Abstract
Purpose
Entrepreneurship is increasingly recognised as a crucial element in fostering economic development and growth, especially at the regional level. The purpose of this paper is to examine the evolution of regional enterprise policies and associated governance mechanisms in the UK to address the following questions: How are evolving systems of regional governance in the UK impacting on the capability of regional policy to foster entrepreneurship? To what extent does enterprise policy form a key part of the overall economic development strategy of regions? and are different forms of regional enterprise policy and priorities emerging?
Design/methodology/approach
The study draws on a series of key interviews with policy makers across the regions of Wales, Scotland and England (using the case study of the Yorkshire and the Humber region). The approach adopted in this study facilitates an exploration of the perspectives of those responsible for the formulation and delivery of such support. The paper seeks to ascertain and analyse policy maker opinion on the nature of previous policy, as well as future requirements if policies are to become more effective. It focuses on the period from 1997, with the election of the Labour Government, and the period from 2010 to 2015 represented by the Conservative-Liberal Democratic Coalition Government.
Findings
The paper finds that regional entrepreneurship differentials emerge due to the spatial and place-based nature of three underlying factors: first, the nature of markets; second, the nature of innovation systems; and third, the nature of place-based cultures, communities and the institutions they establish. In the regions studied, failings and limitations in these factors suggest two potential requirements: first, the introduction of public policy in the form of a range of interventions and support mechanisms, second, the introduction of a system of policy governance to establish appropriate interventions and support mechanisms. In the case study regions, clear attempts have been made to address each of the three limiting factors through a range of policy and governance systems, but due to a complex range of issues these have often achieved limited success.
Originality/value
From an intellectual perspective, the paper positively points toward the establishment of governance and policy frameworks that have been both led and informed by the theory underpinning an explanation of regional differentials in entrepreneurial capacity and capability. However, from a more applied perspective it questions the effectiveness and strategic implementation of the policy frameworks and the sustainability of the associated governance mechanisms.

Abstract
Purpose
This chapter reviews and critiques the recent evolution of place-based entrepreneurship policy in the United Kingdom, in particular the governance of policies targeted at the regional level to promote economic development and competitiveness. The focus of the chapter is the evolution occurring from 1997, when the Labour government came to power, through to the period leading to the Conservative–Liberal Democrat coalition government, which came to power in 2010.
Methodology/approach
A review and critique of key academic and policy-based literature.
Findings
The chapter shows the way in which governance systems and policies aimed at stimulating entrepreneurship have permeated regional development policy at a number of levels in the United Kingdom. In general, the overarching themes of enterprise policy are similar across the regions, but the difference in governance arrangements demonstrates how emphasis and delivery varies.
Practical implications
Place-based enterprise policy needs long-term commitment, with interventions required to survive changes in approaches to governance if they are to prove effective; something which has been far from the case in recent years. Whilst the analysis is drawn from the case of the United Kingdom, the lessons with regard to the connection between regional modes of governance and effective policy implementation are ones that resonate across other nations that are similarly seeking to stimulate the development of entrepreneurial regions.
Social implications
Evidence of ongoing disparities in regional economic development and competitiveness, linked to differences in regional business culture, suggest the continuance of market failure, whereby leading regions continue to attract resources and stimulate entrepreneurial opportunities at the expense of less competitive regions.
Originality/value of paper
The time period covered by the chapter – 1997 onwards – forms an historic era with regard to changing regional governance and enterprise policy in the United Kingdom, with the emergence – and subsequent demise – of regional development agencies (RDAs) across English regions, as well as the introduction of regional governments in Scotland, Wales and Northern Ireland, which were handed certain powers for economic and enterprise development from the UK central government.

Analyses the problems and challenges that this new legislative duty presents for the elected representatives and bureaucrats as well as the civil groups it was designed to help. Points out a wider significance of these changes and engages the debate about the relationship between government, law and the promotion of equality.

