Abstract
Purpose
The purpose of this paper is to develop a conceptual framework of waste management by using total interpretive structural modeling (TISM) technique in the Indian organizational context.
Design/methodology/approach
TISM technique has been used to develop a conceptual framework of waste management in the organizational context, where the waste management factors have been identified and verified through content analysis.
Findings
The conceptual framework of waste management in the organization has been developed using TISM that contributes to the development of important links and the hierarchical relationships among the factors. In addition to it, the model also figures out the driving and dependent factors of waste management.
Research limitations/implications
This study has its implication for both organizations and policy makers. It provides the important factors for managing waste in the organization which must be considered before planning the waste management practice in an organization. For policy makers, it highlights the waste management paths and important linkages required for the development of waste management policies in the organizations.
Originality/value
This study has made its contribution by providing the conceptual framework for waste management in the Indian organizational context which has been developed through qualitative modeling technique. The conceptual framework also provides important paths of managing waste in the organization which is a new effort in the Indian organizational context.

Abstract
Purpose
In developed and developing countries, organizations need to do sustainability reporting. The purpose of this paper is to identify the vital linkages of sustainability, which helps to capture the existing waste management practice in sustainable organizations.
Design/methodology/approach
This paper reports a mixed-method approach for sustainable organization. Initially, the waste management and sustainability factors have been linked together for finding the relation between them through the situation, actor, process, learning, action, performance (SAP-LAP) linkages framework; it has been used as qualitative design details to achieve sustainability in the organization. The waste management and sustainability factors linkages have been used as a reference to guide the cause and effect relationship through decision-making trial and evaluation laboratory (DEMATEL) to upgrade knowledge for a sustainable organization.
Findings
The proposed method has been used to meet the functional requirements of sustainability in the organization. Waste management has been analyzed as the most significant benchmarks to achieve sustainability in the organization. The causal relationship reveals that the social image of an organization as a sustainable organization is the effect of its governmental directives, followed by the organization. The governmental directives is the most influencing dimension, and waste management efficiency and energy consumption are the most related, whereas wastivity is the most flexible dimension of sustainability in the organization. To increase its customer satisfaction, profit share and market value, these factors must be considered as vital factors of organization's sustainable performance.
Research limitations/implications
The scope of the present research has been limited to benchmark sustainability by analyzing eight waste management factors and ten critical sustainability factors that have been grouped into four dimensions in the service sector, which could be generalized. The expert's view has been captured for DEMATEL based on “ratings provided by experts,” which may be biased.
Practical implications
Benchmarked sustainability factors have been proposed to increase the value and performance of the organization. The cause and effect relationship is useful to present the capability of waste management to act as a strong foundation for establishing a sustainable organization, where governmental directives, wastivity, waste management efficiency, and energy consumption act as the benchmarking factors to compare sustainable organization performance in developing the county's viewpoint. The present study considered the fourth dimension of sustainability “government and customer” as the dynamic dimension of sustainability, which can absorb and diffuse the changes in sustainable organization with time and can improvise social acceptance.
Originality/value
The research improves the existing method of measuring the performance of the sustainable organization by using well-established methods.

Purpose
This paper aims to analyse the factors influencing refurbishment site managers’ waste management efforts.
Design/methodology/approach
Twenty-seven semi-structured interviews were held with managers from two large contractors involved in housing and office refurbishment projects in Sweden. Also, a web and postal questionnaire survey was sent to 232 refurbishment site managers and received a 34 per cent response rate.
Findings
Site managers devise waste management strategies based on environmental inventories and project size. In smaller projects, waste contractors are employed only for physical activities rather than providing advice. Site managers’ waste management efforts are influenced by project-related factors, organizational and personal factors, technical factors, industry culture and legislation. The level of contract detail, specific client demands related to waste management and project size are important factors.
Practical implications
Policies and guidelines for projects of different sizes should be developed at least for large contractors; scale influences site managers’ waste strategies. Waste management efforts in refurbishment projects can be improved by addressing simple technical problems including providing clear labelling of containers and ensuring shelter from rain and snow.
Originality/value
This is a pioneer survey of refurbishment site manager opinions and practices. Inefficient waste management in building refurbishment projects can be costly and harmful to the environment. There are many opportunities to improve waste management efforts.

