Abstract

Purpose

The purpose of this paper is to review and compare the changing science and technology policy orientation during the 1990s for both China and India in the process of globalization. In this concern, it seeks to understand the changed orientations of the scientists from the purely academic mode to academic‐entrepreneurial hybrid mode to build up strong national innovations systems in both the countries and present the detailed findings of a sample survey of bio‐scientists in China and India.

Design/methodology/approach

The paper makes an analytical review of changing science and technology policies in India and China in the global context by taking into consideration the government documents, reports and research papers, and presents the findings of the sample survey carried by the author, through interviews and questionnaire study of bio‐scientists in India and China.

Findings

The developments clearly indicate the changing structural and institutional context of scientific research in an entrepreneurial mode to build up strong national innovation systems (NIS) in both the countries. This is supported by the findings of the survey on the orientations of bio‐scientists in China and India with reference to the changed situation since 1990. It shows that majority of the scientists are of the opinion that equal importance should be given to exploration of knowledge as well as commercialization. In this new environment, scientist academician is slowly being metamorphosed into scientist entrepreneur but with a dual task to strengthen the NIS. The concept of scientist entrepreneur, in the present environment, is well placed in both the countries, although still under experimentation.

Originality/value

In the present context of globalization and growing international competition, the introduction of market cultures in the Chinese and the Indian economies is fast changing the orientation of the scientific communities in both the countries to perform the dual task of knowledge generation as well as commercialization in order to meet national socio‐economic objectives. This has not been studied before. The present paper tries to understand the ongoing metamorphosis of the academician to entrepreneur for long‐term sustainability of the NIS in India and China.

Abstract

Purpose

Technology and knowledge have become the buzzwords of the new millennium. Technological changes and demanding customers are creating a more knowledge intensive, turbulent, complex and uncertain environment. Organizations, which are able to continually build faster and cheaper new strategic assets than their competitors, create long-term competitive advantages. Thus, the growth of companies is directly associated with innovativeness and technological development, especially for small organizations that are more vulnerable to dynamic changes in market place. Organizations need a strategic framework that can help them to achieve the goal of technology development and competitiveness. The purpose of this paper is to develop such strategic framework for small organizations for their technology development and, hence, survival in marketplace.

Design/methodology/approach

Options field methodology, options profile methodology, analytic hierarchy process (AHP) and fuzzy set theory are utilized to generate various options and profiles to propose a conceptual framework for technology development.

Findings

The results from the study showed that “mixed approach,” “strategic simulation approach” and the “regulatory environment approach,” in this order, emerged as the top three important options for the strategic technological development of small manufacturing enterprises.

Originality/value

This result can provide an original and more accurate implementation pathway toward technological innovative development in emerging economies. The proposed framework can provide valuable guidelines and recommendations to practicing managers and analysts for policy development to promote innovative and technological developments.

Abstract

Purpose

The purpose of this paper is to identify and critically examine a framing of key characteristics for climate change adaptation learning and action in the context of urban Pakistani local government.

Design/methodology/approach

The research employed a combination of approaches; predominantly literature review and interview methodologies. Recognising the need to understand climate change adaptation as an iterative learning process, the literature review concentrated on organisational and policy learning, with special consideration given to those characteristics most pertinent to urban governance in the Pakistani context. This analysis was then furthered through primary data collated through a series of interviews, with the City District Government of Lahore as the chosen case study for this piece of research. Initial scoping interviews were followed up by a series of in‐depth, semi‐structured, interviews with local government officials, an assessment process used to examine conceptual evidence and findings in the Pakistani urban context. A total of 21 Pakistani professionals, working in a variety of roles for local government, were subject to the interview process.

Findings

From a critical analysis of conceptual and real world evidence, the authors identified six discrete characteristics that could be used to frame the context of climate change adaptation learning and action in the Pakistani urban local government context. These have been categorised as: leadership for adaptation, vision for adaptation, culture for adaptation, good governance for adaptation, innovation and creativity for adaptation and resources for adaptation.

Originality/value

The value of this paper is several‐fold: it applies a learning perspective to the climate change adaptation debate, identifies a framing of key characteristics for climate change adaptation learning and action, and uses an actor‐based approach to examine some of the key conceptual ideas in the Pakistani urban context.

Abstract

Purpose

This paper aims to focus on the determinants influencing the internationalization of small and medium‐sized enterprises (SMEs) in India. The objective is to investigate and evaluate the business environment and, then, examine the importance of developing and promoting entrepreneurship to allow SMEs in India to develop a competitive position in the international marketplace. It is proposed that the primary method for fostering or promoting the growth of entrepreneurship is through the utilization of technology.

Design/methodology/approach

An overview is provided of the current economic situation facing SMEs in India. Then factors necessary for the expansion of the business are discussed, along with the challenges of overcoming the resource gaps identified. The importance of fostering entrepreneurship is presented. The current state of technology is then evaluated. The paper concludes with an assessment of challenges and implications for future expansion.

