Abstract

Purpose

The purpose of this paper is to propose a straightforward model for selecting slightly non‐homogeneous vendors.

Design/methodology/approach

In this paper the use of the interval data envelopment analysis (DEA) is suggested. The bounds of intervals are constant and can be obtained by various estimation techniques. The interval DEA model provides for the decision making units (DMUs) with missing values a lower and an upper bound of their efficiency score corresponding to their most favorable and unfavorable option.

Findings

Employing the proposed method for selecting slightly non‐homogeneous vendors largely reduced practical difficulties for vendor selection. This method does not exclude any vendor from the selection problem. For all the vendors it provides bounds of the efficiency scores depended on the particular data values that the vendors with missing data assign within the intervals so to maximize their efficiency score.

Practical implications

The proposed model considers a slightly non‐homogeneous situation for vendor selection. The proposed approach is driven by multiple criteria. The joint consideration of multiple criteria in a slightly non‐homogeneous environment helps managers select vendors using a comprehensive approach that goes beyond just purchase costs.

Originality/value

This paper is believed to be the first to discuss the problem of slightly non‐homogeneous vendor selection with respect to interval mathematics.

Abstract

Purpose

Today’s China has striven to exclude street vendors through political campaigns such as “National Sanitary City” and “National Civilized City.” Such campaigns pursue modernity and beautiful urban spaces by deeming street vendors to be disorderly, unsanitary, and obsolete. Taking a single Chinese city as a case study, this research analyzes why and how local bureaucratic apparatuses apply rapidly-changing and ambiguous political treatment to street vendors. This research also examines street vendors’ struggles and coping strategies with these ever-changing politics.

Methodology/approach

The data for this study were obtained during a total of ten months of fieldwork, beginning in 2013 and ending in 2016. In-depth interviews were conducted with fifty-one street vendors and six government officials; additionally, the researcher consulted newspaper reports, archives, and relevant official publications.

Findings

First, regarding the governance of street vendors, the local administration has shifted their stance between two distinct patterns – suppression and tolerance – depending on the timing of certain political campaigns. Second, the corruption and laziness of government officials has provided niches for the revival of street vending after campaigns are over, though with limitations. Third, street vendors in China tend to be passive recipients of government suppression, unable to forge effective resistance because of a lack of strong leadership and general organization.

Originality/value

This research will add to the general understanding of the government-vendor relationship by revealing the complexity, uncertainty, and flexibility inherent in interactions between these two groups.

Abstract

Purpose

Although there have been many articles and books on street vendors, ambulant and fixed, around the world, and many works written about them in Mexico, little has been done on the ubiquitous ambulant beach vendors in tourist centers.

Design/methodology/approach

This paper offers an analysis of the backgrounds, levels of contentment, and aspirations of 25 women beach vendors interviewed in Acapulco in 2010.

Findings

A third of the women beach vendors had fathers who were peasants, and others had grandparents who were. Thus the article shows light on the fate of some of the offspring of a dispossessed peasantry. Far more than half of the women vendors were very content with their self-employment vending wares on the beach, a few because they could set their own hours, and a few because they had no boss. Other’s contentment was linked to the fact that they could help support their children. Part of this help meant keeping them in school. This was true whether the women were married, widowed, or abandoned. Not all were content, however, and this underscores the importance of their income to their households. Most of the women, though not all, had aspirations for more education and better work, whether in the formal or the informal economy.

Social implications

The women can be seen as marginalized because of their current poverty, and many because of past poverty leading to a lack of educational opportunities when they were young. They value education for their children.

In this chapter I describe and analyze the decisions and strategies made by marketplace vendors in Challapata, Oruro, Bolivia, by presenting four detailed case studies. I demonstrate that rather than trying to simply gain a profit in order to accumulate capital, a variety of goals and objectives underlie the way in which vendors operate their businesses. These numerous goals and objectives can be recognized when vendors’ businesses are comprehended as one aspect of household maintenance activities. I conclude that when viewed from this perspective, vendors’ decisions and strategies can be understood to be shaped by moral and social obligations as well as by the rationality of the market.

Consumption taxes are an integral part of government revenue in countries around the world and are often subject to consumer evasion. The rapid rise of electronic commerce has exacerbated this problem as cross-border selling over the internet has enabled foreign businesses to sell and avoid collection and remittance of tax on their sales.

In this paper, we search for the solution to this problem through the analysis of three tax collection models: vendor, financial institution, and internet service provider (ISP). In addition, we examine administrative tools that enable more effective collection as well as inducements for taxpayers or collection agents to carry out their responsibility.

We conclude that the ISP collection model is not feasible at this time. On the other hand, we find that the vendor model, when supplemented with appropriate administrative tools and inducements, and the financial institution model, both represent viable options for policymakers to consider.

Abstract

Purpose

To summarize the shocks and stresses that peasants in Mexico have been subjected to since the 1940s and to examine the responses of sons of peasants working as semi-informal beach vendors in Cabo San Lucas as to what they define as the worst problems of the peasantry in their hometowns.

