The tragedy of the War has come very close to librarians in the death of Mr. W. G. C. Gladstone, M.P., from wounds received in action in Flanders on April 14th. About two years ago he became interested in the new Libraries Bill, and took charge of it in the House of Commons. He worked assiduously, and his historic name, and his genial, unaffected manner won over men on all sides of the House, insomuch that the backers of the Bill included members of every political complexion. War has intervened, and prevented the Bill's progress, and now our Parliamentary leader has given his life for a greater cause. Regret for his loss is widespread throughout the country, and no one will feel it more keenly than librarians.

Abstract
It is a well known fact that bacteria play a large part in the success or failure of the satisfactory production of dairy products, but the role of yeasts and moulds should not be overlooked. These living organisms, commonly known as fungi, are the next higher form of life in the vegetable world after the bacteria stage. Their form of growth resembles the growth of plants in that they reproduce by budding, and their spores, analogous to the seeds of plants, are the means whereby many species propagate further generations. The yeast cell is much larger than the ordinary bacterium, so that it is possible to study them with the aid of much lower magnifications. When grown on solid media the yeasts give colonies not unlike those of bacteria except that the edges of the colonies are less defined, the colonies themselves project well above the surface of the media, and their surfaces are usually of a rough appearance. A good example of mould growth is that of the ordinary “green mould.”—Yeasts usually prefer to grow on the surface of liquids, and moulds are found to grow most vigourously on solid or semi‐solid media, such as meat, cheese, butter, etc. The growth of bacteria in the media hinders the simultaneous growth of the fungi, so that it is only after the media has become too acid for the growth of bacteria that yeasts and moulds are able to grow. In support of this theory it has been found that fungi will grow on the surface of sterile milk, but ordinary fresh milk containing bacteria is not a suitable media as the fungi cannot compete with the bacteria. It is found, therefore, that only bacteria proliferate in fresh milk. However, when milk has become sour bacterial growth is arrested, and it is then that mould growth becomes perceptible. The fungi tolerate a relatively large amount of acid. Media used for their cultivation is generally standardised to a ph of about 4.5. The optimum temperature for their growth is in the region of 75°–90° F. Some species will grow at 32° F., others even below this temperature. Low temperatures are not lethal to the fungi, so that when infected products are removed from cold storage growth may occur. The temperatures required to kill them and their spores generally falls between 130°–180° F. Most yeasts are killed at temperatures above 120° F., while their spores may have to be exposed to higher temperatures.

In this chapter, I suggest three conceptual tools developed by William R. Freudenburg and colleagues that characterize the failure of institutions to carry out their duties – recreancy, atrophy of vigilance, and bureaucratic slippage – are of use beyond environmental sociology in the framing of the September 11, 2001 disaster. Using testimony and findings from primary materials such as the Senate Select Committee on Intelligence and House Permanent Select Committee on Intelligence Joint Inquiry hearings and report (2002, 2004a, 2004b) and the National Commission on Terrorist Attacks Upon the United States (2004) alongside insider accounts, I discuss how Freudenburg’s tools have the potential to theorize institutional failures that occur in national security decision making. I also suggest these tools may be of particular interest to the U.S. intelligence community in its own investigation of various types of risk and failures.

