Gives practical advice on pre‐contractual negotiation and post‐contractual management. By discussing these issues systematically from a management and practical perspective, contributes to bridging the gap between theory and practice and seeks to offer useful information to management considering IT outsourcing.

Abstract

Unprecedented changes sweeping the world during the last few years have given rise to the need for the development and adoption of contingency strategies. This requires firms to have strategic flexibility in every aspect of their operation. Vendor development strategies constitute an important component in achieving this flexibility. Attempts to draw up an explicit conceptual link between generic business unit strategies and generic vendor development strategies. Proposes a vendor structure framework with three dimensions representing vendor structure scope, vendor structure relationship and vendor structure focus. Uses the framework to develop certain generic vendor development strategies. Considers the four generic strategies suggested by Porter, namely industry‐wide cost leadership strategy, industry‐wide differentiation strategy, segment cost leadership strategy and segment differentiation strategy and, for each one of these, proposes appropriate vendor development strategies.

Abstract

While it has long been recognized that vendor selection is multi‐objective in nature, little has been done to develop techniques for measuring vendors’ performance on multiple criteria. Demonstrates the use of data envelopment analysis (DEA) as a tool for measuring the performance of vendors on multiple criteria and for use in vendor negotiations. Describes the DEA model, develops a DEA formulation for measuring vendor efficiency and, finally, shows how a baby food manufacturer applied the DEA technique in a just‐in‐time environment. Shows how application of the DEA technique can provide savings in monetary and other measurable terms.

Abstract

Purpose

Developments in the world of distributed computing have made possible the successful integration of diverse information systems working in different environments. Electronic government (eGovernment) provides governmental stakeholders with a wealth of information stored at the various entities in the organisation. Decision makers are often overloaded with the amount of information that they receive. Notwithstanding the logistics of information flows from government bodies to citizens, the flow of information between various entities with national and local government organisations has become a critical issue. As a result, this paper seeks to analyse the logistics of information decision‐making flows, within an eGovernment implementation, by modelling and extrapolating those key decision factors via a cognitive mapping approach.

Design/methodology/approach

The paper adopts a multi‐method approach in terms of combining an empirical qualitative case study with a quantitative analytical simulation technique for analyzing decision‐making behaviour relating to policy considerations within the eGovernment realm in a Gulf municipality, through the use of a Fuzzy Cognitive Mapping (FCM) approach.

Findings

By using the FCM approach, the paper was able to highlight the unique interplay between eGovernment stakeholders in the case context, whereby inherent relationships were shown to exist between decision‐making eGovernment stakeholders and the consumers of eGovernment information. Thus, project management information, relationships and deployment; evaluation of information systems, relationships and policy, change management policy and processes, system validation, processes and deployment; and alignment with strategic eGovernment drivers, deployment with policy are identified.

Research limitations/implications

This realisation of the demand and supply of the underlying logistics information management needs, within an eGovernment context, provides an understanding of the principal factors which drive and define those technological and organisational challenges experienced by the eGovernment municipality. By exploring these factors through a combination of qualitative discourse and quantitative simulation, it is subsequently shown that an abundance of information exists within a seemingly placid organisational system, the basis for which resides in the constant flow of information between and among stakeholders, processes, and systems.

Originality/value

The paper uses a combination of a qualitative case research with quantitative analysis/simulation technique in order to identify inter‐relationships in the decision‐making criteria of a Gulf‐based municipality in order to shed light on the key components of their policy control.

Purpose

Pursuing objectives despite limited internal resources and leveraging external resources despite non‐ownership are familiar hallmarks of entrepreneurial firms. Although outsourcing is the standard way for businesses to surmount these barriers, entrepreneurial firms often lack the resources to purchase outsourcing arrangements. The purpose of this paper is to shed light on how entrepreneurial firms can better procure and benefit from outsourcing arrangements.

Design/methodology/approach

The paper examines six entrepreneurial firms in a Shanghai business incubator as they undertook a variety of outsourcing arrangements. It utilizes an integrative framework based on transaction cost theory, resource dependency theory, and the resource‐based view. It then cross‐hatches those three theory bases with four outsourcing modes (full, partial, spinout, inter‐outsourcing) and case study methodology.

Findings

The paper's findings yield three novel propositions for strategic and ex ante entrepreneurial firm outsourcing activities. The propositions pertain to the exchange of non‐traditional resources, vendor‐buyer power differentials, and linkages between internal operations and external resources.

Originality/value

Entrepreneurial firms stand to benefit in particularly vital ways from outsourcing arrangements. Yet, they are often severely constrained with respect to resources. Such strong need combined with limited means is a peculiarly valuable setting but only a paucity of research exists. The original study targets this important setting.

Abstract

Purpose

The cluster supply chain is widely used in the professional towns in China, and improves the competitiveness of small and medium enterprises through integrating the supply chain with the industrial cluster. The paper aims to discuss this issue.

Design/methodology/approach

This paper studies a cluster supply chain under vendor managed inventory (VMI) system, which includes vendors, third-party logistics (TPL) enterprises and retail enterprises, and aims to study the replenishment decisions and coordination contracts in the supply chain. The economic order quantity model is applied to analyze the influence of marginal transportation cost factor under two replenishment modes – direct delivery and milk-run delivery, in order to find out the optimal replenishment decisions corresponding to different marginal transportation cost factors. And then, the revenue sharing contract is used to identify the change of profits of enterprises in the supply chain before and after the coordination contract.

Findings

It is concluded that the marginal transportation cost factor is an important factor influencing the replenishment decision especially in milk-run delivery, and the introduction of the revenue sharing contract can improve the revenue in the supply chain.

Originality/value

This is the first study that explores the relationship between a single transport cost and a single transport batch of cluster supply chain in centralized VMI & TPL system. The conclusions of the study have certain theoretical significance for the decision making and coordination of cluster supply chain.

Abstract

This paper reports on data pertaining to outsourcing collected from a survey administered in 2002 in Australia. The underlying assumption was that outsourcing is becoming popular for sound business reasons such as economies of scale and enabling executives to concentrate on core business activities. This paper explores the outsourcing decision (to outsource, not to outsource, or to discontinue outsourcing), especially reasons for (not) outsourcing. Most of the reasons have been anticipated in the literature. The strongest group of reasons (termed “Operational”) pertained to cost savings and improving performance, but outsourcing is also used to access skills and resources not available in‐house. The most important impediment to outsourcing was ascertaining relevant costs, and formulating and quantifying requirements. We describe the methodology, report findings and allude to future research.

Steve Meyer, the chief marketing officer at Trilogy, was evaluating the best way to move forward with an innovative, customer value-based pricing approach for its enterprise software solutions. Trilogy had radically transformed its business from a product-centric organization to a customer-centric one, and value-based pricing was a pillar of this transformation. Meyer had to evaluate three pricing approaches: traditional license based, subscription based, and gain sharing. He had to assess which pricing approach Trilogy and Trilogy's clients would prefer and the conditions under which gain-sharing pricing would work. Meyer also had to address several adoption barriers that prevented customers from embracing the gain-sharing pricing approach.

Abstract

The management of materials to support aircraft maintenance is studied. In a situation where the safety stock is determined using a rule of thumb that does not differentiate the demand variation, the problem of low service level of expendables cannot be solved unless this rule is changed. A new guide for safety stock, taking demand pattern into consideration, is introduced. In addition, more reordering of low cost items is automated to ease slightly the high manpower utilisation, and put more effort where it counts most – monitoring and expediting high cost items. Other problems are related to loss and repair cost of the repairable items.
