Abstract

Purpose

Many construction projects are implemented in open-environment job sites and can be significantly affected by various weather conditions. Evaluating the overall impacts of the weather conditions on a project can assist project managers to prepare effectively. Nevertheless, methods measuring the overall adverse impacts of the job sites’ weather condition on the project performance are still missing. This study aims to address this gap.

Design/methodology/approach

In this investigation, a survey-based method was proposed to evaluate the overall impacts of the weather conditions on the construction project resources through a new indicator called job site weather index (JWI). The target survey population includes practitioners directly involved in the on-site construction operations.

Findings

The JWI suggests the direction of the resource change in new construction projects based on the weather condition. The method was implemented in the road construction projects of Iran and successfully applied to four sample cities. In this experiment, construction workers were identified as the most susceptible resources to the unfavorable weather conditions. Hot temperature above 50°C and cold temperature below −10°C were ranked as the most influential factors for the workers. The results achieved showed high accordance with the trends currently followed in the country.

Originality/value

This research was the first structured method for capturing impacts of weather conditions on the performance of construction resources in open environment construction projects. Implementation of the method in road construction projects of Iran revealed new results that have not been previously identified. The impacts of the company-specific factors on the final productivity rate, however, were not investigated in the research. Investigations accounting impacts of various company-specific factors on the final productivity rate are required.

Abstract

Purpose

Weather events have a significant impact on airport arrival performance and may cause delays in operations and/or constraints in airport capacity. In Europe, almost half of all regulated airport traffic delay is due to adverse weather conditions. Moreover, the closer airports operate to their maximum capacity, the more severe is the impact of a capacity loss due to external events such as weather. Various weather uncertainties occurring during airport operations can significantly delay some arrival processes and cause network-wide effects on the overall air traffic management (ATM) system. Quantifying the impact of weather is, therefore, a key feature to improve the decision-making process that enhances airport performance. It would allow airport operators to identify the relevant weather information needed, and help them decide on the appropriate actions to mitigate the consequences of adverse weather events. Therefore, this research aims to understand and quantify the impact of weather conditions on airport arrival processes, so it can be properly predicted and managed.

Design/methodology/approach

This study presents a methodology to evaluate the impact of adverse weather events on airport arrival performance (delay and throughput) and to define operational thresholds for significant weather conditions. This study uses a Bayesian Network approach to relate weather data from meteorological reports and airport arrival performance data with scheduled and actual movements, as well as arrival delays. This allows us to understand the relationships between weather phenomena and their impacts on arrival delay and throughput. The proposed model also provides us with the values of the explanatory variables (weather events) that lead to certain operational thresholds in the target variables (arrival delay and throughput). This study then presents a quantification of the airport performance with regard to an aggregated weather-performance metric. Specific weather phenomena are categorized through a synthetic index, which aims to quantify weather conditions at a given airport, based on aviation routine meteorological reports. This helps us to manage uncertainty at airport arrival operations by relating index levels with airport performance results.

Findings

The results are computed from a data set of over 750,000 flights on a major European hub and from local weather data during the period 2015–2018. This study combines delay and capacity metrics at different airport operational stages for the arrival process (final approach, taxi-in and in-block). Therefore, the spatial boundary of this study is not only the airport but also its surrounding airspace, to take both the arrival sequencing and metering area and potential holding patterns into consideration.

Originality/value

This study introduces a new approach for modeling causal relationships between airport arrival performance indicators and meteorological events, which can be used to quantify the impact of weather in airport arrival conditions, predict the evolution of airport operational scenarios and support airport decision-making processes.

Purpose

One of the sectors most affected by the variable weather events caused by climate change and global warming is the aviation sector. Especially in aircraft accidents, weather events increasing with climate change and global warming are effective. The purpose of this study is to determine how much the change in weather conditions caused by global warming and climate changes affect the aircraft in the world between the years 2010 and 2022.

Design/methodology/approach

In this study, it was investigated which weather events were more effective in aircraft crashes by determining the rates of air events and aircraft crashes in aircraft crashes with a passenger capacity of 12 or more that occurred between 2010 and 2022.

Findings

It is clearly seen that increasing weather conditions with global warming and climate change increase the effect of weather conditions in aircraft crashes.

Originality/value

The difference of this study from other studies is the evaluation of the data of the past 12 years, in which the increasing consequences of global warming and climate change have been felt more. It also reveals the necessity of further research on the effects of weather conditions on aircraft.

Abstract

Purpose

The purpose of this paper is to study natural and accelerated weathering of wood-polypropylene (WF-PP) and wood-wollastonite-polypropylene composites made with and without carbon black.

Design/methodology/approach

Natural weathering was conducted in Ruokolahti, Finland in the time of year when solar radiation was maximal. The accelerated weathering tests included exposure to a xenon-arc source with and without spray, and a cyclic test consisting of water immersion–freeze–thaw stages.

Findings

Both the type of weathering and the formulation of the composite determined the degree of change in their properties. Weathering, including xenon-arc exposure with spray resulted in much higher changes of colour of non-pigmented composites compared to natural weathering or xenon-arc weathering without spray. Both UV irradiation and moisture had an adverse effect on the Charpy impact strength of non-pigmented composites. Carbon black containing composites performed better than non-pigmented composites.

Research limitations/implications

This study is a part of an ongoing research on the development of wood-polymer composites (WPCs) suitable for outdoor applications in Finnish climatic conditions. Outdoor weathering limited to 1,000 h cannot be used for the prediction of the service life of composites and was used here solely for comparative purposes.

