Abstract

Purpose

The study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.

Design/methodology/approach

This study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.

Findings

The paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.

Originality/value

The study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.

Abstract

Purpose

The purpose of this paper is to survey the sustainability of management practices followed by local authorities, and their impact on the preservation of World Heritage cities, taking the Old City of Salamanca as a case study.

Design/methodology/approach

After a brief introduction to the difficult role of World Heritage properties in the sustainable development of cities, the main concerns of their management practices are presented. The paper then surveys the Old City of Salamanca: before, during and after nomination, using the Auditorium project as an illustration of the threat of new development to the outstanding universal value and the difficulty in regulating it. Finally, the paper discusses the risks of inefficient management practices of such properties.

Findings

This survey revealed the inexistence of any management practices uniformly followed by local authorities for the preservation of the Old City of Salamanca. As a result, new urban developments risk destroying the property's outstanding universal value.

Practical limitations/implications

This paper discusses the evidence that can help local authorities of the Old City of Salamanca to understand the impact of poor management practices on their World Heritage property. This should also be informative and helpful to local authorities from other World Heritage sites which are dealing with similar situations.

Originality/value

This survey contributes to the expert area of sustainable development and urban heritage preservation that is demanding attention from both academia and practice.

Abstract

Purpose

The purpose of this paper is to examine the decision‐making process related to the inscription of properties on the World Heritage List.

Design/methodology/approach

Consideration is given to the general framework provided by the 1972 World Heritage Convention, and elaborated by the World Heritage Committee in the Operational Guidelines for the Implementation of the Convention.

Findings

The paper examines the tasks and responsibilities of each partner to the World Heritage process, from the State Party to UNESCO and the Advisory Bodies. There is a panorama offered from the changes and trends that have impacted the decisions, including a number of cases as examples. Finally, the paper proposes some improvements to the system, taking into account the role of each stakeholder.

Originality/value

This is the first paper examining the theme concerned.

Abstract

Purpose

As one of the nearest and most important groups of resource guardians, local teenagers are an important force for current and especially future world heritage protection. Nurturing their awareness of world heritage protection is an important way to achieve the sustainable development of world heritage sites (WHS). The purpose of this paper is to present a case study of local teenagers of Tai’an city in China with the aim of examining how they have developed consciousness of their role as “world heritage guardians.”

Design/methodology/approach

Semi-structured interviews are used to examine the awareness of 15 local teenagers on world heritage protection. The interview results are then qualitatively analyzed by using a systematic coding process.

Findings

The analysis shows that the formation of the guardianship role is realized through three dimensions: recognition, emotion, and action, which are subjected to role awakening, role identifying, and role strengthening stage by stage. The personal experiences of the interviewees, as well as the impact from surrounding groups both serve to influence the formation of their role as “world heritage guardians.”

Research limitations/implications

The framework constructed in this study on the development of teenagers’ role consciousness cannot only apply to world heritage and environmental contexts in terms of awareness of the need for conservation, but be used toward behavioral studies of other age groups.

Practical implications

The findings can be used as a practical guide for school teachers, government officials, and heritage managers to better carry out educational programs in terms of heritage tourism and sustainable development of WHS for teenagers.

Originality/value

The teenagers’ population is underrepresented in the literature in terms of community involvement with world heritage. This study is meaningful because the focus is on improving local teenagers’ awareness of the value and importance of world heritage and their preservation.

Abstract

Purpose

In partnership with UNESCO's Oral Archives Initiative, the authors have set out to capture the voices of those who have played a significant role in the creation and early development of the World Heritage Convention. The recorded interviews with the men and women who were active participants in this early period are designed to supplement the existing literature and voluminous documentation from the statutory and expert meetings. The uniqueness of this World Heritage research project is the important role that the voices of the pioneers will play in illuminating the successes and failures, the struggles and triumphs of the early years. This paper aims to share some of the findings.

Design/methodology/approach

The selection of the first group of interviewees has been made on the basis of the importance of the person's involvement in World Heritage matters, age, diversity of interests and geographical distribution. The interviews are structured with specific questions to identify key issues and cases that have affected the development of the World Heritage system. Topics are explored and teased out, adapting to the experience of each interviewee.

Findings

To date, the authors have interviewed 31 participants from all geographical regions of UNESCO. The interviews have created a rich and diverse tapestry of information, concepts and opinions on the early days of the World Heritage Convention. Participants in the project have been generous with their time and passionately candid in their views. In this paper, the authors offer a glimpse into the results of this research by presenting some samples from three interviews.

Originality/value

The interviews provide a unique and original viewpoint on the creation and early implementation of the World Heritage Convention. Preliminary results point to a deeper understanding of the forces that led to the creation of the convention and the leadership role played by certain individuals in transforming these ideas for international cooperation into reality. At the completion of the project, this data set of interviews will be deposited in the UNESCO Archives for consultation by future generations of researchers.

Abstract

Purpose

The purpose of this paper is to outline the strategies, policies and tools used in the World Heritage city “Old town of Regensburg/Germany with Stadtamhof” to face specific challenges. Even in a short period of time the city set up a management system which is working with an integrated approach to deal with all World Heritage issues.

Design/methodology/approach

Theoretical and practical UNESCO guidelines are the framework for each World Heritage property. On the local, regional and national level there are a multitude of parameters and stakeholders that must be integrated into the management of urban World Heritage properties to ensure that they are safeguarded.

Findings

This paper makes proposals on how to implement sustainable integrated World Heritage management, giving practical examples on how to include various stakeholders.

