Abstract

Purpose

The purpose of this paper is to design and test effective indoor navigation solutions for visually impaired people in situations where GPS, bluetooth or Wi-Fi signals are unavailable. The authors use the inertial measurement units (IMU), the compass and the barometer of a smart phone.

Design/methodology/approach

The authors have used commercial Android smart phones with IMU, compass and barometer to record a path and to give navigation instructions in an adapted way using a mobility-specific vocabulary. The method proposed is to save paths taking into account different indoor waypoints such as the stairs (change from one floor to another) and the change of direction of the trajectory of the path (e.g. one-fourth turn right or left), recording data from the IMU sensor’s, compass and barometer of the smart phone. Having this information and the characteristics of the each segment (distance, azimuth to the north and pressure) of the path, it is possible to provide functional navigation guidance to the visually impaired subject. Three different visually impaired people (one partially sighted and two fully blind) and three sighted people have tested the paths. The efficiency of the navigation is analyzed in terms of distance and time using the comparison between blind and sighted people.

Findings

The main finding is that it is possible to guide visually impaired people some hundreds of meters just using the sensors of a smart phone under certain conditions: the visually impaired person has to understand the guidance instructions and respect some strategies (e.g. not to walk diagonally across vast spaces). Additionally it is observed that the visually impaired participants walked distances, which are not much different to the optimal values. On the other hand; because of their hesitations using their white cane to find free paths, they take in some cases 50 percent more time to arrive (for a few minutes path, this time is not critical and even more efficient than looking for a guide). One thing to highlight is that even with this hesitation, the subjects arrived to the final destination.

Originality/value

This paper demonstrates how an IMU coupled to a compass and a barometer from a Smart Phone employing a spoken mobility language (e.g. next corridor to the left; at the end of the stairs turn right, turn left, etc.) can guide visually impaired people inside buildings.

Abstract

Purpose

This study aims to comprehend the perceptions of visually impaired users in development of information systems in Indian universities. This will help higher educational institutions in India to fulfil information requirements of visually impaired users.

Design/methodology/approach

A twofold method was used in the study: survey of visually impaired students in four universities; design and development of an online information system for visually impaired (ISVI). A structured questionnaire was used for survey of visually impaired users in Indian universities. The questionnaire with 33 open-ended questions was distributed among 603 visually impaired users and 316 responses were received. Stratified sampling technique was used in data collection. Response rate was 52.4%. The received responses were analysed using Statistical Package for Social Sciences version 19 and presented through tables and figures.

Findings

Majority of respondents revealed that lack of content availability in vernacular language, poor information resources access mechanism, less volume of course content and poor maintenance of assistive software(s) and devices and non-standardized e-resources compatible with the assistive software(s) are some major inhibits faced. Majority of respondents revealed that they prefer scribes in examinations because use of assistive technology (AT) is time-consuming. Lack of training and confidence in using AT is another reason for preferring scribes in examinations.

Research limitations/implications

This study was conducted on a limited number of visually impaired uses in Indian universities. Also, the online system ISVI contains a sample collection related to undergraduate courses only.

Practical implications

This study will help Indian universities to identify problems faced by visually impaired users. Findings of the study can help faculty members, decision-makers to understand the perspective of visually impaired. Besides this, the study can also help government agencies in formulating policies. Findings will help in developing robust information resources suiting the needs of visually impaired.

Originality/value

This study developed an online system ISVI (www.isvi.in) suitable to address the requirements of visually impaired students. Furthermore, it can guide policymakers, faculty members and information professionals in developing seamless open access information systems.

Abstract

Purpose

This paper aims to investigate accessibility and usage of mobile smartphones by Arabic-speaking visually impaired people in Saudi Arabia.

Design/methodology/approach

In total, 104 participants with visual impairments were interviewed about their use of mobile phones with the following questions: What is the most commonly used mobile phone? What is the popular domain for which they use mobile phones? What are their favorite applications? What accessibility challenges do they usually face while using mobile phones? How often do they use the Internet via mobile phones and what are the reasons behind that?

Findings

This research is the first study with such magnitude to investigate smartphone usage by Arabic-speaking visually impaired people. The survey has revealed that Arabic-speaking visually impaired people utilize mobile phones in different ways and strategies. Getting assistance in performing daily tasks and navigating independently are two of the most common uses for mobile phones.

Originality/value

Based on the findings, the authors are going to propose some guidelines to developers to improve smartphone accessibility, application design and Internet usage to improve accessibility for visually impaired people.

Abstract

Purpose

The purpose of this study is to determine the extent to which two existing models of information behaviour could explain the information behaviour of visually impaired people seeking health and social care information.

Design/methodology/approach

The research was conducted within a constructivist paradigm. A total of 28 semi‐structured interviews (face‐to‐face or telephone) with 31 visually impaired people were conducted. Framework analysis was used to analyse the results.