Abstract
Purpose
This study aims to analyze reform path for waste management policy implementation. With reference to the Bayesian theory, this study provides a dynamic policy conversion method through various context settings. Furthermore, this study attempts to present an empirical research paradigm.
Design/methodology/approach
Matland’s “ambiguity-conflict model” is applied to explain the problems and reform paths of China’s waste management policy implementation. Integrating structure discovery and bibliometrics into qualitative analysis, this study used search data from literature search engine with specific themes to achieve structure learning of Bayesian network with key factors refined in waste management policy.
Findings
The results show that China’s waste management policy implementation belongs to symbolic implementation with high ambiguity and high conflict. Four basic conversion paths for the waste management policy are proposed, which are classified by length and stability. Then, it is possible to locate the factors, paths and types of policy implementation through involvement analysis with features of each path and each district of policy implementation. Public education holds direct but unstable impact on waste management. Economic incentives hold continuous but gradually diminishing impact. Perceived policy effectiveness plays the crucial role like a central bridge. Resident conditions have a positive impact, which could be enhanced through economic development of China. The impact of subjective norm on waste management is not significant. But subjective norm has the potential breakthrough for solving stagnation of waste classification policy. However, the impacts from each factor may change along with economy growth and technology innovation.
Originality/value
This study uses the “ambiguity-conflict model” to position China’s waste classification policy and suggests that structure discovery methods help understand feasible reform paths for reform policy. The integration of theoretical analysis and quantitative simulation can achieve a comprehensive analysis of problems and solutions in waste management policy implementation of China. Promotion and education, economic incentives, perceived value, behavior control, subjective norm, perceived policy effectiveness, informal waste recycling system and residential conditions are explored as key factors for waste classification policy implementation as a representative in waste management policy. The role of each key factor and features of each conversion paths are integrated to position reform paths in the ambiguity-conflict model. This work helps to explain the stagnation of waste management policy implementation from the perspective of dynamic structure evolution, and some specific suggestions to get out of stagnation are proposed.

Abstract
Purpose
Governments all over the world are increasingly entering into partnership agreement with the private sector through public–private partnership (PPP) models for the development and management of public projects and services. Thus, the purpose of this study is to first examine the factors that enter into government's attitude, value for money (VFM) and PPP-based waste management projects (WMPs) in Ghana. Further, this study examines the relationship between PPP-based waste management and VFM, along with the mediating role of government's attitude.
Design/methodology/approach
Data were collected through a survey questionnaire from four metropolitan municipal assemblies of Ghana. This study’s sample consisted of 230 respondents, and structural equation modeling was employed to conduct an empirical analysis. The structured model had evaluated the critical success factors (CSFs). Subsequently, the measurement model helped in the path analysis of the proposed model.
Findings
The authors found a nonpositive relationship between PPP-based WMPs and VFM; however, government's attitude will influence the achievement of VFM. Reliance on quality targets is ranked as the highest CSF in PPP-based WMPs in Ghana. Also, incentives for private sector participation and effective private sector participation are ranked as the least CSFs.
Limitations
Most of the questionnaire's items were self -rated by employees of municipal assemblies who were not policymakers. This must have increased the possibility of common method bias. In addition, the study was limited to Ghana (a developing economy); therefore, the generalization of the results should be done with much caution.
Practical implications
This study suggests to develop a network of private sector consortiums considering international and national participants who are engaged in PPPs in order to ensure successful delivery and hence valuing for money.
Originality/value
This study offers a novel perspective to investigate the relationship of PPP-based WMPs and VFM and shows how the government's attitude mediates this relationship.

Abstract
Purpose
Factors influencing management of construction and demolition (C&D) waste within the Iranian context have yet to be investigated. The purpose of this paper is to define and address this knowledge gap, through development of a model to map the associations among the primary factors affecting C&D waste at project, industry and national levels.
Design/methodology/approach
A conceptual model is developed based on synthesising the findings of available studies on factors affecting C&D waste with a focus on developing countries. For collecting data, the study drew upon a questionnaire survey of 103 Iranian construction practitioners. The strength and significance of associations among these factors to modify and validate the model were assessed using the structural equation modelling-partial least squares approach.
Findings
Major factors affecting C&D waste management and their level of importance were identified at project, industry and national levels. Results clearly showed that the government should review regulations pertaining to C&D waste management and make sure they are implemented properly. The “polluter pays principle” is a useful guide in devising effective policies and regulations for the Iranian context.
Originality/value
This study contributes to the field through presenting the first major study on C&D waste management in Iran. The study provides a picture of C&D waste management status quo in Iran and encapsulates the factors affecting C&D waste management in the Iranian context at different levels within an integrated model. The findings have practical implications for policy makers and construction practitioners in Iran, similar developing economies and foreign firms planning to operate in Iran.

