Abstract

Purpose

The ownership of waterworks is topical in many countries and especially developed countries seem to speak for public ownership instead of private ownership. This paper attempts to provide a new view of the debate between public and private ownership by presenting three public governance models and comparing them in the light of waterworks performance.

Design/methodology/approach

The research is qualitative in nature and presents SWOT analyses of three different public governance models used in the Finnish water sector. Empirical evidence was collected mainly through interviewing Finnish waterworks managers.

Findings

The results indicate that there are clear differences between the autonomy and transparency of the most common public governance models. Reforming waterworks organised as municipal units into municipal‐owned enterprises and municipal‐owned companies is considered a good option compared to, for example, privatisation or outsourcing.

Practical implications

According to this study, restructuring appears to increase business orientation, improve accuracy in bookkeeping and, in some cases, increase transparency. The selection of the right governance model also provides opportunities for institutional investors.

Originality/value

While previous research has concentrated on comparing public and private ownership, this paper presents and discusses three public governance models and what kind of opportunities they present to public service provision.

Abstract

Purpose

This paper aims to explore a case of customer and user participation in an agile software development project, which produced a tailor‐made information system for workplace support as a step towards a theory of participatory design in agile software development.

Design/methodology/approach

Based on an integrated framework for user participation derived from the participatory design literature the research was performed as a case study and semi‐structured, open‐ended interviews were conducted with about a third of the development team and with a representative sample of key players and future users in the customer organization. The interview data were supplemented with company and project documents.

Findings

The paper found genuine customer and user participation carried out by onsite customers and by other operational staff in the form of direct and indirect participation and with functional and democratic empowerment. The onsite customers played informative, consultative and participative roles. The analysis revealed that planning games, user stories and story cards, working software and acceptance tests structured the customer and user participation. This form of user participation supported a balance between flexibility and project progress and resulted in a project and a product which were considered a success by the customer and the development organization. The analysis showed that the integrative framework for user participation can also fruitfully be used in a new context to understand what participatory design is and how, when and where it can be performed as an instance of a design process in agile development. As such the paper contributes to an analytical and a design theory of participatory design in agile development. Furthermore the paper explicates why participatory design contributes to the successful completion of the investigated project. By drawing on innovation theory it was found that participatory design in agile development bears the characteristics of a successful organizational innovation. Grounding further explanations in complex adaptive systems theory the paper provides an additional argument why participatory design despite some identified challenges fosters project staff to successfully carry out the agile development project.

Originality/value

The paper presents an exploratory, empirical study of an understudied phenomenon and contributes to theory building.

Abstract

Purpose

The purpose of this paper is to re‐introduce the APC model (developed by the American Productivity Center) through a spreadsheet application of the model in a real‐world setting, with a case study of Harlingen Waterworks, Texas, USA.

Design/methodology/approach

This paper introduces a performance measurement system using a multi‐factor productivity measurement model in a real‐world setting. The model uses operational‐level accounting data such as quantities and prices of inputs and outputs of a revenue‐generating organization. Such operational data is rarely published or shared by for‐profit organizations. Thus, the study focused on a government‐run enterprise that cannot claim confidentiality. Since water utilities are experiencing financial pressures, this application is very timely. The spreadsheet‐based implementation, using multi‐period data, generates performance trend charts of productivity, price recovery and profitability contributions that give a better perspective to managers in identifying the problem areas.

Findings

As shown in this paper, the spreadsheet‐based application using the APC model has provided a better understanding of problem areas at Harlingen Waterworks.

Originality/value

The contribution of this paper is the actual application of the APC model using multi‐period data, and the outcomes of the application in a real‐world setting. This application is useful to any public or private organization generating revenues. The APC model, in this instance, is intended to provide readily interpretable performance feedback for financial managers.

Purpose

Freshwater availability is reducing globally, due to increasing demand with population growth and climate change and is disproportionately impacting developing countries. This study aims to investigate the dynamics of water access and consumption across all regions of Thailand with various characteristics and water systems. Understanding the relationship between institutional, economic and climate variables in Thailand’s water management is important for water scarcity planning. Our paper fills a gap in the literature by examining the determinants of water consumption and exploring potential water management policies.

