Abstract

Purpose

Integrated care presents health workforce planners with significant uncertainty. This results from: (1) these workforces are likely in the future to be different from the present, (2) integrated care's variable definitions and (3) workforce policy and planning is not familiar with addressing such challenges. One means to deal with uncertainty is scenario analysis. In this study we reveal some integration-supportive workforce governance and planning policies that were derived from the application of scenario analysis.

Design/methodology/approach

Through a mixed methods design that applies content analysis, scenario construction and the policy Delphi method, we analysed a set of New Zealand's older persons health sector workforce scenarios. Developed from data gathered from workforce documents and studies, the scenarios were evaluated by a suitably qualified panel, and derived policy statements were assessed for desirability and feasibility.

Findings

One scenario was found to be most favourable, based on its broad focus, inclusion of prevention and references to patient dignity, although funding changes were indicated as necessary for its realisation. The integration-supportive policies are based on promoting network-based care models, patient-centric funding that promotes collaboration and the enhancement of interprofessional education and educator involvement.

Originality/value

Scenario analysis for policy production is rare in health workforce planning. We show how it is possible to identify policies to address an integrated care workforce's development using this method. The article provides value for planners and decision-makers by identifying the pros and cons of future situations and offers guidance on how to reduce uncertainty through policy rehearsal and reflection.

Abstract

Purpose

The purpose of this paper is to identify and review the leadership challenges in workforce planning, paying special reference to adult social care primarily in England (UK) whilst raising leadership issues that have international resonance.

Design/methodology/approach

This is a viewpoint which presents a distillation of key issues, challenges and relevant literature spanning workforce planning, human resources and social care.

Findings

The paper finds that growing demands on services, rising expectations for personalised care and support, together with the provision of safe and effective joined up care are some of the key drivers facing social care and wider public services. Leaders need to ensure a robust data and evidence base, sound interpretation of intelligence as well as building integrated approaches to workforce planning both within and between services.

Practical implications

Workforce leadership provides the bedrock to ensuring social care builds the workforce required for the future. As services undergo redesign and transformation the workforce planning task is more important now than ever and is a key responsibility for every organisation's leadership, including chief executives, commissioners and workforce specialists.

Originality/value

Workforce planning in social care is afforded relatively little attention and the analysis presented in this paper provides the stimulus for debate.

Abstract

The casual nature of employment in the construction industry makes planning human asset requirements a vague exercise. Human resource information systems (HRISs) offer a means of coping with these problems through improvements in the reliability, accuracy and accessibility of the human resources (HR) information. Aimed at improving the understanding of construction HRISs, interviews were carried out with three leading construction companies in Australia. The HR needs of the companies were examined by identifying the HR‐related functions and activities conducted, the internal and external users of HR information, the type of data needed, and the specific purpose of those data. Twenty‐three HR activities were identified and grouped into seven major functions: project management and control, strategic planning, review and analysis, employee profile, employee performance, HR development, payroll and accounting support, and information systems outside the company. The HR information for each function was established. The findings of this study may facilitate the development of a HRIS for construction companies.

Abstract

Purpose

The purpose of this paper is to stimulate a wider debate around the coordination of workforce planning in non-statutory services (in this case, specialist housing for older people or those with long-term health and social care needs, such as learning disabilities). The authors argue that current NHS reforms do not go far enough in that they fail to include specialist housing and its workforce in integration, and by doing so, will be unable to optimise the potential efficiencies and streamlining of service delivery to this group.

Design/methodology/approach

The paper used exploratory study using existing research and data, enhanced by documentary analysis from industry bodies, regulators and policy think tanks.

Findings

That to achieve the greatest operational and fiscal impact upon the health care services, priority must be given to improving the efficiency and coordination of services to older people and those requiring nursing homes or registered care across the public and third sectors through the integration of service delivery and workforce planning.

Research limitations/implications

Whilst generalisable and achievable, the model proposed within the paper cannot be fully tested theoretically and requires further testing the in real health and social care market to evidence its practicality, improved quality of care and financial benefits.

Originality/value

The paper highlights some potential limitations to the current NHS reforms: by integrating non-statutory services, planned efficiency savings may be optimised and service delivery improved.

Abstract

Purpose

This paper discusses how educational policies have shaped the development of large-scale educational data and reviews current practices on the educational data use in selected states. Our purposes are to: (1) analyze the common practice and use of educational data in postsecondary education institutions and identify challenges as the educational crossroads; (2) propose the concept of Data Literacy (DL) for teaching (Mandinach & Gummer, 2013a) and its relevance to researchers and stakeholders in postsecondary education; and (3) provide future implications for practices and research to increase educational DL among administrators, practitioners, and faculty in postsecondary education.

Design/methodology/approach

We used two guiding conceptual frameworks to analyze the common practice and use of educational data in postsecondary education institutions and identify challenges as the educational crossroads. First, we used the 4Vs of Big Data by Rajan (2012) to examine the misalignment between the policy mandate and the practices. The elements of the 4Vs of Big Data – volume, velocity, variety, and veracity – help us to depict how Big Data enables educators to organize, store, manage, and manipulate vast amounts of educational data at the right moment and at the right time. Second, we used the conceptual framework for DL proposed by Gummer and Mandinach (in press). They interpret DL “as the collection, examination, analysis, and interpretation of data to inform some sort of decision in an educational setting” (p. 1, in press).

Findings

Using the guiding frameworks, we identified four educational data crossroads as follows:

Crossroad 1: Unintended Increase in Workload Volume;

Crossroad 2: Unrealistic Expectations of Data Velocity;

Crossroad 3: Data Variety in Silos; and

Crossroad 4: Data Veracity and Policy Agenda Mismatch.

