Abstract
Purpose
The purpose of the paper is to explore this phenomenon, how initial choice in the history of transport policy in Pakistan became “locked into” suboptimal transport policies biased towards private vehicles and roads and now resisting change to a more sustainable transport policy.
Design/methodology/approach
The methodology was designed by applying the concept of “path dependence” on a case study of Pakistan. This approach helped to locate the “critical juncture” for explaining how transport decision has been made over time and on which basis.
Findings
Pakistan transport development, including urban transport planning, has become both “resource dependent” and “path dependent” upon international agencies which shapes the outcomes and limits the application of sustainable solutions in transport in ways that could be consistent with the local situation.
Research limitations/implications
The paper is a part of a research project, “identifying the institutional barriers to sustainable urban transport in Pakistan” which is in progress. Therefore, the paper may develop its findings at the end of the research project.
Practical implications
The paper provides valuable information to getting insight into urban transport politics of Pakistan.
Originality/value
The research paper has implied the concept of “path dependence” to explain the difference between reality and ideal in urban transport planning of Pakistan by the interventions of global agencies.

Abstract
Purpose
This paper seeks to examine the critical role fiscal incentives have played in urban regeneration in Ireland since 1986, focusing on the role of such incentives, their impact on development and implications for the market of their termination.
Design/methodology/approach
The paper is structured as a periodised chronology where real time is divided into analytically defined phases linked to policy shifts. In this way features of urban regeneration policy can be discussed within the economic context and policy constraints within which their decisions were shaped. Policies have evolved from blanket subsidisation of development in designated areas towards a more selective approach. The paper reflects the results of structured interviews of policymaking, planning and development interests on the operation and effectiveness of the schemes. Quantitative analysis of the costs and benefits of a selected number of property developments in Dublin is included and can be compared with similar schemes internationally.
Findings
The findings of this paper are that urban regeneration policies as operated over the period have had a significant role in the physical rejuvenation of previously derelict areas and that the role of incentive based policies requires continual monitoring to avoid market distortion effects and to achieve wider regeneration objectives in terms of social and economic aims.
Originality/value
Despite the importance of the subject there has been a noticeable lack of evidence‐based research in the area and this paper provides quantitative and qualitative evidence based material upon which further research on the costs and effectiveness of the schemes can be based.

Abstract
Purpose
The aim of this paper is to present the effectiveness of participatory information and communication technology (ICT) tools for urban planning, in particular, supporting bottom-up decision-making in urban management and governance.
Design/methodology/approach
This work begins with a presentation on the state of the art literature on the existing participatory approaches and their contribution to urban planning and the policymaking process. Furthermore, a case study, namely, the UrbanAPI project, is selected to identify new visualisation and simulation tools applied at different urban scales. These tools are applied in four different European cities – Vienna, Bologna, Vitoria-Gasteiz and Ruse – with the objective to identify the data needs for application development, commonalities in requirements of such participatory tools and their expected impact in policy and decision-making processes.
Findings
The case study presents three planning applications: three-dimensional Virtual Reality at neighbourhood scale, Public Motion Explorer at city-wide scale and Urban Growth Simulation at city-region scale. UrbanAPI applications indicate both active and passive participation secured by applying these tools at different urban scales and hence facilitate evidence-based urban planning decision-making. Structured engagement with the city administrations indicates commonalities in user needs and application requirements creating the potential for the development of generic features in these ICT tools which can be applied to many other cities throughout Europe.
Originality/value
This paper presents new ICT-enabled participatory urban planning tools at different urban scales to support collaborative decision-making and urban policy development. Various technologies are used for the development of these IT tools and applied to the real environment of four European cities.

Abstract
This chapter presents a critical examination of the interaction between concepts such as equity and accessibility in a framework of sustainable and inclusive urban development. The analysis compiles a series of reflections that build on previous research that focusses on the role of transport as enabler of opportunities for material and social capital, healthcare and leisure, which contribute to human development and well-being. The research discusses accessibility metrics for mandatory and non-mandatory travel in the context of current global agendas for social and development policies. It also introduces methodological reflections in relation to the analysis of accessibility indices from an equity perspective highlighting the role of equity metrics such as the Palma ratio and Lorenz curves. The authors link accessibility and urban development seeking to inform current approaches for policy development and assessment in a context of high manifested inequity. The research is set in the context of the Bogotá Metropolitan Region, a paradigmatic case of transport development and policy in the Global South. The findings seek to contribute to present transport policy and practice, providing relevant insights to support actions that redistribute accessibility to opportunities and questioning some of the paradigms of mainstream transport planning in cities like Bogotá, suggesting a more relevant role of transport policy as a potential engine of equity and social development.