Design/methodology/approach

The authors empirically analyze the determinants of water consumption in Thailand, including institutional, economic and climate variables. The authors use data sets from both metropolitan and provincial waterworks authorities (PWA), as well as economic and meteorological macro-level data. The authors also adopt an auto-regressive distributed lag (ARDL) model and a Johansen cointegration test to estimate short- and long-run effects of the variables on water consumption.

Findings

The authors confirm a negative relationship between water pricing and consumption and verify a positive relationship between economic growth and water consumption across most regions of Thailand. Furthermore, the authors reveal a clear relationship between climate factors and water consumption and an inverse relationship between income and water consumption in metropolitan area. Findings indicate that authorities, especially PWA, should examine high water use in agriculture and develop regulations to ensure equitable water distribution to sustain economic growth. The authors recommend that water prices are increased within specific income thresholds to prevent impacting low-income families and to secure higher public revenue. In pursuit of environmental sustainability, the authors also recommend increasing public awareness of freshwater scarcity through education programs and investment in water-saving technologies. Differences among regions should be considered when developing water management strategies, which could be monitored through the respective water boards.

Originality/value

This study provides deep insight into the key factors that drive both water prices and water consumption in poor and rich areas. The unique nature of the research indicated that the paper will be of interest to policymakers and the academic community. The findings are relevant for water consumption management in Thailand and other developing countries with similar characteristics.

Purpose

The purpose of this paper is to use rapid prototyping technology, in this case fused deposition modeling (FDM), to manufacture 2D and 3D particle image velocimetry (PIV) compatible patient‐specific airway models.

Design/methodology/approach

This research has been performed through a case study where patient‐specific airway geometry was used to manufacture a PIV compatible model. The sacrificial kernel of the airways was printed in waterworks™ which is a support material used by Stratasys Maxum FDM devices. Transparent silicone with known refractive index was vacuum casted around the kernel and after curing out, the kernel was removed by washing out in sodium hydroxide.

Findings

The resulting PIV model was tested in an experimental PIV setup to check the PIV compatibility. The results showed that the model performs quite well when the refractive index (RI) of the silicone and the fluid are matched.

Research limitations/implications

Drawbacks such as the surface roughness, due to the size of the printing layers, and the yellowing of the silicone, due to the wash out of the kernel, need to be overcome.

Originality/value

The paper presents the manufacturing process for making complex thick walled patient‐specific PIV models starting from a strong workable sacrificial kernel. This removable kernel is obtained by switching the building and the support materials of the FDM machine. In this way, the kernel was printed in support material while the building material was used to support the kernel during printing. The model was tested in a PIV setup and the results show that the airway model is suitable for performing particle image velocimetry.

Abstract

Purpose

This paper aims to be nested in the empirical literature examining the impact of gender quotas for elected posts to local government councils (panchayats) in India. Gender quotas apply at the level of both head (sarpanch, randomly assigned) and member (uniformly across councils). Received studies exploit the randomly allocated quota across panchayats at the level of sarpanch, and find a statistically significant impact of the gender of the sarpanch on public expenditure choices. This paper is motivated by the fact that those results imply sarpanch domination in the collective decisions of the council, and seeks to develop a model to show that such dominance is possible in the short run, but not inevitable. It then aims to test for sarpanch dominance using primary data from a field survey of panchayats in four states.

Design/methodology/approach

The model is tested on field survey data from a sample of 776 panchayats. The probit specifications test for factors explanatory of the choice of expenditure on waterworks as a binary variable, on the grounds that this is a smoother measure in multi‐year expenditure commitments. However, there are supplementary specifications testing for the quantum of expenditure on water, both as a share of the total, as well as in absolutes.

Findings

For the region surveyed, a higher probability of expenditure on waterworks is found in the presence of key variables that explain the incidence of water‐borne diseases like cholera and diarrhea, as ascertained from a separate set of specifications. The gender of the head is statistically insignificant. Thus, in the region studies, gender of the head is trumped by economic fundamentals in expenditure choices, but this leaves open the possibility that the (uniform) gender quotas at membership level may have been what aligned choices with fundamentals.

