Abstract

The community college model is evolving in the Socialist Republic of Viet Nam. During June 2009, 11 of the 12 existing higher education institutions with “community college” in their official name were examined utilizing a qualitative multiple-case study approach. Data were collected in the field from June 1 to 23, 2009, while making visits to each of the 11 colleges, the Ministry of Education and Training (MOET), and the Vietnam Association of Community Colleges (VACC). Five data collection techniques were utilized to examine the bounded system: (a) semi-structured interviews, (b) survey of the college rectors, VACC informant and MOET informant, (c) participant observation with field notes, (d) document review, and (e) photographs taken during each site visit. After the field study stage, e-mail communication with the study informants between August 2009 and March 2010 clarified questions and developed a deeper level of understanding of the Vietnamese community college model. Results of the study (Epperson, 2010) indicate that although legislation does not exist to permanently establish the higher education institutions named community colleges, a community college model does exist and is in a state of evolution. The model can be defined by a set of core characteristics which emerged from the data. Five themes were particularly prominent: (a) public higher education institutions with community ownership at the provincial or city level, in conjunction with MOET oversight for academic matters; (b) multidisciplinary programs designed to meet the unique needs of the community; (c) multi-level certificates and diplomas conferred up through the college level (three year) of higher education and articulation agreements with universities enable students to earn a university bachelor's degree; (d) domestic and international partnerships are actively sought to develop social capital; (e) scientific and technological research based on community needs as required in the 2005 Education Law.

This study looked at how Vietnam, a developing country, in South East Asia has systemically dealt with the COVID-19 pandemic on a national level with remarkable success. This study delved into the approaches taken by Vietnam in pre-mediating the influx of COVID-19 from interlopers into the country and controlling its spread within the confines of the nation. This study examined the steps taken by Vietnam. The quick actions of the government have instilled confidence in their citizens and promoted greater internal travel mobility within the Vietnam, thus helping the local tourism industry to remain vibrant and competitive. Unlike other countries, which have been severely affected by the COVID-19 virus, Vietnam is poised for a head start in its recovery.

Abstract

Purpose

This chapter explores the influences of Vietnamese culture coupled with national policies on gender equality on academic women’s advancement into senior leadership positions.

Methodology/approach

In-depth interviews with 20 mid-level women leaders and five top-level leaders were conducted at four different higher education institutions in the Mekong Delta (MD) in southern Vietnam. In addition, document analysis and participant observations contributed to the overall analysis, which allowed for the cross-check of data from multiple sources to investigate the participants’ understanding, perception, conceptualization, and interpretation of their experiences of advancing in their careers.

Findings

Findings show that there is a large gap between the policies and gender practices. Gender equality does not exist in reality, regardless of tremendous efforts from the Vietnamese government and policy makers to ensure it in all spheres of life. Additionally, patriarchal hierarchy remains dominant in the institutional administrative system, and Vietnamese Confucian ideology continues to confine and adversely affect both men’s and women’s perceptions of women’s social roles, status, and forms of social participation. Nevertheless, academic women still develop professionally and find their own ways to advance to a few key leadership positions at their institutions.

Research limitations

The sample of this study is limited to academic women in the MD in Vietnam. Future research should include more women and universities and colleges, from not only the southern part but also other regions of Vietnam. Further, international and comparative studies should be conducted to see differences in experiences of academic women from several Southeast Asian countries as they move up their career ladder.

Originality/value

Because there have not been any empirical studies about women and leadership in academia in the MD, this study serves as a resource and foundation for improving gender policies and practices as well as future research on this topic and gender issues of colleges and universities in Vietnam.

Abstract

Governments in Southeast Asia have introduced and enforced harsh legal measures to stem the spread of COVID-19. These measures are disproportionate to the crisis and disregard fundamental human rights. Against this backdrop, public trust in government among Southeast Asians nevertheless remains relatively high – paradoxically, people living in authoritarian regimes tend to trust their governments more compared to people living in democratic regimes. The chapter examines the impacts that anti-COVID-19 legal measures have left on the protection of human rights and the seemingly paradoxical divorce between public trust and the diminished respect for fundamental human rights. Based on this examination, this chapter also proposes elements that any global treaty for future pandemic response must include in order to ensure the protection of human rights.

Abstract

Purpose: To explore emotional support, daily housework assistance, and economic support for older adults provided by the Vietnamese family within the context of the impacts of socio-economic, demographic, and other factors.