Abstract
Purpose
Because the construction industry is one of the largest waste producers, understanding the primary reasons for waste production is essential. The goal of this study is to identify the major causes of waste production over the project life cycle in Iran's construction industry and to propose effective solutions based on modern technologies like BIM.
Design/methodology/approach
After identifying the primary causes of construction and demolition waste production through interviews and literature analysis, solutions based on building information modeling (BIM) were provided. Then, using questionnaires and exploratory factor analysis (EFA), the areas impacting waste reduction were found.
Findings
The findings suggest that “prefabrication” is the best approach for improving time and quality, while “detection and prediction of errors in the design and construction phases” is the most cost-effective technique for addressing cost and environmental issues.
Originality/value
Cost, time, quality and environmental concerns may all be influenced by effective waste management throughout the project life cycle. Furthermore, utilizing state-of-the-art technologies has far-reaching implications for reducing material waste, resulting in more environmental-friendly construction.

Abstract
Purpose
Waste is typically encountered during the building's life cycle, from the design phase, through the construction phase, to modification and demolition. Most of these construction wastes are unnoticed or unattended by project managers, which lead to serious environmental problems. Effective waste reduction strategies will require a thorough and detailed understanding of the causes of construction waste. Hence, this paper aims to explore critical waste factors (CWFs) affecting the performance of construction projects.
Design/methodology/approach
An extensive literature review was carried out to determine these factors based on previous studies, from which a questionnaire was developed. Series of statistical analyses such as reliability analysis, Spearman Correlation, Kruskal–Wallis and factor analysis were performed on a total of 330 valid responses to identify latent factors responsible for wastes occurrence.
Findings
This study reveals 31 CWFs through evaluation of prior relevant studies carried out in several countries and then adjusted and validated through semistructured interviews. The significant differences in views within various groups of respondents with different organizational characteristics are highlighted. The results of factor analysis showed that there are six principal components extracted with 66.3% of variance explained (material-related factors; subcontractors and workers; planning, communication and coordination; people involvement and financial issues; people development strategies; and external factors).
Originality/value
This study differs from other studies in the literature by gathering all relevant waste factors including those related to nonphysical waste such as time, budget, workers and equipment. Furthermore, this paper will be of great interest to both practitioners and researchers since it brings various recommendations concerning the prevention/reduction of waste through lean construction for more sustainable construction projects.

Abstract
Purpose
The generation of construction and demolition waste in China is a pressing need to be minimized in order to alleviate the environmental burden. The effectiveness of implementing construction and demolition waste management in this economy, however, is very limited due to various barriers. Therefore, this paper aims to explore the major obstacles to managing construction and demolition waste in China.
Design/methodology/approach
The views from Chinese practitioners were collected via a questionnaire survey. The respondents were invited to rate a total of 16 obstacles that hinder the effective implementation of construction and demolition waste management as gleaned from previous literature and six semi‐structured interviews. The results of the questionnaire were analyzed by ranking analysis and factor analysis.
Findings
The findings show that “lack of a well‐developed waste recycling market”, “insufficient regulation support” and “waste reduction does not receive sufficient attention in construction design” are perceived as the three barriers of most importance. Furthermore, the 16 obstacles could be grouped into five underlying components including: component 1 – weak awareness and inadequate training, component 2 – insufficient support of the authority, component 3 – economic consideration, component 4 – immature market and component 5 – barriers related to site activity.
Practical implications
Based on the findings, industry practitioners' understandings about the barriers to better performing construction and demolition waste management in China can be deepened. Furthermore, the results also provide useful information for developing strategies to improve the performance of construction and demolition waste management in China.
Originality/value
Major obstacles to improving the performance of construction and demolition waste management in China are identified and analyzed in this study.

Abstract
Purpose
The purpose of this paper is twofold: first, to develop a performance evaluation framework for construction and demolition waste management (CDWM); second, to investigate feasible and effective strategies to improve the CDWM performance.
Design/methodology/approach
A review of the literature highlighted a lack of comprehensive research to evaluate CDWM performance of key project stakeholders, like owners, contractors and consultants. After the identification of 22 performance variables through a pilot study, a first questionnaire survey was conducted to investigate the views of respondents toward CDWM performance. The 132 responses were analyzed using factor analysis to determine specific CDWM performance factors, which formed a conceptual performance evaluation framework of CDWM. Furthermore, a practical index (PI) was proposed to integrate the feasibility and effectiveness of CDWM strategies. The values of PI were employed to prioritize CDWM strategies from data collected in a second questionnaire survey.
Findings
The validated results from factor analysis revealed that the conceptual performance evaluation framework of CDWM consists of six factors; and the attitude toward CDWM emerged as the foremost critical factor. The prioritization of PI values indicated that raising CDWM awareness among construction stakeholders was the most feasible and effective strategy for CDWM.
Originality/value
This CDWM performance evaluation framework is one of the first to holistically evaluate CDWM from key stakeholder perspectives. In addition, the PI firstly enables quantitative integration of the feasibility and effectiveness of CDWM strategies.
