Abstract

Purpose

The purpose of this paper is to identify, prioritise, and contrast the needs in terms of the development of vocational skills in final year undergraduate accounting students from two distinct countries. The study aims to survey and analyse the views of Malaysian and UK students.

Design/methodology/approach

A questionnaire was used to gather the data. Quantitative analysis was then used as the basis of a comparative study. The data for this study were collected via questionnaires completed by Malaysian exchange students on their arrival at UK university and the students of that UK university.

Findings

The results indicate that both sets of students accept the need to develop vocational skills in order to perform competently as an accountant. There is however clear differences in the views of the Malaysian and UK students concerning the specific skills that they perceive as being priorities to be developed. The students also hold differing views of the major barriers to the development of vocational skills in higher education.

Originality/value

Previous studies have established the need to prioritise vocational skills development. Studies have also established the views of employers and students. This study contrasts the views of students from two contrasting contexts. The study establishes that students from differing countries perceive differing priorities in terms of vocational skills not only between students but also between students and the currently stated views of employers and professional bodies internationally.

Abstract

Purpose

Though most construction workers in China possess minimal skillset, they are reluctant to attend vocational skill training sponsored by the government or enterprises. This paper aims to examine their willingness to attend the training from workers’ individual perspectives.

Design/methodology/approach

The authors interviewed 492 construction workers on topics concerning their age, education, work tenure, technological level, daily wages, apprenticeship duration, apprentice channels and training experience; this information was then logistically analyzed to reveal if it influences construction workers’ willingness to attend training courses.

Findings

The results show that in a variety of possible influencing factors, technological level, apprenticeship duration and education are the most significant ones that affect construction workers’ willingness to attend vocational training. Technological level makes the greatest contribution to workers’ willingness to attend training, yet the effect of training experience and daily wages is minimal.

Practical implications

To achieve sustainability in construction labor management, it is important to shed light on what influences worker’s willingness to attend training programs and take some efficient steps to address these issues.

Originality/value

This paper provides a new insight into the workers’ willingness to attend vocational skill training programs in the Chinse construction industry and suggests some practical implications for professionals and policymakers. Furthermore, the findings could prove valuable to other countries or industries, especially those sharing similarities to the Chinese construction industry.

Abstract

Purpose

The purpose of this paper is to examine how the eThekwini Municipal Academy (EMA) conducts training needs assessments for vocational skills training for unemployed and disadvantaged youths, KwaZulu-Natal province. By examining the process of training needs assessment (TNA), the focus was on determining how it might influence the success in employment outcomes of the graduates.

Design/methodology/approach

The researcher used mixed research methods of qualitative and quantitative approaches. The quantitative research method was a survey questionnaire. The survey questionnaire helped produce a detailed description of respondents' opinions and experiences. The qualitative method in the form of semi-structured interviews helped to present the data from the perspective of the training managers on the process of TNA and opportunities in accessing employment for the graduates. Purposive sampling was used to select 24 training centre managers and 512 trainees. The quantitative data were analysed using SPSS software, and data from interviews were analysed using thematic analysis.

Findings

The findings revealed that the most important aspect of the TNA process was that the EMA managers selected and design a training course after consulting and engaging the stakeholders who were also prospective employers to identify needs and job availability within the companies or government departments. The author concludes that the process of TNA involving all stakeholders helped to provide vocational training programmes, which were demand-driven. The process also might promote the best and most promising practices enhancing the transition from skills acquisition to skills utilisation in the labour market.

Practical implications

The results of the study have shown the three main factors that affect the TNA process, which are an individual or person analysis, consulting key stakeholders and labour market assessment. It is hoped that the results of the study can be used by training practitioners for better understanding of factors that can contribute to the effectiveness of vocational skills training for unemployed youth.

Originality/value

The paper is unique because it contributes to the knowledge by explaining the link between the effectiveness of vocational skills training and a proper TNA for unemployed youth. It also provides knowledge on key factors in conducting the TNA process by involving all stakeholders. Existing TNA research focuses on competency-based need analysis for employees of companies, organisations and institutions. Therefore, this paper is significant because it helps to understand the role of TNA in enhancing the effectiveness of vocational skills training for unemployed and disadvantaged youths.

Abstract

Purpose

The purpose of this paper is to apply the Developmental Model of Vocational Excellence (DMVE) in the domain of air traffic control and to describe the characteristics and predictors related to air traffic controllers’ (ATCO) vocational expertise and excellence. Based on DMVE, the study analyses the role of natural abilities (gifts), intrinsic characteristics (self-regulatory abilities) and extrinsic conditions (domain and non-domain specific factors) in ATCOs’ vocational development.

