Abstract

This chapter will examine the interplay among actors who took part in the process of consensus building towards a post-2015 education agenda via different channels of global governance, including both formal and informal channels.

Most of the forums and entities established as part of the global governance structure are composed of representatives from UN or UNESCO member states, civil society organizations (CSOs) and UN agencies. However, each of these categories has diverse constituent groups; representing these groups is not as straightforward a task as the governance structure seems to assume. Therefore, based on interviews and qualitative text analysis, this chapter will introduce major groups of actors and their major issues of concern, decision-making structure, mode of communication and relationship with other actors. Then, based on an understanding of the characteristics of the various channels and actors, it will present the structural issues that arose during the analysis of post-2015 discourse and the educational issues that emerged as the shared concerns of the ‘education community’. While most of the analysis to untangle the nature of discourse relies on qualitative analysis of texts and interviews, the end of this chapter will also demonstrate the trends of discourse in quantitative terms.

What was the post-2015 discourse for the so-called education community, which in itself has an ambiguous and virtual existence? The keywords post-2015 and post-EFA provide us with an opportunity to untangle how shared norms and codes of conduct were shaped at the global scale.

Abstract

This chapter explores how state–business relations (SBR) in the Arab world influence public policy on industrial clusters and the resulting economic benefits from these clusters on innovation and productivity. The main SBR actors are identified as the state, big capitalists (or tycoons), and small and medium business managers and owners (entrepreneurs). The framework used here focuses on interactors' power relations. Such power relations are reflected in the ability/inability of the state to enforce its will with less consultation with and/or favorite treatment to nonstate actors. It is also reflected in the ability/inability of nonstate actors to act individually or organize in order to defend their interests and influence government policy formulation and implementation. Such power relations are reflected in the ability of nonstate actors to organize – especially entrepreneurs – and the level of favoritism provided by state officials to tycoons. The power dynamics in SBR lead to different SBR modes and different economic outcomes, one of which is the development of industrial clusters and how efficient they are in fostering innovation and productivity in Arab countries. This chapter suggests that the development of industrial clusters in the Arab world necessitates institutional reform, addressing the power relations governing SBR in the region. A more open political system allowing the independence and growth of broad-based business associations and curbing favoritism is necessary for realizing the benefits from implementing recommended policies, leading to cluster development and reaping the economic benefits from such development. Using statistical and regression analysis, empirical evidence supporting these arguments is provided.

Abstract

Purpose

Information and communications technology (ICT) is the driving force and key enabler of a knowledge economy. The purpose of this study is to identify the critical ICT indicators that foster the development of the knowledge economy and its main pillars (education, innovation and economic and institutional regimes) in Oman.

Design/methodology/approach

The study used a qualitative approach and conducted four Delphi studies on four groups of experts (ICT experts, educators, innovation experts and economists) in Oman.

Findings

The results indicated that the most commonly top-listed ICT indicators of a boost in the country’s knowledge economy are related to the national level (total research and development expenditure on ICT, ICT patents as a percentage of national total and ICT as an overall priority for the government), firm level (the proportion of businesses using the internet, the proportion of businesses using computers and the proportion of businesses with a Web presence), and inhabitant level (mobile phone subscribers per 100 inhabitants, internet subscribers per 100 inhabitants and personal computers per 100 inhabitants).

Originality/value

ICT is the driving pillar of a knowledge economy. The literature indicated that most of the ICTs for development studies are conducted in developed countries; hence, there is a great need for investigations in the context of less developed economies such as Oman. This study can provide insights for the country on how to develop and exploit ICT to boost the development of the overall knowledge economy and its pillars and to provide guidance for exploiting ICT to gain economic value. Oman’s vision for 2020 and 2040 aims at economic diversification; the knowledge economy is a critical aspect of the country’s economic diversification. In addition, the literature indicated that the relationship between ICT and development is still not clear; hence, this study provided some insights into the context of knowledge economy development.

Attempts to present a commentary on a few recent attempts at constructing a composite index of human development, and in the process briefly traces the trends in thinking that show marked shifts from economic growth to social development and to further human development. Shows that national income still remains an important indicator of overall development, and further, that various methodologies of compositing several indicators of development into one index produced broadly similar rank ordering of the nations.

Abstract

This study1 seeks to identify and propose a model for measuring and assessing the level of sustainability in housing environments based on a range of indicators. With this intention, the article is composed of four main parts. In the first part, the relationship between sustainability and housing is presented based on previous research; in the second part, a theoretical framework is put forward for sustainable housing. Then in the third part, sustainability indicators are discussed thoroughly within the context of indicator frameworks. In this section, the development, selection and measuring processes of indicators are also introduced. Finally in the fourth part, the model for measuring and assessing the level of sustainability in housing environments is presented. It is believed that this model will be used as a tool in the decision-making processes for the future development of existing housing settlements and their environments.

Abstract

The transformational prospects of the United Nations' 17 Sustainable Development Goals (SDGs) are doubtless. Nonetheless, finding the appropriate implementation mechanisms to accomplish these goals and their targets and deliver on the promise of Agenda 2030 is proving challenging. Using publicly available documentary evidence from Voluntary National Reviews and Sustainable Development Reports, we analysed the progress of environmental SDG implementation in BRICS (Brazil, Russia, India, China, South Africa) and MINT (Mexico, Indonesia, Nigeria, Turkey) countries. The findings reveal an overall implementation progress level of 64% and 62% in BRICS and MINT, respectively. Relatively, countries in BRICS outperformed their MINT counterparts in five of the six environmental SDGs analysed. Our assessment broadly notes a promising engagement with environmental SDGs in these blocs, albeit with limited progress, and the presence of impressionistic practices in reportage of successes compared with challenges. We highlight the critical environmental goals and areas for practical actions to accomplish Agenda 2030 moving forward. The study specifically draws the attention of policymakers to issues of climate action (SDG13) and affordable and clean energy (SDG7), where immediate actions are needed to ramp up environmental actions. Given the limited time left to accomplish Agenda 2030, the findings of this study provide timely insight into the environmental SDGs that are at risk of failure in these developing countries. The study significantly implicates developing countries' ability to achieve Agenda 2030 and provides practical and actionable policy measures that are urgently needed to address the situation.

Goal 16 of the SDGs concerns ‘Peace, Justice and Strong Institutions’. Specifically, Goal 16 states ‘Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels’. Among the targets of this goal (Target 16.5) is to ‘Substantially reduce corruption and bribery in all their forms’. Undoubtedly, the recognition and inclusion of corruption and bribery among other relevant governance aspects is laudable and necessary. This chapter examines and analyses the relationship between corruption and sustainable development, assesses regional performance through the indicators for achieving Target 16.5 of the Sustainable Development Goals and proposes other indicators and policy frameworks for improved performance toward substantially reducing corruption and bribery in all their forms.
