Abstract
Purpose
This paper aims to extend the theory relating to knowledge sharing barriers and enablers in the public sector information and communication technology (ICT) project context.
Design/methodology/approach
A case study method was used whereby project managers from each of the seven departments of the Victorian Public Sector in Australia were interviewed about their knowledge sharing practice. A semi-structured interview instrument based on Riege’s (2005) barrier framework was used to explore the barriers to knowledge sharing that they experienced as part of their work.
Findings
The study found that many of Riege’s (2005) barriers did not apply in the public sector ICT project environment, demonstrating that context matters. In addition, five enablers were identified, resulting in a new model of enablers and barriers to knowledge sharing in public sector ICT projects.
Research limitations/implications
This study focuses on a single case, the Victorian Public Sector, and consequently the results are not generalisable. Future research should explore the applicability of the model in other public sector ICT project contexts.
Practical implications
The study highlights the relationship between knowledge sharing and the project manager and the role it plays in project delivery. The model presented provides a starting point for public sector practitioners to develop their knowledge sharing practice, potentially enhancing project outcomes in the process.
Originality/value
This study examines barriers to knowledge sharing in an under-researched context, that of the public sector ICT project environment. It builds on current theory and provides insights for practitioners in the public sector.

Abstract
Purpose
Virtual work presents new challenges for managers compared to using ordinary, face‐to‐face work practices. The purpose of this paper is to show how different virtual work types are related to different challenges that require different managerial and co‐operation approaches.
Design/methodology/approach
Empirical data were gathered during a period of two years using a questionnaire (3,156 respondents from 323 companies representing different Estonian service sector branches) and interviewing.
Findings
The paper concludes that a higher level of work virtuality leads to a lower level of work satisfaction, mainly due to inappropriate management techniques and problems related to information and communication technology‐mediated communication.
Research limitations/implications
The sample consists of only service sector organizations, limiting generalization of the results to the practice of manufacturing companies.
Practical implications
The results will help managers of service organizations to prepare and choose appropriate management techniques for working with virtual workforce.
Originality/value
The paper shows that service sector organizations operate with different degrees of virtuality that lead to different challenges and consequently require different management techniques.

Abstract
Purpose
This study aims to develop and validate a scale to measure innovative culture in work teams of the public sector (ICT).
Design/methodology/approach
A mixed research design was followed. An initial literature review and a qualitative study identify the possible dimensions that give content to the construct of the innovative culture. Subsequently, two quantitative studies are carried out to explore the measurement scale and provide evidence of its reliability and validity.
Findings
The results show that the ICT construct is composed of ten dimensions and likewise, exhibit internal consistency and evidence of validity.
Originality/value
This study attempts to provide an additional contribution to the conceptualization and measurement of innovative culture, through the development of a scale that consolidates the different dimensions proposed by the authors. Besides, the scale developed is the only one, as far as we know, that has been created to evaluate innovative culture in work teams.

Abstract
Purpose
ICT projects, especially in the public sector, can have a substantial impact on society but are challenging due to organizational and technological complexities and uncertainties. Collaborative and cooperative project delivery models, namely, the project alliance method, can mitigate such challenges, but, thus far, have not been utilized in information and communication technology (ICT) projects. The purpose of this paper is to explore and understand the cross-field transfer process through which the project alliance model was applied to the ICT field from the construction sector.
Design/methodology/approach
An inductive case study of the ICT project alliance early stages was performed. Data were collected from the first known ICT alliance project, conducted in the context of the Finnish public sector digitalization.
Findings
The findings show how the activities of institutional entrepreneurs impact the cross-field transfer process during the ICT project alliance’s early stages. Furthermore, the results illustrate the characteristics of an ICT project alliance and compare those with more traditional project alliances.
Originality/value
The topic and results of the study are original and contribute to institutional research by identifying and studying the micro-level processes associated with the cross-field transfer process. The study also builds an initial understanding of a new method of organizing ICT projects and contributes to the project alliance literature. The managerial implications of the findings allow project practitioners to understand the emerging characteristics of an ICT project alliance, and enable managers in the ICT field to adjust and prepare their own organizations and processes for the application of the project alliance model.

