Abstract
Purpose
The purpose of this paper is to find the problems in the establishment of Chinese digital publishing policies and regulations system.
Design/methodology/approach
The research is through analysis the digital publishing policies and regulations in China referring to digital publishing macro policies, e-book policies, digital music policies, network animated cartoon policies, network game policies, as well as through examining the legal system (law, administrative regulation, departmental rules, judicial interpretation) in China.
Findings
The paper concludes that the framework of this system should contain three layers, and Chinese digital publishing policies and regulations system will continue to be improved and digital publishing market will be standardized operation. The digital publishing industry policies, digital publishing resource policies, digital technology policies, copyright policies and personnel training policies need for further investigation and research.
Research limitations/implications
Because of the coverage of digital publishing industry is so wide, the policies and regulations which the paper analyzed were not so comprehensive.
Practical implications
It can help the Chinese government make more comprehensive and rational policies and regulations for digital publishing industry and ensure the sustainable development of digital publishing industry.
Social implications
The sound of digital publishing policies and regulations system could create a regular and healthful environment for social community participating spiritual creating and sharing.
Originality/value
The paper proposes that the government should first make clear the basic objectives of the digital publishing policies and regulations system in China and then determine the content of the system. It has a positive significance to promote the establishment the system of policies and regulations in China and can ensure the sustainable development of digital publishing industry.

Abstract
Purpose
The purpose of this paper is to explore the effective mechanisms to balance the “sharing online” and the “copyright protection” of scientific literature in the digital environment, under the existing legal systems in China.
Design/methodology/approach
The paper is through scrutinizing the legal provisions referring to fair‐use, statutory licensing, collective administration of copyright, and information dissemination by a library or through a computer network in current laws of the People's Republic of China, as well as through examining the successful copyright solution in China.
Findings
The paper concludes that statutory licensing plus common‐use licensing is the proper and effective approach in the current situation, while collective management should be enhanced, and technological measures should be strengthened without prejudice to the public interest.
Practical implications
The exploration of copyright solutions could raise law and policy debates, in order to realize scientific literature sharing online and facilitate scholarly communication in the digital age.
Originality/value
The paper describes the possible legal room from scattered provisions of laws and regulations, lists the schemes for scientific information dissemination online in sequence, provides insight into noticeable licensing models and summarizes good experience, and discusses the technological measure issues while giving adaptive suggestions. It is, therefore, of use to scholars, librarians, and practitioners in the library and information field. The suggestions can help modify the copyright laws and the policies as further step.

Abstract
Purpose
The purpose of this paper is to take advantage of Internet of Things (IoT) for intelligent route programming of crowd emergency evacuation in metro station. It is a novel approach to ensure the crowd safety and reduce the casualties in the emergency context. An evacuation route programming model is constructed to select a suitable evacuation route and support the emergency decision maker of metro station.
Design/methodology/approach
The IoT technology is employed to collect and screen information, and to construct an expert decision model to support the metro station manager to make decision. As a feasible way to solve the multiple criteria decision-making problem, an improved multi-attributive border approximation area comparison (MABAC) approach is introduced.
Findings
The case study indicates that the model provides valuable suggestions for evacuation route programming and offers practical support for the design of an evacuation route guidance system. Moreover, IoT plays an important role in the process of intelligent route programming of crowd emergency evacuation in metro station. A library has similar structure and crowd characteristics of a metro station, thus the intelligent route programming approach can be applied to the library crowd evacuation.
Originality/value
The highlights of this paper are listed as followings: the accuracy and accessibility of the metro station’s real-time information are improved by integrating IoT technology with the intelligent route programming of crowd emergency evacuation. An improved MABAC approach is introduced to the expert support model. It promotes the applicability and reliability of decision making for emergency evacuation route selection in metro station. It is a novel way to combine the decision-making methods with practice.