Originality/value

This paper will help to understand the effect of different weathering factors on the behaviour of WF-PP and wood-wollastonite-polypropylene composites made with and without carbon black (as UV stabiliser). The study demonstrated that while accelerated weathering tests provided useful information on the resistance of WF-PP composites to different weathering factors, they cannot be used alone to predict the behaviour of WPCs meant for outdoor application.

Long‐term conditions are a major threat to the health and well‐being of many people in Cheshire and across the developed world. They are generally related to lifestyle and have to be managed rather than cured. MediClim™ provides early warning of adverse weather conditions relevant to these conditions, enabling early warnings to be issued. This paper describes how such warnings may be issued through a telecare and social alarm service, enabling advice to reach elderly populations often excluded from services delivered through mobile or internet technologies. The protocol for a trial is presented which should provide evidence of effectiveness both of the advisory service and of the logistical approach taken using asthma, heart disease and Type 1 diabetes initially.

Abstract

Purpose

The purpose of this paper is to design a unified operational design domain (ODD) monitoring framework for mitigating Safety of the Intended Functionality (SOTIF) risks triggered by vehicles exceeding ODD boundaries in complex traffic scenarios.

Design/methodology/approach

A unified model of ODD monitoring is constructed, which consists of three modules: weather condition monitoring for unusual weather conditions, such as rain, snow and fog; vehicle behavior monitoring for abnormal vehicle behavior, such as traffic rule violations; and road condition monitoring for abnormal road conditions, such as road defects, unexpected obstacles and slippery roads. Additionally, the applications of the proposed unified ODD monitoring framework are demonstrated. The practicability and effectiveness of the proposed unified ODD monitoring framework for mitigating SOTIF risk are verified in the applications.

Findings

First, the application of weather condition monitoring demonstrates that the autonomous vehicle can make a safe decision based on the performance degradation of Lidar on rainy days using the proposed monitoring framework. Second, the application of vehicle behavior monitoring demonstrates that the autonomous vehicle can properly adhere to traffic rules using the proposed monitoring framework. Third, the application of road condition monitoring demonstrates that the proposed unified ODD monitoring framework enables the ego vehicle to successfully monitor and avoid road defects.

Originality/value

The value of this paper is that the proposed unified ODD monitoring framework establishes a new foundation for monitoring and mitigating SOTIF risks in complex traffic environments.

Abstract

Purpose

The purpose of this paper is to present an overview of weather derivatives markets and to highlight the importance of the contributing factors for weather risk management such as weather sensitivity, weather forecast, and economic growth. In this paper, the prospective of using weather derivatives in Portugal and why Portugal should use such instruments as well as the potential of Portugal's enterprises are presented.

Design/methodology/approach

This paper attempts to distinguish the reasons for the appearance of a weather derivatives market and the growth potential of the European weather market.

Findings

Successful development of a Portuguese weather derivatives market will require three things. For the successful development of weather derivatives market, a legal and economic framework is needed, as well as the development of new weather products, training of qualified specialists for working with these instruments and attracting companies interested in hedging their profits. A combination of these factors will help growth and will accelerate the development of a weather derivatives market in Portugal.

Originality/value

The paper identifies some conditions that could allow the progress of the weather derivatives market in Portugal.

Purpose

Climate change and global warming have increased concerns over the influence of weather on workers' health and productivity in construction projects. A significant number of studies can be found in the weather and productivity interplay area. The purpose of this paper is to review the recently published papers in this area to explore the trends of research and topics discussed and to determine knowledge gaps and directions for future research.

Design/methodology/approach

Recent papers published between 2014 and 2019 were synthesized, reviewed and analyzed using bibliometric and text mining analysis.

Findings

The results revealed the trends of publications, the main authors contributed to this area and countries that attracted most of the research papers. Based on the review, this study presented a taxonomy of studies consisting of seven clusters, namely productivity management, seasons, weather factors, participants' conditions, uniform and clothing, work time and health and safety.

Originality/value

This review paper sheds a light into the topics discussed in this area, the interrelationship between the topics and the significant topics that should be continued in the future. Global warming concerns necessitate the need for more studies in tropical countries and countries that are expected to expose to high temperatures and heat stress, which greatly impact labor productivity. The paper highlighted the need to understand how weather influences workers' psychological conditions and subsequently their productivity.

Abstract

Purpose

This paper aims to present a summary of the performance measurement and evaluation plan of the Wyoming connected vehicle (CV) Pilot Deployment Program (WYDOT Pilot).

Design/methodology/approach

This paper identified 21 specific performance measures as well as approaches to measure the benefits of the WYDOT Pilot. An overview of the expected challenges that might introduce confounding factors to the evaluation effort was outlined in the performance management plan to guide the collection of system performance data.

Findings

This paper presented the data collection approaches and analytical methods that have been established for the real-life deployment of the WYDOT CV applications. Five methodologies for assessing 21 specific performance measures contained within eight performance categories for the operational and safety-related aspects. Analyses were conducted on data collected during the baseline period, and pre-deployment conditions were established for 1 performance measures. Additionally, microsimulation modeling was recommended to aid in evaluating the mobility and safety benefits of the WYDOT CV system, particularly when evaluating system performance under various CV penetration rates and/or CV strategies.

Practical implications

The proposed performance evaluation framework can guide other researchers and practitioners identifying the best performance measures and evaluation methodologies when conducting similar research activities.

Originality/value

To the best of the authors’ knowledge, this is the first research that develops performance measures and evaluation plan for low-volume rural freeway CV system under adverse weather conditions. This paper raised some early insights into how CV technology might achieve the goal of improving safety and mobility and has the potential to guide similar research activities conducted by other agencies.