Design/methodology/approach

The target population of the multiple case study consisted of ATCOs in Finland (N = 300), of which 28 were interviewed. The interviewees represented four different airports. Initially, three key personnel interviews were conducted to validate the structured theme interview instrument that was subsequently used for the 28 interviews. The data set also included the ATCOs’ aptitude test scores and training records. Employee assessments were used to determine their on-the-job performance level (expertise vs excellence). The research questions were examined using theoretical concept analysis. The qualitative data analysis was conducted with content analysis and Bayesian classification modelling.

Findings

The findings indicate that cognitive skills, self-reflection, volition and goal-orientation are considered to be ATCOs’ most important vocational characteristics in addition to interpersonal, intrapersonal and spatial skills. The main differences between the ATCOs representing vocational expertise and those representing vocational excellence were related to self-regulation; motivation and volition in particular proved to be somewhat stronger in the latter group.

Research limitations/implications

It was acknowledged that there are limitations in the present study. First, the four airports were not selected randomly. Although they represent different types of airports (and ATCO job profiles) in Finland quite well, future studies should include comparative aspect to airports in other countries. Second, the number of participants (N = 28) in the study was quite small, limiting generalization of the results to the target population (N = 300). Future research on this domain should be extended to include also quantitative measurements, allowing more generalizable results. Third, although the analysis for the research question 3 was based on a technique that is not sensitive to missing values (BCM), missing data in ATCOs’ aptitude test scores, training records and employee assessments added uncertainty to the results.

Practical implications

ATCOs’ highly controlled and pre-defined work presents a challenge to work motivation, which is seen as one of the determining factors in safety in air traffic controlling (ATC). In the future, more emphasis should be placed on the prerequisites of professional development such as leadership (human resource management, feedback, employees’ opportunity to influence), working environment (physical and social environment), educational possibilities and career progression, as well as professional benefits (salary and working hours).

Originality/value

Although ATC is a fairly studied topic since 1970s, most studies related to ATCOs have concentrated on training, learning on the job, cognitive capacity and processing and stress tolerance. This study extends the emerging research in the field on self-regulation by adopting DMVE to investigate its role, alongside natural abilities and domain and non-domain specific factors, to vocational talent development in different skill acquisition stages.

Abstract

Purpose

The purpose of this paper is to investigate the cause–effect relationship between vocational support and the levels of acquisition of practical skills via learning self-efficacy during a training intervention in computer maintenance technology among vocational electronic technology students.

Design/methodology/approach

Quasi-experimental research was employed. The participants were 84 undergraduates of vocational electronic technology education in Nigeria. The study applied the modified stages of the Dreyfus model of skills acquisition as the training model. The study proposed a four-simple mediation models based on the first four stages of the modified Dreyfus model of skills acquisition (namely, novice, advanced beginner, competent and proficient stages) via practical skills learning self-efficacy.

Findings

The result showed significant effects of perceived vocational support in practical skills training on the levels of acquisition of practical skills in computer maintenance technology. Learning self-efficacy mediated the relationship between perceived vocational support and three levels of practical skills acquisition (advanced beginner, competent and proficient).

Research limitations/implications

All possible mediation pathways were not covered in this study. However, the study x-rayed the tendency of pathways in training intervention in vocational education and allied fields of study.

Practical implications

This study has empirically provided evidence to support the Dreyfus model of skills acquisition, as a plausible practical skills training model. Hence, the study can serve as a model for other researchers for replication in other fields of study.

Originality/value

To the authors’ knowledge, this is the first study that revealed potential pathways in work-related practical skills training interventions. The study has also validated the Dreyfus model as a potential skill acquisition model for practical skills training.

Iraq with a population of approximately 13 million in 1980 is one of the capital (oil) rich countries of the Arab region, and shares with them the objective of a fast pace of economic development. Such Arab states may be characterised by the existence of a large and expanding government sector, ambitious industrial development programmes and the pursuit of an increasing standard of welfare and income for their inhabitants. Since about 1970 Iraq's economy has been radically transformed and change is continuing. The demand for labour has grown commensurately with the successive national development plans of the decade. Meeting these increased labour requirements presents formidable tasks for policy makers and planners in Iraq as in other Arab countries.

Abstract

Purpose

This paper examines the development of green skills across firms located in an institutional context, specifically the national education and skill-formation system, of the under-researched developing country of Thailand.

