Abstract

Located at the center of the Red River Delta, Hanoi is the consequence of the unstable balance between soil and water and has witnessed the amicable and adverse relationship between the two elements over a long history. Established as a small town in A.D. 210, Hanoi grew from a harbor on the bank of the Red River to a thriving city and was chosen to be the capital of Vietnam in 1010 as the site had advantageous physical, landscape, and geomancy characteristics. However, the capital had also been confronted with difficulties due to the alluvial process, which raises the level of the watercourse above its normal elevation forcing the inhabitants to take measures such as building a dyke to prevent floods. This chapter analyzes the natural and social conditions as well as several problems that have been affecting urban flood risk management in Hanoi. The chapter ends with practical options and policy measures to address the problems.

Urbanization is increasing the vulnerability in mega cities, where poor community often squat on low-lying areas, hilly areas, and hazards prone areas (IDNDR, 1999). The built infrastructures and systems are subjected to natural hazards: floods, earthquakes, landslides, cyclones etc. Thus, cities are vulnerable to disasters (IDNDR, 1999). Moreover, cities are also facing environmental risks due to increasing urbanization (Bhatt, Gupta, & Sharma, 1999). The vulnerability can be reduced by incorporating risk management into urban planning (Bhatt et al., 1999). The risk management includes risk analysis, prevention, and preparedness. Traditionally, risk management was seen as separate discipline to mainstream urban planning (Bhatt et al., 1999). The traditional urban planning is often good at making plans (city beautiful plans, land use plans, strategic plans, development plans) and regulatory controls (Hamdi & Goethert, 1997). However, they fail to deliver benefit at the ground. Only few benefits reach the poor, who are often considered as the most vulnerable in the cities. The urban planning can be improved with an alternative: action planning, which is “problem driven, community based, participatory, small in scale, fast, and incremental, with result that is tangible, immediate, and sustainable” (Hamdi & Goethert, 1997). The action planning is often considered relevant in scaling up its outcome from local level to sectoral and national level. This chapter focuses on linking action planning and community-based adaptation. The community can be defined as “a group of people that are directly linked to each other through a common identity, activity or interest” (Jones & Rehman, 2007). The adaptation here is used in context of climate change, which is already happening, and impacts are growing (IPCC, 2001). The community-based adaptation is process oriented and “based on communities’ priorities, needs, knowledge, and capacities, which should empower people to plan for and cope with the impact of climate change” (Reid et al., 2009). This chapter first briefly discusses the action planning process and its challenges. Further, the chapter discusses the action planning in detail. Later the chapter focuses on framework and tools for community-based adaptation. It also discusses few case studies and challenges and issues. Finally, the chapter tries to build a link between action planning and community-based adaptation.

Abstract

Purpose

Urban flooding in developing countries of the Global South is growing due to extreme rainfall and sea-level rise induced by climate change, as well as the proliferation of impervious, built-up areas resulting from unplanned urbanisation and development. Continuous loss of traditional knowledge related to local water management practices, and the de-valuing of such knowledge that goes hand-in-hand with globalised aspirations, is inhibiting flood resilience efforts. This paper aims to address the need to include traditional water knowledge (TWK) in urban living and development processes in the Global South.

Design/methodology/approach

This paper commences with a review of existing frameworks that focus on natural resource management, critically assessing two existing frameworks of traditional ecological knowledge (TEK). The assessment of the existing approaches contributes to this paper’s development of a novel framework to promote TWK with regard to resilience and risk reduction, specifically for developing flood adaptive strategies, which is the second stage of this paper. Finally, the paper explains how the framework can contribute to the field of urban design and planning using examples from the literature to demonstrate challenges and opportunities related to the adaptation of such a framework.

Findings

The framework developed in this paper reveals three proposed vertices of TWK, named as place-based landscape knowledge, water use and management and water values. This framework has the potential to produce context-specific knowledge that can contribute to flood-resilient built-environment through urban design and practices.

Research limitations/implications

This framework has the potential to produce context-specific knowledge that can contribute to flood-resilient built-environment through urban design and practices.

Originality/value

Within the field of TEK research, very few researchers have explored the field of developing flood resilience in an urban context. The proposed TWK framework presented in this paper will help to fill that gap.

Abstract

Purpose

The purpose of this paper is to illustrate practical approaches to addressing issues of risk reduction and disaster prevention in urban areas. In addition to exposure to natural hazards, urban areas represent complex risks and vulnerabilities together with complicated governance structures.

Design/methodology/approach

To address the challenge, SEEDS mobilised a “Disaster Watch Forum” – a citizens’ platform that brought citizens together to proactively engage with the local government. With hand-holding support from SEEDS, training by domain experts, internal team building and the forum has become a credible people-based institution addressing issues of risk reduction and prevention.

Findings

Urban risk reduction has remained a challenging issue with solutions often sought in high investment structural interventions. These have limited impact on the urban poor living in informal areas. This paper reveals “bottom-up” people-based approach that is able to engage with the “system” from “outside”. It reveals how people relate to day-to-day risks that affect their lives, making it the stepping stone to address higher order societal risks. Finally, the immense power and energy of youth and children work as local “agents of change”. Overall, the work aligns with priorities of the Sendai Framework for Disaster Risk Reduction.

Research limitations/implications

There are three principal implications for further research: with half the world now urbanized, urgent solutions are needed for improving disaster risk governance in cities; taking a “whole of society” approach in addressing a wider canvas of risks; and redirecting investments in urban areas towards managing risks, rather than managing disasters.

Practical implications

The model illustrated is replicable in urban areas facing risk. It worked well in a population catchment of 50,000 residents; to achieve scale would require enabling a federated structure of several localised forums.

Originality/value

The paper presents a hands-on experience in building an alternative approach to urban risk reduction. It has required authors to move from “government to governance” model making citizens active stakeholders in proactively addressing their own underlying vulnerabilities that lead to creation of and exacerbation of risks.

Increasing population figures especially in developing countries, and overall in cities, demonstrate a key challenge for institutions, communities, economies, and the natural environment to find appropriate solutions to overcome this problem (Intergovernmental Panel on Climate Change [IPCC], 2007). Rapid urbanization is just one of the key issues that cities have to deal with; another main challenge is how to manage the impacts from climate change like increasing numbers of natural hazards that are resulting in more frequent and intense disasters (EM-Dat, 2009; Munich Re Group, 2009).

Abstract

Purpose

Enhancing the resilience of cities and strengthening risk-informed decision-making are defined as key within the Global Agenda 2030. Implementing risk-informed decision-making also requires the consideration of scenarios of exposure and vulnerability. Therefore, the paper presents selected scenario approaches and illustrates how such vulnerability scenarios can look like for specific indicators and how they can inform decision-making, particularly in the context of urban planning.

Design/methodology/approach

The research study uses the example of heat stress in Ludwigsburg, Germany, and adopts participatory and quantitative forecasting methods to develop scenarios for human vulnerability and exposure to heat stress.

Findings

The paper indicates that considering changes in future vulnerability of people is important to provide an appropriate information base for enhancing urban resilience through risk-informed urban planning. This can help cities to define priority areas for future urban development and to consider the socio-economic and demographic composition in their strategies.

Originality/value

The value of the research study lies in implementing new qualitative and quantitative scenario approaches for human exposure and vulnerability to strengthen risk-informed decision-making.