In this paper, we explain each of these crossroads in more detail with some examples.

Originality/value of the paper

Much of the existing body of literature, exemplary practices, as well as federal and state funding has been focused on K-12 education contexts. In this paper, we identify current practices and challenges of educational data in the institutions of higher education. Additionally, this paper presents the application of the exemplary practices of data literacy development in postsecondary education and implications for future practices of data literacy development in postsecondary education.

Abstract

Purpose

The COVID-19 pandemic has shone a light on long-standing, structural race inequality in Britain. This paper aims to review historic patterns of ethnic diversity among the workforce employed in services for older people to present some of the lessons that can be learned from the pandemic.

Design/methodology/approach

A historical overview was undertaken of research about ethnic diversity in the social care workforce.

Findings

Too often, the ethnic diversity of the social care workforce has been taken as evidence that structural racial inequalities do not exist. Early evidence about the impact of coronavirus on workers from black and minority ethnic groups has led to initiatives aimed at reducing risk among social care employers in the independent sector and in local government. This offers a blueprint for further initiatives aimed at reducing ethnic inequalities and promoting ethnic diversity among the workforce supporting older people.

Research limitations/implications

The increasing ethnic diversity of the older population and the UK labour force highlights the importance of efforts to address what is effective in reducing ethnic inequalities and what works in improving ethnic diversity within the social care workforce and among those using social care services for older people.

Originality/value

The ethnic makeup of the workforce reflects a complex reality based on multiple factors, including historical patterns of migration and gender and ethnic inequalities in the UK labour market.

Abstract

Purpose

The purpose of this paper is to identify the elements of effective policies and processes to inform future health professional regulation reforms and practice in the Emirates.

Design/methodology/approach

This study is based on qualitative exploratory methodology. Methods of data collection and analysis included document analysis of the relevant literature, newspapers (as featured on their online websites), policy documents and official statistics. In-depth semi-structured interviews were conducted with key stakeholders, including employers in the health and higher education sectors in Ras Al Khaimah, human resources managers, regulators and public health professionals and scholars.

Findings

This paper brings to light the issues of maldistribution of the medical workforce, Emiritisation and examines implications for more effective medical workforce governance in the United Arab Emirates (UAE).

Originality/value

First, the study provides policy recommendations for medical workforce governance in the context of UAE. Next, empirical studies on health workforce governance in the Middle East’s Gulf Cooperation Council are lacking and primarily focus on the international mobility of expatriates. The study addresses the lack of empirical studies on this topic in the UAE. Third, the UAE is a fertile ground for research on medical workforce governance and, more broadly, the mobility of health professionals due to its economic diversification strategy and thriving medical tourism industry.

Abstract

Purpose

In this chapter, we apply diffusion of innovation theory and the theory of management fashion to examine the diffusion trajectory of human resource (HR) analytics in a U.S. context. We focus on the role mass media plays in influencing the diffusion process and address two research questions. First, does the mass media on HR analytics make observable the positive outcomes of HR analytics and is this related to increasing HR analytics adoption over time? Second, does the mass media on HR analytics show evidence of management trendsetting rhetoric?

Methodology/approach

We analyze published popular trade, business press, and peer-reviewed academic articles over a decade using a big data discourse analytical technique, natural language processing.

Findings

We find preliminary evidence that suggests that although the media has broadcasted positive outcomes of HR analytics, adoption has tailed off. In concert with the tailing off of HR analytic adoptions, the media appears to be recasting HR analytics as solving newer problems such as managing talent. Whether this shift makes a difference has yet to be determined.

Practical implications

Business press appears to influence the adoption process, both by broadcasting positive outcomes and through creating management fashion trendsetting rhetoric.

Social implications

To promote the use of HR analytics, academic institutions and the HR profession need to train HR professionals in the use and benefits of HR analytics.

Originality/value

We lay the groundwork to improve our understanding of the role media plays in influencing how new HRM practices spread across organizations. We introduce the application of an emerging big data analytic technique, natural language processing, to analyze published media on HR analytics.

Abstract

The chapter assesses the state of research and gender-specific data in maritime shipping and ports. This is crucial for implementing and promoting Sustainable Development Goal 5 ‘Achieve gender equality and empower all women and girls’ in the sector under study. Moreover, the present chapter examines whether progress has been made regarding the availability of gender-related data and research in the port sector.

An extensive review of the literature covering gender-related research in the shipping and port sectors going back to the pre-1990 period has been carried out. Next, data from the Port Performance Scorecard established under the United Nations Conference for Trade and Development (UNCTAD) TrainForTrade (TfT) Port Management Programme (PMP) is analysed, covering the 2015–2020 period. Last, this research is complemented by the results of a survey conducted in 2021 across UNCTAD’s TfT port network.

The literature review identified the main gender dimensions affecting maritime shipping and ports, namely health, empowerment, economic, and education. These results were completed by insights generated by the analysis of gender-related data obtained through selected member ports of the UNCTAD TfT PMP. Overall, the data provided information about the state of play and the existing data gaps and limitations relating to mainstreaming the gender dimension in maritime shipping and ports. It confirmed that traditional stereotypes about the type of job functions that can be fulfilled by women remain prevalent in these two sectors. In this context, the chapter concludes that improving data availability and accessibility in maritime shipping and ports is imperative to advance research and evidence-based policymaking that promote gender equality in maritime transport. Closing the data gap and refining data on gender across the maritime supply chain sector is therefore key. As available data are insufficiently accessible and highly aggregated and which in turn limits the analytical scope, the present chapter recommends that a framework for a Maritime Shipping and Port Gender Equality and Diversity Index be established while leveraging existing data and efforts, including by UNCTAD.
