Abstract

Malaysia is one of the developing countries which is progressing in terms of infrastructural facilities, but the country is facing a problem of having very low growth in population and this led to the frequent migration of workers with language proficiency to come to the country as foreign workers, language proficiency implications among which is causing injury to workers in the construction especially foreigners as they are getting it difficult to understand instruction during operations, safety guides and interpreting safety warning signs due to their low language proficiency. Because of this, the research aimed to reduce the rate of accident happening among the foreign workers and, therefore, the research sets three objectives: the research identified the common types of accidents faced by foreign workers due to language proficiency in construction sites, the research also investigated the extent to which language proficiency is affecting foreign workers and lastly provides an effective communication method that will help to minimise the rate of these types of accidents. The research found that language proficiency is causing several types of accidents that comes with different injury cases ranging from non-severe, severe and fatal once of about 44% of the total accident cases happening in the Malaysian construction industries.

Abstract

Using Becker's ‘taste for discrimination’ model, the chapter analyzes the current legislation against wage discrimination and finds it counterproductive. Using a costly apparatus of auditing, detecting and fining violators does not deliver results. If a fine is levied on discriminators and reimbursed to the disadvantaged workers in order to undo the discrimination, it affects equally the demand for and the supply of those workers, because their expected wage includes the fine, and has no real effect. If the fine is collected and kept by the government, it shifts employment away from the workers it seeks to help, to others, depressing the total employment. In contrast, levying a tax on the favored workers effectively curbs discrimination in the labor market. A quota is a possible substitute for a tax with questionable side effects. Affirmative action is in essence a sort of tax on employing favored workers, only administered in an indirect, clumsy and costly way. Yet, the chapter explains its humble impact in the right direction. An explicit and direct tax would do much more and with a negative cost. Alternatively, subsidizing the disfavored workers is a costly but as effective policy that, in addition, boosts total employment.

Abstract

Unions and worker cooperatives have long represented distinct approaches to building worker voice. This paper draws from observations of the work of the “Co-op Exploratory Committee” of 1199SEIU, the nation’s largest union local, which is seeking to expand the development of unionized worker cooperatives. Described by Martin Luther King, Jr, as his “favorite” union, 1199SEIU has a storied history of organizing frontline healthcare workers and includes large numbers of women of color and immigrant workers among its membership. Since 2003, it has also represented workers at Cooperative Home Care Associates, the nation’s largest worker cooperative. Drawing from discussions among union officials, co-op leaders, and rank-and-file union members about the potential role of unionized worker cooperatives within the labor movement, the paper examines the creative tension between stakeholder and democratic logics in efforts to expand this model. It argues that continued union decline, heightened interest in economic alternatives, and systemic frailties exposed by Covid-19 may create new opportunities for building unionized worker co-ops at scale.

While innovative work practices (IWPs), such as self-directed teams and performance related pay, have become commonplace in firms around the world, little is known about their nature and effects in emerging market countries. This study uses new data collected from face-to-face interviews with large samples of workers from two manufacturing firms in Lithuania in 2005 mainly to investigate hypotheses concerning the effects of IWPs on firm and worker outcomes. In these cases we find: (i) the range of IWPs is limited though particular IWPs, notably self-directed teams, are strongly evident; (ii) in view of the historical legacy, the incidence of some outcomes, notably monitoring, was surprisingly high; (iii) typically self-directed teams positively impact worker outcomes, notably job satisfaction and employee involvement, though effects on monitoring and effort are less frequent; (iv) typically equity ownership and bonuses do not affect worker outcomes, though positive impacts on effort and peer monitoring sometimes are found; (v) the evidence for complementary effects of teams and performance pay or financial participation is very weak. In the main, these findings do not support the mutual gains theory that IWPs positively impact both firm and worker outcomes.

