings

The case demonstration verified is found to verify that the developed BIM-based execution framework for PPP PM can effectively guide stakeholders toward achieving mixed PM, promote effective PM, and improve work efficiency with the support of BIM and other information and communication technologies.

Originality/value

Through the development of a BPMS for PPP projects, the effectiveness and efficiency of PM are improved. Practical PM applications are also provided to different stakeholders, through which the key performance indicators and the behaviors of the government and private-sector partners can be monitored to form a more comprehensive and reasonable PM mechanism and promote the realization of VFM in PPP projects.

Abstract

Purpose

The aims of this study are to conduct a systematic review of public–private partnership (PPP) studies published from 2009 to 2019, to compare the results with Ke et al. (2009) who reviewed the PPP literature published from 1998 to 2008, and to trace the evolution of the PPP knowledge in the past two decades. This study also presents the possible directions that the PPP research may go towards in the future, arguably.

Design/methodology/approach

This study carried out a top journal-based search to identify the quality PPP articles published from 2009 to 2019. A total of 12 top-tier construction journals were systematically searched in the database of web of science (WOS), from which 279 PPP articles were identified for review.

Findings

The number of the identified articles, the titles of the journals, institutions, the most cited papers, and prevalent research methods were analyzed and compared. The existing PPP studies in construction journals were classified into seven streams. Through analysis of the PPP research status and gaps, five future research directions were revealed.

Originality/value

This study contributes to the current body of knowledge by revealing the research trend of PPP from 2009 to 2019. It presents the change of PPP development trend in the past decade through comparison with Ke et al. (2009). It also reveals the major research streams and points out the directions that the PPP research may go towards in the future. Moreover, this study is helpful to the practice as well. It can enhance the practitioners' understanding of the PPP development in the past decade. In addition, it identified the research institutions contributing the most in the area of PPP, which may serve as valuable reference for practitioners to locate the best institutions for consultancy or collaboration.

Abstract

Purpose

The purpose of this paper is to validate and elaborate on the preferred risk allocations for Chinese public‐private partnership (PPP) projects.

Design/methodology/approach

A previous two‐round Delphi survey was carried out to identify the preferred risk allocations in Chinese PPP projects. A series of face‐to‐face interviews was subsequently conducted to collect actual risk allocations in some recently completed PPP projects. By comparing the preferred and actual allocations and discovering the reasons behind the differences, an equitable risk allocation scheme was then obtained.

Findings

The comparative analysis showed a great degree of conformity between the two allocation schemes. These interviews effectively reinforce the rationale of the preferred risk allocations, so that they can be considered as equitable for PPP projects in China.

Originality/value

Equitable risk allocation is critical to the success of a PPP project. The findings in this paper are hence important to investors for a better understanding of the risks of PPP projects in China.

Abstract

Purpose

Based on the Chinese government's increased public‐private partnership (PPP) experience in the last decade, they have made a lot of efforts to improve the investment environment. This paper hence aims to conduct a more up‐to‐date evaluation of the potential risks in China's PPP projects.

Design/methodology/approach

As part of a comprehensive research looking at implementing PPP, a two‐round Delphi survey was conducted with experienced practitioners to identify the key risks that could be encountered in China's PPP projects. The probability of occurrence and severity of the consequence for the selected risks were derived from the surveys and used to calculate their relative risk significance index score.

Findings

The results showed that the top ten risks identified according to their risk significance index score are: government's intervention; poor political decision making; financial risk; government's reliability; market demand change; corruption; subjective evaluation; interest rate change; immature juristic system; and inflation. Further analysis was conducted on these risks so that the possible consequence, the most impacted parties, and the preferred allocation are discussed. Recommendations on commercial principles or contract terms between the Chinese government and private consortium are also provided.

Originality/value

These up‐to‐date findings concerning the probability and consequence of key risks would provide a valuable reference for private investors who are planning to invest in infrastructure projects in China.

Abstract

Purpose

To perform well in the risky and competitive international construction markets, foreign investors need to fully understand project delivery process in their targeted overseas markets. Singapore, Beijing, Hong Kong and Sydney were selected to be studied in this paper. The aim of this paper is to provide a comparative analysis of the funding source, organization, regulations, approval process, procurement method, and bid evaluation procedure of public projects in four cities. It also investigated the performance outcomes of public projects in these cities.

Design/methodology/approach

The research method was a multi‐city structured questionnaire survey conducted in Singapore, Hong Kong, Beijing and Sydney. Data were collected from respondents who have been involved in public construction projects. The data collection methods include email and postal surveys and face‐to‐face interviews.

Findings

It was found that Beijing has the largest market of public construction projects among the four cities, and has the most indistinct and complicated project process. The majority of the public clients in the four cities have on‐going projects, suggesting a good level of construction sophistication. Traditional design‐bid‐build delivery method is the most frequently used in Beijing, Hong Kong and Singapore. Most of the respondents in Hong Kong, Sydney and Singapore were satisfied with the project quality and service quality. About 60 percent of the project samples in the four cities experienced budget overrun and schedule delay.

Originality/value

The study adds to knowledge by providing information on procurement of public construction projects in four cities. The findings may inform foreign enterprises that are planning to enter these markets on the ways to deal with public construction projects there. Foreign enterprises that plan to venture other parts of the world may consider the factors identified in this study to evaluate the projects there.