Methodology/approach

This chapter offers an analysis of the responses of 32 sons of peasants interviewed on Medano Beach in Cabo San Lucas in October of 2012 partially as concerns whether they would like to be peasants themselves and as to what they define as the worst problems of the peasantry in their hometowns.

Findings

Twenty-five of the thirty-two vendors interviewed would be happy to be peasants. According to all of the vendors, the overwhelming problems facing the peasantry were primarily droughts or floods (related to climate change) and lack of government aid (related to neoliberalization).

Social implications

The peasantry in Mexico is being and has been marginalized both by a number of stresses and shocks, currently identified by some of those at risk as factors related to climate change and neoliberalization.

Abstract

We use experiential learning theory to develop new conceptual insights into offshore outsourcing of innovation. In particular, we show how offshore vendor firms are able to overcome liability of outsidership and eventually learn how to innovate on behalf of their onshore clients as a result of their embedment with clients across multiple teams. We theorize that the cross-border relocation of innovative activities from a client firm to an offshore vendor is only possible when teams within the vendor team have assumed a double-loop learning capability from the client allowing them to determine governing variables relating to the client’s organizational environment. Through direct on-the-job experience working with each other, international teams comprised in part from the vendor and in part from the client can undergo different learning transitions, which we classify as either relationship-oriented or task-oriented. These transitions determine the extent to which double-loop learning can be developed in offshore locations and are influenced by intra-team dynamics and the way the joint teams organize and manage themselves. Our perspective has implications for our understanding of organizational designs associated with both client and vendor multinational enterprises seeking to benefit from innovation in offshore outsourcing.

The spread of COVID-19 has shaken people’s lives around the globe in an extraordinary way, threatening health, disrupting economic activity, and spreading fear and anxiety. However, the outbreak originated as a public health crisis, the COVID-19 pandemic has also developed into a global economic crisis, with severe and potentially lasting impacts on employment and trade. The chapter investigates the changing dynamics of street economy during the COVID-19 era. In this study, one of the biggest but overlooked stakeholders of the street economy, municipality’s perception through the constables regarding the street vendors will be investigated. It is known that the worldwide epidemic of COVID has caused such problems as layoffs, depreciation of money, the global crisis, foreign trade coming to a halt, and, thus, it reduces individuals’ purchasing power. Therefore, it is considered that the number of individuals who are parties to the street economy has increased. This research aims to understand and discuss how COVID-19 has been affected to the street economy from the point of view of the constables, who are one of the most important stakeholders of the issue. A qualitative depth interviews were conducted to the constables of İzmir Municipality in Turkey. A semi-structured interview questions were applied and the data were analysed with the NVIVO program to understand the changing dynamics of street economy during the COVID-19 era in Turkey. The research aims to support and guide the local authorities with fresh data from the field regarding the changing characteristics of street economy.

Abstract

Purpose

Mayan towns in the Guatemalan highlands hold periodic markets on specific days of the week. A market is attended by local townspeople, by peasants residing in the town’s hinterland, and by vendors bringing wares from other towns. This study aims to determine the effects of physical, environmental, and cultural differences on the number of vendors that are sent from one Guatemalan town to a periodic market in another.

Design/methodology/approach

To understand how these markets are integrated, a gravity model is developed, examining the flow of vendors from 85 towns of residence to 15 market towns. In this model, the flow of vendors from one town to another is a function not only of physical distance, but of ecological complementarities, of linguistic differences, of road access, and of demographic endowments.

Findings

Results show that traveling vendors in these periodic markets do indeed integrate Guatemala both ethnically and ecologically, serving as a place in which different ethnic groups meet and bring in products that cannot be produced locally. Results also suggest that participation in markets is part of a diversified set of activities used by rural peasants to support their households.

Abstract

Does the media through its news convey us their categorisation, have particular lexical choices, give less space or voice to the actors regarding the news that mentioned street vendors in Turkey? The research question of this study is that whether or not the print media covers street vendors in their news? What is the tone of these news articles? In which pages do they cover? What are the news themes related with street vendors and who are the main actors in this news? This chapter presents a systematic study of 100 news articles which were published between 2016 and 2018 in Turkey’s mainstream, popular newspaper Hürriyet. The 100 news which included the word ‘street vendor’ in the texts were selected from the Hürriyet’s database and categorised and the content of the news articles were analysed. Findings of the of 100 news articles which mentioned ‘street vendor’ were researched and analysed totally. The analysis already reveals that the word choice of the news articles regarding street vendors are often conflict stories between the vendors and municipality police forces namely ‘Zabıta’ in Turkey. In sum, there were 19 news articles that referred street vendors with positive tone and wording, but 68 news articles still depicted street vendors in negative framing and use negative attribution in the text of the news. Totally 16 news articles included by-line and the rest of the 84 news articles did not include the journalist’s name and were covered as anonym. Out of the 100 news articles only a handful focussed on the advocacy and rights of street vendors.
