In August 1977, the Division for Library Services awarded Library Services and Construction Act Title III funding to a proposal submitted by Denise B. Erwin, Director of the Instructional Materials Center, School of Education, University of Wisconsin‐Madison, for a planning grant to identify and document the need for “Cooperative Media Review Centers” in the State of Wisconsin. This grant provided money for an eight month period to conduct the study and, based on the findings, to submit a report which would include a plan for the development and implementation of such an evaluation program. This proposal was based on work done previously, nationwide in scope and widely reported in the library press.

Web-based courses are a practical way to engage in meaningful discussions with learners from a diverse set of communities. By gathering online to learn about a topic, learners can form communities that transcend geographic and political boundaries. This paper aims to investigate a partnership between the University of Wisconsin-Madison (UW-Madison) and Wisconsin Library Services, which brought open access online learning to thousands of lifelong learners around the state of Wisconsin. “Changing Weather and Climate in the Great Lakes Region”, a massive open online course the UW-Madison launched in 2015, paired a regional focus with face-to-face discussions at 21 public libraries to deepen learners’ personal connections to the subject matter. Through strategic partnership, targeted course development and marketing of events, intimate local discussion sessions and statewide events provided fora in which Wisconsin residents would explore changing weather and climate with university faculty, staff and students.

This paper uses a case study approach and firsthand interview feedback from librarians, library staff and university faculty and staff who were leading the effort.

This paper explores the lessons learned and practical implications from the project and offers insight into libraries and universities looking to engage specific communities in non-credit online learning projects into the future.

This effort was a first of its kind partnership for the University and the State of Wisconsin.

Librarians are becoming more accustomed to using output and performance measures to assess library services. However, in an era of limited funds and increasing accountability, we also need to turn our attention to analyzing library productivity in terms of staff performance and dollars expended. We can benefit from sharing that information with other librarians in order to provide a basis for interpreting our findings. Useful data on productivity can be derived from current, published library statistics.

On April 2, 1987, IBM unveiled a series of long‐awaited new hardware and software products. The new computer line, dubbed the Personal Systems 30, 50, 60, and 80, seems destined to replace the XT and AT models that are the mainstay of the firm's current personal computer offerings. The numerous changes in hardware and software, while representing improvements on previous IBM technology, will require users purchasing additional computers to make difficult choices as to which of the two IBM architectures to adopt.

The following classified, annotated list of titles is intended to provide reference librarians with a current checklist of new reference books, and is designed to supplement the RSR review column, “Recent Reference Books,” by Frances Neel Cheney. “Reference Books in Print” includes all additional books received prior to the inclusion deadline established for this issue. Appearance in this column does not preclude a later review in RSR. Publishers are urged to send a copy of all new reference books directly to RSR as soon as published, for immediate listing in “Reference Books in Print.” Reference books with imprints older than two years will not be included (with the exception of current reprints or older books newly acquired for distribution by another publisher). The column shall also occasionally include library science or other library related publications of other than a reference character.

For a number of reasons, I have decided to begin this issue of VINE with an editorial. In the first place, as many of you will already know, at the end of June I gave up my post as Information Officer for Library Automation in order to become an Assistant Librarian in the Applied Sciences Library of University College, Cardiff. Since the Information Officer for Library Automation is ex officio editor of VINE, this means that I will also be handing over responsibility for this publication to my successor, when he or she is appointed. Unfortunately, there will be a hiatus before my successor can take over, so that for a short while, I will continue to edit VINE. However, because of my commitments in Cardiff, I will be unable to provide news of recent developments in U.K. library automation as I formerly did. Thus, in this issue of VINE and the next, I will concentrate on descriptions of automated library systems which I visited whilst on a study tour of North America in April and May of this year. Once my successor takes over, VINE will revert to being a source of up‐to‐date information about automation in specifically U.K. libraries.