Abstract
Purpose
Drawing on the literature on professional ignorance, here defined in affirmative terms as the capacity to act regardless of the incompleteness of available information in organizations and professional communities, the article reports empirical material from an urban development project wherein policy makers' instructions are vague and, in certain domains, inconsistent with market conditions.
Design/methodology/approach
Urban development projects regularly include uncertainty and risk taking, and policy makers' stated objectives regarding project goals may be incomplete or merely signal a political ambition. In such situations, first-line project participants need to make decisions as if uncertainties regarding policy objectives are manageable and preferably minimal. The purpose of the article is to substantiate the proposition that professional ignorance is a key mechanism in incomplete or imperfect governance systems.
Findings
Project participants actively questioned policy but acted on the instructions just the same, which is indicative of how professional ignorance is supportive of governance system that relies on first-line market actors and agencies to implement also incomplete or vaguely stated policy objectives. Incomplete policies derive from challenges in political deliberation and bargaining processes, uncertainty regarding the future and shifting preferences among policy makers and constituencies more widely. In practice, incomplete policies regularly include issues for first-level actors (e.g. on the urban development project level) to handle and to reconcile in their day-to-day work.
Originality/value
On basis of an empirical study of a major urban development project, the study contributes to a growing literature that recognizes the value of professional ignorance in governance systems and in project management practice. The study invites further scholarly research that takes an affirmative of professional ignorance but without overlooking its risks and potential malfunctions.

Abstract
Purpose
The purpose of this paper is to investigate the reasons for an unusual over‐development of flood‐prone areas outside the river dyke in Hanoi, while analysing the urban development and disaster management policies, and to suggest policy measures for regulating the rapid urbanization incorporating catastrophic flood risk planning.
Design/methodology/approach
Urban development and disaster management policies were analyzed and key stakeholders were interviewed to discover the effectiveness of the policies and governance tasks.
Findings
A discrepancy was identified between the goals of urban development and disaster management. The negative side of this discrepancy has been amplified by ineffective Construction Regulations and a lack of specificity with regard to Ordinances on Dyke. These factors, combined with poor coordination and lack of motivation within the city authorities in managing the Riverside Urban Areas (RUA), have contributed to the over‐development, which consists primarily of squatting and illegal construction.
Research limitations/implications
Along with a consideration of community perception of catastrophic flood risk in the RUA, which has been examined, the paper further analyses the effectiveness of related policies for catastrophic risk reduction in the RUA.
Practical implications
The paper identifies the following effective measures: build and share a knowledge base concerning catastrophic flood risk and sustainable ways of coping with the flood; be responsible and develop a commitment to manage flood‐prone areas; and develop better coordination between urban development and flood management.
Originality/value
The paper suggests new policy standards for managing the RUA development and reducing flood risks.

Purpose
The purpose of this paper is to contribute to an in-depth understanding of China’s ongoing urban development by engaging with the theoretical dialogue of neoliberalism. It takes decentralization and marketization as the governance background to examine the evolving policy of land, housing and public service in China, with a particular focus on Chongqing. The mismatches experienced under the evolving policy are also discussed.
Design/methodology/approach
By reviewing and consulting related literature, archives, statistical yearbooks, government reports, local newspapers and urban planning documents, this paper offers an overview of urban policy in China. The authors have also taken two field trips and conducted interviews in Chongqing in Summer 2012 and Winter 2013.
Findings
This paper finds that urban China’s land, housing and public service markets have been re-regulated, with a rescaling of statehood, recalibration of central-local relations and reinvented urban governance in the post-reform era. These policies have evolved from the market-oriented principles of early reforms to a more hybrid approach for which the policies have matured and state intervention has been reintroduced. Mismatches have been generated by this evolution.
Originality/value
This paper provides an up-to-date examination of new initiatives for policy adjustment in urban China, with a closer look at Chongqing, one of the most dynamic contemporary metropolises in the country. It has important implications for the debate over China’s engagement with neoliberal urbanism. Also, it empirically reveals the mismatches created by the latest policy initiatives.
