Abstract

Purpose

The purpose of this chapter is to evaluate the completeness and substantiation of the indicators of implementation of measures on information society’s formation in the conditions of information war and economic sanctions from foreign countries, and to assess the dynamics of indicators and their achievability according to the plans of state development.

The adequately selected list of target indicators will determine the future national policy regarding the process of informatization in all spheres of national economy. Moreover, the indicators set at the stage of planning of national events will signal the correspondence of the obtained result to the planned result.

Methodology

The research applies the methods of graphic presentation of information, trend analysis, method of comparison, analogy, and systematization.

Results

According to the peculiarities of the information economy’s optimization model, the main indicators of implementing of measures for the formation of information society are: index of development of information technologies; share of citizens who received state and municipal services online; share of the population that do not use the internet; level of differentiation of the subjects of the RF regarding integral indicators; share of households with access to the internet; number of highly efficient jobs according to the type of economic activities “communication.” Evaluation of implementation of these indicators and their completeness proved the necessity for reconsidering the transfer of the implemented measures and reducing the number of ineffective ones.

Recommendations

The viewed target indicators and evaluation of achievement of these indicators of efficiency of state management of the process of implementing the model could be the basis for future correction of the process of implementation of this program. The used method of analysis could be recommended as the methodological provision of monitoring and control over the implementation of information economy’s optimization model.

Abstract

Purpose

The purpose of this chapter is to develop criteria of effectiveness of state management of the process of implementing the information economy’s optimization model, determine the corresponding indicators, and offer the method of evaluation of the effectiveness of state management of the process of implementing the information economy’s optimization model.

Methodology

This research applies the methods of induction, deduction, structural and functional analysis, and graphical presentation of information.

Results

Based on the peculiarities of the information economy’s optimization model, three main criteria of the effectiveness of state management while implementing this model are distinguished: flexibility of the normative and legal provision of information economy; balance of the level and rate of development of the noosphere components; and success of the protection, usage, and preservation of information’s uniqueness. To distinguish these criteria it is offered to evaluate the effectiveness of state management of the process of implementation of the information economy’s optimization model by progressive comparison of the sum of results with the sum of limitations and costs for each direction of state management of the process of implementation of the information economy’s optimization model, related to the provision of observation of the above criteria. The author determines the indicators that conform to the offered criteria of effectiveness of state management of the process of implementation of the information economy’s optimization model systematized in connection to these criteria, and offers the formula for calculating the final indicator of the effectiveness of state management of the process of implementation of the information economy’s optimization model.

Recommendations

The offered criteria of effectiveness of state management of the process of implementing the information economy’s optimization model, the corresponding indicators, and the compiled methodology of evaluating the effectiveness of this process are recommended for usage as methodological provision of monitoring and control of implementation of the information economy’s optimization model.

Abstract

Purpose

The purpose of this chapter is to develop practical recommendations for monitoring and controlling the implementation of the optimization model of digital economy in modern Russia.

Methodology

The authors use the methods of induction, deduction, synthesis, systemic and problem analysis, and formalization.

Results

The authors develop and present recommendations for the establishment of planned values of the indicators that characterize digital economy in Russia until 2025, according to the treatment of factual values of these indicators, and for the correction of measures for regulating the process of digital economy’s formation depending on the values of these indicators. The practical recommendations offered for monitoring and controlling the implementation of the optimization model of digital economy allow creating a comprehensive and detailed national strategy and implementing it in the economic practice of modern Russia. The algorithm presented for this monitoring reflects a general logic involved in this process and opens possibilities for the manifestation of its flexibility and adaptation to each specific situation.

Recommendations

The developed algorithm of monitoring and control regarding the implementation of the optimization model of digital economy in modern Russia and the offered planned values of the indicators that characterize digital economy in Russia until 2025 are recommended for usage during development and implementation of the national strategy for digital economy’s formation in the Russian economic system.

Abstract

Purpose

The purpose of this study is to discuss the advantages and challenges of using virtuous language in business.

Design/methodology/approach

This paper is a theoretical exploration based on a literature review and philosophical analysis that uses a quantitative study from the Boston Consulting Group (BCG) as its starting point.

Findings

This study argues that neo-Aristotelian leadership and positive leadership explain why companies whose financial filings use value-laden language that stresses the higher purpose of the organisation to outperform companies whose reports use the language of profit maximisation. While neo-Aristotelian leadership is based on Aristotle’s Rhetoric, positive leadership is primarily influenced by research results from Positive Psychology and Positive Organizational Scholarship. The two approaches to leadership highlight something that conventional business research largely ignores, namely, the role of values as drivers of human behavior and the importance of character in leadership. Both research streams indicate that it is possible for organisations to do well and do good because they are seen as groups of value-driven individuals. Thus, using virtuous/positive communication is a possible means to do well financially and to (re-)humanize the business world of tomorrow.

Research limitations/implications

The BHI study investigates the outcomes of written language only; thus, it does not consider oral communication. Moreover, there is no “perfect level” of virtuous language in corporate environments. We should not expect the same precision in ethics as in mathematics.

Practical implications

By way of explaining how to best use virtuous language in a business context, this study helps business practitioners to do good and well.

Social implications

This study offers a pathway to (re-)humanize tomorrow’s world of business, which is once again subjugating humanity to imagined technological imperatives.

Originality/value

By deliberating the benefits and possible downsides of using virtuous language in a business environment, this paper advances a topic that has recently gained considerable attention but is still in need for more research.

el propósito de este estudio es discutir las ventajas y desafíos de usar el lenguaje de la virtud en los negocios.

Diseño/metodología/enfoque

este artículo es una exploración teórica basada en una revisión de la literatura y análisis filosófico que utiliza un estudio cuantitativo del Boston Consulting Group (BCG) como su punto de partida.