Abstract
In 1934 the Milk Marketing Board came into being, and with it the “Milk in Schools Scheme.” and all its promises to provide millions of school children with milk “approved” by County Medical Officers. Much effort has been made on school milk in this county. Often it is found that the milk “approved” does not reach the schools, but other milk does, which has not been covered by the arrangements made by the county council with the Ministry of Agriculture's veterinary staff. This is usually discovered when a school sample is found tuberculous, and arising from the subsequent enquiry. The steps taken as practised in this county are: (a) The proposed producer and supplier is visited, and his methods and cows inspected. (b) A sample of the “bulk” milk is procured for cleanliness and disease tests (the test for tubercle bacilli takes six weeks—this is unfortunate, but it is the best our laboratories can do). (c) The supply to the school is “approved” and the veterinary surgeon of the Ministry is requested to clinically inspect the herd quarterly—(no authority exists to tuberculin test cows without permission of the owners). Visits to schools are made frequently and samples of milk are tested from time to time. Those schools situated in convenient areas in the county receive “pasteurised” milk, which, incidentally, does not always satisfy the requirements of law, despite the cry often heard that pasteurisation is the cure for all unsatisfactory milk. The supplier has to be relied upon to deliver the “approved” milk—if he does not, the control instigated is somewhat lost, except the milk he is actually delivering is tested about once in three months. As there are some 250 schools taking milk this work is considerable. What control is operative in other counties I cannot say, but it is felt that the control of milk supplied to children leaves very much to be desired. As previously stated, steps ought to be taken to direct, wherever possible, “tuberculin tested” milk into the schools. At present this milk is largely wasted. Suppliers to schools, in the main, are not desirous of the business, and decline it whenever possible. County councils are also active through their agricultural and advisory departments. Very useful work had been done in this direction, but such activity is non‐statutory, and the Dairy Instructors may only visit farms when help is requested. The scope of this work has been enhanced by the inclusion in the war agricultural departments of a milk production section. Thus a further staff has been created, which possesses new sampling officers to sample milk, after it has been sold and received at the collecting depots throughout the country. This staff, which at the moment is declared to be for war time only, probably supersede numerically all the peace time milk administrators. The reasons for setting up the war time staff is to prevent losses of milk due to bad production, and to increase production. It is obvious that if the peace time arrangements could be consolidated, and a bold administration proceeded with, to compel the producers and others to comply with the law on the subject, there would be no need for a new body, which probably will remain after peace comes. What is needed, and this has been the case for many years, is a real drive for clean, disease‐free milk. The position as outlined in this lengthy statement is not due to the present emergency. The muddle has been in operation throughout all the past. What is required, in my opinion, is modification of the legislation whereby all the administrative control of milk, other than marketing (which the Milk Marketing Board can manage), is brought under the control of a central authority. If county councils are to continue in the post‐war period I am of the opinion that this body should be that central authority. One department, possessing the necessary classes of full‐time officers, including a section for educational and advisory work, could effectively and uniformly administer the law, which would result in the clean, safe milk which England craves for. I think it would be too much to hope for, whereby the Ministry of Agriculture's veterinary staffs might be included once more on the county council staff. On second thoughts, it may be well that they remain where they are, provided the staffs are adequate to cover at regular intervals all the herds, with powers to tuberculin test, as well as to clinically examine, when necessary. It has never yet been made a penal offence to dispose of cows which react to the tuberculin test, consequently a producer may, and does, pass tuberculous cows on through the open market to other producers. Surely the sale of such animals should be prevented as a first step to stop the spread of infection, and some means found of gradually eliminating them by destruction. An arrangement could be made whereby the county council staff may work in close co‐operation with the Ministry's veterinary surgeons, mainly by indicating where tuberculous infection exists as a result of milk sampling. The Animal Health Divisions of the Ministry are established throughout the country, each serving a small group of counties with veterinary staffs housed in each county. Such a new beginning would obviate the necessity of “putting the cart before the horse,” which is really the trend of things as seen in the establishment of the National Milk Testing Scheme. This scheme will show that large quantities of milk has a poor keeping quality, because of the lack of inadequate inforcement of the law. I say get the law administered in the first place. I cannot close without touching on the subject of marketing. For years milk producers have not been paid enough for their product. I used to think that better payment would almost solve the dirty milk problem, because this would enable the farmer to pay a wage which would attract the labour of more suitably educated persons who would thereby respond to modern methods. Milking cows properly is not the job for the village idiot: it is highly skilled work. However, judging by the small number of producers who have taken advantage of the Designated scheme, whereby they receive extra payment, doubts arise as to whether better prices would of necessity improve the nature of production. It must be remembered that the law has required milk producers to provide a clean milk, but, because for one reason and another this has not been done, the legislature, by the introduction of the Designated Orders, recognised clean and dirty milk, extra payment being arranged to induce the production of clean milk to those who had hitherto not carried out their legal obligations. All milk should be of one grade, conforming to a bacteriological standard of purity, and eventually all cows should pass periodically the tuberculin test. It is very necessary, however, to pay producers a fair price, and enforcement of the law would thereby become easier. You will never have a pure milk supply by the continuance of a policy of tinkering and patching. The whole set‐up needs altering, and vested interests prevented from barring the way to progress. There are other diseases besides tuberculosis which need dealing with in the interests of agriculture generally, but it seems that tuberculosis is the one which is the most capable of transmitting serious disease to man, with the exception of contagious abortion. The recently introduced plan whereby, for the payment of a premium by the dairy farmer, a periodic clinical inspection of his cattle is undertaken is good as far as it goes, but it is only tinkering about with the few herds which to date have adopted the scheme. Already official samples of milk from such herds have been noted to be tuberculous. In view of the large sum of money which is apparently available, but which in one way or another is being largely wasted, why not embark upon a bold scheme of disease eradication by compulsory methods, instead of the Ministry of Agriculture and Fisheries scheme of “attestation,” which again is voluntary.

Anthropology was a late‐comer to the Caribbean and only after World War II did the study of Caribbean culture and societies become less exceptional. Early in this century when anthropology was first making itself over as an ethnographic science, anthropologists concentrated on tribal peoples. For most of the post‐Columbian era, the Caribbean region, with a few minor exceptions, was without indigenous tribal societies. Even after anthropology turned its attention to the study of peasantries, Caribbean peasantries were ignored in favor of more stable and tradition‐oriented peasant societies in other parts of Latin America. When anthropologists began to study Caribbean peoples in a more serious and systematic fashion, they found that they had to develop new concepts to explain the variation, flexibility, and heterogeneity that characterized regional culture. These concepts have had a significant impact on social and cultural theory and on the broader contemporary dialogue about cultural diversity and multiculturalism.

