Abstract

Purpose

This paper aims to assess the contemporary paradigm of urban utopia’s ability to fulfil its goals and to evaluate its attainability in the first place. Its main question is: are contemporary urban utopias achievable? If not, is there an alternative?

Design/methodology/approach

In light of modern urban utopia’s failure to achieve the “good city/society,” skepticism regarding utopianism has prevailed. However, many scholars stress the significance of utopianism, calling for its revival. Recently, a new paradigm of urban utopia has emerged; one that stems from present capitalist urban conditions and requires resolving its ills. It puts great emphasis on rights as a means to accomplish the good society and the just city. This research critically examines contemporary urban utopia to evaluate its ability to fulfill its goals. It poses questions such as: Does capitalism facilitates achieving its goals? Could rights as a means achieve the good city/society? If not, is there an alternative? To answer these questions, a substantially different perspective, that of Islam (as a societal system), is used as a utopic paradigm that could open up new paths for developing an alternative utopia.

Findings

It is found that despite the focus of both the Islamic societal system and mainstream contemporary urban utopia is on the concept of rights, vital dissensions exist between the two models regarding the concept of rights per se. Hence, the urban utopia of the good city and society is achievable, yet, it cannot transpire within the capitalist kaleidoscope.

Originality/value

Recently, discussions on what constitutes the future city and the alternative conceptions to the (Western) post-Enlightenment approaches generally offered in the English language planning literature have been on the rise. Therefore, this paper contributes to this debate through critically assessing Western contemporary urban utopias from a non-Western perspective, that of Islam. It introduces an alternative model based on Islamic urbanism that could open doors for deeper thinking regarding the alternative future/good city.

Abstract

Purpose

The purpose of the article is to develop the concept of forecasting futures using the past by integrating the concept of heritage in it.

Design/methodology/approach

This paper demonstrates the process of development of the total heritage approach and its application. The process consists of the following steps: the review of the selected urban life visions and models of the past from prehistoric Catalhoyuk settlement up to the 20th century Japanese Metabolism to trace the examples of complex problem-solving and singularity presence that can be used for horizon scanning for the futures of urbanism; the development of total heritage approach based on the further analysis of selected examples demonstrating even unintentional presence of heritage in the construction of the futures; application of the total heritage approach for the modeling the futures of urbanism and illustrating it with the scenario of the future eopolis as the premise for cultural urban singularity.

Findings

This paper demonstrates the process of development of the total heritage approach and its application. The process consists of the following steps: the review of selected historic urban utopias to trace the principal scheme, how the future or ideal visions of urbanism were constructed; the development of total heritage approach based on the further analysis of Thomas More Utopia and Neolithic Catalhoyuk settlement demonstrating even unintentional presence of heritage in the construction of the futures; application of the total heritage approach for the modeling the futures of urbanism and illustrating it with the scenario of the future eopolis as the premise for cultural urban singularity.

Originality/value

The total heritage approach, developed in this research, presents heritage as the determinant structure or ethical imperative for sustainable future development toward cultural urban singularity.

Abstract

This paper reviews the prospect of a radical redefinition of the relationship between society, technology, and Nature as posited within Paolo Soleri’s Arcology theory, and anticipates a transformative social order and environmental setting in support of sustainability as demonstrated within the urban laboratory Arcosanti. It locates the roots of Soleri's ecological architecture within a rejection of urban sprawl emerging from his early apprenticship with Frank Lloyd Wright at Taliesin West in Arizona, and argues that his own theoretical model, in presenting a fusion of architecture and ecology, prefigures a utopia of transcendence and offers a more rational planned response to the challenges of our age, while offering environmental movements a vision of what a sustainable urban future might look like. The paper argues that the positive utopian tendencies in Soleri’s work should be reaffirmed and, at the same time, it underlines an urgent need for multi-aspect and multi-disciplinary research, and postgraduate education, to be undertaken at Arcosanti, to test the parameters of micro- and macro-structures within alternative models of ecological design. In concluding the paper gives acknowledgement to the ongoing work of the Cosanti Foundation’s Board of Directors and its new Strategic Plan Steering Committee, and their commitment to attract renewed levels of financial and human resource in support of the urban laboratory’s unfinished business.