Abstract
Purpose
This paper proposes that owner‐managers of growth firms are more likely to have developed or acquired managerial practices that facilitate such expansion. The paper, therefore, examines how growth oriented firms in Wales have adopted management practices to build the necessary entrepreneurial capacity to sustain growth.
Design/methodology/approach
A group interview technique was utilised to examine the management development process in 18 growing firms across the manufacturing, construction sectors.
Findings
The research highlighted that whilst firms argued that the management practices they had implemented were to facilitate further growth, the relative importance of practices such as marketing, financial management and planning varied across sectors. Furthermore, it was apparent that growth firms identified in this study were more inclined to look at the adoption of management practices from a strategic perspective.
Research limitations/implications
The exploratory nature of this study means that it is difficult to generalise these findings outside the boundaries of the adopted research strategy. In addition, links between performance and managerial action are always very difficult to demonstrate conclusively as this process is often dependent on owner‐managers recounting and recognising cause and effect relationships. Nevertheless, the study does strengthen existing academic argument that key management practices outlined in this paper are regularly adopted by growing firms.
Practical implications
The findings will assist policy makers and owner/managers with regard to identifying and understanding why certain management practices engender small business growth.
Originality/value
The paper adds its support to the growing literature which examines the process of management development in small growth firms. Moreover, given Wales' current dearth of growth oriented firms, the paper implies that policy makers should support training and initiatives that develop entrepreneurial and managerial competencies that are industry specific.

Abstract
Purpose
This paper aims to explore the issues experienced in the delivery of a business challenge to a cohort of business undergraduate students at the University of Glamorgan. The challenge involved initiating and running a “real” business and returning a profit within a week. The students worked in groups of up to eight and were given start up capital. The paper seeks to evaluate the impact of the business challenge in terms of changing entrepreneurial attitudes and behaviour, and to examine the skills competencies acquired by the individual students.
Design/methodology/approach
The study employs a mixed method approach to examine the respondent experience. The basis of the investigation involved a semi‐structured questionnaire undertaken on completion of the challenge. In total, in excess of 50 students completed the research instrument. The questionnaire enabled the authors to quantitatively explore the overall impact of the business challenge by student age and gender. In addition, the semi structured design enabled the authors to explore the qualitative “rich data” of individual student experience based on their reflections.
Findings
The findings reveal a positive impact in terms of enhanced attitudes towards the attainability and attractiveness of an entrepreneurial career. The findings reveal that the business challenge provided the students with a significant enhancement in generic enterprise skills including team working, leadership, communication and specific business skills such as sales and marketing behaviour. The students valued the opportunity and personal responsibility offered by the business challenge to apply their theoretical knowledge in a real world context. Several individuals reported that the positive experience with their business venture meant that they wished to continue the business alongside their graduate studies.
Originality/value
The paper contributes to a limited literature in assessing the impact and benefit of business challenges. It will be of value to enterprise education providers in organising and planning such activities.

Abstract
Purpose
This study aims to illuminate the challenges involved in implementing community benefits (CBs), a sustainable public procurement policy that ensures that there are positive social and economic outcomes for the local community when public money is spent on goods, works and services.
Design/methodology/approach
Interviews and focus groups were conducted with public sector buyers and suppliers in Wales with experience in implementing CBs. Resource dependence theory was used to examine the extent to which dependence on resources effects CBs implementation.
Findings
Whilst the study confirms that implementation of CBs improves economic and social outcomes, there can also be challenges for public sector organisations and their constituent supply chains. These include tensions between CBs and other policies, differing views between buyers and suppliers, and the unintended consequences of promoting one form of CBs over another.
Research limitations/implications
The research found that Welsh Government influences the buyer-supplier dyad through regulatory and financial power. We elaborate on resource dependency theory by adding four constructs (powerful stakeholders, intra and inter organisational issues, challenges and enablers) to better understand the flows of power and resources in this research context.
Practical implications
Buyer and supplier practitioners and policymakers may find the factors leading to successful CBs implementation useful, such as ensuring closer communication and liaison at early contract stages.
Social implications
Community benefits are aimed at improving socioeconomic issues through public procurement.
Originality/value
This study addresses the need for research into how public sector organisations and suppliers seek to implement socio-economic sustainability measures, and the lack of research on CBs implementation to date. It is also novel in adopting a dyadic approach and a resource dependency perspective.