THE recently concluded Annual Meeting of the Library Association at Birmingham, brought into prominence the fact that a great change has come over the spirit in which all that concerns librarianship is approached. Matters of policy which were formerly tabooed, and methods of work which excited only coldness and distrust, are now discussed openly and without rancour, and everything points to a great advance in progressive ideas in the near future. For example, such a paper as that of Mr. Ballinger on the rate limitation would have received but scant attention a few years ago; but it is accepted now with unanimous approval, and the Association deliberately pledges itself to take immediate steps to approach Parliament on the question. The Association without hesitation abandoned its old attitude of unconcern towards this vital matter, and whether or not it succeeds at first in securing the necessary legislation, it has committed itself to a course which, if persevered in, will ultimately lead to the triumph of the municipalities over the antiquated restrictions of the Legislature. All the old arguments about the unwisdom of approaching Parliament, of meddling with local taxation, of interfering with local feeling, of creating a barrier to the future progress of libraries by frightening communities which have not yet adopted the Libraries Acts; all these, and other arguments of a similar sort, have been quietly dropped, and a thoroughly business‐like attitude adopted instead. This would have been impossible even five years ago, and the result obtained is certain evidence of a complete change of opinion in this direction. So in other equally important matters. It was only necessary to go about a little among the librarians at Birmingham to ascertain that the old‐time conservatism which once held the field is rapidly disappearing. While some of the older men cling in a half‐hearted way to their old gods, there is not lacking, even on their part, a disposition to discuss sanely and sympathetically some of the more recent methods which have been proposed for the development and improvement of libraries. With the younger men the ideal is even higher, and their aspirations after perfection stronger and more genuine. There is a general agreement among them that collections of books which are not made available to the public in the most thorough way, by means of analytical and descriptive cataloguing, classification, open access, and liberality of regulations, may as well as not be dispersed. They are agreed that improvement in the status and condition of Public Libraries can only be secured by convincing the people that they are managed on the most scientific and useful lines, and that they are being made a vital part of the national machinery for the general, technical, artistic, and scientific education of the whole of the people. Something of this spirit could be observed in the discussions on cataloguing, but it showed with even greater strength in the conversation of the great majority of the librarians who think, read, observe, and abstain from public talking. But even among some of the older men, who have in their time condemned both catalogue annotations and exact classification, there was noticeable a distinct change of feeling towards these outcomes of the progressive library spirit. The Morning Leader of September 23rd, in an article on “The Free Library,” signed by “Zenodotus,” seems to have completely overlooked this important change and all that it means for the future. It refers to a period in the history of the Library Association somewhat remote from Birmingham in 1902; and however much we agree with the writer as regards the feebleness of the Association in one or two respects in which it compares unfavourably with certain privately subsidised enterprises of the American Library Association, the fact remains that the average member is alert and anxious enough for all‐round improvement. The whole tone of the Birmingham meeting of 1902 was progressive, and there is no doubt that so much activity and interest will ripen into important developments before long. We have seldom seen meetings so fully attended or discussions followed so closely, and these are hopeful signs of an approaching period of advancement along modern progressive lines. There is no reason why the Library Association, once freed from certain reactionary elements which led to stagnation, should not keep abreast with modern developments in library practice in all departments, and be the means of leading its members to an appreciation of higher and more advanced work than has hitherto been possible.

Under this title an interesting article by Thurman B. Rice, M.D., was published in the July issue of the Monthly Bulletin of the Indiana State Board of Health. Dr. Rice tells us that it is customary in the U.S.A. for the Boards of Health to require certificates of health from all food handlers, and that a conscientious examiner would even refuse to issue a certificate if the applicant had eczematous hands or open sores on the hands or face. This seems a most excellent precaution and one which might well be studied with due consideration in this country. Unfortunately, certain unscrupulous physicians apparently overcome the inconvenience of giving a thorough examination, and cases are known where 140 blanks, certifying that as many persons were free from all transmissible disease, were signed in two hours—and also where pads of blanks have been signed and the names filled in later by the restaurant manager as employees began to work. After referring to the care and cleanliness required in the preparation of the food itself, Dr. Rice points out that, should a case of food poisoning occur, the health authorities should be informed immediately and all suspected foods should be interned and kept in a condition which will guarantee as little change as possible—usually refrigeration at a very low temperature. The layman, on hearing of a case of food poisoning, is very prone to suspect those articles of food consumed at the last previous meal—while the significant article may have been eaten a day, or more, before—or, in the case of typhoid fever, two weeks before. Dr. Rice continues by telling us that we should always remain in the most jovial of moods at the dining table, and that causes for anger, fear, disgust, or any other unpleasant major emotion should be avoided. Also complaining, nagging criticism and sarcastic remarks at the table are most injurious to the flow of the gastric juice. We refrain from comment upon the effect of the restaurant orchestra, which has at times, we feel sure, been the cause of much “ criticism and sarcastic remarks ”; also the most careful and jovial diner (even after reading Dr. Rice's article) surely cannot fail to stimulate a little “anger” at the waiter who served the latecomers at the adjoining table before his good self? As a means of preventing epidemics from food sources, Dr. Rice recommends cleanliness, character, intelligence and good health in the workers; adequate equipment, alertness and supervision from the management; and the practice of the principles of the modern science and art of epidemiology in the board of health.
