Abstract

The militarization of police has garnered great attention in recent decades. Bolstered by the wars on drugs and terrorism, police agencies have been receiving military weapons and equipment since the 1033 Program was authorized by the Department of Défense. A recent American Civil Liberties Union investigation on police raids found that militarization has occurred with almost no oversight. They studied more than 800 paramilitary raids and found that almost 80% were for ordinary law enforcement purposes like serving search warrants in people’s homes; only 7% were for genuine emergencies, such as barricade or hostage situations. Most compelling, the raids disproportionately targeted people of color. This chapter traces the history of police militarization in America, and how it has targeted and adversely affected minority communities.

Abstract

Purpose

This qualitative study aims to examine key stakeholders' perspectives of primary care group/trust prescribing strategies. Within the context of general practice prescribing, the paper also debates the wider issue of whether GPs' prescribing autonomy is under threat from managerial expansion following recent organisational changes in primary care.

Design/methodology/approach

Data were obtained from focus groups and a series of individual semi‐structured interviews with GPs and key primary care organisation stakeholders.

Findings

The data underlie a tension between the managerial objective of cost‐restraint and GPs' commitment to quality improvement and individual clinical patient management. In presenting both managerial and medical narratives, two divergent and often conflicting discourses emerge, which leads to speculation that managerial attempts to constrain prescribing autonomy will achieve only limited success. The contention is that GPs' discourse features as a challenge to a managerial discourse that reflects attempts to regulate, standardise and curtail clinical discretion. This is due not only to GPs' expressed hegemonic ideals that clinical practice centres on the interests of the individual patient, but also to the fact that the managerial discourse of evidence‐based medicine encapsulates only a limited share of the knowledge that GPs draw on in decision making. However, while managers' discourse presented them as unwilling to impose change or directly challenge clinical practice, evidence also emerged to suggest that is not yet possible to be sufficiently convinced of the future retention of prescribing autonomy. On the other hand, the use of peer scrutiny posed an indirect managerial influence on prescribing, whilst the emergence of prescribing advisors as analysts of cost‐effectiveness may threaten doctors' dominance of medical knowledge.

Research limitations/implications

There is a continuing need to analyse the impact of the new managerial reforms on primary care prescribing.

Originality/value

This study provides a snapshot of managerial and GP relations at a time of primary care transition.

Abstract

Places recent trends in policing in the USA into historical context, emphasizing the critical importance of political, economic, and social forces on the formation and development of police institutions and practices. Specifically, this paper describes four major developments in policing in relation to the US political economy: pre‐industrial police, industrial police, modern police, and postmodern police. Each of these developments has unique characteristics. At the same time, each retains certain structural imperatives which transcend the particulars and ultimately tend to preserve the police as front line defenders of the status quo. It is through an analysis of historically specific characteristics of, and fundamental structural conditions for policing that this paper contributes to a better understanding of the potential of contemporary police agencies to play a role in achieving either greater social justice or just greater social control.

Abstract

The transformations in the existing forms of governmentality and power regimes are deeply rooted within the political economy of advanced neoliberalism, having profound implications in the governance matrix. The new rationalities and instrumentalities of governance involve ‘governing without government’ (Rhodes, 1996) following the delegitimisation and deconstruction of the Keynesian Welfare State and the gradual enactment of what Jessop (2002) calls the Schumpeterian Competition State. This chapter throws open the play field for competing standpoints on governing the mega corporates. Various theorists consider that there is emptiness within the existing global regulatory armoury concerning the operational activities of TNCs. The convolution of ‘steering’ in this poly-centred, globalised societies with its innate uncertainty makes it tricky to keep an eye on the fix of ‘who actually steers whom’ and ‘with what means’. There also appears to be huge disinclination to spot systemic technical description of the evolving modern institutional structure of economic regulation in a composite and practical manner. Thus, the complexity of international issues, their overlapping nature and the turmoil within the arena in which they surface defy tidy theorizing about effective supervision.