Findings

Information is provided concerning the current situation for SMEs in India and the challenges encountered as they face a business environment that is becoming more competitive. Several factors are identified that must be addressed before the SME can achieve international growth, specifically the utilization of technology. Special attention is given to the gaps in infrastructure that could enable a more efficient use of resources and the impact of entrepreneurship on the economic growth of the SME.

Practical implications

Advancements in information technology and improvements in communication infrastructure have resulted in opportunities for SMEs to participate in global markets in both developing and developed countries. Since, governmental reform in 1991, SMEs in India have been faced with new competitive intensity. Improvements in resource utilization make it possible to sell a variety of products and services from anywhere in the world, around the clock. This paper calls attention to ways in which Indian SMEs can become competitive.

Originality/value

This paper integrates entrepreneurship, resource‐based view, and internationalization of SMEs in India, specifically focusing on the use of technology.

Abstract

Purpose

This study aims to evaluate the relationship between organizational learning (OL) culture (OLC) and innovation. This study also aims to determine the patterns by which the concepts of OLC/learning organization (LO)/OL and OL capability are interrelated and have an impact on innovation.

Design/methodology/approach

This study emphasized the analysis of 42 literature reviews, which contained the variables of OLC/LO/OL and innovation.

Findings

A holistic perception of OLC/LO/OL and its relationship with the constructs of innovation was provided. In this case, more reports emphasized the indirect correlation of OLC with innovation, through intervening variables. This indicated that OLC enabled innovation through several internal and external aspects, as well as balancing between flexibility and control in promoting OLC. As part of the OL process, information, acquisition, distribution, interpretation and dissemination were also consistently related to innovation, which escalated the company's ability in becoming an LO. This proved that a group of employees needs to share a similar belief in promoting work unit innovation, because of the importance of continuous formal and informal learning in a well-structured internal organization system. In this case, external factors need to be highly considered, including competitors and clients.

Originality/value

This study is among the earliest to review the literature about the relationship between OLC and innovation. This study also provides recommendations for enhancing OLC in promoting innovation.

Abstract

Purpose

Innovation and entrepreneurship are regarded as the key drivers to steer the engine of economic development in any nation. As a result, to understand the context and process of innovation and entrepreneurship there has been a steady rise in scientific literature and empirical studies. The purpose of this paper is to study the trends and progress of academic research on innovation and entrepreneurship in India by identifying the key articles, journals, authors and institutions.

Design/methodology/approach

Scientometric methods especially bibliometrics is used, for measuring the maturity of this research field in the country. The paper studies the research landscape in innovation and entrepreneurship in India by doing a bibliometric analysis using data from publications indexed in the Scopus database from the year 2000 to 2018. The study takes a multidisciplinary review of the literature in innovation and entrepreneurship research in India and could be used as a reference for future studies in this theme.

Findings

The study finds an increase in the scholarly studies in innovation and entrepreneurship in India in the last decade. It was also found that a large number of publications were joint-authored and collaborations between Indian and foreign universities is happening. The paper also highlights the authorship patterns, top journals and the most cited papers.

Research limitations/implications

A major limitation of this study is that it has considered publications which are indexed in Scopus. This paper has contributed by highlighting the growth of studies in the field of innovation and entrepreneurship in the Indian context. The results can be used by future studies in this area as a starting point to highlight the nature of this research area.

Originality/value

The study attempts to present a trend analysis of published literature on innovation and entrepreneurship in India.

Abstract

It has been said that the effective performance of the Project Manager (PM) is the single most critical factor affecting successful project outcomes. Little is known, however, of the nature and extent of the hindrances to PM effectiveness in the Construction Industry (CI). This paper reports on the results of a worldwide survey of PMs concerning these issues and shows that they have the potential to be more effective and more productive in their working. Associated with this is a need to be more aware of progress and developments in the CI generally, more aware of progress and developments in their own organization, more delegation of contract administration tasks and more general administrative support. Also highlighted is the lengthy working hours of PMs.

Abstract

Purpose

The purpose of this paper is to perform integrative literature review of the learning organisation (LO) concept, on the basis of the results of the literature review to assess the concept on the principles of “good” theory, and provide future avenues for LO concept clarification and development.

Design/methodology/approach

The “good” theory properties approach is used to present, synthesise and discuss studies that focus on the LO. The paper reviews in more detail the definitions (Who? and What?), the domain (When? and Where?), the relationships (How? and Why?) and the predictions by the LO theory (Would? Should? and Could?).

Findings

The review revealed that the LO violates the properties of the “good” theory, especially the definitions’ and relationships’ properties. As a result, it is suggested for the research in the future to be focused on creation of formal conceptual definitions, development of ontology as a base for clarification of the relationship property and improve the instruments for measurement of the LO.

Originality/value

Previously published literature reviews have advanced the clarification of the LO concept. However, there remains a need for evaluation of the concept in light of approach to concept formation. By using the “good” theory approach, this paper identified the shortcomings and laid down the ground for future research that will improve the LO concept.
