Abstract
This article examines the impact of the 1996 welfare‐to‐work law on women’s work and welfare outcomes. I investigate four welfare and work outcomes: (1) off welfare and employed; (2) off welfare and unemployed; (3) on welfare and employed; and (4) on welfare and unemployed. I compare how women on welfare move into these different categories from 1990 to 2000, with specific interest in examining what happened to the number of women in these categories after 1996, which is the bench mark year to examine the impact of the 1996 welfare‐to‐work law. In this article I will investigate four questions: (1) are long‐term welfare users permanently leaving welfare?; (2) is there a group of welfare users that permanently left welfare before the 1996 welfare‐to‐work law? (3) is there a hard‐to‐serve welfare population?; and (4) are those women that leave welfare finding employment. I draw four conclusions from my analyses. My first conclusion is that a new group of welfare users emerged after 1996 that is different than the conventional three groups (e.g., long‐term users, short‐term users, and recidivists). I call this new group PRWORA leavers, which are long‐term welfare users that have permanently left the welfare rolls after 1996. My second conclusion is that a group of welfare users permanently left the welfare rolls before 1996. Thus, many women were already leaving welfare and finding work be fore the law was passed. My third conclusion is that there remains a consistent hard‐to‐serve population on welfare. However, this group of welfare users is small. My fourth conclusion is that work participation has significant in creased from 1996 to 2000 for long‐term welfare users.

Abstract
Purpose
The purpose of this paper is to study the similarities of the normative ideas underpinning the welfare‐to‐work measures for young people in Hong Kong and the UK. These normative ideas include the two respective Governments' views on their ideal model of the relationship between individual and society, and Etzioni's and Confucian ideas on how people's attempts to fulfill social obligations can reduce moral deficits. It is believed that the study of these issues contributes to the examination of the ethnocentric bias in the analysis of social welfare and different ways that non‐Western governments organize social welfare in response to foreign ideas.
Design/methodology/approach
The paper starts by discussing the ethnocentric bias in the study of social welfare. Then it examines the similarities of the normative ideas of the welfare‐to‐work measures for young people in Hong Kong and the UK, and discusses how the examination of these similarities helps us understand the ethnocentric bias in the analysis of social welfare.
Findings
The paper shows the ethnocentric bias arising from over‐emphasizing the differences between the ways in which social welfare is organized in Western societies and non‐Western societies, and the ethnocentric bias arising from taking for granted that people in non‐Western societies passively accept the dominance of Western models in shaping the development of their social welfare system, even if it appears that Western ideas share many similarities to their indigenous ideas.
Originality/value
The paper shows different types of ethnocentric bias in the analysis of social welfare and different possible ways that non‐Western governments could organize social welfare in response to foreign ideas.

Staffordshire's Welfare to Work Joint Investment Plan is an inter‐agency approach to improving job opportunities for disabled people and carers, emphasising the need for their participation in this process. A partnership with Staffordshire University has enabled disabled people to acquire research skills and survey the views of other disabled people on barriers to employment and strategies to overcome them. The article shares this innovative approach to participation and welfare to work.

Abstract
Purpose
In the United States, welfare-to-work workers are under scrutiny from everyone and must defend the program if they want to defend themselves as good workers and good people. I build on past research that has examined how workers manage their emotions to cope with dilemmas in their jobs in a number of settings including hospitals, nursing homes, restaurants, and airplanes.
Methodology
In this chapter, I draw on data from an in-depth case study of a rural North Carolina (USA) welfare office using data primarily from observations and interviews with 19 welfare-to-work workers.
Findings
Within this highly constrained and contradictory work environment, workers recreate and redefine themselves as good workers and good people while simultaneously punishing program participants. To achieve this difficult task, workers manage their emotions through two key strategies, using institutionalized rhetoric and tough love paternalism, to justify their actions toward participants.
Originality/value
I add to the existing literature by examining how welfare-to-work workers cope with the emotional and moral dilemmas of their jobs.

Abstract
Purpose
This paper aims to explore how neo‐liberalism shapes income support policy and lone mothers' experiences in Canada and the USA.
Design/methodology/approach
A critical comparative analysis is undertaken of how Canadian and US governments take up sociological concepts of risk, market citizenship, and individualization, whether explicitly or implicitly, in the design and administration of neo‐liberal income support policies directed at lone mothers. Specifically, the contradictory life circumstances that Canadian and American lone mothers experience when they access income supports that are designed ostensibly to construct/reconstruct them as citizens capable of risk taking in their search for employment and self‐sufficiency are compared.
Findings
The paper finds that the realities for poor lone mothers are remarkably similar in the two countries and therefore argue that income support policies, particularly welfare‐to‐work initiatives, underpinned by neo‐liberal tenets, can act in a counter‐intuitive manner exposing lone mothers to greater rather than lesser economic and social insecurity/inequality, and constructing them as risk aversive and dependent.
Research limitations/implications
The economic and social implications/contradictions of neo‐liberal restructuring of income support policies for lone mothers is revealed.
Originality/value
This paper contributes to broader scholarship on the gendered dimensions of neo‐liberal restructuring of welfare states in late modernity.

Abstract
This article outlines the strengths of applying ethnographic methods to policy evaluations, even to the study of exhaustively researched policies such as the New Deal for Young People (NDYP). Ethnography is understood as interdisciplinary, combining method and methodology into a perspective (Clifford, 1986) that looks at less conventional units of analysis, such as non-verbal expression and the symbolic use of objects and spaces. Four groups of findings from a study of the NDYP’s Voluntary Sector Option are outlined: the connotations of interviewing in the welfare to work context; institutional-disciplinary processes; deconstruction of dependency discourses and delivery space-time logistics. It is concluded that such a perspective is especially valuable in the context of normative social policies about which people have lay knowledge and common-sense beliefs (Brewer, 2000) and as such should be applied more widely to contemporary social policy evaluations.

Abstract
This chapter is concerned with exploring the lived experience of welfare-to-work policy in rural Wales through the lens of participant observation with young people undertaking the initial course that represents their first encounter with the New Deal for Young People (NDYP).1 I wish to respond to calls for qualitative explorations into marginalised rural life through discussing policy delivery personnel's2 views of unemployed young people, and how some young people respond to the experience of being a rural welfare-to-work participant. The terms with which welfare practitioners speak about their clients and the client experience itself are both useful ways to look closely at the operation of the UK welfare programme, drawing out particular issues arising in the countryside. The chapter begins with a brief outline of the NDYP as an early mandatory welfare-to-work programme in the United Kingdom, before summarising some of the characteristics of youth unemployment. Drawing on empirical research undertaken in central Wales, I then outline some ways in which frontline practitioners characterise the 18–24-year olds with whom they work, before a detailed look at some individual stories from fieldwork with the young people themselves.

Abstract
This paper examines the experiences of welfare clients on Temporary Assistance for Needy Families (TANF) and Indian immigrant information technology (IT) workers on the H-1B visa to analyze how public–private collaborations in the spirit and practice of outsourcing, i.e. systematic fragmentation and decentralization of both corporate and state activities, function as mechanisms for disciplining labor. Through an analysis of these groups’ parallel experiences with exploitative work and employers in the U.S., this paper identifies how outsourcing is not merely a business model for cross-border trade, but also a key principle, component, and outcome of policy-based neo-liberal economic restructuring.