Findings

This study identified several factors that may affect a visually impaired person's information behaviour. These related to the presence of other health conditions or disabilities, participants' understanding of the word “information”, their interactions with information providers, their degree of independence, the support they received from friends and family, their acceptance of their own visual impairment, as well as their awareness of other visual impairments, their registration status and their willingness and ability to pay for aids, adaptations and equipment.

Originality/ value

This study provides a new and valuable insight into the information behaviour of visually impaired people, as well as testing the applicability of a specific and generic information model to the information behaviour of visually impaired people seeking health and social care information.

Abstract

Purpose

The study aims to understand the information services provided to visually impaired users in Indian universities. Further, the study identifies the nuances of information system for visually impaired (ISVI) development suitable to the requirements of the visually impaired community in Indian higher educational institutions.

Design/methodology/approach

A two-fold methodology was followed in the study: (1) empirical survey and (2) information system design and development. The empirical survey was conducted in Indian higher educational institutions wherein 316 responses were collected including 185 (58.5%) undergraduate and 131 (41.5%) postgraduate students. A stratified random sampling technique was used in data collection. Empirical study findings were further used as a basis for ISVI design and development for addressing the information requirements of visually impaired users.

Findings

The study found that 232 respondents (73.2%) access the Internet every day. “Surprisingly, 143 respondents (45.3%) revealed that no digital infrastructure is available in their institutions, while 173 respondents (54.7%) stated digital infrastructure is available. A total of 210 respondents (75.9%) highlighted that the interface of open access (OA) resources is not designed as per visually impaired (VI) students' requirements. information and communication technology (ICT) infrastructure is not up to the mark revealed as by 34 respondents (10.7 percent) and was rated ‘poor.’” A total of 268 respondents (90.2%) expressed that their institution should develop the information system to full their information needs.

Research limitations/implications

The study is conducted in only one state in India due to financial hindrances. Visually impaired students studying in other states of India are not covered in the study, which may have different perception about the design and development of information system for the visually impaired.

Practical implications

An online ISVI is designed and developed under the study, which is accessible at http://www.isvi.in. Furthermore, the findings of the study may also be used by administrators of the higher educational institutions for building ICT infrastructure for visually impaired students.

Originality/value

No study has been conducted in Indian higher educational institutions for understanding the availability and preferences of information services to visually impaired tertiary students.

Purpose

Assistive technology has been developed to assist the visually impaired individuals in their social interactions. Specifically designed to enhance communication skills, facilitate social engagement and improve the overall quality of life, conversational assistive technologies include speech recognition APIs, text-to-speech APIs and various communication tools that are real. Enable real-time interaction. Using natural language processing (NLP) and machine learning algorithms, the technology analyzes spoken language and provides appropriate responses, offering an immersive experience through voice commands, audio feedback and vibration alerts.

Design/methodology/approach

These technologies have demonstrated their ability to promote self-confidence and self-reliance in visually impaired individuals during social interactions. Moreover, they promise to improve social competence and foster better relationships. In short, assistive technology in conversation stands as a promising tool that empowers the visually impaired individuals, elevating the quality of their social engagement.

Findings

The main benefit of assistive communication technology is that it will help visually impaired people overcome communication barriers in social contexts. This technology helps them communicate effectively with acquaintances, family, co-workers and even strangers in public places. By enabling smoother and more natural communication, it works to reduce feelings of isolation and increase overall quality of life.

Originality/value

Research findings include successful activity recognition, aligning with activities on which the VGG-16 model was trained, such as hugging, shaking hands, talking, walking, waving and more. The originality of this study lies in its approach to address the challenges faced by the visually impaired individuals in their social interactions through modern technology. Research adds to the body of knowledge in the area of assistive technologies, which contribute to the empowerment and social inclusion of the visually impaired individuals.

Abstract

Purpose

In the last two decades, there has been much research and attention on information and communications technologies (ICTs) as tools that can contribute to the economic and social lives of persons with disabilities (PWDs). However, few studies have sought to explore and document the experiences of PWDs who use these technologies to access the democratic space. Using Democratic Governance as a conceptual framework, this qualitative study seeks to address this gap in the literature by exploring the experiences of several visually impaired Caribbean youth with the use of ICTs to access the democratic space.

Methodology/approach

This study uses the qualitative research design and is guided by Husserl’s Descriptive phenomenology. The study sought to explore common patterns elicited from the specific experiences of 14 visually impaired citizens in Jamaica and 9 in Barbados through the use of semi-structured interviews.

Findings

The findings suggest that ICTs have in some ways contributed to the lives of these visually disabled youth, specifically as it relates to improving their ‘political knowledge’ and encouraging ‘political talk’. In other words, ICTs have played a contributive role in terms of including visually impaired Caribbean youth in the democratic space.