Methodology: (1) The researchers used data from censuses taken from 1989 to 2019; national surveys of Internal Migration, Labor and Employment and other topics; and recent large sample sociological surveys (2) adapted a modified Diamond Care Model (Ochiai, 2009) to analyze effects of the characteristics of older adults; and of the country’s laws, policies, and socio-economic changes, on the families’ caregiving activities supporting the older adults.

Findings: The family is still the most important institution providing care for older adults in Viet Nam. Most older people live with their children and see this as an age-old security solution despite differences related to lifestyles and interests. However, when the average number of working-age people per older person decreases, as older adults live longer, household sizes are smaller, and there is increased large migration, the demand for non-family caregiving for older adults will increase. Since social services to help meet this demand are limited, the traditional family support system for the elderly in Viet Nam will face many challenges as families try to assure the quality of care needed in the very near future.

Value: This chapter shows systematically a relationship between elderly care in the Vietnamese family and socio-economic, demographic, and associated factors based on comprehensive data sources. The results can help us think about how to create an appropriate future model for taking care of older adults in Viet Nam that combines the efforts of families and the support of comprehensive social policies by the community.

Abstract

This chapter provides information on the development of Vietnamese education under the influence of global forces based on the analysis of relevant education research and policies using Wolhuter’s frameworks. In the process of coming up with ways to develop education in the face of different influences of globalization, besides having reactions with patterns commonly found in countries around the world, Vietnam also has responses that reflect its own political, sociocultural and economic characteristics. The state still plays a controlling role in education at all levels and many culture-related features that have existed throughout the country’s history have hardly changed, namely aspects related to teachers, learners and teaching and learning methods. To sustain its education in the globalized era, Vietnam must make more efforts in various aspects such as the link between education and employment, the logic of education objectives, the feasibility and appropriateness of curricula, quality of education, especially of higher education and equality in education for underprivileged groups.

The purpose of this chapter is to explore practices of early childhood education (ECE) in four Southeast Asian countries, Indonesia, Malaysia, Vietnam and Myanmar. For the past years, the attention toward ECE in these countries have arisen, partially as the result of the international development agenda such as Education for All, Millennium Development Goals and the latest Sustainable Development Goals. This chapter argues the extent to which the practices of ECE in these four countries are the result of their ongoing negotiation between the global and the local values. The chapter also elaborates the gap in the extent to which neoliberalism is very dominant in the ECE. Hence, despite the rhetorical that emphasize the importance of ECE, ECE is largely dominated by private sectors. This situation might create an obstacle for children’s access and participation to ECE sectors. Hence, this chapter serves as invitation for the government to spend more budget to ECE so that ECE can be accessible to all children in the regions.

Digital marketing is becoming the dominant marketing communication method for companies and consumers around the world. The reason for this is due to the real time communication advantages that make it an effective marketing method. The aim of this chapter is to focus on how digital marketing relates to social entrepreneurship in Vietnam, thereby offering a new perspective on the role of social entrepreneurship in developing digital marketing techniques. This will contribute to the existing literature on digital marketing and social entrepreneurship by extending it to an emerging economy setting. Implications for practitioners and policymakers are given that highlight the need for more social enterprises to incorporate digital marketing techniques.

Abstract

“The world needs science, science needs women” is the message given by UNESCO in the program for the development of women in science” (UNESCO, 2017). In Vietnam, women’s participation and achievements in scientific research is considered a great and important resource for industrialization and modernization. Even so, are there gender differences in scientific achievement in the social science research institutes in Vietnam? What factors influence the scientific achievement of female social researchers? The answers will be based on data from a 2017 survey with a sample of 756 researchers, of which 77.6% were female. The survey was conducted by the Vietnam Academy of Social Sciences, a leading, ministry-level national center for the social sciences in Vietnam. This chapter analyzed the scientific achievements of researchers through their position as principal investigators of research projects and their publications, and factors that may impact this. Bivariate and multivariate analyses of factors that may affect the scientific achievement of researchers found that gender differences in academic achievement in the social sciences in Vietnam was still prevalent. Female researchers’ scientific achievements were lower than those of their male counterparts. The contribution to science of Vietnamese female researchers was limited by many different factors; the most important were the academic rank of the researchers and gender stereotype that considered housework the responsibility of women.
