Abstract

Although educators would likely agree that values and ethics are important in all disciplines, they have particular importance for practice-oriented fields. These applied professionals need to solve complex social problems that require the application of ethical standards and value perspectives. While the importance of value-engaged practice is known to the applied field, there is little research and conversation about how values can be integrated into teaching. This chapter synthesizes values-education approaches in various practice-based disciplines such as public administration (PA), program evaluation, social work, and public health. This chapter draws from empirical and theoretical works as well as the authors' experiences developing, participating in, and conducting values-based research on professionals and professional education.

Abstract

Purpose

This paper, with the tobacco industry as the background, establishes an indicator system for tobacco supply chain performance evaluation using the FAHP method.

Design/methodology/approach

Based on the relevant data of tobacco enterprises in Guangxi, the paper calculates the performance values of tobacco companies in various cities of Guangxi, and through the analysis of each indicator and the performance values of each city, the authors find that the improvement ability has a major impact on tobacco supply chain performance. Then, the paper establishes a system dynamics model to further demonstrate the impact of information digitalization on the performance of the tobacco supply chain in Guangxi, thus providing theoretical support for building digital tobacco logistics in Guangxi.

Findings

The findings of the study show that the performance of the tobacco supply chains in various cities of Guangxi is generally at the level of “Pass–Good,” which can barely meet the requirements of tobacco supply chain operation, but there is still plenty of room for improvement.

Originality/value

The authors show that digital and IT-based empowerment can maximize the performance of Guangxi's tobacco logistics performance.

Abstract

Purpose

This study constructs a three-stage evaluation model for interdisciplinary organizations to solve their ranking problems effectively.

Design/methodology/approach

A three-stage interdisciplinary organization evaluation model abounds the key problems of “who will evaluate the projects?” and “how to evaluate the projects?”. In the first stage, the authors build a consensus maximization model to identify the selected experts based on the interval grey number because of the uncertainty in assessment. In the second stage, considering the reliability of the experts, the authors calculate the reliability of the experts based on historical data. Meanwhile, considering the gradual changes of the experts, the dynamic weighting method is obtained based on the clustering method. In the third stage, considering decision-makers regret psychological behavior, the authors construct a cross-organizational performance evaluation model based on consensus expectations.

Findings

First, for selecting the experts responsible for assessing interdisciplinary organizations, the consensus-reaching method can effectively avoid cognitive bias. Second, during the assessment, the authors obtained more reasonable results by considering the psychological changes of experts based on regret theory. Third, based on the results, the cross-organization of colleges focused on the achievements of talent training, cross effects, and system construction.

Practical implications

Our study could help organizations establish a suitable assessment mechanism and promote interdisciplinary development.

Originality/value

First, considering the importance of selecting the experts, the authors use the consensus-reaching process for expert selection. This method could guarantee most experts' preferences. Then, the authors propose a two-stage dynamic weighting method, including a pre-determined and adjusted process. The dynamic method can better perform the preferences of experts. Third, the authors studied the assessment in interdiscipline. In addition, based on the framework and considering the features of the interdiscipline, the authors use the grey number to perform the uncertain preferences of the experts using regret theory.

Purpose

The purpose of this paper is to analyze the relationship between the warm/cool feeling of the heat properties of fabrics and the subjective evaluation of the quality of ladies' garment fabrics.

Design/methodology/approach

Regression analysis is conducted using stepwise block regression applied to the expert judges' judgment value total hand value, using six blocks of the mechanical properties and one block of the initial maximum values qmax of the heat flux of the heat properties of spring and summer tailored‐type jacket fabrics, as the seven blocks of fabric properties, including the secondary term of each property.

Findings

The results of the regression analysis show that the qmax values do not affect the subjective evaluation of the quality of spring and summer tailored‐type jacket fabrics. The results of the regression analysis of ladies' knitted fabric properties applied to the subjective evaluation value have confirmed that the qmax values affect the subjective evaluation of the quality of ladies' knitted fabrics.