Design/methodology/approach

This paper qualitatively explores the Thai education and skill-formation system and conducts a cross-case analysis of four firms across different industries in Thailand. The empirical findings in this paper draws on semi-structured interviews with various stakeholders; field visits to vocational colleges, universities, a nongovernmental organization (NGO) and firms across industries both in Bangkok and in other provinces in Thailand; and a review of archival documents and web-based reports and resources.

Findings

This paper proposes that firms across industries in Thailand must be responsible for helping their employees/workers obtain the green knowledge and skills necessary to perform green jobs through high-road human resource (HR) practices in response to the fact that the Thai education and skill-formation system is unlikely to produce a sufficient number of employees/workers who have green knowledge, skills and abilities and are industry-ready to perform green jobs, leading to a shortage of employees/workers who possess green skills in the labor market. Specifically, curricula in vocational colleges and universities in Thailand are not likely to respond to the needs of firms in producing those employees/workers.

Research limitations/implications

The limitations of this research concern its methodology. This research is based on the qualitative studies of the Thai education and skill-formation system and a case study of firms across industries in Thailand. Thus, this paper does not aim to generalize the findings to all other countries but to enrich the discussion on the effects of macro-level HR policies on the creation of green jobs and the development of green skills across firms in each country. Additionally, it is difficult to gain access to firms across several industries and various stakeholders to understand the development of green skills among employees in these firms. The reasons are resource constraints, time constraints and the hesitation of firms in permitting the author to access the data. These difficulties have restricted the sources of information to construct a more nuanced picture of firms across various industries in developing green skills among their existing employees. Consequently, this research does not include firms in several other industries, including the pulp and paper industry, textile and garment industry, plastic industry and agri-food industry. Thus, future research may extend the topic of the development of green skills among employees to these industries. Quantitative studies using large samples of firms across industries may also be useful in deepening the understanding of this topic, which is significant from the perspectives of the strategic human resource management (SHRM), comparative institutional perspectives on HR strategies and practices, and green economy.

Practical implications

This paper also provides practical implications for top managers and/or HR managers of firms in Thailand, other developing countries and other emerging market economies with deficiencies in the national education and skill-formation system. First, the top managers and/or HR managers can apply various methods to internally develop managers and employees/workers with the appropriate environmental/green knowledge and necessary skills to perform green jobs. The methods include classroom training, on-the-job training, coaching, mentoring systems, job shadowing and being role models for younger generations of employees. Second, these top managers and/or HR managers can cooperate with vocational colleges and/or universities in their countries to design educational programs/curricula related to environmental/green management to be able to produce graduates with suitable qualifications for their firms. These managers can request for assistance from universities in their countries when their firms confront sophisticated questions/problems related to environmental/green management. In this regard, universities will have an opportunity to solve real environmental/green problems experienced by industries, while firms can appropriately and accurately solve environmental/green questions/problems. Third, these top managers and/or HR managers can encourage their firms to apply for certificates of green-/environmentally friendly products or carbon footprint labels from NGOs to foster a green image among firms' consumers. These applications require the firms to pay special attention to the cultivation of green awareness and the development of green skills among their employees. Fourth, these top managers and/or HR managers can encourage their employees to express green-/environmentally friendly behaviors as well as sufficiency-based consumption behaviors. In fact, these top managers and/or HR managers can foster their employees to reduce energy consumption, including electricity and water, to conserve these types of energy for young generations. Fifth, these top managers and/or HR managers can adopt and implement green human resource management (GHRM) practices consisting of green recruitment and selection, green training and development, green performance management, green pay and rewards and green employee relations in their firms to upgrade both the environmental and social performances of firms. Finally, these top managers and/or HR managers must take serious actions regarding the implementation of environmental/green management policies and practices within their firms in order to facilitate the movement of the country toward the bioeconomy, circular economy, and green economy (BCG economy).