Abstract
Purpose
The aim of this study was to appraise the delivery of information communication technology (ICT) projects and identify key determinants for stakeholder integration.
Design/methodology/approach
Given that empirically, little was known about stakeholder integration in the ICT sector and its influence or effect on project delivery; qualitative method was used. Forty-seven semi-structured interviews were carried out to derive senior project practitioners and policymakers' constructs of stakeholder integration and infrastructure performance improvement of ICT projects. The verification and validation of the proposed assessment tool were achieved through the use of focus group discussion.
Findings
As established in this research study, there is a need for project delivery teams to evaluate the level of stakeholder integration, the formulation of a project business case, the project processes and issues of compliance and regulation in ICT projects. What is evident in the findings of the study is that the management model adopted for the stakeholders in the Kenyan ICT sector ought to make communication the fulcrum of their engagement.
Originality/value
The inferences made herein are critical in contributing to knowledge regarding the ICT infrastructure project management terrain in developing countries. There is evidence in the study to conclude that the concept of stakeholder management and integration has implications for the sustainability of ICT projects. One of the issues that predominantly featured in the research was the input of stakeholder integration in terms of project sustainability.

Abstract
Purpose
The purpose of this paper is to provide a discussion of the way that teams and leaders interact over the life cycle stages of a project and how trust and confidence plays a vital part in this intimate relationship. Key issues relevant to this discussion are the nature of projects, the nature of trust and commitment and leadership style.
Design/methodology/approach
A case study was undertaken of an information and communication technology project delivered by an information technology (IT) company to a Hong Kong public sector organisation. The study extended over the whole of the project and data was gathered on how the leadership styles of individuals in “leader” positions of a project affected project management process success and failure from a critical historical event perspective. The study was considered over four stages: project initiation and design; development; testing and cut over; and finally project acceptance.
Findings
This paper highlights personnel changes in the leadership team. Issues relating to the leadership team of the public sector organisation and IT company are then explored, analysed and discussed. The source and use of power from the perspective of project delivery team leaders and the public sector organisation are explored to analyse how the adopted leadership style influenced the degree of trust and commitment exhibited by participants at each stage. Results suggest that team members should be considered as key project stakeholders and building their trust and confidence in the project leadership group is vital.
Practical implications
The paper explores cultural national issues that affect leadership style that are particularly relevant in a Confucian cultural context. While findings from one study cannot be more generally applied they do help to build our understanding of processes at work and what critical incidents influence the way that these unfold – in this case, the way that leadership style affected the organisational form for example.
Originality/value
Each case study is unique. This study provides particularly rich insights into the project and its characteristics across each stage of the project and so it contributes to the body of casework that helps explain the implications of how history, culture and context shapes the emergence of a particular leadership and followership style.

Abstract
Purpose
Agile methodologies are widely used to manage the technical complexity of software development, and project governance can provide feasible means of organizational support for complex project success. The purpose of this paper is to: analyze the project governance practices of public sector organizations, illustrate what kind of impact these practices have on agile software projects and describe the tensions of agile project governance.
Design/methodology/approach
The research is based on qualitative research strategy and applies elaborative logic with analyses of three case projects in the Finnish public sector.
Findings
The findings of the research describe how project governance practices can be categorized into six dimensions: business case, contracting, controlling, steering, decision-making and capability building. The results illustrate how these practices either support or detract the performance of agile projects. The results also show that there are two interfaces to agile project that create most tensions to governance – the public sector and technology.
Originality/value
The study contributes to both project management and information and communication technology theories by combining technical aspects of agile methodologies with micro-level project governance practices. The study also adds original value to academics by introducing the new concept of “agile project governance.” The results of this study will allow public sector project organizations to design appropriate governance mechanisms for agile projects, and to identify the challenges and tensions that need to be considered and managed in the process.
