Abstract

Purpose – This chapter elucidates the post–Second World War development of Western agricultural policy. It focuses primarily on the influence that the European Union and the United States have had on global policy evolution.

Design/methodology/approach – The chapter draws on historical sources and other secondary data.

Findings – The chapter documents how agriculture was never seen as a sector commes les autres. Agricultural exceptionalism became practice, never falling easily under the rubric of those organisations, like the General Agreement on Tariffs and Trade or the World Trade Organization, that were designed to reduce impediments to trade. As a result, trade in agricultural goods even today remains tightly controlled by national governments, seen most clearly with the EU's Common Agricultural Policy. Further, the chapter documents the rise of productivism in the West, where the search for ever more, and cheaper, calories provided the rationale that bigger is better – bigger farms, bigger machinery, more technology inputs into agriculture, but fewer people working them, and fewer farms, which leads to questions about their sustainability and resilience in an era of climate change. The chapter ends with an acknowledgement of a changed world – where Brazil, China and India exert more influence in international trade negotiations, including those relating to agriculture. Their differing agenda in this area helps to explain, in part, the wreckage of the Doha Round of the WTO.

Originality/value – By identifying the main lines of post-1945 Western agricultural policy, the chapter provides context into which the authors contributing to this volume are able to place their chapters. The chapter also addresses a lacuna in the literature in that it deals with the entire sweep of post-war Western agricultural policy in a way that makes it accessible to the reader.

Abstract

Purpose

The purpose of this paper evaluates the effects of the Great Western Development (GWD) policy on agricultural intensification, land use, agricultural production and rural poverty in western China.

Design/methodology/approach

The authors collect county-level data on land use, input application, grain crop production, income, poverty and geophysical characteristics for 1996–2005 and use a quasi-natural experimental design of difference-in-differences (DD) in the empirical analysis.

Findings

Results suggest that the GWD policy significantly increased the grain crop production in western China. This increase resulted from higher yield, with increased fertilizer use and agricultural electricity consumption per hectare, and more land allocated to grow grain crops. The policy also increased land-use concentration, reduced crop diversity and alleviated rural poverty in western China.

Originality/value

This paper makes three contributions. First, the authors add to the growing literature on the GWD policy by evaluating its effects on farm household decisions and exploring the mechanisms and broad socioeconomic impacts in western China. Second, the authors take advantage of a quasi-natural experimental design to improve the identification strategy where input use, land allocation, production and off-farm labor participation are all endogenous in a farm household. Third, the authors explore a long list of variables within one integrated dataset to present a comprehensive picture of the impact of the GWD policy.

Abstract

Purpose

China's economy has transformed from a high-speed growth phase to a high-quality development phase. The agriculture sector has grown substantially since the economic reform in 1978. Considering the five-year plan (FYP) as a collection of policies, this study explores the relationship between the FYP and agricultural total factor productivity (TFP).

Design/methodology/approach

This study uses 31 provincial-level panel data of the five FYPs from 1996 to 2020. The data envelopment analysis (DEA) is used to compute Malmquist productivity indexes. The authors analyze the temporal and spatial changes and convergences of China's agricultural TFP, and investigate the impact of economic planning on China's agricultural TFP and its regional difference.

Findings

There is a slow but upward growth trend in China's agricultural TFP. The technical change has played a leading role in the growth of China's agricultural TFP. The agricultural TFP of all provinces has shown a “catch-up” effect and is developing toward their respective steady-state levels. The regional difference in productivity growth among the eastern, central and western regions exists. Test results show that the FYP has a positive effect on the agricultural TFP, and the effect has obvious regional heterogeneity. The FYP also plays a positive role in the gross value of agricultural output, and the impact effect is greater than that on the improvement of agricultural productivity.

Originality/value

There are many forms of industrial policy in China, among which the FYP is the guiding document of industrial policy, which makes a systematic plan for industrial development in the subsequent five years. The development objectives, guidelines and overall deployment for agriculture in the FYP not only describe the general context of China's agricultural development but also show the key ideas of agricultural development. Therefore, this study explores its impact on agricultural quality development from the perspective of FYP. The results provide evidence for examining the governance performance of the government and the objective evaluation and restraint of the FYP. As agriculture moves toward the stage of high-quality development, the Chinese government should strengthen the critical guiding role of the FYP and pay attention to quality indicators such as technical progress, efficiency improvement and regional coordination in the formulation of the FYP.

Abstract

There seems to be no controversy about Nigeria being an agricultural country with food sufficiency up till the late 1970s. However, in recent times the country is finding it very difficult to provide sufficient food for the teeming population which has resulted in the majority of the country’s citizens slipping into poverty. The ability of the country to provide sufficiently for the citizens was a result of a lack of reliable and effective developmental and transformational strategies in the agricultural sector of the country which is a major employer of labour in the rural community. To this end, this chapter mainly focuses on factors inhibiting the development of agricultural companies in Nigeria and how to overcome the developmental barriers in the agricultural sector in Nigeria. The findings from the review show that the bane of the agricultural sector in Nigeria is due to the lack of an agricultural regulatory framework and policy transmission mechanism and over-dependence on oil revenue amongst other things (Adams, 2016). It is therefore imperative for the country to embark on the development of a reliable agricultural framework and model that will aid food sufficiency in the country.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.