Originality/value

This paper usefully describes the relationship between the warm/cool feeling of fabric and the subjective evaluation of the quality of ladies' knitted fabrics.

Abstract

Purpose

The purpose of this paper is to improve and facilitate the work of developers and usability evaluators by providing an adaptable and effective support. A well-defined set of criteria and a range of evaluation values for each criterion as well as a complete websites classification, will guide evaluators. A usability percentage and a list of prioritized criteria, adapted to the type of website by a new usability metric, will help developers to improve the website. This improvement will increase the degree of web user satisfaction.

Design/methodology/approach

Having established and validated a new usability evaluation framework, several usability tools have been analyzed. None of them totally fulfills the requirements of the evaluation framework. As a result of being unable to customize any of them, a new one has been developed. A study of 42 enterprise websites in an economically depressed region of Europe was performed using the new tool. This study involved 42 evaluators and 118 web users. Users have evaluated the websites before and after the redesign. A end-user computing satisfaction model-based questionary was used to collect data about end-user satisfaction. The results validate the proposal.

Findings

The study confirms that the proposed tool provides valuable information during the process of web development, evaluation and redesign. In adittion, it reveals that improving websites usability by ensuring criteria compliance has a positive effect on web users satisfaction.

Originality/value

Unlike previous purposes, the proposed tool allows to evaluate any type of website with a well-defined set of evaluation criteria and specific criteria values. As outcomes, the tool provides the website usability degree and a list of criteria ordered by priority repair. These results are adapted to the specific type of website. This makes easier and more effective the redesign of the evaluated website.

Abstract

Purpose

The purpose of this study is to develop an evaluation index. For this, questionnaire survey was conducted to assess the educational value of the library. This study encourages librarians and users to gain confidence in the educational benefits of the library and enables the students and general users to capture and appreciate the educational presence of the library, thereby contributing to the increase of activity in libraries.

Design/methodology/approach

To develop an evaluation index for assessing the educational value of the library, domestic and foreign papers were collectively gathered and analyzed to develop a preliminary evaluation index. Next, ten experts were selected and the three-step Delphi method was used to develop a final evaluation index. Questionnaires were developed based on the final evaluation index, and librarians and users of 100 public libraries were asked to assess educational values of their respective libraries. In Korea, there are 978 public libraries (as of 2015), and in this study, 10% of the public libraries were selected. To select the libraries, every tenth library was chosen from the data of the national library statistics system.

Findings

By presenting the educational value of the library, this study encourages libraries to improve their services and increases library usage. The educational value has been divided into five evaluation areas of literacy improvement; learning and educational support; research support and information resources provision; improvement of the quality of educational environment and education; and strengthening of competency. The strengthening of competency evaluation areas were the highest at 3.87, and those of research support and the information resources provision were the lowest at 3.63. Statistical analysis comparing responses by social status, gender, age and number of visits revealed that the majority (23 of 39) of significant differences found occurred between librarians and users.

Practical implications

The evaluation indicator developed in this research is expected to be a basic tool that can be applied to public libraries as well as other types of libraries. In addition, the evaluation indicator developed in this research can be applied to nonprofit organizations and this research is expected to have an educational impact as a study that evaluates and presents the educational values of libraries. In addition, because the research was conducted in a personal context, the questionnaire survey was administered in 100 libraries with limitations among the public libraries nationwide. Therefore, it is necessary to evaluate the educational value of libraries of other kinds such as university libraries, school libraries and specialized libraries, using the indicator developed in this research.

