Abstract

In this chapter the author outlines the educational situation for Roma in Norway, where there are two main groups of Romani-speaking people, referred to as Roma and Romani people, who have lived in Norway for centuries. Both have a status of national minorities. After describing the social situation of the Norwegian Roma minority, the author shows their culture and language. Then the author outlines the characteristics of the Norwegian education system and the educational attainment of Roma. After presenting the most important policies and support programmes for Roma Education, the author presents findings from her project ‘Educational Situation for Roma Pupils in Norway: Silenced Narratives on Schooling and Future’.

Abstract

In this chapter, the author analyses the education situation of Sinti and Roma in Germany and calls for a ‘Dawn of Learning!’ The author asks: Who is learning (from whom and for whom)? What is learned? What has to be learned? To answer these questions firstly the author describes the social and legal situation of the Roma minority in Germany then analyses their attainment in the German education system. With the help of two studies (Hundsalz, 1982; Strauss, 2011) the author demonstrates that educational attainments of German Sinti and Roma had significantly increased over time. Then the author emphasises the importance of mentoring programmes – involving Sinti and Roma as educational mentors – especially for their important role in the integration process. Lastly, the author shows the results of her own study aimed at revealing correlations of education and integration opportunities of Roma youth, with or without a limited residence permit in Germany (Hofmann, 2011). The question: What has been learned – so far? The author answers as followed: A dawn of learning for mutual respect and appreciation can be seen. The question: What has to be learned? The author’s answer: she wishes for a common aim of our learning processes to be a conscious and respectful handling of diversity which allows differences but focuses on common ground as a starting point for social negotiation to shape the society in which we want to live – on regional, national and European grounds.

Abstract

In the last two decades, the region of Southeast Europe, Republic of Macedonian included, has been marked by a politics based on the pronounced primacy of the issue of national identity over other socio-political questions. National identity as an issue per se entails material, cultural and academic processes aiming at the construction and fixing of an idea and a sense of a collective. Ample evidence in terms of material culture (the architectural project Skopje 2014) and recorded public discourse supports the claim that the question of national identity determines the course of politics, nationally and internationally.

The main focus of this chapter is to examine the different discourses regarding national identity, and the multicultural and cultural policies, formulated against the backdrop of the conditions set by the EU. Through a discursive analysis of some of the speeches and texts of Macedonian and Albanian political officials, this chapter will trace the various (re)constructions of national identity vis-à-vis Europe and Macedonia’s aspirations for European Union (EU) accession. Additionally, Macedonia’s complicated interethnic relations are analysed through the country’s struggle with the name dispute with Greece and, through what is seen as a lack of loyalty from the Albanian political parties and citizens, which push for the change of the name for a faster EU accession. This further complicates the picture of the Macedonian EU integration and creates a triangulation of discourses: one stemming from the EU requirements, and two more, stemming from the two major ethnic groups and political parties in Macedonia, namely the Macedonian and the Albanian.

Abstract

This paper will discuss the kinds of communities that evolve through historical practices of migration. The migrant house is associated with a new architecture that had appeared in the cities of immigration of the new worlds (Melbourne, Toronto, Chicago). It is perceived as a stereotypical symbolisation of immigrants from Southern European origins that had arrived in the decades following the Second World War. The appearance of houses built by returning migrants in sites of origin suggests other trajectories, other modes of travel, and other forms of community. Central to the thesis of this paper is the testimony of two types of migrant houses. The study draws on theories of migration that address the site of departure, the site of arrival, and the question and conflict of return which is at the centre of the migrant's imaginary. This study will examine the migrant houses in the village of emigration (Zavoj in Macedonia), migrant houses built by returning emigrants. A study of the two houses of migration implicates a set of networks, forces, relations, circumscribing a large global geopolitical and cultural field that questions our understandings of diaspora, the binary structure of dwelling/travelling, and the fabric and fabrication of community. In addition, the paper will explore the notion of house as an imaginary landscape, a psychic geography narrated through migratory travels.

Abstract

The Republic of Macedonia is a small country on the Balkan Peninsula, comprising 25,713 square kilometers and a population of two million. For 45 years it functioned as one of the six constituent republics of the Yugoslav Federation. It was declared an independent and sovereign state in 1991. The new Constitution established the Republic not only as independent and sovereign, but also as a civil and democratic nation-state. This guaranteed complete equality and coexistence of the Macedonian people with the Albanian, Turkish, Vlach, Romany and other minorities living in the country. It also initiated the process of recognition by other states throughout the world, as well as the establishment of diplomatic relations. Macedonia was accepted as a member of the United Nations in 1993 and is currently involved in a large number of European and International associations.

Roma are here described as a ‘hidden minority’ (see the country study about Italy from Valeria Cavioni in the book Lifelong Learning and the Roma Minority in Western and Southern Europe (2019)), because – although they are the largest minority group living in Europe for more than a hundred years – we still know very little about them. Although most of the Roma people have been living for centuries in European countries, their situation is still different from the non-Roma population; they often suffered from poverty and exclusion. There is a host of Roma, especially in Southern and in Eastern Europe, who is considered to be the most disadvantaged group in European societies; that is, regarding their (1) health situation, (2) on the labour, (3) on the housing market and (4) also in education. Questions of education are the central elements of politics making the situation of Roma better. To fulfil these requirements, some European countries have taken determined steps. As Natascha Hofmann in the country study about Germany wrote in the book Lifelong Learning and the Roma Minority in Western and Southern Europe (2019), we are in the phase of the ‘dawn of learning’ because there are more and more policies and programmes to develop attainment and success of Roma in European education and lifelong learning. This book wants to change this and gives an overview about retrospective and prospective tendencies in the situation of European Roma in education and lifelong learning.

Abstract

Roma in Croatia are spatially, economically and politically marginalised. There is a social gap between Roma minority and the majority of population. Prejudice and stereotypes against the Roma community are deeply rooted in the mind of the local community due to their insufficient knowledge of the Roma culture. The women of the Roma ethnicity are doubly marginalised, because of their Roma ethnicity and their gender. Roma women, more than Roma men, lack the basic elements necessary for self-realisation: education, healthcare, cultural and political participation. Roma generally have poor access to healthcare, and most of them do not have medical records. The Roma in Croatia most often speak Boyash (bajaški) or Romani chib. They speak both their mother tongue (Romani) and the language of the country they live in – standard Croatian. Students can study the Romani language and culture in higher education, at the Faculty of Humanities and Social Sciences and the Faculty of Teacher Education at the University of Zagreb. Kali Sara, the Roma Association for the promotion of the education of Roma in the Republic of Croatia, organises courses for Roma children and young people on the Romani language, culture and life in general. As for the educational attainment of Roma, data show that Roma children are still rarely included in the preschool education system. A large number of Roma children do not complete compulsory education. They rarely attend secondary school. Very small number of Roma students graduate at the Faculty level.