Abstract

The explicit assumption in most literature on educational and skill mismatches is that these mismatches are inherently costly for workers. However, the results in the literature on the effects of underqualification or underskilling on wages and job satisfaction only partly support this hypothesis. Rather than assuming that both skill surpluses and skill deficits are inherently costly for workers, we interpret these mixed findings by taking a learning perspective on skill mismatches. Following the theory of Vygotski on the so-called “zone of proximal development,” we expect that workers who start their job with a small skill deficit, show more skill growth than workers who start in a matching job or workers with a more severe skill deficit. We test this hypothesis using the Cedefop European skills and jobs survey (ESJS) and the results confirm these expectations. Workers learn more from job tasks that are more demanding than if they would work in a job that perfectly matches their initial skill level and this skill growth is largest for those who start with a small skill deficit. The learning opportunities are worst when workers start in a job for which they have a skill surplus. This is reflected in the type of learning activities that workers take up. Workers with a small skill deficit are more often engaged in informal learning activities. Finally, workers who started with a small skill deficit are no less satisfied with their job than workers who started in a well-matched job. We conclude that a skill match is good for workers, but a small skill deficit is even better. This puts some responsibility on employers to keep job tasks and responsibilities at a challenging level for their employees.

Abstract

The popular press often touts workforce demographic diversity as profit enhancing because it may reduce the firm's communication costs with particular segments of customers or yield greater team problem-solving abilities. On the other hand, diversity also may raise communication costs within teams, thereby retarding problem solving and lowering productivity. Unfortunately, there is little empirical research that disentangles the above countervailing effects. Diversity in ability enhances the team productivity if there is significant mutual learning and collaboration within the team, while demographic diversity may harm productivity by making learning and peer pressure less effective and increasing team-member turnover. We evaluate these propositions using a novel panel data from a garment plant that shifted from individual piece rate to group piece rate production over three years. Because we observe individual productivity data, we are able to econometrically distinguish between the impacts of diversity in worker abilities and demographic diversity. Teams with more heterogeneous worker abilities are more productive at the plant. Holding the distribution of team ability constant, teams composed of only one ethnicity (Hispanic workers in our case) are more productive, but this finding does not hold for marginal changes in team composition. We find little evidence that workers prefer to be segregated; demographically diverse teams are no more likely to dissolve, holding team productivity (and hence pay) constant, than homogeneous teams.

Milkerie1 worker cooperative was created after a yearlong labor fight against a factory closure announcement. By creating the coop, Milkerie’s workers set out to prove that if workers were given more decision-making power in the economy, it would be possible to create a more inclusive economy that values worker labor and provides them wage-based livelihoods. This chapter describes the historical conditions that the cooperative emerge, shaped its business model and governance structure. If cooperatives are believed to propose an alternative to capitalist enterprises, the case of Milkerie shows how the market pressure turns activism, that is, various types of unpaid voluntary labor, into simple jobs, that is, activities codified by task description and time frame, limiting the possibility to re-imagine the economy collectively.

Abstract

The ideal worker norm refers to the belief that employees can and should be singularly devoted to work. Our purpose is to understand the extent to which workers buy into various components of ideal work and how unpopular components of the ideal worker norm persist. We hypothesize they persist, at least in part, because of pluralistic ignorance. Pluralistic ignorance entails situations in which most people privately reject a norm, but incorrectly assume others accept it.

Drawing on original survey data, we examine the extent to which US workers subscribe to a range of factors described in the ideal work literature. We test the pluralistic ignorance hypothesis by comparing workers’ agreement with, and their perceptions of their coworkers’ agreement with, these factors.

We find workers embrace some components of ideal work. Yet, regardless of gender or parental status, they dislike those components that involve working extremely long hours and prioritizing work at the expense of personal or family life. In addition, regardless of gender or parental status, workers experience pluralistic ignorance with respect to those components that involve prioritizing work at the expense of personal or family life.

Our findings suggest that researchers distinguish between different components of ideal work. They also suggest that everyone – not just women or parents – desire work–family balance. Lastly, because people often behave in ways that are congruent with what they mistakenly believe to be the norm, our findings suggest workers may unintentionally perpetuate family-unfriendly workplace standards.