Social implications

The biggest feat the present study achieved is the development of the evaluating indicator of the educational value of libraries. As examined in previous researches, the studies on the value of libraries are partly being executed but such studies tend to be mostly ones about such an institute’s economic merits. However, a library is not evaluated only by its financial significance but by its cultural, social and educational prominence. The present research can be extremely meaningful in that within it, the authors endeavor to estimate a library’s educational value, considering the countless papers mentioning the value of similar establishments within and outside Korea, and based on such data produce an indicator to evaluate the educational value of such institutes. Also, in the present research, it is noteworthy that the developed indicator is verified while at the same time the authors apply it in real life to estimate the educational value of such a hub for books. For such an application, the authors conducted a survey on 100 Korean public libraries, amounting to 10% of all the libraries in Korea, and the research is meaningful in that it even compared and analyzed the common notions of the librarians and users. Finally, the educational value of libraries is proven through such a process. It can be seen that the users evaluate that a library contributes to the improvement of literacy on the part of the user, and by supporting studies, education, research and academic activities adds to the user’s reading ability, character and creativity. To recount the specifics, it can be seen that they think that such an establishment heightens reading ability and results, contributes to continuing education and improves emotional stability. Such a research result is seen to be of particular use for the executive team of a library while they secure the budget or plan services to better user satisfaction with the value judgment of libraries at its basis.

Originality/value

There is very little research conducted on the educational influence or value of the library, although they are referred to in part when overall value of the library is discussed. Therefore, research that focuses on the educational value of the library is needed. In this respect, this research is meaningful; the evaluation index developed in this research is a basic tool that can be applied to all public libraries as well as other types of libraries. Furthermore, the evaluation index developed in this study may also be applied to nonprofit organizations, such as libraries, and will likely have a social impact as research that evaluates and presents the educational value of the library.

Abstract

Purpose

This study aims to develop an evaluation index to evaluate the economic value among the values of the library and also attempts to measure the economic value of the library by performing a survey of the librarians and users at public libraries. The results of this research would likely encourage the librarians to feel increasingly confident about the library, while students and users, in general, would also likely be able to realize the economic value and presence of the library in more perceptive ways, thereby contributing to the activation of the library.

Design/methodology/approach

This study pertains to the development of an evaluation index for assessing the economic value of the library and, to evaluate the economic value of the library, has derived a preliminary evaluation index by collectively gathering and analyzing the domestic and foreign papers on the value of the library in its first phase. The preliminary evaluation index derived was verified by conducting three phases of Delphi survey by selecting ten experts. The survey questionnaire was developed to measure the economic value based on the final evaluation index derived from this study, and the economic value was measured against the perceptions of librarians and users of the public library.

Findings

The economic value of the library was divided into the four categories of the local economy’s value enhancement, namely, connection with the local community, human resources development, job creation and investment value enhancement for the librarians and users surveyed for assessment purposes. Consequently, the area of connection with the local community turned out to be the highest at 4.15, followed by 4.02 of the investment value improvement, 3.58 for the local economy’s value improvement and 3.50 for the human resources development and job creation, respectively. Furthermore, the respondents demonstrated the highest level of consensus on average on how the resource sharing by libraries has helped to reduce the economic burden for the residents as a matter of social value for the public library while believing that the libraries deliver a high level of return on social investments.

Originality/value

There are not that many studies conducted on the economic influence or the value of public libraries in Korea, and they are merely referenced in part if and when referenced to the overall value of the library. Given that, the research that focuses only on the economic value of the library must be carried out. In this respect, this research has been quite meaningful. The evaluation index developed in this research is likely to become a basic tool that can be applied to public libraries, as well as other types of libraries. Furthermore, the evaluation index developed through this research could be applied to nonprofit organizations, such as libraries, and would likely have a social ripple effect as a research that evaluates and presents the economic value of libraries. Accordingly, in this research, we have analyzed the list presented by the American Library Association and domestic research results, and have also structured the core details and derived the preliminary economic value index. Finally, 4 evaluation areas, 7 evaluation items and 22 evaluation indicators have been developed through the Delphi survey through three phases.

Abstract

Purpose

The purpose of this paper is to investigate procedures and practices to promote transparency in best-value procurement for the design and construction of highway projects with the goal of improving this evolving procurement method.