This brings in the wider questions dealt with in the chapter – Is globalisation then a product of material conditions of fundamental technical and economic change or is it collective construct of an artifact of the means we have preferred to arrange political and economic activity? The new reflexive, self-regulatory and horizontal spaces of governance are getting modelled following the logic of competitive market relations whereby multiple formally equal actors (acting or aspiring to act as sources of authority) consult, trade and compete over the deployment of various instruments of authority both intrinsically and in their relations with each other (Shamir, 2008). The chapter also looks into these messy and fluid intersections to situate the key actors at the heart of processes of ‘rearticulation’ and ‘recalibration’ of different modes of governance which operates through a somewhat fuzzy amalgamation of the terrain by corporates, state hierarchy and networks all calibrating and competing to pull off the finest probable’s in metagovernance landscape. Unambiguously, this chapter seeks to elaborate on an institutional-discursive conceptualization of governance while stitching in and out of the complex terrain a weave of governances for modern leviathan – the global corporates.

In recent years the use of formal, centralised training courses to promote the development of managers has been criticised by people such as Alistair Mant, Reginald Revans and Hawdon Hague. Mant calls for a drastic reappraisal of management education and training. He argues that, unless a coherent theory of management action and learning is developed, little real progress can be made. Revans advocates project‐based or action learning as an alternative to training courses, whilst Hague sees the individual coaching of managers as another possible solution to the problem of management training.

Abstract

Scholarship on the state control of social movements has predominately focused on overt repression, resulting in comparatively less attention to more covert forms of control. Researchers have suggested that government surveillance of social movement organizations (SMOs) has become increasingly widespread and routinized in the post-September 11, 2001 era, but this hypothesis has remained untested. Since contemporary surveillance is grounded in a logic of information gathering that has diffused across law enforcement agencies since the September 11 attacks, government actors now cast a wide net and monitor a large variety of groups. This study shows that a result, traditional factors predicting surveillance, such as contentious behavior, have less explanatory power. Using a database of 409 SMOs active in Philadelphia between January 1996 and October 2009, the research asked who and why particular groups are monitored by the Pennsylvania Office of Homeland Security (PA-OHS) between November 2009 and September 2010. Bayesian logistic regression analysis is used to examine the variables predicting surveillance. Findings show that 23% of the SMOs in the sample were targets of surveillance. Organizational ideology was the strongest predictor and there was little evidence that history of contentious protests or previous conflict with the police influenced coming under surveillance. However, groups with less visibility in traditional media sources were more likely to be monitored.

Abstract

Using socio-legal research on arrests and the criminal justice system, this paper contests the implicit argument in recent research on repression that arrests are “softer” than police violence. Specifically, the paper explores the physical conditions of arrest and detention, and the extent to which arrests initiate costly interactions with the legal system that punish defendants before they are even tried (or even if charges are later dropped). Using data on arrests and police practices from mine strikes in Arizona from the early 1980s and data on arrests and police practices during urban riots in the 1960s, the paper: (1) discusses the physical realities of arrest and detention; (2) outlines the array of costs that arrests impose on protesters; (3) discusses the implications of biased policing on that set of costs; and (4) examines the costs associated with mass arrests. The paper concludes this empirical analysis by questioning the commensurability of arrests with other forms of police action, including violence, against protesters.

Abstract

This paper is concerned with recent attempts to appropriate normative ethics as a medium for engaging critically with the practice and theory of human resource management (HRM). Focusing particularly on arguments for justice and rights in the workplace, the limits of foundationalist critiques of HRM are explored. The discussion suggests a future direction for the critical study of HRM in the present economic and political conjuncture. Critical scholars of HRM are invited to give further consideration to their aims and objectives and the manner of their intervention in current debates, in a discussion which highlights the importance of politically and rhetorically sensitised management scholarship.