Abstract
A major challenge facing Welsh speciality Small and Medium‐sized Agri‐food Enterprises (SMAFEs) is how to sustain growth in a global market. This can be enhanced through e‐commerce and the marketing of product through the Internet to an international audience. Recent research carried out by the Welsh Enterprise Institute (WEI) found that there may only be 10 per cent of Welsh SMAFEs using the Internet for this purpose. The challenge, therefore, is how to enable SMAFEs to market effectively their products; to put these small firms not only in contact with local markets but also international markets; to ensure a range of “authentic” food products is available to Welsh communities in other countries and those people with affinity to “all things Welsh”; and to establish channels that facilitate repeat purchase by visitors to Wales. This challenge can be responded to by enabling SMAFEs to gain access to the Internet and to be confidence in its use, to develop “user friendly” Web sites, to link to overseas markets through the Internet, and to establish a long‐term customer base. The WEI has undertaken a two stage survey to measure SMAFE usage of e‐mail and the Internet in Wales. The buying habits of Welsh Affinity Groups (WAGs) on the Internet in the USA, Canada and other countries has also been studied and it is planned to establish network links between the SMAFEs and the WAGs, and communities overseas. This paper describes the survey of SMAFEs in Wales and reports on the analysis of the findings together with recommendations for the establishment of a comprehensive Welsh food portal. This is related to the study of the WAGs in the USA and Canada and a proposal for the development of a virtual “market place” between the SMAFEs and the WAGs is explored. The WEI has joined forces with Web design companies WebAware and MAWR Ltd., to offer high quality consultancy and advice to provide Web site and e‐commerce solutions relevant to SMAFEs to create an anticipated multi‐million pound net gain to Wales and the Welsh Agri‐food sector through world‐wide sales. A Welsh food portal is therefore of immense importance as a marketing entrepreneurship interfacing tool not only to Agri‐food enterprises in Wales but also to customers from across the World. The paper concludes by arguing for the need for appropriate support to be provided for speciality Welsh SMAFEs to make them aware of the importance of the adoption of e‐commerce including the Internet and Web sites. Abstract
The National Assembly of Wales has powers in 20 devolved policy areas, including education, economic development, health, housing, social services and local government. Given the social democrat character of the first three elected assemblies in Wales, Wales would appear well placed to interrupt the reproduction of socio-economic disparities. However, Wales is a relatively poor part of the United Kingdom. In this chapter, we consider economic inequality among the Welsh population set within the policy and economic context. Analysis demonstrates how the Welsh labour market has responded to the economic crisis and how this has affected both inequality within Wales and spatial inequality that exist across the United Kingdom. The development of equalities and anti-poverty policy making in Wales and how these have so far been treated separately in policy are examined. The chapter concludes by considering the possibility for the new and distinct policy levers in Wales in relation to the integration of anti-poverty, employment, economic and equality policies that have the potential to address the combined impact of socio-economic inequalities in the future.

Abstract
Purpose
Higher education institutions (HEIs) can face barriers implementing the accreditation of informal learning, despite many institutions having developed policies and strategies to embed employability and skills. The purpose of this paper is to present the case of the institutional response of one HEI when dealing with the various drivers and challenges faced when accrediting informal learning at higher levels.
Design/methodology/approach
The case study approach was adopted as this method allowed for in‐depth qualitative enquiry into a contemporary phenomenon in a real‐life context.
Findings
The paper finds that by designing a shell framework incorporating module outlines and a toolkit of support materials for various stakeholder groups, HEIs may overcome many of the implementation problems often associated with HE accreditation of informal higher level learning.
Practical implications
This framework and toolkit approach could help other HEIs better enable the wider accreditation and embedding of work‐based learning within HE, which is deemed so important in facilitating the achievement of UK Government targets for 40 per cent of UK adults to gain a qualification at Level 4 or above in the next ten years. This is also a particular issue for Wales, dealing with its own skills agenda in response to specific skills gaps needed to ensure the sustainable future of the Welsh economy.
Originality/value
While a limited number of HEIs have adopted a framework approach to the accreditation of work‐based learning, this paper addresses the issues in a regional context, as the framework and toolkit presented is the first of its kind to be articulated for the Welsh skills agenda by a Welsh HEI.
