Abstract

Purpose

Triggered by the advancement of information and communications technology, open access repositories (a variant of digital libraries) is one of the important changes impacting library services. In the context of openness to a wider community to access free resources, Wawasan Open University Library initiated a research project to build open access repositories on open educational resources. Open educational resources (OER) is an area of a multifaceted open movement in education. The purpose of this paper is to show how two web portal repositories on OER materials were developed adopting a Japanese open source software, called WEKO.

Design/methodology/approach

The design approach is based on a pull to push strategy whereby metadata of scholarly open access materials kept within the institution and network communities’ digital databases were harvested using the Open Archives Initiatives Protocol for Metadata Harvesting method into another open knowledge platform for discovery by other users.

Findings

Positive results emanating from the university open access repositories development showed how it strengthen the role of the librarian as manager of institutional assets and successfully making the content freely available from this open knowledge platform for reuse in learning and teaching.

Research limitations/implications

Developing further programmes to encourage, influence faculty members and prospective stakeholders to use and contribute content to the valuable repositories is indeed a challenging task.

Originality/value

This paper provides insight for academic libraries on how open access repositories development and metadata analysis can enhance new professional challenges for information professionals in the field of data management, data quality and intricacies of supporting data repositories and build new open models of collaboration across institutions and libraries. This paper also describes future collaboration work with institutions in sharing their open access resources.

Abstract

Purpose

This paper provides an overview of the Post 9/11 GI Bill and outlines the steps that the Obama administration has taken to provide for the educational and training needs of veterans and other eligible dependents.

Design/methodology/approach

This paper offers a policy analytic review of the extant literature on veterans’ education and regulations pertaining to the Post 9/11 GI Bill.

Findings

It is found that although the Post 9/11 GI Bill was enacted with the right intentions, several changes had to be made to protect both veterans and tax payers as well as the integrity of the GI Bill.

Originality/value

To help educators understand the role that the Obama administration has played in advancing veteran education and training.

Abstract

Purpose

The study aims to shed light on the current state of “Dataset repositories” indexed in Directory of Open Access Repositories (OpenDOAR).

Design/methodology/approach

From each repository/record information, the Open-Access Policies, Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH), year of creation and the number of data sets archived in the repositories were manually searched, documented and analyzed.

Findings

Developed countries like the United Kingdom and the USA are primarily involved in the development of institutional open-access repositories comprising significant components of OpenDOAR. The most extensively used software is DSpace. Most data set archives are OAI-PMH compliant but do not follow open-access rules. The study also highlights the sites’ embrace of Web 2.0 capabilities and discovers really simple syndication feeds and Atom integration. The use of social media has made its presence known. Furthermore, the study concludes that the number of data sets kept in repositories is insufficient, although the expansion of such repositories has been consistent over the years.

Practical implications

The work has the potential to benefit both researchers in general and policymakers in particular. Scholars interested in research data, data sharing and data reuse can learn about the present state of repositories that preserve data sets in OpenDOAR. At the same time, policymakers can develop recommendations and policies to assist in the construction and maintenance of repositories for data sets.

Originality/value

According to the literature, there have been numerous studies on open-access repositories and OpenDOAR internationally, but no research has focused on repositories preserving content-type data sets. As a result, the study attempts to uncover various characteristics of OpenDOAR Data set repositories.

Abstract

Purpose

This study aims to highlight the many distinguishing characteristics of open-access repositories that archive “Patents” in the Directory of Open-Access Repositories (OpenDOAR) provided by Asian nations.

Design/methodology/approach

The OpenDOAR was chosen as a data collection tool that provides a quality-assured list of repositories indexed globally. The data was extracted on 28 March 2023.

Findings

The study found that only eight Asian countries contributed to open-access repositories on OpenDOAR, with China being the highest contributor. These countries mainly focused on institutional repositories, primarily using DSpace and English as the main language interface. Web 2.0 tools, especially RSS and Atom, were commonly used, along with some presence of social media platforms on the sites, although to a lesser extent. While many repositories followed the OAI-PMH protocol, a considerable portion did not adopt open-access policies.

Originality/value

To the best of the authors’ knowledge, this study is the first one that brings to light the different features of repositories archiving one of the important content types, i.e. “Patents” in the OpenDOAR by Asian countries.

Abstract

Purpose

Open-access repositories (OARs) are essential for openly disseminating intellectual knowledge on the internet and providing free access to it. The current study aims to evaluate the growth and development of OARs in the field of technology by investigating several characteristics such as coverage, OA policies, software type, content type, yearly growth, repository type and geographic contribution.

Design/methodology/approach

The directory of OARs acts as the source for data harvesting, which provides a quality-assured list of OARs across the globe.

Findings

The study found that 125 nations contributed a total of 4,045 repositories in the field of research, with the USA leading the list with the most repositories. Maximum repositories were operated by institutions having multidisciplinary approaches. The DSpace and Eprints were the preferred software types for repositories. The preferred upload content by contributors was “research articles” and “electronic thesis and dissertations”.

Research limitations/implications

The study is limited to the subject area technology as listed in OpenDOAR; therefore, the results may differ in other subject areas.