Hallazgos

este estudio sostiene que el liderazgo neo-aristotélico y el liderazgo positivo explican por qué las empresas cuyas declaraciones financieras utilizan un lenguaje cargado de valor que enfatiza el propósito superior de la organización superan a las empresas cuyos informes utilizan el lenguaje de la maximización de beneficios. Mientras el liderazgo neo-aristotélico se basa en la retórica de Aristóteles. El liderazgo positivo es principalmente influenciado por los descubrimientos de la Psicología Positiva y la Teoria Organizacional Positiva. Los dos enfoques del liderazgo destacan algo que la investigación empresarial convencional ignora, a saber, el papel de los valores como impulsores del comportamiento humano y la importancia del carácter en liderazgo. Ambas corrientes de investigación indican que es posible que las organizaciones hagan el bien y que les vaya bien al mismo tiempo, justo porque son vistos como grupos de individuos impulsados por valores. Por lo tanto, usar la comunicación virtuosa / positiva es un medio que permite hacer el bien financieramente hablando y para (re) humanizar el mundo empresarial de mañana.

Limitaciones/implicaciones de la investigación

el estudio BHI investiga los resultados del lenguaje escrito solamente; por tanto, no considera la comunicación oral. Además, no existe un "nivel perfecto" de lenguaje virtuoso en entornos corporativos. No deberíamos esperar la misma precisión en ética que en matemáticas.

Implicaciones prácticas

a modo de explicación de cómo utilizar mejor el lenguaje virtuoso en un contexto empresarial, este estudio ayuda a los empresarios a entender mejor la relación entre hacer el bien y que les vaya bien a sus organizaciones.

Este estudo argumenta que a liderança neo-aristotélica e a liderança positiva explicam por que as empresas cujas demonstrações financeiras usam uma linguagem carregada de valor que enfatiza o propósito superior da organização de superar as empresas cujos relatórios usam a linguagem da maximização de benefícios. Enquanto a liderança neo-aristotélica é baseada na retórica de Aristóteles. A liderança positiva é influenciada principalmente pelos resultados da pesquisa da Psicologia Positiva e do Estudo Organizacional Positivo. Ambas as abordagens da liderança destacam algo que a pesquisa convencional de negócios ignora, a saber, o papel dos valores como motores do comportamento humano e a importância do caráter na liderança. Ambos os fluxos de pesquisa indicam que é possível que as organizações façam bem e que façam bem porque são vistas como grupos de indivíduos movidos por valores. Portanto, usar a comunicação virtuosa / positiva é um meio de fazer o bem financeiramente e (re) humanizar o mundo dos negócios do amanhã.

Limitações/implicaçõesda pesquisa

O estudo BHI investiga apenas resultados de linguagem escrita; portanto, não considera a comunicação oral. Além disso, não existe um "nível perfeito" de linguagem virtuosa em ambientes corporativos. Não devemos esperar a mesma precisão na ética que na matemática.

Abstract

This paper discusses how mystery was imprinted into the Jesuit Spiritual Exercises, supporting their diffusion across space and time. It shows that the book of the Spiritual Exercises is a practice in itself and fosters a practice or set of practices. The book is more than an object: it is an action, unleashed not by the specification of what actions it dictates but by the mystery the “book-as-practice” carries. The paper contributes to the literature on practice-driven institutionalism, namely by showing how mystery furthers our understanding of the mutual constitution of practices and institutions. The Spiritual Exercises have been practiced for more than four centuries, even though their meaning is not stable and they are never fully understood. Therefore, our paper asks: how do the Jesuits understand what they have to do if the book does not prescribe everything? The authors argue that it is indeed this mystery that distinguishes religious practices, explaining their endurance across time and space and, henceforth, their institutionalization. The authors show that the Spiritual Exercises are to be practiced and it is this practicing that allows them to diffuse and institutionalize a new understanding of how the individual relates to God. “God’s will” is searched through the practicing, without ever being determined by the practice. It is by practicing the book that the mystery of “God’s will” reveals itself. Moreover, “God’s will” is never known or knowable. Instead, it is embodied and felt while practicing the book of the Exercises. Emotions thus reconcile, through mystery, the book and the practicing of it. Our paper contributes to practice-driven institutionalism by showing how mystery can drive institutionalization processes.

Abstract

Modernization attempts have been undertaken in Uruguay during the last 20 years, inspired by both neo-managerial and neo-Weberian approaches. However, except for a few cases, most reforms have failed to achieve substantial gains in administrative capacity, effectiveness, or efficiency. We argue that some virtuous qualities of Uruguayan democracy can also show a dark side as they frequently turn into obstacles for State sector reform, no matter its orientation. Firstly, the electoral and party system obliges the Executive to build wide interparty consensus through intensive negotiations in order to advance significant transformations. Secondly, there are multiple nonpartisan actors which are powerful enough to block reform attempts. Moreover, the current pact between politicians and bureaucrats carries several negative consequences: high politicization of management decisions, serious management deficit, as well as low responsiveness of middle and lower staff levels. For all these reasons, the road to modernization of public management in Uruguay is sinuous and plagued with obstacles.

The creation of small businesses in Mexico since 1990, largely the result of the diversification of activities in rural areas, is one of the most prominent strategies, both for the improvement of the quality of place and life and for value of localized resources. Although the rural context imposes barriers, social capital and networks constitute an advantage for rural entrepreneurship, since shared values and norms such as the local context allow the articulation of economic, productive, social, and cultural resources for production and sale of significant goods for the region. The cases analyzed show the value of the collective dimension for the start of productive projects, which have contributed to reconverting and sometimes reconfiguring old resources such as land, ecosystems, landscape, animals, and crafts, in assets to start a business.