Social implications

This paper provides social/policy implications for the government, vocational colleges and universities in Thailand, other developing countries and emerging market economies where the skill shortage problem is still severe. First, the government of each country should incorporate green/environmental policies into the national education policy and the long-term strategic plan of the country. Second, the government should continuously implement such national policy and strategic plan by encouraging government agencies, vocational colleges, universities, firms and NGOs to cooperate in developing and offering environmental/green management educational programs/curricula to produce graduates with suitable qualifications for those firms. Third, the government should encourage vocational colleges and universities to equip their students with green skills to be industry-ready in a real working context. Fourth, to alleviate the skill shortage problem in the labor market, the government should foster firms, especially private sector firms, to focus on the upskilling and reskilling of their existing employees. With this action, their existing employees will have green skills, be able to effectively perform green jobs and become an important driver to help the country move toward the BCG economy. Fifth, the government of each country should encourage firms to develop green-/environmentally friendly products by offering them various types of incentives, including tax reductions or tax exemptions. Sixth, the government should encourage universities in the country to sign a memorandum of understanding with leading research institutes and world-class digital technology companies such that these institutes and/or companies admit high-potential university students to work as trainees/entry-level employees for a certain duration. This action can ultimately facilitate knowledge transfer from these institutes and/or companies to those university students who will finally return to work in their home country. Seventh, the government, especially the Ministry of Education, should encourage vocational colleges and universities to teach students in the environmental/green management program based on real case studies/problems found across firms. In this way, graduates should be industry-ready to perform green jobs. Finally, the government must pay serious attention to the implementation of environmental/green management policies across levels within the country so that the transition of the country toward the BCG economy will finally come true in the future.

Originality/value

This paper contributes to the SHRM, comparative institutional perspectives on HR strategies and practices, and the literature on the green economy and the development of green skills in firms in the following ways. First, this paper focuses on examining how the institutional context of Thailand shapes the development of green knowledge and skills among employees across firms in Thailand. In this regard, the paper aims to fill the gap in the literature on strategic HRM and comparative institutional perspectives on HR strategies and practices as proposed by Batt and Banerjee (2012) and Batt and Hermans (2012), who suggested that the literature on strategic HRM should go beyond the organizational context and examine how firms adopt and implement HR practices in response to the national institutional context. Second, the paper aims to extend the literature on the green economy regarding the roles played by institutional factors in shaping the development of green knowledge and skills across firms. Finally, strategic HRM, comparative institutional perspectives on HR strategies and practices and green economy studies have overlooked the under-researched country of Thailand. Most studies in these three areas focus more on developed countries. Thus, the findings of this paper should extend the literature on those areas regarding the development of green skills among employees across firms in response to the Thai institutional context.

Abstract

This article traces the experience of countries reforming their vocational education and training policies and summarizes the lessons learned. It is based on a recent joint World Bank‐ILO study focussing on the obstacles to implementing change in vocational education and training systems in response to changing labor markets and innovative approaches to overcoming these constraints in 19 countries worldwide. It tracks the demand‐side pressures and supply‐side responses and highlights some critical issues, constraints and innovations in the reform of these systems. The main messages from this study are: matching instrument to target group is as important as picking the best delivery mode; the government’s role in facilitating the provision of information about vocational education and training has been relatively neglected; a vigorous private response has refuted claims of the reluctance of private providers to enter the field; and political will, not institutional capacity, is the main obstacle to comprehensive reform.

Abstract

Purpose

The vocational education and training (VET) system needs a future change in order to be more accountable to employers (and their associations) for training outcomes that match employer expectations. As part of this, an important focus is employability skills that go beyond work-related technical and interpersonal skills to include employer-preferred values, attitudes and personality dimensions. The purpose of this paper is to determine the effect of supervised work experiences (SWEs), among other factors, on undergraduate vocational trainees’ acquisition of employability skills.

Design/methodology/approach

A total of 138 respondents ranging in age from 17 to 24 years who successfully completed their two years program awarded with Malaysian Skill Certificate were included. They were divided into two sub-populations, trainees participating and trainees not participating in the SWE. Descriptive analysis, Correlation and ANCOVA were applied for data analysis.

Findings

The results showed that participating students achieved a moderately higher level of employability skills compared to students not participating in the SWE. The findings also revealed other factors contributing to the acquisition of employability skills, including gender, age, work experience, self-concept and achievement motivation. However, achievement motivation was found to be significantly related to the acquisition of employability skills. Therefore, participation of vocational trainees in the SWE influences the acquisition of employability skills which are identified as career success skills and could facilitate youth in transition from school to work.

Research limitations/implications

Although the research has reached the aims, there were a few limitations which may effect on generalization of the findings. Because of the limit access to students from all majors in vocational training, this study focused on six types of skills. In addition, the number of participants from different courses was not equal.

Practical implications

The research findings also imply several practical implications. First, based on the finding, it can be suggested that industries provide students’ vocational training under supervision of expert in their course area in order to enrich the level of trainees’ acquisition of employability skills. Second, referring to the finding, focusing on the key aspects of employability skills, industries can improve the trainees learning process and producing workers with abilities to allow them to interact with job duties in the organization of workplace.

Originality/value

This study can serve as a model for evaluation when implementing school to work programs.