Practical implications

The work can benefit researchers across disciplines and, interested researchers can take this study as a base for evaluating online repositories. Moreover, policymakers and repository managers could also get benefitted from this study.

Originality/value

The study is the first of its kind, to the best of the authors’ knowledge, to investigate the repositories of subject technology in the open-access platform.

Abstract

Purpose

Little is known as to the breadth and diversity of Open Source Software (OSS) applications for libraries and the development characteristics that influence the sustainability and success of projects creating them. The purpose of this paper is to address this gap by analyzing a large sample of library OSS projects.

Design/methodology/approach

A total of 594 library OSS projects (469 from SourceForge and 125 from Foss4lib) are classified by type and further differentiated and assessed across a number of criteria including, but not limited to, sponsorship status, license type, and development status.

Findings

While various types of library OSS applications were found to be under development and in use, the results show that there has been a steady decrease in the number of projects initiated since 2009. Although sponsorship was significantly positively associated with several indicators of OSS project success, the proportion of sponsored projects was relatively small compared to the proportions reported in some other contexts. In total, 71 percent of the projects have a restrictive license scheme, suggesting that the OSS ideology is valued among library OSS projects. The results also indicate that library OSS projects exhibit several characteristics that differ from the traditional developer-oriented OSS projects in terms of their technical environment.

Originality/value

This study, as the first of its kind, offers a broader, more quantitative picture of the state of library OSS applications as well as the development characteristics of projects developing them. Several implications for research and practice, and directions for future research are provided.

Abstract

Purpose

There is immense potential in open educational resources (OER) for encouraging systemic change within academic institutions toward increasing access and equity in education. The purpose of this paper is to propose an empirical framework and a checklist for mainstreaming OER in an academic institution.

Design/methodology/approach

The empirical framework and the mainstreaming checklist is formulated based on an extensive review of literature and case studies strengthened by the author’s personal experience as an academic, researcher, practitioner, policymaker and international development expert in the field of OER.

Findings

The proposed empirical framework and OER mainstreaming checklist identifies several processes to be completed by key stakeholders for successful mainstreaming of OER in an academic institution.

Practical implications

The proposed framework assumes that the institution which is undergoing mainstreaming of OER follows the principles of outcomes-based education and that it has an established mechanism for measuring the mastery of learning outcomes and the role of OER in accreditation.

Originality/value

One key feature of the framework is its horizontal structure where stakeholders take a team-based approach to completing the required tasks for mainstreaming OER. This, in turn, increases ownership of the mainstreaming process leading to higher success rates and sustainability. Second, the mainstreaming checklist breaks down each process into several achievable tasks and assigns them to the relevant team. Third, the framework supports continuous quality improvement which encourages institutions to periodically revisit the processes to make necessary course corrections and enhancements.

Purpose

The purpose of this paper is to investigate/explore the possibilities of nationwide networked electronic theses in Japan.

Design/methodology/approach

The main points of the revised degree regulations, the activities of related organizations corresponding to the revised degree regulations, and the future direction of networked electronic theses which can be realized due to the network of institutional repositories are described and explained.

Findings

In Japan, following the revision of the degree regulations, nationwide electronic thesis networks will be formed, which are rarely observed in other countries, and an infrastructure will be constructed, by which institutional repositories in Japan can be harvested by the Networked Digital Library of Theses and Dissertations. A well-established community of institutional repositories has enabled this achievement to take place.

Originality/value

Very few national laws and regulations oblige a person who has been conferred a doctorate to publicize the thesis through the internet. There are only a few countries where the standard for metadata was established and metadata harvesting using the Open Archives Initiative Protocol for Metadata Harvesting is being performed, providing one-stop services through portal sites. Therefore, this case study on the possibilities of nationwide networked electronic theses attributable to policies and the innovations of the repository network in Japan can provide useful information not only for persons in charge of digitizing dissertations but also for those concerned about open access generally.

Abstract

Purpose

In the absence of a working model for describing, managing and archiving the human library resources, this study aims to attempt a practical approach that will provide all the necessary information to the library users, library professionals and researchers.

Design/methodology/approach

Initially, different metadata standards, archival projects and attributes of the human books were reviewed to identify appropriate metadata standards that accurately describe the resources of the human library. A free and open-source software; DSpace was considered for implementing newly defined metadata schema in this study. Thereafter, a set of new subject entries was incorporated to standardize the contents of the human library.

Findings

This study finds that the widely used metadata schema – Dublin Core (DC) is not appropriate to describe the contents of the human book. It shows that selected metadata elements from the types – person and event of schema.org can be used for describing, organizing and archiving the resources of the human library. It further highlights that existing subject entries are not sufficient to standardize the contents of these types of resources.

Research limitations/implications

Two metadata fields in DSpace are strongly recommended by the DSpace community to consider in the input-forms.xml file, that is why the study could not completely omit DC metadata elements in describing human books.

Originality/value

The study provides a roadmap to the library professionals on the inclusion of new metadata schemas in describing the uniquely featured resources of the library.