Abstract

During the past two decades Croatia has faced numerous challenges: gaining independence, war conflicts, political and economic transition and the process of European Union (EU) accession. Despite rich and diversified landscapes and cultural heritage, it is still faced with problems limiting the economic development. So the purpose of this chapter is to point out the pragmatic reasons of Croatian delay in the process of adjustment to European business and agricultural policy standards.Based on statistic and literature analysis, the study determines specific characteristics of Croatian regions, rural areas, rural population and agriculture. Agriculture after independence shows increase in utilized area, but the production is still below pre-war level and results with unsteady and modest value. Harmonization with Common Agricultural Policy (CAP) standards is slow; big steps have been made in establishing new institutions in agriculture and preparing adequate legislative framework, so there are no significant formal differences between Croatian and European agricultural policy. However, European agricultural policy models cause problems. There is a daily debate about a low degree of self-sufficiency of the domestic production, low competitiveness and uncontrolled import of farm products. Farmers still often expect for the government to organize the production and guarantee the purchase prices as were in former, socialistic system.Due to these reasons, a fear was expressed by farmers that they could not be able to meet the strict criteria for the European financing. Despite this, a large part of farmers see the possibilities for their existence in rural areas, mostly through development of non-agricultural activities.

Abstract

Purpose – This chapter aims to explore the consequences of a renewed impetus for ‘neo-productivist’ agriculture on multifunctionality in Western Europe.

Design/methodology/approach – We analyse how the issue of multi-functionality has been interpreted and implemented in Western Europe through a comparison between Norway and Scotland (as an EU example). Relevant policy documents and literature are analysed. The chapter explores whether European agricultural multifunctionality is being revised in response to the rise of neo-liberal (neo-productivist) ideologies, food security and climate change issues.

Findings – Our results suggest that Norway and the European Union have developed somewhat different understandings of multifunctionality. In response to recent events these forms are diverging further with the EU strengthening and Norway weakening their respective policies and discourses. However, in both cases, food security and climate change are emerging as key elements in the restructuring of both policy and rhetoric.

Research limitations/implications and practical implications – The study has been limited to an overview of multifunctionality within the European context and a case study approach using Norway and Scotland. Nevertheless, in highlighting the flexible use of the notion of ‘multifunctionality’, it illustrates to policymakers the importance of maintaining a focus on its key environmental and social objectives in the face of pressures to increase production and liberalise agricultural policies.

Originality/value – This is one of the first studies to point out the varied nature of the ‘multifunctionality’ discourse in Europe and how it is likely to change further in response to economic, environmental and social changes.

Begins by considering trends in the incidence of rural poverty in China, comparing China and India. Although the incidence of rural poverty in China declined generally, such poverty is still a matter for concern, especially now that China has joined the WTO. There is concern about the possible impact of China's WTO entry on its rural poverty and its ability to adopt policies to address it. Recent international studies of such poverty in China by bodies such as the World Bank, OECD, ADB and IFPRI are outlined and reviewed critically with these economic issues in mind. The most recent study by Anderson and others suggests that China's agriculture will be forced to undertake more structural adjustment than forecast in earlier studies. The Chinese policies to deal with rural poverty will need to give increasing attention to structural adjustment support and migration from rural areas in the future. The WTO does not count such measures as a form of economic protection. In fact, a large number of measures to provide financial support to farmers, including support to poor farmers, are WTO‐exempt. As discussed these include “green box” measure, certain development measures in developing countries, and “ blue box” measures. In addition, under the de minimis principle, China can provide economic protection on average of 8.5 per cent of the value of an agricultural product.

The American agricultural economist Marion Clawson advised the Israeli government during 1953–1955. Clawson, a protégé of John D. Black and Mordecai Ezekiel, criticized the government for ignoring economic considerations, and stated that Israel’s national goals – defense, Negev Desert irrigation, immigrant absorption via new agricultural settlements, and economic independence – were mutually contradictory. His major recommendations were to improve the realism of Israel’s agricultural plan; end expensive Negev irrigation; enlarge irrigated farms eightfold; freeze new settlements until the number of semi-developed settlements falls from 300 to 100; and limit new Negev settlements to 10 over 5–7 years. Thus, Clawson ignored political feasibility and made value judgments. Minister of Finance Levi Eshkol and Minister of Agriculture Peretz Naphtali rejected Clawson’s recommendations because they ignored Israel’s national goals. By September 1954, Clawson shifted towards greater pragmatism: He acknowledged that foreign advisors should not question the national goals or make value judgments, and sought common ground with the Ministry of Agriculture. At his initiative, he wrote Israel Agriculture 1953/54 in collaboration with the Ministry of Agriculture. Israel Agriculture was a consensus document: Clawson eschewed recommendations and accepted that the government might prioritize non-economic goals. In proposing Israel Agriculture, Clawson made a pragmatic decision to relinquish some independence for (potentially) greater influence. Ultimately, Clawson was largely unsuccessful as an advisor. Clawson’s failure was part of a general pattern: Over 1950–1985, the Israeli government always rejected foreign advisors’ recommendations unless it was facing a severe crisis.