Originality/value

The key message of this paper is that the citizen candidate framework does not point to unique outcomes where public choice emerges from multi‐member councils. Following from this, any finding on the impact of a gender quota at the level of head will necessarily be context‐specific, and cannot become the basis for generalized expectations.

The Food and Drugs Bill introduced by the Government affords an excellent illustration of the fact that repressive legislative enactments in regard to adulteration must always be of such a nature that, while they give a certain degree and a certain kind of protection to the public, they can never be expected to supply a sufficiently real and effective insurance against adulteration and against the palming off of inferior goods, nor an adequate and satisfactory protection to the producer and vendor of superior articles. In this country, at any rate, legislation on the adulteration question has always been, and probably will always be of a somewhat weak and patchy character, with the defects inevitably resulting from more or less futile attempts to conciliate a variety of conflicting interests. The Bill as it stands, for instance, fails to deal in any way satisfactorily with the subject of preservatives, and, if passed in its present form, will give the force of law to the standards of Somerset House—standards which must of necessity be low and the general acceptance of which must tend to reduce the quality of foods and drugs to the same dead‐level of extreme inferiority. The ludicrous laissez faire report of the Beer Materials Committee—whose authors see no reason to interfere with the unrestricted sale of the products of the “ free mash tun,” or, more properly speaking, of the free adulteration tun—affords a further instance of what is to be expected at present and for many years to come as the result of governmental travail and official meditations. Public feeling is developing in reference to these matters. There is a growing demand for some system of effective insurance, official or non‐official, based on common‐sense and common honesty ; and it is on account of the plain necessity that the quibbles and futilities attaching to repressive legislation shall by some means be brushed aside that we have come to believe in the power and the value of the system of Control, and that we advocate its general acceptance. The attitude and the policy of the INTERNATIONAL COMMISSION ON ADULTERATION, of the BRITISH FOOD JOURNAL, and of the BRITISH ANALYTICAL CONTROL, are in all respects identical with regard to adulteration questions; and in answer to the observations and suggestions which have been put forward since the introduction of the Control System in England, it may be well once more to state that nothing will meet with the approbation or support of the Control which is not pure, genuine, and good in the strictest sense of these terms. Those applicants and critics whom it may concern may with advantage take notice of the fact that under no circumstances will approval be given to such articles as substitute beers, separated milks, coppered vegetables, dyed sugars, foods treated with chemical preservatives, or, in fact, to any food or drug which cannot be regarded as in every respect free from any adulterant, and free from any suspicion of sophistication or inferiority. The supply of such articles as those referred to, which is left more or less unfettered by the cumbrous machinery of the law, as well as the sale of those adulterated goods with which the law can more easily deal, can only be adequately held in check by the application of a strong system of Control to justify approbation, providing, as this does, the only effective form of insurance which up to the present has been devised.

Purpose

Increased annual precipitation and more frequent episodes with heavy precipitation are expected in Norway due to climate change. The purpose of this paper is to use two case studies to investigate effects of precipitation on the amounts of faecal indicator bacteria and parasitic protozoa (Cryptosporidium and Giardia) loaded to surface waters from catchment areas exposed to different faecal sources.

Design/methodology/approach

In the first case study, the loads of faecal indicator bacteria and Cryptosporidium and Giardia, were investigated in relation to precipitation in a stream from a small valley where cattle and sheep are grazed. In the second case study, historical data (monthly values from 2004‐2009) regarding faecal coliforms and water flow in five tributaries (urban and rural) of a lake used as a drinking water source, were used for calculating loads of faecal indicator bacteria. These loads were evaluated in relation to historical data on precipitation. Additional sampling during/after rainfall, including analysis of samples for Cryptosporidium and Giardia, was performed.

Findings

The study visualises how heavy rainfall may increase the load of faecal microorganisms and potential pathogens in Norwegian water sources.

Originality/value

This study provides supplementary information about microbial contamination (including by parasites) of Norwegian surface waters during or after rainfall. This is useful input for decision making regarding protection of vulnerable water sources and for risk assessments. Data are also provided for evaluation of water treatment needs for Norwegian municipalities and waterworks responsible for providing safe drinking water under future climatic conditions.