Abstract

Rapid urbanization and providing pragmatic solutions for its development is one of the fundamental agenda of last decade. The metabolism is one of the latest post-war movements-founded in 1960 by Kenzo Tange where urbanization and city as a process is re-examined within the framework of accelerated modernism and technology vision. This paper discusses Metabolism movement in order to identify crucial intimations of its utopian architectural and urban approaches as a tool for future city. The study examines four initial metabolist city approaches-Plan for Tokyo (1960-62), Clusters/city in the Air (1960-62), Helix city (1961) and Ocean/Marine City (1962) that are designed for post-war Tokyo city in Japan. The study gives modest insight of indentifying city design theory within in a series conception; such as conducting to architectural characteristics regarding urban structure, tectonic vision between land-sea-sky and organic notion (city as process and mega-structuralism). Research method is embodied with examining relevant data of literature data. Upon discussions on theory, study aims to establish an ironic notion of future city by asserting familiar characteristics or variations between four pioneer projects of Metabolist movement.

Abstract

The recent construction boom has led to new urban development dynamics in Gulf cities driven by real-estate speculations and large infrastructure investments. While in the past affordable housing for medium income migrants and their families was integrated within the fringes of old downtown areas and compound developments in the suburbs, recent investment patterns have led to an increasing challenge of these economically highly engaged social groups to find residences. In recent years, a newly emerging trend in the Gulf region has been the establishment of large scale mass housing projects as new dormitory settlements to address the growing demand for affordable housing. This paper presents an overview of current development patterns by exploring two major affordable housing projects and their impact on sustainability in Doha and Dubai. This is undertaken by establishing a preliminary assessment framework that involves relevant sustainability parameters. The assessment reveals the major differences between both projects and their impact on environment, economy, and society.

Abstract

Purpose

Kuala Lumpur (KL) emerged as the capital of the newly independent Federation of Malayan States in 1957 with a population of 316,000. Over the next 60 years, the city expanded into a major urban regional conurbation. It now covers an area of 2,790 km2 and has a population of around 7.7 million. In the last two decades, market-driven, fast-track development, underpinned by road infrastructure has accelerated the city's urban transformation. Especially over the last two decades, a spate of urban redevelopments, including commercial and retail complexes, specialised centres, industrial parks, educational complexes and residential estates have transformed the Kuala Lumpur Metropolitan Region (KLMR) beyond recognition. KL is only one example among many of intensive Southeast Asian property-led urban development, fuelled by demographic pressures and global capital inflows that transformed the regional natural and built environments. The purpose of this study is to investigate the influence of globalisation, neoliberalism and property-led development, on the built form and socio-cultural legacies of the KLMR.

Design/methodology/approach

The major aim of this study is to determine how neoliberalism and property-led development have impacted the urban form and structure of the KLMR. The methodology applied in this study concentrates mainly on the use of qualitative research methods. The major qualitative research methods include qualitative analysis, field surveys and observations, primary and secondary data collection. The approach in this study is to exemplify the shift from government-sponsored development in the post-independence period to the current globalised-private oriented development.

Findings

The major findings of this research suggest that the global, property-led mode of urban development, whilst superficially successful, undermined traditional and tropical-climate urban landscapes. It also bequeathed many urban or property level problems, including traffic congestion, air pollution, planning governance and building management issues. The paper outlines narratives for a more balanced and sustainable mode of urban development, which is more in tune with local culture and climatic conditions.

Originality/value

This paper provides a deep insight analysis and evaluation of KL's growth from a small town into a global metropolitan region where property-led development dictates the rules and determines the character of the city.

Abstract

Purpose

This study aims to investigate the synergies between the economic environment and the smart living dimension embedded in the current smart city initiatives, focusing on the localization of female entrepreneurship in contemporary cities. This interaction is under-investigated and controversial as it includes cities' practices enabling users and citizens to develop their potential and build their own lives, affecting entrepreneurial and economic outcomes. Building upon the perspective of the innovation ecosystems, this study focuses on the impact of smart living dimensions and R&D investments on the localization of female entrepreneurial activities.

Design/methodology/approach

The study uses a Generalized Method of Moments (GMM) and a panel dataset that considers 30 Italian smart city projects for 12 years to demonstrate the relationship between smart living practices in cities and the localization of female entrepreneurship. The complementary effect of public R&D investment is also included as a driver in the “smart” city transition.

Findings

The study found that the advancement of smart living practices in cities drives the localization of female entrepreneurship. The study highlights the empirical results, the interaction over the years and a current overview through choropleth maps. The public R&D investment also affects this relationship.

Practical implications

This study advances the theoretical discussion on (1) female entrepreneurial intentions, (2) smart city advancement (as a context) and (3) smart living dimension (as a driver) and offers valuable insight for governance and policymakers.

Social implications

This study offers empirical contributions to the preliminary academic debate on enterprise development and smart city trajectories at the intersection between human-based practices and female entrepreneurship.

Originality/value

This study offers empirical contributions to the preliminary academic debate on enterprise development and smart city trajectories at the intersection between human-based practices and female entrepreneurship. The findings provide valuable insights into the localization of female entrepreneurship in the context of smart cities.