Design/methodology/approach

The review of published empirical studies, a national survey of transportation agencies, and case studies of highway agencies form the basis of the conclusions in this research. In addition to the national survey, with 46 of 52 agencies participating, the research presents case studies from seven highway agencies in the USA including: California, Florida, Michigan, Minnesota, New York, Oregon, and Utah. These seven case studies were selected from agencies that employ mature best-value procurement methods. The case studies involved a thorough procedural review and structured interviews of agency personnel. The agencies then validated the results and conclusions.

Findings

The results showed that evaluation committees should include technical members who do not have a personal interest in the outcome of the selection to maintain transparency in best-value projects. The committees should receive best-value procurement training, which necessitates the development of consistent and transparent best-value selection procedures. Debriefing meetings should be conducted to provide comments about strengths and weaknesses of each proposal to enhance fairness and transparency of the best-value selection process.

Research limitations/implications

Knowledge of the best-value procurement procedure will allow researchers to better understand the impact of procedures and practices on transparency in selecting best-value projects. The chief limitation of this research is that the primary data were collected from highway agencies in the USA. Any future research should include more data to enhance the validity of this study outside of the public transportation sector.

Practical implications

The result of this research will help transportation agencies and other public owners to improve their best-value procurement procedures. The findings of this research also address the construction and consulting industry’s concern about transparency and fairness of a best-value selection process.

Originality/value

This research is the first attempt to examine the impact of the evaluation committee, best-value training, and debriefings on transparency of best-value selection.

Abstract

Purpose

The purpose of this paper is to define an evaluation model for cloud services to deal with the fuzzy information and propose a novel fuzzy evaluation method based on consistency intensity to analyze the quantitative value from the fuzzy information.

Design/methodology/approach

The cloud service evaluation framework is constructed, and different trusted indicators for the infrastructure services and the application services are designed, respectively. In the novel fuzzy evaluation method, the interval values can be aggregated by the Dempster-Shafer Theory and be transformed into the certain value by linguistic discount factor. The consistency intensity is proposed to determine the value of the linguistic discount factor, which can reflect the mainstream opinions in the assessment.

Findings

The proposed method can solve the problem on the analysis and synthesis of the fuzzy evaluation information. An instance of trust evaluation of cloud storage service is illustrated to verify that the proposed method can express the opinions of all evaluators more adequately.

Practical implications

A serial of experiments are carried out on NetLogo, and the results show that the proposed method is practical and efficient.

Originality/value

Instead of obtaining only the qualitative results by the multi-attribute decision-making method, the fuzzy evaluation method based on consistency intensity can obtain the quantitative results from the fuzzy information according to linguistic discount factor and consistency intensity.

Abstract

Purpose

Leasing evaluation is a subject that has drawn significant interest in economic circles for many years. The numerous models proposed in the literature have approached the topic from a variety of outlooks and approaches. The contributions made to date, however, all share what would appear to be an unwritten premise: namely, that leasing evaluation logically occurs prior to the start of the leasing relationship. The purpose of this paper is to eliminate this premise, in order to take an in‐progress approach to the evaluation of leasing.

Design/methodology/approach

The evaluation approach is based on a model that takes into account both the real factors (the market value of the asset) and the financial aspects of the lease (interest rates on the market). The leasing price is arrived at by taking the sum of: the advantage offered by the leasing, as compared to potential purchase of the asset on the spot market; and the added yield provided by the leasing, as compared to alternative investments.

Findings

The paper finds that an in‐progress approach allows measurement of the value of a leasing even if the lessor and the lessee have already decided to initiate the leasing relationship. This approach is called for when one of the parties (the lessor or the lessee) is replaced, as well as in cases where pathological situations lead to the interruption of the relationship, plus instances where it is necessary to carry out estimates for accounting purposes. The need to evaluate the leasing in terms of its different components (real and financial) also emerges from the instructions contained in the IAS17 regarding leasing.

Originality/value

The contribution of the work to the leasing evaluation theme can be identified in a different perspective that can be useful both in a financial point of view and in an accounting one.