Practical limitations/implications

This paper is not a comparative case study using a variety of other World Heritage sites for comparison. The individual structures and different heritage values need specific and adapted solutions in each UNESCO World Heritage site. Nevertheless some of the tools, strategies and policies described can be transferred to other historic cities. Depending on size, number of inhabitants, intensity of tourism, as well as ownership, economical environment, governance, etc., the model has to be adapted to the specific local situation.

Originality/value

This paper presents a novel integrated World Heritage management approach for urban World Heritage sites, describing new tools and strategies to sustainably integrate cultural heritage in the urban development.

Abstract

Purpose

This article aims to raising awareness on the potential of the application of the Heritage Impact Assessment (HIA) methodology – developed by ICOMOS in 2011 – with a focus on UNESCO World Heritage sites that are characterized by a widespread presence of vernacular architecture, one of the most vulnerable and fragile typologies of heritage.

Design/methodology/approach

Starting from a theoretical introduction about the recognition of vernacular heritage into the international non-governmental panorama, and the dynamics that are mostly affecting it, the present contribution focuses on the case study of the Chora of Patmos (Greece), a UNESCO World Heritage site since 1999. The research has been carried out as follows: (1) comparative analysis of selected literature for the theoretical part; (2) field research; (3) interdisciplinary research for understanding the features of the site and assessing potential risks; (4) project design and assessments of the potential impacts.

Findings

The pivotal application of the HIA method on the case study of Patmos highlighted the importance of the methodology as an essential tool for facilitating management and safeguarding WH sites from possible threats due to development projects on vernacular architecture.

Originality/value

The originality of the research presented here lies in the connection between three different topics: vernacular architecture, Heritage Impact Assessment and Sustainable World Heritage Management. In fact, its goal is to bring cultural heritage management and sustainable development closer together, by emphasizing that HIA should not be used as a tool to hinder development, but as a practice for shaping and evaluating projects that might alter or compromise the integrity and authenticity of WH sites in a sustainable and balanced way.

Abstract

Purpose

Planning for Jaipur City in Rajasthan, north-western India, which was added to the World Heritage List in 2019, considers the surrounding hills and water systems. Rapid urbanisation is currently placing strain on the area, and natural resources and city green spaces are deteriorating. A multidisciplinary team of academicians, researchers and practitioners was assembled under the Heritage Place Lab (HPL) initiative with the aim of developing a research agenda to complement the city's Special Area Heritage Plan (SAHP) that is currently in development.

Design/methodology/approach

Given the complicated urban structure of Jaipur, an interdisciplinary approach involving experts from various fields and engagement from all levels of the city's stakeholders was necessary. The partnership proceeded following the parameters provided under the HPL to jointly build a research agenda focussing on the management challenges of the World Heritage Site.

Findings

The co-produced research programme narrowed its initial emphasis on documenting of the natural heritage of the city to reflect the functions it served in a social setting. It was also revealed that the conflicting nature of activities within the World Heritage Site is caused by overlapping jurisdictions of several administrative and legislative components.

Originality/value

Jaipur, examined here by an interdisciplinary Research-Practice Team, provides a valuable and unique case study for heritage management, particularly given that most historic cities in India are facing comparable concerns surrounding urbanisation with rising pressures on natural resources.

Abstract

Purpose

The purpose of this paper is to demonstrate that there was a non-Eurocentric approach being attempted at Borobudur in the 1970s and 1980s. From the case of Borobudur, this research aims to provide lessons for better management practices by clarifying the development of the buffer zone concept and its potential impact on communities.

Design/methodology/approach

The paper will examine an empirical literature study using topographic maps, contracts between Governments of Indonesia and Japan, documents concerning the Park Project and local newspapers as well as a sequence of one-to-one and group interviews with the key persons who were involved in the Park Project including villagers at Borobudur.

Findings

The development of the Borobudur Archaeological Park began in 1979 and marks an important shift in thinking about buffer zones from a monument-centric approach to the consideration of the wider context and approaches to community participation in the context of international heritage management.

Originality/value

There has not yet been a detailed study concerning the progression of the Borobudur Park establishment and implementation of the buffer zone concept per se, and its impact on local community members. Furthermore, crucial management planning documents for the establishment of the Borobudur Archaeological Park have yet to be analysed by scholars. One of the documents is entitled the Updated Former Plans and Schematic Design for Borobudur and Prambanan National Archaeological Parks Project (Updated Plan). The Updated Plan is in principle not disclosed to the public and can only be viewed with permission of the Indonesian authorities thereby lessening opportunities for research to be undertaken on how the Japan International Cooperation Agency Master Plan was modified and the Park Project was executed in the 1970s and 1980s. The author opportunely received permission to access to the Updated Plan by the authorities on 23 November 2012, which made this study possible to pursue.

Abstract

Purpose

The purpose of this paper is to assess the extent to which Great Zimbabwe World Heritage Site has contributed to the sustainable development of the local people who live in its vicinity. What is critically important to underscore is the value of the site to society.

Design/methodology/approach

The relevant data were collected through questionnaires, personal interviews and site visits.

Findings

The paper reveals that cultural heritage has affected sustainable development of local communities living in its vicinity in social and cultural terms. There is promotion of Shona traditions through exhibitions and selling of curios by local people at community projects such as the Shona Village and the Great Zimbabwe Nemanwa Craft Centre. The two projects also generate revenue to the local communities. However it was established that a number of benefits from the site such as employment creation are temporary and unsustainable. The main challenge for effecting sustainable development to local communities is lack of community participation.

Originality/value

Most researchers are arguing that sustainability of cultural heritage is much more difficult compared to natural heritage but the findings reflect that cultural heritage through Great Zimbabwe World Heritage Site could be an essential engine and valuable resource for sustainable development.
