This paper discusses a knowledge based information retrieval model with hierarchical thesaurus. The model computes the conceptual distance between a query and an object and both are indexed with weighted terms from a hierarchical thesaurus. The hierarchical thesaurus is represented by a hierarchical‐concept graph (HCG) in which nodes represent concepts and directed edges represent generalisation relationships. Rada et al. have developed a similar model. However, their model considered only a binary indexing scheme and revealed some counter‐intuitive results. Our proposed model extends theirs by allowing the index term and the edge of the HCG to be weighted. A new concept mapping method is devised to overcome Rada's counter‐intuitive results. In addition, a scheme for allowing Boolean operators in user queries is provided with a formula for computing conceptual distance from negated index terms. Experimental results have shown that our model simulates human performance more closely than Rada's model.

North Korea is moving in the direction of an open market as China did a generation ago. With a substantial population of 22 million, the country has abundant natural resources and an affordable labor force that are attractive to contract manufacturers, importers of retail goods, and contractors of large turnkey projects. North Korea's strategic location in the Far East offers enormous savings in transportation cost for multinational firms wishing to ship goods to Southeast Asia and Europe. Five reasons to do business with North Korea are analyzed in the report.

A thesaurus may be viewed as a graph, and document retrieval algorithms can exploit this graph when both the documents and the query are represented by thesaurus terms. These retrieval algorithms measure the distance between the query and documents by using the path lengths in the graph. Previous work with such strategies has shown that the hierarchical relations in the thesaurus are useful but the non‐hierarchical relations are not. This paper shows that when the query explicitly mentions a particular non‐hierarchical relation, the retrieval algorithm benefits from the presence of such relations in the thesaurus. Our algorithms were applied to the Excerpta Medica bibliographic citation database whose citations are indexed with terms from the EMTREE thesaurus. We also created an enriched EMTREE by systematically adding non‐hierarchical relations from a medical knowledge base. Our algorithms used at one time EMTREE and, at another time, the enriched EMTREE in the course of ranking documents from Excerpta Medica against queries. When, and only when, the query specifically mentioned a particular non‐hierarchical relation type, did EMTREE enriched with that relation type lead to a ranking that better corresponded to an expert's ranking.

The Hanbo (meaning Korean treasure) scandal or “Hanbogate” occurred on January 23, 1997, with the bankruptcy of Hanbo Iron and Steel Company, the second largest steel company and 14th largest conglomerate in South Korea, as its debt had accumulated to US$5.6 billion. Hanbo's bankruptcy triggered an investigation by the Public Prosecutor's Office that resulted in the imprisonment for 15 years of Hanbo's founder, Chung Tae-Soo, for bribing politicians and bankers to pressure banks to extend hugh bank loans to Hanbo. Nine other persons were also convicted including Chung's son, who was jailed for three years for bribery and embezzlement, and Kim Hyun-Chol, the second son of President Kim Young-Sam, who was sentenced to three years jail and fined US$1.5 million (New York Times, 1997).

From 1953 to 1961, the South Korean economy grew slowly; the average per capita GNP growth was a mere percent, amounting to less than $100 in 1961. Few people, therefore, look for the sources of later dynamism in this period. As Kyung Cho Chung (1956:225) wrote in the mid‐1950s: “[South Korea] faces grave economic difficulties. The limitations imposed by the Japanese have been succeeded by the division of the country, the general destruction incurred by the Korean War, and the attendant dislocation of the population, which has further disorganized the economy” (see also McCune 1956:191–192). T.R. Fehrenbach (1963:37), in his widely read book on the Korean War, prognosticated: “By themselves, the two halves [of Korea] might possibly build a viable economy by the year 2000, certainly not sooner.”

The chapter details the development of one of the most lucrative professional sports for women in the world, while drawing attention to institutionalised issues of racism and sexism in the sport. We discuss the history of women in professional golf, from the roots of the Ladies Professional Golf Association (LPGA), through the modern-day game where women now play for large sums of money each week. We then shed light on the development of a global tour which started with the likes of Annika Sorenstam, Lorena Ochoa, and Se Ri Pak dominating a once Americentric tour, and how the LPGA struggled to embrace this cultural shift via the Five Points of Celebrity marketing plan and the contentious English-speaking rule. The discussion then moves to focal point of the chapter: the US media's reaction to long-time American professional golf coach and former radio broadcaster Hank Haney's disparaging comments before and at the conclusion of the 2019 Women's US Open. Twenty-five articles were collected from US golf and sport media outlets and coded resulting in four themes: (1) a downplaying of the remarks, (2) ambivalence to the women's game, (3) a privileging of men, and (4) a global tour. The chapter concludes with remarks that highlight the media's struggle to find the appropriate framing and language to cover the incident and how an intersectional approach reveals that oppression of women on the LPGA Tour exists beyond gender.

The purpose of this paper is to examine the roots of police corruption, evaluate the effectiveness of anti-corruption measures, and suggest recommendations to prevent and control police corruption in South Korea.

This paper adopts a qualitative approach to identify the key causes and to assess the reform agenda of police corruption in South Korea. In doing so, it introduces a brief history and profile of the police force, explores changes in police corruption, identifies the roots of police corruption, assesses the effectiveness of anti-corruption measures and offers policy recommendations to curb corruption in the South Korean police.

This paper claims that conventional and current anti-corruption measures have not been effective in minimizing police corruption in South Korea. It identifies the scope of police work and duties without proper accountability, a code of silence in police organizations, the low ethical standards of police officers and weak punitive measures against corrupt police officers as the main causes of corruption. Strenuous reform efforts that directly target these causes are needed to reduce corruption in the South Korean police.

This paper will be a useful reference for readers who are interested in why corruption has not been effectively prevented and controlled in the South Korean police.