Abstract

This paper focuses on Ponte City, a high rise residential tower within the inner city of Johannesburg, South Africa - the highest of its kind in the southern hemisphere. This equally visually and socially notorious cylindrical building has since its erection in the 1970's become an icon and simulacrum of Johannesburg city life. It is located on the border of the suburb of Hillbrow, a restless transcendental suburb, known for its well mixed population of locals and migrant non South Africans, especially from other African countries. The inner city suburbs of Hillbrow and surround is furthermore notorious for being overcrowded and dangerous, with crime and xenophobia reaching peak statistics within the country.

Famous for its peculiar shape and size, and somehow the epitome of what has and is happening in these areas, are Ponte City. It has become the first point of arrival for thousands of migrants from the rest of Africa and functions as a beehive of tangible and non-tangible systems and myths. Although it primarily provides a big concentration of homes for many, its purpose and influence has always been about something bigger - a reference to visual and structural feat, to social elitism, to African migration, and to urban legend of both horror and delight.

The paper investigates the significance of Ponte as built form within this milieu of fear and transition. The building is seen as an urban body that has moved beyond the borders of its physical existence. It is described how it functions and exercises influence in the collective imaginations of its users and spectators. It also looks into how it asserts traditional definition and the significance of volatility in such inner-city environments. Experimental theories of homelessness, concept cities and cities with people as infrastructure are investigated and utilized in order to grasp a new understanding of the building within this unique milieu.

Abstract

Purpose

This study aims to identify the challenges of new urban housing zones in Algeria that have permitted the emergence of many habitat neighbourhoods deprived of all services. The objective is to promote social interaction by departing from the zoning and introducing the notion of urban mix.

Design/methodology/approach

This study tries to catch different elements that contribute to promote the degree of social interaction. This step ultimately has led to the need to improve the quality conditions of the living environment and focus the analysis on urban mix advantages. The latter aims to organize space by balancing functional, social and spatial magnitudes. Different methods have been adopted to assess each dimension. Starting with the assessment of the functional mix, the functional mix coefficient (C.Mix f) was calculated in a quantitative approach, and attendance rates of various targeted functions were determined in a second qualitative one. However, regarding the social mix, several evaluation criteria were selected. Finally, the spatial mix was evaluated via three modes of occupation; mix on the islet, mix on the parcel and mix on the building.

Findings

The results of this research confirm that urban mix is imperative to counteract problems generated by zoning. It also concludes that urban mix can be assessed through a grid of indicators. The case study of Ayouf-Jijel revealed that it benefits from good coverage of amenities and businesses; the authors also found that most indicators present some qualitative rather than quantitative deficiencies. This concerns the location of businesses in collective and individual housing. This phenomenon is scattered in the neighbourhood’s development.

Originality/value

The objective of this paper is to contribute to the argument on how to develop neighbourhoods in a city in general and particular to the city of Jijel through the urban mix by taking into account several indicators under three measurements: functional, social and spatial. In addition, the paper contributes to discuss new methods for the evaluation and implementation of urban mix. Finally, this paper reveals an opportunity to rethink neighbourhoods regarding new approaches and reflections of cosmopolite development versus zoning.

Abstract

Purpose

The purpose of this paper is to investigate the limitations and potential usefulness of a “knowledge city” concept as diversification vehicle for property investors.

Design/methodology/approach

The paper first dissects the “knowledge city” concept and then investigates whether it inoculates against economic turbulence as measured by growth and jobs recovery. The paper also looks at the protection offered by middle class population growth.

Findings

The idea of the “knowledge city” comes from earlier economic constructs but concentrated at the urban scale. There are two versions – a technical and one enriched with institutional and social dimensions. The limited analysis of selective secondary data suggests that “knowledge city” and strong middle class population growth provide some protection from economic and, presumably, property market instability.

Research limitations/implications

Statistical limitations include arbitrary sample frames; lack of data and unclear spatial resolution, short time frames for aggregate analysis. Further research requires, first, a structured grading of knowledge precincts and, second, randomised sampling of individual properties to investigate any links between total risk‐adjusted performance is measured over a decade.

Practical implications

To mitigate risk, investors should consider re‐weighting their portfolios to increase exposure to knowledge cities and second‐tier but fast growing cities in emerging countries.

Social implications

A knowledge‐city cannot be imposed by infrastructure, technology or place configuration alone. It involves multiple precinct configurations and subsidiarity. Institutions and people matter. A broader knowledge‐city conceptualisation helps inform planning, management and oversight for regional second‐tier cities.

Originality/value

Dissecting, noting the limits and drawing out the practical implications of the “knowledge city” concept.