Originality/value

This study contributes to improving our understanding of how and in what ways ICTs can promote the inclusion of visually impaired persons in the democratic space.

Abstract

Purpose

The paper addresses the importance of clarifying terminology such as visually impaired and related terms before embarking on accessibility studies of electronic information resources in library contexts. Apart from briefly defining accessibility, the paper attempts to address the lack of in-depth definitions of terms such as visually impaired, blind, partially sighted, etc. that has been noted in the literature indexed by two major Library and Information Science (LIS) databases. The purpose of this paper is to offer a basis for selecting participants in studies of accessibility of electronic information resources in library contexts and to put discussions of such studies in context.

Design/methodology/approach

Clarification of concepts concerning visual impairment following a literature survey based on searching two major databases in LIS. To put the discussion in context accessibility is also briefly defined.

Findings

Although visually impaired and a variety of related terms such as blind, partially sighted, visually disabled, etc. are used in the LIS literature, hardly any attempt is made to define these terms in depth. This can be a serious limitation in web and electronic accessibility evaluations and the selection of participants.

Practical implications

Clearly distinguishing between categories of visually impaired people and the ability of sight of participants is important when selecting participants for studies on accessibility for visually impaired people, e.g. the accessibility evaluation of web sites, digital libraries and other electronic information resources.

Originality/value

The paper can make a contribution to the clarification of terminology essential for the selection of participants in accessibility studies, as well as enriching the literature on accessibility for visually impaired people in the context of LIS.

Abstract

Purpose

This paper seeks to: identify the importance of a design standard for tactile ground surface indicators (TGSIs); discuss the problem of the existing standard of TGSIs in China; and advocate an all‐round approach that the consideration of a design standard of TGSIs should be on policy, implementation and management perspectives.

Design/methodology/approach

TGSIs in China were taken as a case study, while those in other countries/cities were used as supplementary reference cases. Intensive field observations on the quality of TGSIs in various public places were carried out in the Chinese mainland between 2005 and 2009. The public places included transportation terminals, shopping centres and universities. The research activities included intensive field observations and direct interviews. Different types of TGSIs were reviewed by using product analysis methods.

Findings

For inclusion, a standard for TGSIs is important. It is an effective tool in design quality assurance. There are three perspectives to ensuring the quality of a design standard: policy, implementation, and management.

Research limitations/implications

Further case studies are expected to be conducted in other cities in order to generate a more comprehensive understanding related to the topic. Continuous studies are also necessary since the living environment is changing all the time. The general public's participation to establish a good design standard for TGSIs is important.

Practical implications

The findings provide reference and direction for an all‐round approach consideration in a design standard for TGSIs; and for social inclusion.

Social implications

The findings illustrate how inclusion can be achieved by setting up a design standard of TGSIs in China (as a case study) by considering an all‐round perspective.

Originality/value

The work and study are new in China. The findings provide insights for China and other countries, and individual cities, to review the needs of visually impaired persons.

Abstract

Purpose

The purpose of this paper is to explore the copyright law in relation to access to information by persons with visual impairments. It assesses the barriers placed by the copyright law on access to information by the visually impaired persons, and then the exceptions and limitations therein with a specific focus on Marrakesh treaty. It further explores the benefits conveyed by the Marrakesh treaty in relation to the challenges. Finally, the paper makes suggestions on methods that can be employed to make the Marrakesh treaty benefit the persons with visual impairments to the fullest.

Design/methodology/approach

The paper reviews the copyright law and its requirements in relation to reproduction of copyrighted works, and then narrows down to the provisions of Marrakesh treaty as an exception in the copyright law. It then reviews existing literature on the challenges caused by copyright requirements on access to information by persons with visual impairments. Having looked at these two aspects, the paper then identifies from literature the benefits that come in the Marrakesh treaty in relation to access to copyrighted information by persons with visual impairments. Authors finally give their views on what can be done to make the treaty more beneficial to the visually impaired persons.

Findings

The paper finds that a there are many challenges that persons with visual impairments face while they seek to access information that is copyrighted, and these challenges cause both direct and indirect negative effects. However, looking at the provisions of the Marrakesh treaty against these challenges, the paper identifies the benefits that come with the treaty to avert the challenges.

Originality/value

This paper does an in-depth analysis of the copyright-related challenges that persons with visual impairments face while accessing copyrighted information, and derives solutions to these challenges from the Marrakesh treaty. The paper will be helpful to the librarians to make sure that none of their users continue to suffer from those challenges in this era of the Marrakesh treaty. The methods suggested herein for reaping as much as possible from the Marrakesh treaty will be beneficial to information managers toward fashioning ways of ensuring that persons with visual impairments are able to access information freely and easily.
